The paper deals with the activity program and the preliminary results of a research work commissioned by IReR Research Centre and Regione Lombardia to the Department of Land, Environment and Geotechnologies of Politecnico di Torino. The aim is to define measurement, analysis and control criteria for the emission of chemical and physical pollutants from non-metal mining industries, with particular reference to noise and airborne particulates. Such emissions are related to health risks and annoyance problems, both for the working crews and the neighbouring population, and so, in order to get an effective sustainability of the industry, suitable reduction methods and assessment tools are required. A simple technique for the evaluation and forecasting of both the emission levels and deriving impact has been tested at different mining and quarrying sites, considering their differences in terms of layout and exploitation method, the latter ascribed to a series of main typologies as present in Lombardia region.

Appalachian coalfields have been the predominant source of quality coals since the inception of commercial mining in the United States. In a broad sense, Appalachian coalfields can be considered those east of the Mississippi River, representing about 55% of total US coal production. In this special feature on Appalachia in MINING ENGINEERING, emphasis is given to the four coal-producing states of Pennsylvania, West Virginia, Virginia and (eastern) Kentucky. These four states produce more than 90% of the coal from the total Appalachian region, or about 40% of the total US coal production. Historically, Appalachia has been the principal source of coal for domestic industries and for export. There have been numerous fluctuations in the Appalachian coal industry during the past 20 years. Appalachia was affected by cyclical and structural changes in various industries, particularly the US steel industry, and changing world coal markets. It was also the region of more mine worker labor stoppages than other parts of the country. In general, the factors that affected Appalachian coal production over time are identical to those that determined changes in coal production nationally.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

Ore microscopy has been applied to the complex lead-zinc-copper-cobalt-nickel ores from the Madison Mire in the Fredericktown subdistrict of the Southeast Missouri Lead District to predict potential beneficiation problems. It has been found that in some portions of the ore deposits, textures are present which may result in metal losses. In ores from the Bonneterre Transition Zone the intimate association of siegenite with chalcopyrite may result in cobalt and nickel losses to the copper concentrate. In ores from higher stratigraphic horizons, this association is relatively uncommon, and siegenite is commonly associated with bravoite. This latter association will increase the recovery of the cobalt and nickel in bravoite, even though some of the fine-grained bravoite will not be recoverable. Other textures which may result in potential beneficiation problems include coatings of covellite on chalcopyrite and inclusions of sphalerite in galena.

Existing process technologies for the production of soda ash from trona involves dissolution in hot brine, sedimentation and filtration for the removal of impurities, and subsequent crystallization for the recovery of soda ash. In this regard, mining and operating costs, particularly energy costs, are higher than desired. A preferred processing strategy might be to remove gangue mineral contaminants from the plant feed prior to dissolution in hot brine. Such a preprocessing strategy at ambient temperature and pressure has been limited by the lack of satisfactory process technology. Now based on recent results from laboratory research at the University of Utah it seems that the run-of-mine trona ore can be treated at ambient temperature and pressure using a special flotation procedure to separate the gangue minerals and make a trona concentrate with a purity of almost 99% trona at a recovery of more than 97%. The concept of such a new processing strategy is discussed with respect to current plant practice.

In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let's look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat's litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl's best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller's Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller's Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes. Phosphate rock, potash, sulfur, salt, soda ash, and other materials fit this category. Some are almost custom-designed for end-use and meet performance specs. These are sometimes called functional or specialty industrial minerals. Examples of these are ground calcium carbonate, water-washed kaolin, cosmetic grade talc, filtration grades of diatomite, perlite, and vermiculite. Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation's iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970's, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem's coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970's, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem's coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.

INTRODUCTION Upflow Solids Contact Clarification is a process long employed in the treatment of potable water, wastewater and municipal sewage. This process incorporated in a fiberglass conical structure seems to offer an economical solution to problems encountered in reduction of particulates in uranium effuents. CONCEPT OF UPFLOW CLARIFICATION Use of suspended solids contact units date back to the 1930's. These types of units produced by Infilco and the Permutit Company, among others, were used in the Lime-Soda softening process to precipitate calcium and magnesium salts from hard water. In general, the process operated as follows: (a) Raw water entered a central chamber where it was mixed with chemicals. The chamber had provisions for agitating and circulating the chemicals so that mixing and reaction zones were formed. (b) The water, precipitated chemicals, floc and turbidity flows to a clarification chamber (the Permutit precipitator used a truncated cone). In most cases the influent then passes upward through a blanket of suspended floc and other solids before it leaves the chamber at effluent weirs or launders.

