Scenario-level uncertainty is a representation of large-scale differences encountered when considering ultimate mining pits optimized over various subsets of stochastic realizations. Accounting for scenario-level uncertainty allows mine plans to be assessed against several probabilistic subsurface interpretations. Scenario-level uncertainty is found through clustering stochastic geostatistical realizations and optimizing final pits across the realizations in each cluster. Where these pits are geometrically different, plans for each scenario differ. Knowing these differences allows the value of each planning alternative to be assessed based on the value and relative probability of each scenario. These results also facilitate the use of formal decision-making frameworks for planning, leading to optimization that better represents the full statistical characterization of the deposit. An example utilizing this approach evaluates both infrastructure placement and drilling program requirements. In both cases, scenario-level uncertainty improves initial plans by limiting opportunity costs and identifying additional potential.

The run-of-mine coals in the U.S. being fed to coal cleaning plants have become increasingly finer due to the adoption of modern, mechanized mining methods, and economics are dictating that finer fractions, as well as the coarser fractions, be cleaned. Traditional dewatering methods (vacuum disc filters and centrifuges) are proving inadequate for preparing fine refuse for disposal or fine coal product for downstream handling. The Electric Power Research Institute has been supporting research into the nature and limitations of mechanical dewatering, and novel ways of improving it. The efficiency of various silicone-based chemicals at aiding dewatering was investigated, and it was shown that the final moisture content of hydrophilic coals after vacuum Filtration could be reduced by 1 to 5% with up to 40% increase in filtration rate by addition of one of several of these silicones. EPRI also has an on-going program at its Coal Cleaning Test Facility to investigate the performance of the Larox pressure filter in comparison with that of the disc filter and solid bowl centrifuge. While improvements to the dewatering performance currently being obtained in existing operating plants by such means are achieveable, a fundamental study has shown that, regardless of changes in operating conditions, there may be a limit to the lowest cake moisture content attainable by mechanical dewatering of a given sample of coal fines. Determination of this limit for a specific coal would be useful in designing facilities to dry and handle it.

This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

This paper shows the metallurgical test results that led to the design of the heap leach facilities of Philex Mining Corporation. The design incorporates a water management model as process solution circulation is excessive with high rainfall intensity in the area. This poses problems in the operations requiring stringent controls than would be necessary in a less severe environment. The corporate perspective embraces on environmentally-sound mineral development. A budget is always provided to environmental management making certain that no industrial development is moved forward at the expense of the environment.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Solid state reduction of roast movat chromite ore with carbon was carried out as a function of C/FeO ratio and temperature in the range 800°C to 900°C by thermogravimetry analysis (TGA). A two stage mechanism, (1) the reduction of FeO present in Roast Movat with carbon monoxide; and (2) the regeneration of CO by the oxidation of carbon with CO2 was proposed. The rate controlling step is the carbon oxidation reaction. A kinetic equation, that of random nucleation, was proposed. The activation energy for the reduction was determined to be 55800 J/mole and is compared to those activation energies determined for other chromite ores.

The paper investigates the capture and recovery of rare earth minerals from Bayan Obo ore using superconducting magnetic separation. A finite element model (FEM) was established to study the influence of various factors on the capture of rare earth minerals under a high-gradient superconducting magnetic field. The study aims to improve the efficiency of rare earth mineral separation and recovery.

This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations' average Cost of capital.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. The US Mine Safety and Health Administration (MSHA) developed a model to estimate diesel particu¬late (dp) exposures in underground mines. The estimator uses in-mine measured dp concentrations or engine manufacturers' standardized emission data. Through a series of calculations, full-shift dp concentrations are estimated by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method for estimating dp levels and determining the impact of various diesel particulate controls on occupational exposures to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

WIDCO is a surface coal mine located near Centralia, Washington. The WIDCO preparation plant processes over 7 million tons of run- of-mine coal each year with a product yield averaging 72%. In the jig type preparation plant the fine refuse amounts to approximately 130 dry tons per hour of 28mesh by 0. This fine refuse material is thickened in a 160ft. diameter static thickener with the use of lime as a coagulant and organic polymer as a flocculant. Once thickened the fine refuse, which is predominately bentonitic clays, has been dewatered and disposed of using several different methods. These methods will be discussed and include vacuum disc filters, ponds, solid bowl centrifuges, belt filter presses and experiments with electrokinetic dewatering.

