In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

The improvement of grinding circuit efficiency is a constant industrial requirement. It has often been connected to the improvement of classification. The paper discusses some operational aspects of hydrocyclone classification. A hydrocyclone should be operated close to roping but should not with high density slurries go to roping. Unfortunately roping is not well understood and roping models for controlling hydrocyclone operation are not adequate. The paper discusses also some ways of improving the classification in terms of bypass and imperfection. The last part of the paper discusses the effect of bypass and imperfection on circuit performance.

Results obtained from conditional simulations and multiple indicator kriging were compared in the assessment of two different mining methods proposed for the extraction of the down-dip extension of a nickel-sulfide ore body located in the Thompson mining camp, Canada. An enhanced turning band simulation algorithm, supplemented with an unfolding technique, was used. A floating stope optimization process was used to effectively compare tonnage and grade figures. A calibration exercise was also conducted in the upper portion of the ore body. This study demonstrates that conditional simulations provide better spatial models for conceptual mine design and capital budgeting decisions.

Computer-based mine management systems are being used in many surface mines to assign haul trucks, track equipment and manage information. Advances in digital communications allow these systems to be used in underground operations. Underground mine management systems help maximize production by providing gains in equipment and manpower use, drawpoint equalization in block caving operations, preventive maintenance and safety. Current systems use allocated or "locked" train and load-haul-dump (LHD) dispatching. Allocated dispatching rarely optimizes open pit product' on. But it offers an efficient mode of operation underground and where options are more limited. The primary objectives of underground mine management systems are to maximize production and mini¬mize contention time through allocated train, truck or LHD dispatching, traffic control, equipment monitoring and comprehensive reporting. The main components of an underground mine management system include: ? A central computer (personal computer or worksta¬tion) in a central control center. It sends instructions to train, truck or LHD drivers and allows dispatcher interaction. ? A field computer system (FCS). This consists of a touch-screen graphics console (GC) and mobile hub - on each train, truck or LHD to receive and display instructions from the central computer and accept driver input. ? A data radio network based on leaky feeder (data, voice, video) or microcell radios (data only) and advanced token-ring technology. This passes information between the central computer and the FCSs. ? Radio frequency (RF) tags mounted at boxes, weigh bridges, tips and rim tunnel main haulage ways to locate trains or LHDs (Luke, 1993). Such a management system must be in place before implementing computer-based dispatching (Vagenas, 1991) for production optimization.

1. INTRODUCTION Empirical methods have always been important in tunneling in contrast to many other branches of engineering. Beginning in the late 19th century, when engineering entered the phase of formal modeling, this dichotomy could be seen to emerge even in the work of individuals. Culmann (1), Ritter (2) Kommerell (3) and others simultaneously were developing analytical approaches to bridge and building design and empirical approaches to tunnel design. The dichotomy remains. Empirical or simple analytical methods are used at most in the preliminary design of bridges and buildings, while they are used in all phases of tunnel design and construction. In fact, the past decade has seen a resurgence of interest in empirical methods, and with it discussion and controversy. This discussion has centered on the suitability of various methods. In some applications identical results are obtained with differing methods and in some cases radically different ones. On certain occasions the discussion has focused more on the methodological rather than empirical by taking issue with the appropriateness of particular parameters or the structure of some methods. This paper attempts to establish a basis for judging the suitability of empirical methods in tunnel design, and their applicability to particular cases. The paper makes no claim of exhaustiveness, and instead emphasizes basic requirements for application. Various methods are reviewed against this background. A detailed comparison of empirical methods and a description of their concept and background is now being prepared (4). Specifically the paper first defines empirical methods, and their purpose (Section 2), describes their structure (Section 3), and focuses on the basic requirements each must satisfy (Section 4). Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