Recovery of fine particles has been considered to be a major limitation of the classical flotation process. However, the beneficiation of kaolin, a naturally occurring fine ore, via flotation has been practiced over the last 40 years. Kaolin is valued as a white pigment, and therefore, the goal in kaolin flotation circuits is to remove the colored impurities to result in an acceptable brightness product. Kaolin flotation originated with a novel carrier flotation process, and later on carrier less flotation techniques were developed. The collector chemistry utilized to beneficiate kaolin is based on fatty acids, and recently hydroxamates have been successfully used. The purpose of this paper is to cover the flotation practice in the kaolin industry in terms of the history and the reagent schemes.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

A key component of the Inland Feeder Project is the Riverside Badlands Tunnel, a7.9-mile stretch subjected to high internal and external hydraulic pressures passing beneath highly eroded hills in a semi rural environment. The tunnel presented significant design and management challenges to the project team. This paper describes the formula for project success used to manage the design of this complex pressure tunnel, from team member selection to the completion of all contract documents, on schedule and below budget. The project team dealt with sensitive regional and local community issues and won the trust of the community. The team included participation by senior management and recognized experts from inception to finish. The team worked diligently to build quality into design and adopted a claims avoidance approach to management and preparation of documents.

The goal of mine planning is to determine "the best" strategy to exploit an ore deposit during its workable life. Such strategy must be consistent with the objectives of the company and must be subject to the contraints imposed by economical, physical and geological conditions. Mine planning process may be broken down into three categories, according to the planning horizon: Long range, Short range and Operational. The shorter the scope of planning, the higher the level of details and the lower the degree of freedom associated to each plan. A long range plan defines the economic limit of mining at the mining life end of the deposit; it also can be used as an aid in the evaluation of the economical potential of a mineral deposit and as a guide for short range plans.

Coal and rock pillar design is critical not only for mineral extraction but also for the safety of the mine operators. Pillar strength can be estimated through numerous empirical formulas that are available in the literature, which are typically based on a statistical analysis of case study data. The limitation of most of these equations is that they only considered the width to height ratio and in situ rock or coal strength for pillars in horizontal seams. The adoption of such equations to estimate pillar strength in inclined seams may overestimate the pillar strength and ultimately lead to a poor pillar design. This paper will discuss different techniques that can be used to estimate pillar strength in inclined seams as well as present preliminary modeling results for stress redistribution around inclined pillars. Factors in the parametric analysis include pillar shapes, geometry, and seam inclination.

Secondary data are important in geostatistical simulation of continuous variables. Geophysical data and geological trends are used for modeling porosity and permeability. Multiple mineral grades must often be modeled for mining applications. Sequential Gaussian simulation (SGS) is often used because of its relative simplicity and robustness. The two most common approaches to integrate secondary data in Gaussian simulation are with (1) locally varying mean, or (2) collocated cokriging. A significant problem with both of these techniques is variance inflation, that is, the variance of the resulting simulated values is too high because of an inappropriate decision of stationarity or an artifact of choosing a single secondary data in presence of many. We introduce a self-healing procedure for dynamic correction of this problem. The dynamic correction is different for the locally varying mean approach and for collocated cokriging since there are different reasons why each of these methods causes variance inflation. The reasons for variance inflation are discussed and the self-healing is applied to a number of data sets.

The Mining design system is a CAE (Computer Aided Engineering) software and was developed as designer-oriented, interactive mode software to perform geological and mining design calculation and graphics. To perform geology and mining design, the deposit model files created by the software "Deposit Modelling System", are transferred to the environment of graphics support software, then a specially developed drafting submodule can be selected to proceed to interactive graphics design. If it is necessary to calculate the grade and quantity of a particular part of the ore-body, another submodule will be called and run. The resulting file is &apos;transferred back, and the recalculation program takes the data from the file and refers to the deposit model file to create a summary reserve report: The minimum hardware configuration of the system are IBM-AT Basic work station with high resolution graphic monitor and peripherals needed are digitizer, plotter, printer.

The West Leg Interceptor is part of a new sanitary sewer system in the southwest suburbs of Cleveland. The first two construction contracts were excavated in glacial soils varying from hard tills to pressurized silts and flowing sands. These soil and groundwater conditions were locally problematic during shaft and tunnel excavations and final lining construction. A variety of solutions were developed primarily during construction. During the WLI-1R Contract, subgrade pressures, continued ground losses, and displacements necessitated extra eductor wells and modified inverts for stabilization of shafts. At the WLI-2Contract, one shaft excavation in similar ground required only one extra well. In the WLI-1R tunnel, localized inflows of groundwater, silt, and sand through the geotextile fabric were stopped by cement grouting. In one WLI-2 connector tunnel, damage to the TBM flood doors combined with wet, flowing silt and sand led to ground losses, surface settlements, plugging, patching, and chemical grouting. The concrete lining in the main WLI-2 tunnel required remedial work to improve watertightness at joints.

