The implementation of NAFTA in January of 1994 was expected to have small but beneficial effects for the Mexican economy, mostly through increased investment flows. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results of the past two years have shown that it is governments and macroeconomic factors that influence investment flows, rather than the fine-tuning of trade flows through so called "free-trade" agreements.

After half a million meters drilled with Wassara we are now confident that ITH hammers powered with simple water will become an established product for production drilling. Today four drill rigs in LKAB Malmberget equipped with Wassara drill about 25 000 m per month of 4 1/2" holes. In Kidd Creek, Canada, Was sara is used for production drilling in stopes with good results. The first Wassara 6" hammer has drilled a 36 meter long, completely straight horizontal cut hole for drifting in the LKAB Malmberget Mine. Main advantages are about doubled penetration rate, very good air quality and improved hole cleaning which facilitates stabilized drilling. Disadvantages are resistance to new technology and, in some cases, the increased use of water.

The Lower Indus Basin deposits form a substantial unconfined alluvial aquifer of excellent quality. This aquifer contains basically highly saline groundwater, overlain in places by considerable amounts of freshwater whose origin can be traced to the present and historical courses of the River Indus. In the past the main source of groundwater recharge has been direct river seepage and water tables were generally deep. Since the establishment of a perennial irrigation regime however, deep percolation from the increased irrigation supplies has predominated and the water-table has risen to within a few feet of the surface. The river system itself is being progressively developed for irrigation and very shortly a situation will arise where the entire low winter flow will be utilised. Fresh groundwater will then be exploited to supplement the surface supplies, and at the same time a drainage system, mainly based on wells will be used to stabilise the water-table at safe depths. This paper discusses some of the methods used to ensure optimum-economic development of the fresh groundwater and describes the general design philosophy evolved by the authors firms for both irrigation and drainage wells, with respect to both well configuation and operation. Water quality standards are discussed in as much as they affect subsequent use of the groundwater. A few particular aspects are considered, including that of the values of the relevant aquifer constants, the construction of wells and the determination of screen losses. A major problem solved during the Lower Indus Project investigations has been the design of wells to-produce fresh water from layers overlying saline water. This solution is also discussed.

The U.S. Bureau of Mines investigated leaching of chalcopyrite with sulfuric acid-oxygen under conditions anticipated during in situ leaching. A central composite experimental design was chosen to study oxygen pressures of 150, 300, and 450 psi, leach temperatures of 35?, 65°, and 95° C, oxygen-to-chalcopyrite mass ratios of 0.5, 1.0, and 1.5, leach times of 8, 16, and 24 hours, initial acid strengths of 0.6, 1.2, and 1.8 g H2SO4/g chalcopyrite and pyrite to chalcopyrite mass ratios of 0, 1, and 2. The leaching kinetics were consistent with the shrinking core model. A quadratic response surface model was used to determine linear and interaction effects of the design factors on rate constants from Arrhenius correlations.

"The Sangan iron ore mines (SIOM) in Iran are located in a remote area near the Afghanistan border. The SIOM deposit contains a geological resource of 1.1 Gt (1.2 billion st) of mostly magnetite with an iron (Fe) grade ranging from 27 to 61 percent. The Iranian government plans a stepwise development of SIOM in cooperation with private companies to satisfy the growing demand of the Iranian steel industry. Sustainable development is an influential ethical concept in mining all around the world. However, a successful realization of a sustainable development plan is not possible without a foundation on the core values and regarding the specific circumstances of the individual mining country. This paper introduces SIOM and describes sustainable development activities undertaken during its development. From the early stages, these activities have been realized to secure the acceptance of the stakeholders in the region. To evaluate their effects, indicators were filtered to the ones with the highest priority for the stakeholders. Moreover, Islamic values and Iranian regulations and their influences on SIOM were analyzed.Mining industry in Iran The Islamic Republic of Iran holds 68 types of minerals, including salt, sand and gravel, gypsum, chrome, lead, zinc, copper, coal, gold, iron, etc., with 33.5 Gt (37 billion st) of proven reserves and more than 51.7 Gt (57 billion st) of potential resources. Iran is ranked among the 15 major mineral rich countries (1). In accordance with the statistics published by Statistical Center of Iran (SCI), there were 5,316 active mines and 84,922 employees in the whole country in 2012-2013 (2) and, according to the statistics published by Central Bank of Iran (CBI) in 2011, the share of this sector in the gross domestic product (GDP) of the country was 1.2 percent (3)."

Production at Freeport Indonesia's Ertsberg open pit copper/gold mine started in 1972 at a rate of 7500 t/d. Mill throughput remained at that rate for a number of years until the discovery of the Ertsberg East (GBT) orebody. This discovery prompted three successive expansion stages from 1981 to 1988 that boosted production to 20,000 t/d. The discovery of the huge Grasberg porphyry copper deposit in 1988 launched a new era of much larger expansions. The first of these involved installation of a fourth primary mill in 1989 to bring production up to 32,000 t/d and was immediately followed by an expansion of the crushing and screening plant and the addition of a new south concentrator to bring production to 57,000 t/d in 1991. The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 has served to optimize current production at a level of 66,000 t/d. A major expansion is now in progress. This includes construction of another new concentrator to house a SAG mill circuit and large Wemco flotation cells in an area created by the removal of 6,000,000t of glacial material. This current expansion, with a planned completion in 1995, will take production to 115,000 t/d. This paper describes the evolution of the Freeport Indonesia (FI) concentrator to-date and will then go into an in-depth discussion of the 66,000 and 115,000 t/d expansions.

