Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

The mine disaster last November in northern West Virginia has compelled the coal mining industry to take a closer look at the methods of transporting and applying rockdust. The USBM has indicated they would like to see a minimum of 80% incombustble in the back entries and want rockdust to be maintained to within 40 feet of the face at all times. With today's high rate of advance of mining machines it will be necessary to apply dust in the immediate returns continuously and the working places mutt have dust applied during the operating shift. The inspectors have become more demanding in requiring clean-up of coal and coal dust in the working place before rockdust is applied and are insisting on better clean-up and better rockdust applications along belt conveyors. Maintaining a constant application of rockdust in the back entries can be done with a Trickle-Duster. The machine is designed with hopper capacities of either 400 or 1,000 pounds of dust. The discharge rate of dust being fed through 1-1/2 inch diameter hose can be adjusted from 1/2 to 5 pounds per minute. The hose is extended into the return through the last open breakthrough and the return air carries the rockdust along w th the coal dust, depositing them uniformly on rib, roof and bottom.

Iron ore pelletizing using compressive and shear action on wet mixture feed has been studied. The physical properties, namely, moisture content, drop strength, green compressive strength (GCS), dry compressive strength (DCS), porosity, and cold crushing strength (CCS), have been studied. Pelletizing tests were carried out on four different types of ore, namely, hematite ore, magnetite ore, goethite ore, and sinter return fines. The inference of shear forces on silica distribution index in dry pellet has been studied using optical and scanning electron microscopy. Significant improvement in physical strength was observed due to compressive and shear forces on the pellet mixture feed. However, decrease in moisture content and ball porosity has been observed. Silica distribution index improved by 1.72 times for hematite ore, 1.47 times for magnetite ore, and 1.68 times for goethite ore. It has been found that bubble cavity has been reduced which is good indicator in terms of physical properties.

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron and carbon steel), three types of liquids (diesel fuel, hydraulic fluid and engine oil) and four air ventilation speeds (0, 0.5, 1.5 and 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperatures. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

Herein, the coal-based reduction was proposed to utilize the ferronickel slag of Jingchuan company. An excellent index with metallization rate of 99.22%, iron grade of 77.91%, and iron recovery of 92.79% was obtained at carbon addition coefficient 2.0, reduction temperature 1573 K, reduction time 60 min, the particle size of coal and ferronickel slag − 2.0 mm, and CaO content 15%. The 2FeO·SiO2 was reduced to Fe and SiO2 with the increase of temperature. The CaO could promote the reduction of iron oxide. Most of the sulfides (Fe, Cu, Co, and Ni) in the sulfonium were reduced to metal. The reduction degree increased with the reduction time and reduction temperature. The higher reduction temperature represented the higher peak value of reduction rate and the shorter time of reaching the peak value. The isothermal reduction process included three stages: early stage, middle stage, and late stage. The mechanism function were f(α) = 1/2(1 − α)3, f(α) = 3/2(1 − α)4/3[(1 − α)−1/3 − 1]− 1, and f(α) = 4(1 − α)[− ln(1 − α)]3/4, respectively. The activation energy of three stages was 183.498 kJ·mol−1, 420.077 kJ·mol−1, and 656.619 kJ·mol−1, respectively.

Growing demand for valuable battery materials and environmental issues from battery disposal make the recycling of spent lithium-ion batteries (LIBs) essential. Specifically, the green approaches using organic reagents have garnered many attentions for battery recycling. In this study, a synergetic organic leaching system using methanesulfonic acid (MSA) of strong organic acid and citric acid (CA) with good chelating ability was investigated to extract valuable metals from LiCoO2. Hydrogen peroxide was used as a reducing agent to enhance leaching kinetics. Cobalt extraction of 98% and lithium extraction of 97 % were achieved in the optimized condition; 2.4M MSA, 1.6M CA, 1.0 vol% H2O2, S/L ratio 80 g/L, 85 °C, and 1 h. The optimal leaching condition of the MSA-CA mixed leaching system exhibited good applicability to various cathode scraps, such as LiCoO2, LiNixMnyCo1- x-yO2, and LiNixCoyO2. The dissolved Co and Li ions in the MSA-CA leachate were selectively recovered with high recovery efficiencies of 99 % and 97 % as Co3O4 and Li3PO4, respectively. The recovered Co3O4 and Li3PO4 were utilized to regenerate cathode materials. LiCoO2 and LiFePO4 were also synthesized through a solid-state reaction and hydrothermal method. The recycling process based on the MSA-CA-H2O2 synergetic leaching system was proposed, and it might be applied as a green and economical organic leaching system for the recycling of various types of spent LIBs.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