Park City Municipal Corporation (PCMC), long before being recognized as an Olympic venue was known as one of the great American silver mining towns. During a century of active mining, the Park City mining district produced millions of ounces of silver in addition to a substantial amount of mine tailing waste. Since 1985 the City has been remediating these impacts with state and federal oversight. One particular challenging CERCLIS site, that was previously a historic mine tailings pond is known as Prospector Square Development (CERCLIS Listing Silver Creek Tailings UTD98051404). This site has been very challenging due to the metals that impact the shallow ground water that eventually drain into the Silver Creek Watershed. To address the water quality impairment the City and Missouri University of Science and Technology teamed up to investigate the feasibility of constructing a horizontal-flow wetland to treat this pollutant source. This effort began with the building of a pilot cell in June of 2004 and lead to the construction of a full scale horizontal-flow wetland in the fall of 2008. The design of the pilot and full scale biocell was based upon lab-scale research conducted by the Missouri University of Science and Technology. In October of 2008, the Prospector Drain effluent was introduced to the system and to date analytical results reveal that the biocell is treating the Prospector Drain outfall below the Silver Creek Total Maximum Daily Load (TMDL) endpoint goals for zinc .39 mg/L and cadmium .00075 mg/L. The water chemistry of the influent, that originates from the historic silver mine tailings pond, is impaired with zinc and cadmium and has low iron with a pH of roughly 6.5. The construction of this unit encountered many challenges related to constituent relations, regulatory scrutiny, constructability and start-up. Nonetheless, since implementation this unit is considered a success for improving water quality within the Silver Creek Watershed.

An investigation was performed to determine conditions which optimize fracture formation between blastholes used for purposes of pre-splitting. Experiments-involved high-speed photography in Plexiglas models and radiographs in sandstone models. Additionail data was obtained from full-scale pre-split blasts. Pre-split fractures between blastholes were found to form as a result of gas pressure and were affected little, if any, by stress wave interactions. Pre-splitting was effective with short period delays of 25 milliseconds or less, and did not require instantaneous initiation of blastholes. High-calcium limestone has been intermittently produced from the Monarch quarry since the late 1800s. Initial production was used in sugar processing and for a smelter located near Salida, Colorado. During the 1920s, Colorado Fuel and Iron Company (CF&I) began to exploit the deposit as a source of flux stone for its blast furnace steel operations at Pueblo. The deposit was operated for many years as a captive quarry by CF&I. In 1984, CF&I closed the quarrying operations at Monarch; flux stone was no longer required since the blast furnaces were taken off line in 198 1. In 1994, Colorado Lime Company, a subsidiary of United States Lime and Minerals, Inc. acquired the property. Limestone was mined from the Castle Butte Member of the Leadville Limestone (Lower Missippian). Some high- magnesium dolomite was also mined during WWII from the Redcliff Dolomite Member which directly underlies the Castle Butte. Past production was from both an upper and lower quarry at elevations ranging from 10,000 to 11,000 feet (3,048 m-3,353 m) mean sea level (m.s.1.). The reserves at Monarch quarry are in a dip slope deposit, occupying the northwest slope of Monarch Hill. The structural geology of the deposit is complex on both a region- al and mine scale. The reserves are located on the eastern limb of the Syncline Hill syncline. The beds on this limb of the structure strike to the northeast and dip to the northwest from 30 to 45 degrees. A major reverse fault separates the reserves into an upper and lower deposit. Numerous smaller normal and reverse faults cut the deposit, requiring a flexible mine plan. At the Monarch quarry, the Castle Butte Member con- sists of two stratigraphic units. The Upper unit (Mlu) is a thick-bedded, fine-grained crystalline dolomitic limestone from 0 to 300 feet (0-90 m) thick. The unit generally has an Si02 content of less than 4 percent. A bedded chert horizon and a karst horizon at the base of the unit locally raise the Si02 content as high as 20 percent. The underlying Quarry Stone unit (Mlq) is a light-gray, massive, bedded, calcilutite/micrite limestone from 90 to 130 feet (27-40 m) thick. The Quarry Stone unit is remarkably uniform chemically throughout it&apos;s entire thickness. Average analysis is CaC03 - 95 percent, MgC03 - 3.5 percent, and Si02 - 0.5 percent. The Footwall dolomite unit (Mld) of the Redcliff Member of the Leadville Limestone is a dark gray to black, blocky, medium-to-thick-bedded, calcilutite/micrite dolomite from 150 to 180 feet thick (46-55 m). The upper 100 feet (30 m) of the unit is a low-silica facies with an average Si02 content of less than 0.5 percent. MgC03 content is con- sistent at 39.8 percent throughout the upper 50 feet (15 m) of the unit but varies from 15 percent to 39.8 percent in the lower portion (50 to 100 feet [15-30 m]) of the low-silica facies. The lowest portion of the unit, 100 feet (30 m) to base of unit is high in silica and is not considered chemical grade. Current in-place, surface-minable reserves at the quarry are estimated to be 14 million short tons (st) (13 million metric tons [mt]) of limestone and 50 million st (45 million mt) of dolomite. A 1.4 million st (1.3 million mt) stockpile of finely crushed limestone is also present on the property. Colorado Lime is presently processing approximately 2,000 st (1,800 mt) per month from the crushed limestone stockpile. This material is pulverized and sold to underground coal mines for use as rock dust, some of this product is also used for environmental purposes. Limestone mining is scheduled to resume in spring of 2000.
