"The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc. This paper focuses on the design and construction aspects of Contract CM005 which is the first ESA Contract in Manhattan to successfully construct concrete final linings in pre-existing excavated areas."

The prevention of frictional ignition with a ripper-type continuous mining machine using conical bits was investigated in the laboratory using cutter-drum-mounted water sprays. Results indicated that frictional ignition during dry cutting of sandstone with conical bits was readily obtained even at low drum rpm, while wet cutting with a carefully-designed water spray nozzle located behind the bit substantially reduced the likelihood of frictional ignition. However, the orientation and operation of the spray nozzle is critical and involves almost no margin for error. A Lee-Norse 265 ripper drum has been modified to include durable water seals and is presently being field tested underground.

More than 100,000 residents of Springfield and surrounding communities live on karst (sinkhole) terrain on the Springfield Plateau in southwestern Missouri. The city occupier much of the headwaters area of Wilson Creek basin, which is underlain by the Burlington Limestone (Mississippian), a cavernous, massively bedded formation averaging 150 feet in thickness. Sinkholes, some as deep as 75 feet, pock-mark the uplands. Stony red residual clay mantles the pinnacled limestone bedrock. Surface water lost to sinkholes and losing reaches of upstream areas resurges in springs and estevellas (reversible sinkholes) in the lower reaches of Wilson Creek. The Springfield Southwest Treatment Plant, an activated sludge process sewage treatment facility, situated about mid-basin at the confluence of Wilson Creek and a tributary, South Creek, serves the entire city. Effluent from the treatment plant together with industrial, street-wash and other waste from the-headwaters of the basin have degraded both surface and ground water quality in much of the Wilson Creek watershed. The area affected includes Wilson's Creek Battlefield National Park and recreational reaches of James River below the mouth of Wilson Creek.

The objective of this international conference was to assist the mining and minerals industries in their global transition to sustainable development. The main theme of the meeting, therefore, was the development, monitoring and assessment of sustainable development criteria for mineral operations. Emerging technologies that can assist in the development of criteria and performance measurements were also presented at the meeting. A goal of the conference was also to conclude with a consensus plan and a process, representing a variety of stakeholders, which can provide guidance to the global minerals community on the path to sustainable development. A number of papers were not submitted in time to be included in the printed proceedings. Hence this addendum was compiled and includes last minute paper submissions. The pages of this addendum are numbered consecutively to the main volume of proceedings, so that when a reference is made to a paper, a proper page number may be quoted.

Heap leaching in certain parts of the world, such as Chile's Atacama Desert, brings unique design problems in the form of possible large differential settlements of the foundation soils due to the dissolution of salts. In northern Chile the soils often c?ntain very high concentrations of soluble salts (nitrates, potas­smm, magnesium, and common sodium). When a leak in the liner occurs, the escaping solution dissolves these salts and trig­gers differential settlement. If the settlement is great enough, the geomembrane tears, the leakage increases, triggering more dif­ferential settlement. The nitrate plants have experienced many occurrences of this phenomenon where a brine pond will under­go a sudden and complete loss of the impounded liquors. The authors present a simplified technique to quantify the differential settlement resulting from dissolution and provide a method which can be used to select a geomembrane with suit­able flexibility under axi-symmetric (multi-axial) load condi­tions to tolerate the predicted settlement.

This paper details the successful progression of a promising exploration property into a producing gold mine in only 35 weeks on schedule and on budget. While under construction, an extensive exploration program continued to add to the mine life through the increase in reserves, resulting in a decision to increase the mill capacity from 500 tonnes per day to 1000 tons per day while maintaining the original construction schedule. Details are provided on the unique geology at the Puffy Lake Gold Mine, development from the exploration stage through construction and ultimately to production, with a detailed flow sheet. In addition, of note is the successful change over from contract mining to the hiring of Pioneer personnel who are successfully carrying on both stope mining and development. Operating costs per ounce of gold production are projected at $185 U.S. and alternate methods of mining are currently being examined which could further reduce operating costs.

Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

The purpose of this paper is to make a comparative cost analysis of domestic and foreign exploration projects which developed into mines during the 1960-1974 time period. A total of 18 mining companies, American and Canadian, were approached to solicit cost data on domestic and foreign exploration projects which developed into mines. Only 20 percent of the companies to which questionnaires were sent made data available. Several companies answered negatively, informing us that they would have difficulty in attempting to sort our costs. Some companies were usable to release cost details. It is comforting, however, to realize that some of the non-contributing companies expressed eagerness to hear the findings of this paper. Inasmuch as the data available on exploration expenditures is, in some cases, somewhat uncertain and that no two mining companies follow the same system of cost allocations, the results obtained in this analysis should he interpreted as trends of a general character.

The discussion of international judicial activism reviews the implications of the U.S. Second Circuit Court's ruling in the Union Carbide/Bhopal case for U.S. companies investing abroad and the discussion of extending U.S. anti-trust regulations focuses on proposals coming out the Clinton administration's Justice Department.