Strains of Bacillus polymyxa, preadapted and grown in the presence of corundum, were found to be capable of the efficient separation of hematite from alumina. Results of tests performed using binary hematite-corundum and ternary he- matite-quartz-corundum mixtures in the presence of cells and metabolic products separated from the adapted bacterial culture indicated that more than 99% of the hematite could be efficiently separated through selective flocculation after desliming. It was found that alumina-specific bioproteins and other nonproteinaceous compounds were secreted by bacterial cells after adaptation to the mineral. Hydromagnesite (Mg5(CO3).(OH)2.4H20), one of the sedimentary deposits in Salda Lake Basin, is developed under the control of active tectonics regime. Since the occurrence and deposition mechanism of hydromagnesite are unstable under atmospheric conditions, in order to evaluate the precipitation process, systematic host rock, lake water (surface, 20m, 40m, 60m) and hydromagnesite sampling were carried out. Macro, micro, XRD and chemical investigations were done in detail. Not only the results and formation and crystallization mechanism but also hydromagnesite's St values were evaluated. Main resources could be ultramaficmafic surrounding rocks for hydromagnesite formations. However, hydromagnesite development is considered in different phases, because it has showed various characteristics in Kayadibi and Köpekcayin areas. In Kayadibi area Huntide-Dolomite-Aragonite-Hydromagnesite paragenesis has been realized. Hydromagnesite has also formed in Köpekcayiri area, large amount of hyrdomagnesite occurrences and levels various are noticeable. Actual position of hydromagresite levels exhibits tectonic influences in and around the lake. Therefore, the levels seems to exhibit secondary formation properties. In addition, the formations are being still maintained sedimentation as products of a peripheral deposition phases. Resolving and redifferentiation sedimentation processes probably improve in periods of lake water chemistry especially Ca/Mg proportional changes, and also SI variations indicate the mentioned precipitation mechanism. Similarly, side and into the lake hydromagnesite is stored different levels and ultramafics-mafics rocks fallow indicated stages. It is postulated that hydromagnesite formation, which is existed by result of determined developments and multiphase sedimentation, could be originated from probable crack zones on the lake bottom.

The Sunshine Mining Co. has recently started up its new silver refinery in Kellogg, ID. The new plant recovers silver anc copper values from a high grade tetrahedrite concentrate using hydro- metallurgical processes. The plant and process are both new and have gone through the initial startup phase during the first six months of 1985. The full scale plant was developed from laboratory test work. While the metallurgy of the process worked as expected, the material handling problems were difficult to over-come. As might be expected, those parts of the plant that represented available technology started up easily, while the parts that represented new technology presented the most difficulty. Topics covered in this paper include: 1) insufficient type and amount of agitation in the leach vessels, 2) discharge of a non- homogeneous slurry from the leach vessels, and 3) problems associated with very low flow rates in slurry lines.

The number of spontaneous combustion incidents in the U.S. is expected to increase as the consumption of lower rank coals and the use of longwall mining becomes more prevalent. A spontaneous combustion incident holds the potential for substantial loss of life from a mine fire or explosion if not prevented or controlled at an early stage. Laboratory tests have been developed which are useful in ranking the susceptibility of various coals to spontaneous combustion. Ventilation circuits and mining methods can be designed to minimize the risk of spontaneous combustion. Early detection of spontaneous combustion is possible with the combined use of continuous monitoring, periodic gas sampling, and inspection.

Ground deformations are of major concern during tunneling, especially in downtown environments, since they have a significant impact on the costs and practicality of tunneling. This case history describes soil and groundwater conditions and ground behavior during the construction of twin transit tunnels for the Downtown Seattle Transit Project (DSTP). The tunnels were excavated through complex glacial soils ranging from hard glaciomarine drift to flowing sand. The tunneling process was greatly facilitated by the prediction of soil layer positions to an accuracy of ±0.6 m (2 ft). Tunneling was complicated by the presence of over 500 temporary tiebacks and by disturbed ground overlying an operating railroad tunnel. A variety of ground improvement techniques were used to successfully minimize settlements, which ranged from 1 cm (0.4 in.) in glaciomarine drift to 6 cm (2.4 in.) in flowing sands. Ground improvement techniques included compaction grouting, chemical grouting, jet grouting, and eductor well systems.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. The P/B collision and attachment interactions in fine particle flotation have been quantitatively analyzed. New models for attachment probability and kinetics of ‘true flotation’ have been developed. The results are given for both a single bubble and a bubble swarm. The mechanism of the attachment event is also examined. It is shown that (i) impact collision mechanism and rolling mechanism can be ignored in actual fine particle flotation and sliding mechanism is of importance for attachment of particle onto the bubble surface (ii) the attachment probability of fine particles is independent of bubble size and determined by the kinetic measure induction time of hydrophobicity. The theoretical predictions are also compared with the experimental data.