The basis for the selection of the ultimate pit for an open-pit mining operation is generally opaque. Some form of value-based analysis will generally guide the final decision; however, the value will often gradually plateau while the ultimate pit size continues to increase. There is no established framework to guide specialists in the selection of the ultimate pit, with such decisions regularly made on a somewhat arbitrary basis. The key component that is missing from the analyses typically used to select the size of the ultimate pit is risk. Once risk is quantified within the analysis framework, the decision-mak-ing range is significantly reduced and the process for select-ing the ultimate pit becomes more consistent, replicable and defensible. The technique outlined in this paper provides an approach to including risk in the process used to select the ultimate pit.

The paper in based on laboratory and pilot plant investigations which led to the development of a series of processes for production of high purity metals from nickel-copper-cobalt mattes of a wide range of composition. The selection of ammonia pressure leaching or acid pressure leaching for various mattes is discussed. This is followed by discussion of various methods for leach solution purification and metal separation. The metals of high purity are produced by reduction with hydrogen from purified solutions. Examples are given of complete flowsheets for a number of mattes. Drawing upon those examples, general principles for the selection of the most suitable treatment process for particular material are outlined. Under certain circumstances, those processes may replace part of the pyrometallurgical treatment and all of the electrolytic refining steps which are customary in the treatment of nickel-copper-cobalt mattes.

It seems that mining has been in the doldrums for awhile. Except for gold, metals prices remain depressed. And economic conditions in the United States and around the globe have put governments in a financial bind. This affects new building and infra-structure repairs, which, in turn, have a major impact the building materials industry. Add to that the severe environmental and regulatory restrictions placed on the mining industry in developing new mines and expanding existing ones. It’s enough to make a mining engineer/geologist/metallurgist go sell real estate. So why do those employed in the mining industry stay in the business and remain optimistic? Many of them will say that they have been through down cycles before and know that an upswing is in the offing. They also know that society will always need the commodities they produce. And they love the challenge. The challenge in mining’s case is producing commodities as cheaply as possible, in an environmentally sound manner and improving the quality of life in the communities where they work.

The Long Baseline Neutrino Facility Far Site at the Sanford Underground Research Facility in Lead, South Dakota will house four large detector tanks located in deep underground caverns. Construction of the supporting infrastructure required for this project is no complete including installation of a waste rock conveyance system and drill and blast excavation of several supporting drifts and chambers. This paper will discuss the design and construction of these pre-excavation and early works elements, and the overall project schedule as it closes in on commencement of cavern excavation activities.

Fire development and spread along conveyor belts in ventilated ducts were investigated experimentally and theoretically. Various types of conveyor belts used in mining applications were ignited and burned in a full-scale gallery under various flow conditions. The flame spread rates depended strongly on the ventilation air speed. The time-temperature traces of gas and belt obtained at 12 feet from the entrance show that a rapid belt surface temperature change takes place prior to a change in the gas temperature, indicating that radiative heat transfer from the flame to the belt surface plays an important role. Further, anomalies in the flame spread rate in the vicinity of 1.5 m/s air speed (i.e., much greater rate than that observed at either higher or lower speeds) can be explained through the mechanism of flame tilt and the resultant view factor between the flame surface and the belt surface. In order to correlate the fire spread with material properties of the conveyor belts (such as the specific heat, the thermal conductivity, and the pyrolysis temperature) and the fire environment (such as the gas temperature and the ventilation air speed), a theoretical model has been developed. This model is based on the experimental observation that the radiative heat transfer is the dominant mode of energy transfer ahead of the flame front. Agreement between the theory and the experimental results is good.

Selective removal of mercury from cyanide leaching solutions while retaining silver has been a long-standing problem, due to the chemical similarity of mercury and silver. In order to be practical, a mercury removal process needs to be both highly selective and use inexpensive materials. This paper reports the use of zinc sulfide (ZnS) as a precipitant for mercury. The mercury cyanide complex (Hg(CN)4 2-) undergoes a replacement reaction with the zinc sulfide, forming insoluble HgS, while the silver cyanide complex (Ag(CN)2 -) remains in solution. Under appropriate conditions, the separation of mercury from silver is nearly quantitative, with close to 100% removal of mercury, while nearly none of the silver is precipitated.