Pre-excavation grouting is a predictable and reliable technique performed to prevent or minimize settlement in advance of, or during the tunneling operation. It safeguards the infrastructure above the tunnel alignment. Cement based suspension grouts and sodium silicate based grouts are frequently injected to consolidate and strengthen the formation and create a reinforced canopy above the tunnel trajectory. Grouting is typically performed through permeation and permeation in conjunction with hydrofracturing. Multiple injection passes through steel sleeve pipes are ideal, since they create an effective forespiling system to facilitate tunneling without causing unacceptable settlement, even with minimal overburden thickness. Ten pre-excavation grouting projects performed in the North America are discussed in this paper.

Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

Using an agitated column 203 mm (8") diameter by 1829 mm (72") tall with independent agitation units for the gas dispersion zone and the collection zones, respectively, permitted the independent evaluation of the attachment and the detachment mechanisms for the chalcopyrite/ silica system. Three particle size fractions were used in this study, i.e. coarse (+75 µ m), intermediate (-75 µ m + 10 µ m) and fines (-10 µ m). The optimum selection of the two agitation zones for the three particle size fractions were determined as a function of grade, recovery, residence time and air superficial gas velocity.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. Introduction Spontaneous combustion in coal mining is recognized as a major hazard in terms of safety and economics. A survey by Olaf (1979) revealed that 80% of coal mine fires were caused by spontaneous combustion. Modern mining methods demand a high capital investment. Closure of a working face may then result in a huge loss. Even a short production interruption can prove expensive. Spontaneous combustion may also produce lethal amounts of carbon monoxide, thus posing a serious threat to the health and safety of underground miners. The worldwide recession in the early 1980s resulted in a number of mine closures and production cutbacks. So large stockpiles at mine sites were common. Experience has shown that stockpile fires are difficult to extinguish. Critical factors influencing spontaneous combustion There is no simple method of predicting whether a particular mining method applied to a specific coal seam will result in spontaneous combustion. Under favorable conditions of heat accumulation, spontaneous combustion can occur with any type of coal. It is known that subbituminous coals are more susceptible compared to low volatility bituminous coals, and that a high ratio of exinite increases the risk. However, the inherent moisture content of the coal and the exposed surface area may be more significant. Actual mining and ventilation conditions also strongly influence susceptibility. In practice, the experience gained with the mining method applied to a particular type of coal seam must be carefully evaluated with respect to the factors responsible for spontaneous combustion. Feng, Chakravorty, and Cochrane (1973) summarized the critical factors influencing spontaneous combustion in coal mines (Table 1). Prevention methods and strategies Mine layout is the most important factor preventing spontaneous heating. Working districts should be designed so that a particular section can be isolated on short notice without affecting production in others. Sites for preparatory seals should be identified and marked during planning. With coal seams that are highly susceptible to spontaneous combustion, the retreat method of working is preferred. This is because the gob is not subjected to a large difference in ventilation pressure. Coal pillars should be designed to resist excessive crush. The panel system of working is preferred, particularly for mining coals susceptible to spontaneous combustion. The size of each panel is calculated based on the incubation period and the rate of extraction. Controlling air leakage is also important for controlling spontaneous combustion. This is usually achieved by minimizing ventilation pressure difference, proper siting of doors, and avoiding unnecessary stopping and starting of fans. Air leakage is also reduced by sealant coating, injection of cements in cracks and crevices, and by maintaining good gateside packs. Application of inhibitors to control spontaneous combustion met with limited success. Chamberlain and Hall (1973) concluded that borate solution or Montan powder sprayed in the gob area or infused into a low rank coal would reduce the possibility of spontaneous combustion. Early detection of heating Significant research is being conducted worldwide to develop methods for early detection of heating. Monitoring combustion products during the early stage of heating is the most suitable method for detecting spontaneous combustion. The major gaseous products resulting from low temperature oxidation of coal are carbon dioxide, carbon monoxide, and water vapor. In mining operations, carbon dioxide monitoring is considered unsuitable because there are sources other than spontaneous heating from which this gas may originate. Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6'o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

Increasing depth in vertical mine shafts penalises conventional hoists in at least four distinct ways: rope weight becomes limiting; travel time increases; the obstruction of ventilation becomes more serious; and with friction drives, rope wear due to torque is aggravated. Travel speed is limited by instability of poorly sprung conveyances on inaccurately aligned flexible rails, and also by the cost of installed power to meet an inherently peaky demand. These problems call for a review of existing designs, firstly in respect of the furniture (Buntons and guides) obstructing the air flow, and secondly in regard to the hoist running in the shaft.