Determination of the minimum sampling requirements of the run-of-mine (ROM) coal is very important for the purpose of meeting contract specifications. It is also important for the purpose of meeting emission regulations at a coal-burning power plant, such as the one located at Homer City, Pa. The classical statistical sampling theory can be applied to this problem, if ROM coal samples are known to be spatially (or serially) uncorrelated. On the other hand, the estimation variance concept from the Matherson's geostatistics must be used, if the samples are spatially correlated. Conditional simulation technique combined with simulation of the existing mining method is used to determine under which circumstances ROM coal samples do not preserve the spatial correlation. Only after establishing the degree of correlation that exists among ROM samples, an optimal sampling scheme can be devised using either the classical statistics Or the geostatistics. The minimum required sample volume can then be calculated using the well-known Gy's formula. This paper describes the results of the above investigation using the Helen coal mine data of the Homer City Owners. Empirical guidelines for determining the degree of correlation are also provided for coal mine operators.

This paper describes part of a geotechnical study based on stress determinations and convergence measurements conducted to assess the long-term stability of an experimental room-and-pillar oil shale mine. A rock mechanics program was initiated in 1971 at the Colony Mine as part of a large study conducted for the design of a commercial operation. The Colony Development Operation is a joint venture currently consisting of four active members; Ashland Oil Inc., Atlantic Richfield Company (Operator of the project), Shell Oil Company, and The Oil Shale Corporation. Although oil shale commercialization plans are presently suspended, rock mechanics instrumentation has been continued as part of Colony's policy in maintaining readiness to proceed with a commercial shale oil plant when national energy policies became better defined. The property is located in the southern edge of the Piceance Creek Basin in northwestern Colorado, approximately 200 miles west of Denver. Experimental mining operations were conducted from 1965 to 1972 with one of the major objectives of the pilot mine being the assessment of opening and pillar sizes for the determination of extraction ratio and life of the property. Mining was conducted in a 60 foot thick portion of the Mahogany Zone in the Parachute Creek Member of the Green River Formation, at depths of 600 to 850 feet by a one-bench system. Pillar dimensions were 58 feet by 58 feet and rooms were 55 feet wide.

Materials transport is involved in all phases of mineral processing. Bulk transport is necessary for moving materials between unit operations and through processing devices such as grinding mills. Differential transport is a primary mechanism for most separation processes. The basic mechanisms of transport and flow in particulate materials are reviewed and their role in materials handling and storage and in the performance of processing operations such as grinding and separation are discussed. Specific examples are used to illustrate current understanding of these transport phenomena and to indicate important research needs and opportunities.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

I. INTRODUCTION Modern hydrometallurgy has its roots in such notable successes as heap leaching for recovery of copper, cyanidation of gold ores, the Bayer process, the Oxland process for tungsten, electrorefining of copper, roast/ leach/electrowin process for zinc, and production of yellowcake from lowgrade uranium ores. Metallurgical testing techniques, sampling and analytical procedures, operating and maintenance practices, and improved methods and materials of construction which were pioneered in these processes have promoted the extension of hydrometallurgy into other applications. Periodically, new tools such as solvent extraction, resin ion exchange, and flocculants have opened new avenues to hydrometallurgists. Conversely, pursuit of more complex mineralization, the rising costs of energy and environmental quality preservation, and declining ore grades continue to create new challenges. For much of this century, it can be fairly said that practically any hydrometallurgical development moved the frontier of technology. The 1970's and 1980fs, however, have seen a significant maturing of hydrometallurgy's role in process metallurgy. Simplistically, this maturing seems to derive from a growing awareness of the strengths and weaknesses of hydrometallurgy and a determined effort to capitalize on the strengths. For example, many of us were among those revolutionaries of the 1960's and 1970's who taught that "chemical smelting" was the answer to the treatment of all sulfides. We now recognize, however, that only in very special cases can hydrometallurgy offer economic advantage over the generally less energy-intensive pyrometallurgical systems. The maturing of hydrometallurgy does not, however, signal stagnation. Important innovations are being studied and developed in most extractive areas, and a number are approaching or have achieved commercialization. From our company's perspective, that of an organization dealing with the development of the most economic solutions to metallurgical problems, innovation must be defined as the commercially successful reduction of an idea to practice. There appears to be no shortage of ideas, nor has there ever been a shortage. Many ideas now being implemented were conceived decades ago, but reduction to practice was foiled by the lack of such technology as responsive process control and economical materials of construction capable of withstanding highly corrosive or erosive environments. Commercialization of a new process is a particularly challenging undertaking. Even if technical risks are reduced to a minimum through careful and thoughtful process development, there are inevitable uncertainties in feed characteristics, variable costs, and product prices. Commercialization takes courage, both on the part of innovators who may be staking their careers or reputations and of investors who may face financial disaster in the event of project failure. This paper discusses innovative programs and recently commercialized processes which either have been discussed in the literature or disclosed to Hazen Research staff in private nonconfidential conversations with contacts in industry. Regarding this latter category of information, relative ease of communication has resulted in many of our observations being of North American origin.