The tracer gas method of conducting ventilation surveys is a means of determining air quantity in underground mines with knowledge of the concentration of the tracer in the atmosphere and the flow rate at which the tracer is being released. The technique is useful in inaccessible areas of underground mines and areas where traditional point measurement of velocity is not practical. Sulfur hexafluoride (SF6) is the industry standard tracer(Kennedy 1987) used in underground mines because it is safe, stable, and not naturally occurring in the mine environment. The implementation of a second tracer will increase the versatility of the tracer gas technique allowing for simultaneous releases for the study of interrelated ventilation circuits, and for conducting multiple experiments in less time. This paper will detail the selection of perfluoromethylcyclohexane (PMCH) as a novel tracer with sensitivity, physical properties, and analysis characteristics similar to SF6. Methods for the release of liquid PMCH into underground mines will be recommended, and the vulnerabilities of sample loss due to condensation of vapor PMCH will be explored. Finally, the benefits and implications of using PMCH as a second tracer will be discussed.

"Diesel particulate matter (DPM) remains a health concern in many underground metal/nonmetal mines, and has been regulated by the Mine Safety and Health Administration since 2002. While the NIOSH 5040 standard method for DPM monitoring is required to demonstrate regulatory compliance, the FLIR Airtec DPM Monitor can serve as complementary engineering tool. It is a handheld instrument that offers near real-time measurements. As part of an ongoing field study, the Airtec has been used to survey elemental carbon concentrations (a proxy for DPM) in an underground stone mine. Via “spot-checking” and more prolonged area monitoring, this effort was aimed at determining spatial and temporal DPM variation in several key locations. INTRODUCTION Diesel particulate matter (DPM) is the solid fraction of the exhaust emissions from a diesel engine. It is largely made up of elemental and organic carbon (EC and OC, respectively), which can be measured as proxies for estimating mass concentrations of DPM. The National Institute for Occupational Safety and Health (NIOSH) considers DPM to be a health hazard and potential carcinogen [1]. It is believed to cause and/or exacerbate respiratory illness upon inhalation, deposition, and retention in lung tissue [2]. Since DPM exists in both the micro- and nano-particulate ranges, it can surpass typical auto-immuno defense mechanisms that keep larger particles out of the respiratory system [2]. Relative to other occupations, the DPM exposure potential for underground miners is high because these individuals work in enclosed environments where diesel powered equipment is frequently used [3,4]. A variety of engineering and administrative controls have been devised to reduce DPM exposures in underground mines, and increased airflow is often a key component of control strategies. In large-opening mines, which are most common in the metal/nonmetal sector, DPM abatement via increased ventilation can be especially complex due to moving and controlling the large air quantities [5]. The Mine Safety and Health Administration (MSHA) has regulated DPM exposure in metal/nonmetal mines since 2002. The final rule limits personal exposure to total carbon (TC, which is the sum of EC and OC) to an eight-hour time weighted average (TWA) of 160 µg/m3. To demonstrate compliance, operators must use the NIOSH 5040 Method [6]. However, the Airtec DPM Monitor (FLIR Systems, Inc., Nashua, NH) was developed as an engineering tool to provide near real-time measurements of both EC and TC for tracking personal exposures [7]. The portable Airtec works by capturing DPM on a filter and successively measuring laser extinction on the filter as DPM accumulates; the EC fraction of the DPM is dark, and so as it accumulates the filter becomes darker and absorbs more laser light [8]. The laser extinction value is directly correlated to EC, but since EC and TC are generally observed in consistent proportions (i.e., TC = EC*1.3), the Airtec is also programmed to display TC as a TWA [9]. There have been multiple studies conducted to validate the Airtec and the instrument has been adopted by some mine operators as a tool for their health and safety programs [3,8]."