Siskon Gold has started gold production at the San Juan deposit in northern California. The mine is located about 27 km (17 miles) north of Nevada City, CA (Fig. 1). It is scheduled to be-come the largest underground gold mine in California. It is situated in the western foothills of the Sierra Nevada Mountains in the Mother Lode gold belt. The property consists of 8 km2 (2,000 acres) of patented land. It is situated in a topographically high area known as San Juan Ridge, which is 213 m (700 ft) above and between the Middle Yuba and South Yuba rivers. The elevation is between 790 and 914 m (2,600 and 3,000ft) above sea level. Annual precipitation averages 1,346mm (53 in.). Most of that falls between November and April.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The importance of coal as the major energy source has led to wider interest in the recovery of waste coal fines as a usable product. An additional incentive for fine coal recovery has been the increased emphasis on environ- mental pollution control and conservation of the nation's natural resources, Accordingly, a series of studies and tests were performed to investigate the feasibility of the recovery, concentration, balling and pelletizing of coal fines as a marketable adjunct to existing mining and beneficiation operations. These studies were conducted at the existing operations of the Eastern Coal Corporation at Stone, Kentucky, and the Metallurgical Laboratory of Arthur G. McKee & Company in Cleveland, Ohio. The purpose of the investigations was to recover the fines from the effluent waste waters of an existing preparation plant and transform them into a high carbon, low sulfur and ash product capable of being handled with a minimum of degradation and dusting problems. The fines were relatively high in ash content prior to processing, and flotation pretreatment served a combined function of beneficiation, recovery and water clarification, The minus 28 mesh coal concentrate containing 40 to 45 percent minus 325 mesh size material had an ash content varying between 5 and 7 percent and a sulfur content of less than 0.5 percent. Chemical and size analyses of the effluent and concentrated fines are presented in Table I for comparison.

There is pressing need for better means of exploring ground conditions ahead of mining. Exploration drilling has the drawbacks of high cost and a seriously restricted sampling zone. Traditional geophysical exploration methods including gravity, magnetic and resistivity techniques have been used with some success underground, but all give poor target delineation relative to range, since they depend upon minor distortions of a potential force field. Much greater ratios of resolution to range can, in principle, be obtained by employing electromagnetic or seismic radiation as the exploring agent. This is because propagation time delays can be used to measure range accurately, and to separate the small effect of a distant target from the much larger effects of nearer targets and of the transmitter. Seismic waves have long been used with great success in exploration for petroleum, and recent research on their application underground is promising. Electromagnetic (radar) waves have been very successfully used for detection and location through the air and outer space, and have also explored through polar icecaps more than a mile thick.l It is not generally realized that below the soil many rocks are also somewhat radar-transparent, and that radar can be used for exploring such rocks, once a quarry, a mine, a borehole, or other means of access has been opened. Radar waves are reflected by any boundary or object where they encounter a large change in electrical properties.2 The usual cause of such a change is a difference in moisture content. An interlaboratory testing program was undertaken in support of an ASTM standardization program for simultaneous combustion-infrared analysis for carbon and sulfur in ores and related materials. Statistical analysis results from the study are used to generate the within-laboratory and between-laboratory precision data needed for standardization of the methods. The interlaboratory precision statistics are also interpreted to estimate the uncertainty in calculation of net carbonate value classifications using a simplified quantitative risk analysis technique.

The total energy demand in the United States increased about 4 per cent annually during the 1960's 1 and is expected to increase at the same rate during this decade. Z Fuel oil growth in the 1960's was only Z per cent per year until 1968, but it increased to 8 per cent in 1969 and 11 per cent in 1970. Fuel oil demand is expected to grow at a 6 per cent rate through the 1970's. Part of this rapid increase in demand has been caused by restrictions placed on the sulfur content of fuels. High sulfur coal can no longer be burned in many parts of the country and has been replaced by low sulfur fuel oil. An insufficient supply of natural gas has also contributed to fuel oil demand. Air pollution regulations have not only caused an increase in fuel oil consumption, but they have also caused a reduction of sulfur content in residual fuel oils. Current regulations call for 1 per cent maximum sulfur content fuels over much of the country. Sulfur contents of fuels are limited to 0. 3 per cent in certain areas on the east and west coasts. Sulfur in residual fuel oils from high sulfur imported crude oil is reduced to 1 per cent currently. However, sulfur reduction to 0. 3 per cent is difficult and expensive.4 As a result, refiners may be hard pressed to supply the market for low sulfur fuel oil. A great amount of work in recent years has been devoted to refining older survivorship models, e.g. life tables, and developing newer ones, e.g. Cox regression. In this paper, these models are applied to data from an epidemiological study of uranium miners in four western states conducted by the U.S. Public Health Service. One of the principal problems addressed in this paper concerns the appropriateness of using cumulative dose as the measure of radiation exposure. An alternative is considered that incorporates dose rate into the model. This procedure does not implicity assume that equal cumulative doses produce the same lung cancer mortality, but instead considers the amount of time in which each miner's dose was accumulated. Results of the statistical analysis indicate that dose rate is a significant factor at higher cumulative dose levels, with lower dose rate apparently more damaging than higher dose rate. The shape of the dose response curve is curvilinear at higher dose levels. No interaction was found between smoking and radiation exposure on a multiplicative or relative scale.