Introduction Brine reservoirs along the Texas and Louisiana Gulf coasts are currently under study to investigate the technical and economic viability of production wells designed to extract methane gas in solution. The effect of well pressure drawdown on reservoir rock and associated overburden material is important to well performance predictions and the analysis of potential subsidence problems. Consequently a series of compaction tests have been conducted on sandstone and shale cored from a test well drilled near Hitchcock, Texas, in order to determine the variation of mechanical properties to be expected over the producing life of the formation. Previous Work The referenced tests are part of an extended study of geopressured-geothermal reservoir behavior, including compaction (Jogi, Gray, Ashman, and Thompson, 1981 and Jogi, Kalra, Gray, and Thompson, 1981) and creep (Thompson, Jogi, Gray, and Richardson, 1981) tests of reservoir rock and related reservoir performance studies (Rago, Okhuma, Seperhnoori, and Thompson, 1985). Recent work has considered the nonlinear constitutive behavior of sandstone (Fahrenthold and Gray, 1985 and 19861, while additional experimental work is reported here. Geological structure and composition of the Hitchcock field from which the core samples were obtained is discussed by Light (1985). Experimental Procedure Compaction tests were conducted on cylindrical cores, nominally 2.75 inches in length and 2 inches in diameter, with independent control of the axial, confining, and pore pressures. Axial and radial deformation of the samples were measured in tests over a range of effective stress states expected to develop over the reservoir lifetime. The term effective stress as used here refers to the algebraic difference of the total stress and pore pressure, with compression taken as positive. Three types of compaction tests were conducted on the sandstone. In the uniaxial tests, axial total stress and radial strain were held constant as the pore pressure was reduced, similating one dimensional compaction which may occur during reservoir depletion. In the triaxial tests, radial total stress and pore pressure were held constant as the axial total stress was increased, duplicating conventional rock compaction test procedures. In the pore pressure drawdown tests, axial and radial total stresses were held constant while the pore pressure was reduced, in order to investigate differences in sample response to mechanical and pore pressure loading. Compaction tests were also conducted on shale material obtained from the reservoir overburden. The field coring process provided few consolidated shale sections sufficiently large to allow preparation of samples with the dimensions described above. With additional attrition during sample preparation of this brittle material, ultimate yield of the coring effort was limited. The few available samples were tested in uniaxial and triaxial tests similar to those described above. The use of displacement transducers to measure sample deformation avoided the difficulty of strain gauge installation on this material. Test Results The sandstone and shale both demonstrated nonlinear stress-strain behavior, with hysteresis and residual strain present upon unloading. Polynomial interpolation of the stress-strain curves was used in the calculation of incremental values for the loading and unloading moduli. Figures 1 and 2 show example axial effective stress-axial strain curves for triaxial tests conducted on sandstone and shale samples. The figures plot incremental stress and strain variables, defined as deviations from the state of prestress to which the sample was subjected. The state of prestress was varied between tests in order to investigate material behavior over the entire stress and strain space of interest. Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.