To increase zinc recovery in the concentrate, this investigation performed mineralogical characterization, dispersion studies, bench and pilot-scale flotation experiments and an industrial flotation trial. The objective was to verify the flotation behavior of the silicate zinc ore (calamine type) in the presence of slimes, with the aid of dispersing agents. Characterization studies identified the major minerals in the flotation feed as hemimorphite (calamine), quartz and dolomite. Dispersion tests showed that enhanced dispersion of the particles in the pulp in the absence of reagents occured at a pH range between 8.5 and 12.0. Bench-scale flotation experiments were planned using the statistical tool of complete factorial design at two levels, replicated once. These experiments showed, and were confirmed at the pilot-plant scale, that higher doses of sodium sulfide and polymeric dispersant combined with sodium silicate favored a higher metallurgical recovery. At 6,800 g/t (218 oz/st) sodium sulfide and 6,992 g/t (224 oz/st) polymeric dispersing agent combined with sodium silicate, a zinc grade of 38.4% in the final concentrate was achieved, at an average metallurgical recovery of 72.4%. The industrial trial confirmed the pilot scale results, leading to zinc recovery of 76.1% and a 37.3% zinc grade in the concentrate. The development of small precious metal mines in the western states has been directed at heap leach operations. Crushing plants are an essential adjunct to heap leach operations. They must meet environmental air quality regulations which generally follow a similar pattern from state to state. Prior to mine construction a permit must be obtained and an operating permit granted during or shortly after the start-up period. The typical construction permit application consists primarily of drawings, specifications and an explanation sufficient to indicate that the mass of particulate matter entering the atmosphere is below minimum standards. The operating permit may be granted following demonstrations that air emission control equipment or methods comply with information submitted in the construction permit application.

Locus Mining is working side-by-side with a prestigious iron ore company to evaluate the addition of Locus ESG-friendly green flotation reagents with the primary goal of improving recovery and grade. In this paper, we will focus on the cationic reverse flotation application. The most “established industry” reagents for cationic reverse flotation are amine as the collector, starch as the depressant, and in some cases frothers are also used (among them MIBC, pine oil, others). Here, we evaluate the synergies of different classes of eco-friendly biosurfactants and industry-standard reagents during the cationic reverse flotation method. Exploratory research was done first with an analog sample under different pHs, eight different biosurfactants with starch and no-starch, and a customized DOE was used to perform 145 microflotation tests. The results show Separation Efficiency from 20% (baseline) to 50% (biosurfactant), and Selectivity from 3.27 (baseline) to 5.67 (biosurfactant). Optimized result conditions were then applied to the iron ore samples received from our client to perform flotation tests on a Denver Lab cell. Similar results were obtained by improving Separation Efficiency and Selectivity, which corroborate with the previous work.

Atlantic Richfield Company began operating a commercial uranium solution mining project in April, 1975 in Live Oak County, 10 miles southwest of the town of George West (Figure 1). The operation is designed to produce 250,000 pounds of U303 per year and is jointly owned by Atlantic Richfield Company, Dalco and U. S. Steel. The proprietary process employed in this operation consists of injecting an alkaline leaching solution into the ore-bearing formation through a pattern of injection wells. The uranium-bearing solution is then removed through producing wells using submersible pumps in central production wells. The produced solution is pumped through a pipeline to the plant area where the uranium is extracted. The barren solution is refurbished and returned to the pattern area for reinjection. The injection field and plant site are located in the drainage of Spring Creek, a small intermittent stream tributary to the Nueces River. Land use in the area is primarily agricultural -- cattle ranching and farming -- but several producing gas fields are present in the areas as well.

Monitoring and control of conventional industrial wet grinding circuits is conceptually straightforward. However, since production objectives and operating constraints can vary widely from plant to plant, there is probably no single overall grinding circuit control strategy which is "best" in all cases; in-variably some compromise is necessary between performance desired under ideal conditions and performance achievable in practice. The recent advent of relatively low cost, reliable, high speed small computer systems is revolutionizing daily operations in increasing numbers of metallurgical processing plants. Of special power and capability is a hierarchical computer network like that currently in use at the Pinto Valley Operations of the Cities Service Company. Several satellite processors for key plant areas communicate with a master computer operating under a powerful multitasking real-time operating system. Hardware and software structure is such that downtime on one of the processors -including the master -does not have a major impact on overall system operation. Admittedly, the powerful, core efficient table driven satellite software, which handles process/computer communication, calculation of nonmeasured process variables, and basic Direct Digital Control functions, is difficult to modify. However, important high level process monitoring, report preparation, graphic display, and supervisory control functions -including economic optimization -can be implemented by project engineers at the plant site. Thus, for example, new control strategies can be quickly examined and rapidly evaluated. Such computer monitoring capability also permits use of short duration process pulse tests for approximate dynamic modeling and rapid calculation of controller tuning constants for single loop dominant systems. Following a brief back-ground discussion of the Pinto Valley Project, we present some of the more interesting results and conclusions of our work over the past year.