The underground extraction of coal is associated with ground movements extending from the mining area to the ground surface, which result in bowls of ground subsidence, with amplitude exceeding the amount of several meters and occasionally with important tilt and curvature of ground surface. Such changes at both the underground environment and surface topography lead to destruction of buildings, failure of utilities and transportation networks, and occasionally formation of areas vulnerable to flooding, or even small pools. Based on geodetic surface measurements of ground elevation changes, various theories and empirical models relating surface subsidence with the geometry of underground voids formed have been proposed, and predictions of expected subsidence in the form of contours have been estimated. In this study a case study of planning of a new highway network through areas in which coal extraction was also planned is discussed. This work is partly funded by EU. The optimum solution selected was a modification of the initial highway planning, so that the road is increased in length and by-passes the richest coal-field, where maximum post-exploitation subsidence was predicted, and only crosses either minor coalfields, which are not to be exploited, or even margins of main coalfields, in which minor post-exploitation subsidence is expected.

Injection of alkaline waste-lime slurry was performed at a West Virginia surface coal mine site, to attempt neutralization of acid springs by an alkaline recharge method. Deep trenching (>5 m) using an excavator yielded the most effective injection into the aquifer. Water from two springs, 90 m from the deep trench, showed 70%-80% reduction in acidity in response to injection. Neutralization persisted >170 days after treatment, with pH between 5.1-5.7 and metal acidity from 25-60 mg/L. A minor fraction of lime introduced was consumed. The sustained neutralization is attributed to reaction of acid water with subsurface lime, entrained below the wafer table by macropore infiltration. Characteristics of groundwater transport are critical in determining recharge structure location.

FMC Gold's Paradise Peak Mine, located 13 km (8 miles) south of Gabbs, Nevada, became operational in April of 1986. Shortly thereafter heap leach testwork began on sub mill grade ore. Presently, testwork continues in combination with production size heaps that account for approximately 6% of total gold production at Paradise Peak.

In the high Andes of Peru, two tunnels are being constructed totaling nine kilometers in length at an elevation of over 4,500 meters. The tunnels convey freezing and crystal-clear waters from rainfalls, streams, and lakes for the consumption of Lima. The drill and blast 3-meter wide by 4-meter high tunnels are being driven from both ends through folded and sheared volcanic tuff, andesite, agglomerate,and limestone, where groundwater inflow is high. This paper describes the design geological and groundwater inflow investigations and construction.

Dolomite is found to undergo preferential dissolution in aqueous solutions and this is found to be strongly dependent on the solid to liquid ratio (SIL). Electrokinetic studies done under the sump conditions revealed that the mineral surface charge is also affected markedly by the solid content in the suspension. Conditioning of the dolomite at low SIL ratios for short time intervals showed preferential dissolution of calcium leading to a magnesium-enriched dolomite surface. At higher SIL ratios and longer conditioning times, calcium depletion from the solution and a calcium-enriched dolomite surface resulted. The results are discussed in terms of surface precipitation and/or bulk precipitation and surface conversion of dolomite to the calcium-enriched phase (calcium carbonate and/or magnesian calcites).

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.

Research is currently being conducted at the Colorado School of Mines in the use of high-pressure water for scaling down loose rocks in underground mine openings. In addition to improved miner safety, the adhesion strength of shotcrete applied to rock surfaces treated with high-pressure water is also increased significantly, resulting in improved overall support capabilities of the shotcrete layer. Test results show an increase in adhesion strength by a factor of four on a concrete test wall cleaned with water at 21 MPa (3,000 psi) as compared to a surface cleaned at 0.7 MPa (100 psi).

The "FIRST AUTOMATIC SHOTCRETE TECHNIQUE" (F.A.S.T.) system, provides safe, efficient methods of remotely lining, shafts/raises. Two systems are available; one system will be used to shotcrete a 3.04m (10-ft.) diameter ventilation raise at a mine in Mexico; the other system incorporating remote control and sensing devices will to used to shotcrete ventilation raises from 2.75-4.9m (9-16 ft.) in diameter. This paper describes development of the system, from idea to field use.

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. Zeolites are common secondary components of a variety of igneous rocks. However it is extremely rare to reach such abundances to form a rock. An unusual rock composed almost entirely of natrolite, a zeolite mineral, has been discovered ; in a mountainous terrain called the Kop mountain range in the eastern Turkey. In the region, country rocks are essentially metamorphic rocks. These unique rocks are resulted through metasomatic changes acted on microdioritic and andesitic parent rocks occurring generally as dikes and stocks in the country rocks consisting chiefly of serpentinized harzburgites. These metasomatic rocks are investigated with respect to their mineralogical, petrographical, and geochemical characteristics. These products consisting dominantly of natrolite are termed "natrolitite" and those containing additional pargasite, an amphibol mineral, are termed "pargasite-bearing natrolitite or pargasitic natrolitite ". The dikes and stocks show concentric zoning, each of which has distinct chemical and mineralogical compositions: Na2O and H2O contents show enrichment outward from the core to chill zones whereas, SiO2 and CaO show depletion. Mineralogically, plagioclase variety, abundance and chemistry change outwards from the center due to partial to complete replacement of natrolite: anorthite contents of plagioclases decrease outward, which is indicated by A1203 and CaO decrease and SiO2 and Na2O increase, showing inverse relationship with increasing natrolite content.