The state of Arizona produced 253,276.2 metric tons (279,000 st) of crude gypsum during 1986. This represents approximately 1.7% of the total U.S. production. Four mines provided Arizona's gypsum, three of these mines are in the San Pedro Valley. The uses of the gypsum produced in Arizona are for manufacture of cement, agricultural uses, and wallboard manufacture. The gypsum is used as a retarder in the manufacture of Portland cement. The use in agriculture is treatment of alkali soils to allow water penetration. Other deposits in the San Pedro Valley have production potential, providing there is sufficient market for additional wallboard. The author completed an evaluation of one property earlier this year.

Using non-hazardous industrial residues in mine waste remediation is beneficial not only for the mining industry where substantial amounts of the waste generated have potential to produce acid rock drainage and pollute the environment, but also the providing industry, minimizing the waste landfilled. In this study green liquor dregs (GLD), residue from 15 different paper mills were characterized to valorize it as a potential product as a cover material. In another part of the study, one of the GLDs and a local till were characterized to determine the optimal mixture of GLD amended till to be used in a field application at the closed Näsliden Mine in northern Sweden. The study concluded 10% GLD-amended till to be the optimal recipe and was successfully applied at the Näsliden mine waste dump. However, the great variability in the characteristics of GLD creates challenges if it is to be valorized as a product.

D-LM at Mobile The qualified success of iron ore pelletizing processes has influenced considerations for production of highly beneficiated fur¬nace charges. Such beneficiation would necessarily involve some forms of chemical and perhaps thermal conversion for production of prereduced pellets, preheated pellets, precalcined pellets, and perhaps pellets which contain all of the above features as preheated, prereduced, precalcined products. This type of furnace burden will be adapted within a new ironmaking process to be activated commer¬cially during the latter part of 196$ in Mobile, Alabama. This process will integrate a new pelletizing system with an electric smelting furnace and the pellets will be comprised of a composite charge blended from metallurgical proportions of iron ore, coal, and limestone. Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

Particle processing is a key to using solid particles in fuel cell applications. Selectivity with regard to reactivity, impurities, etc. is an important feature and the treatment of particle surfaces could greatly impact the performance of direct carbon fuel cells. Solid fuel particles will become increasingly important in the future. Present energy conversion systems for solid fuels are too inefficient. New energy conversion systems for solid fuels with higher energy conversion efficiencies are possible. Fuel cell technology is a key technology in these new conversion systems. The direct carbon fuel cell (DCFC) operates on carbon particles obtained from a variety of solid fuel feedstocks. The DCFC is the only fuel cell designed to directly oxidize carbon particles in a special anode chamber. The particles are generally graphite structure with high purity. The electrolyte used is the high temperature solid oxide, molten carbonate, or hydroxide electrolyte. Since a pure stream of CO2 is produced, the stream can easily be sequestered and disposed. Pure carbon dioxide produced as a by-product would also have a market in many industries. A well-defined technology roadmap identifying key research and development (R&D) issues is necessary to provide a framework for the development of these systems and to prevent entrenchment in inherently inefficient technologies. Portland cement is a basic building material in every country in the world, and, fortunately, the raw materials required in its manufacture are widely distributed. It is a low-priced bulk commodity (price one cent a pound or less, with a density of 100 pounds per cubic foot.) Table 1. Approximate price per pound of selected mineral products. Use of cement begins early in a country's development, and, because of local availability of raw materials, cement manufacture is one of the first heavy industries many countries desire. Use and manufacture of cement usually precedes other industrial materials such as steel and heavy chemicals, and consumption levels off for a long period during development of infrastructure and an economic base. With a mature economy comes a very high consumption. Per capita consumption varies ten times or more between nations (Figure 1).
