A comprehensive strategic planning model has been developed for the phosphate strip mining and chemical operations at White Springs, Florida. The computerized model covers ore body modeling, production simulation and financial analysis. Several innovative features in the model include using NPV techniques in ore body block economics, adapting the floating cone method to a floating template for generating dragline mining units automatically, using interactive graphics for designing mining units, and a dragline move economics algorithm for automatic scheduling of mining unit assignments and moves. Simulation of chemical plant production uses linear programming and concentrate inventory levels control mine operating schedules.

Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

One of the most difficult tasks a project manager will have in pre-mine planning is dealing with the mine site's hydrologic regime. Numerous federal statutes passed by Congress in the last decade have made the coal mining industry more responsive to the environmental impact during all phases of the mining process. Permitting these mines has dictated a cradle to grave approach in dealing with water related issues. This paper will attempt to explore the application of these technology- based laws and their direct application to the unique environment found in Alaska's interior regions.

Road tunnels in recent infrastructure projects in Sydney, Australia, are designed to have a fire resistance level of either a 4-hour cellulosic fire or a 2-hour hydrocarbon fire. Where permanent ground support for tunnels consists of systematic rock bolts and relatively thin layer of shotcrete, it is important to ensure that during and after the fire event the ground support is designed/predicted not to pose risks to the tunnel occupant. The global behavior of the ground support can be predicted using finite element analysis, and its resistance is derived with consideration of the material strength degradation due to the elevated temperature.

The Tren Urbano project in Puerto Rico includes a 19 m diameter tunnel constructed by the stacked drift method, which involves installation of a pre-supported concrete arch using multiple tunnels. Geotechnical conditions consisted of weak rock and highly weathered, unstable alluvial soils. Due to low cover, reinforcement of the arch was required. Ground behavior ranged from firm ground to mixed-face to raveling and flowing ground. Consequently, construction of the individual drifts involved many different soft-ground techniques such as steel set supports, shotcrete support, shield tunneling, forepoling, and consolidation grouting. During construction, the design was modified to improve constructability. Although settlement was experienced during excavation of the drifts, arch movements were within predicted limits and minimal surface settlement was observed upon excavation of the interior.

Federal regulations require that refuge alternatives (RAs) be located within 305 m (1,000 ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines, in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature below 35 °C (95 °F). The U.S. National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from an RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for a mobile tent-type RA. The results of these studies show that 51 percent of the heat loss from the RA to the ambient mine is due to radiation and 31 percent to conduction. Three mine width and height configurations and four mine strata compositions were examined. The final DBT inside the RA after 96 hours varied by less than 1 °C (1.8 °F) for the three mine width/height configurations and by less than 2 °C (3.6 °F) for the four mine strata compositions.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. Determining the number of boulders and cobbles that will be encountered in the tunnel envelope is one of the most difficult problems confronting the geotechnical engineer in the design of tunnels in glacial terrain. This issue is very important to the contractor, both in determining what methods will be used to construct the facilities and the advance rate that can be achieved for the chosen construction methods. The cost of constructing tunnels by pressurized face tunneling techniques is very sensitive to accurate characterization of the very coarse fraction (large cobble and boulder sized clasts), and no standard method is current available for characterizing boulders and cobbles. Careful use of large diameter borings and the sampling and analytical techniques outlined in this paper can provide a means to answer this difficult question. By performing large diameter borings and carefully recording and sampling the cobbles and boulders encountered, an estimate for the amount of these materials present in the formations sampled can be provided. Using this method allows the designer to communicate the expected geologic conditions to the prospective bidders in a manner that is both definitive and defensible. This paper describes the method as it was used in conjunction with the design of a large diameter sewer tunnel in the Columbus, Ohio area.

Accident prevention can be portrayed as a science that deals with facts and natural phenomena and must be dealt with in the same manner as any other operating problem. Safety at the Copper Queen Branch dates back to 1913 when a Safety Organization was started and rules formulated for underground mining. Since then the mining industry has made substantial progress in the elimination of accidents and when the Lavender Pit was started in 1951, it adopted the general plan in use at all Phelps Dodge properties. The Copper Creek area, part of the Bunker Hill District, Pinal County, Arizona, lies within the southwest porphyry copper province of North America at the intersection of a northwest trend and an east-northeast trend of Laramide porphyry copper deposits. The Copper Creek area has been mined and explored for copper and molybdenum since the early 1900?s. The majority of this work focused on the more than 400 surface exposed breccia bodies. In the 1960 to 1970?s deeper drilling discovered a deep porphyry copper-like setting. Redhawk Copper currently has NI 43-101 compliant resources of about 0.652 billion pounds of measured and indicated and 2.745 billion pounds of inferred copper equivalent in breccia hosted and porphyry style deposits. Tabular uranium ore in the Grants uranium region, New Mexico, occurs as tabular layers of a urano-organic mixture suspended within host sandstones of the Morrison Formation. The intimate urano-organic association points to the organic material as the main ore control. Petrographic evidence indicates that the organic material was postdepositionally introduced into the host sandstone, probably as humic acids; however, the mechanism by which these acids precipitated from solution remains uncertain. A model, the cation scavenging model, is proposed in this paper to explain humic acid precipitation. The model, supported by evidence from regional alteration studies of the host sandstones, proposes that cations responsible for humic acid precipitation were scavenged from framework grains which altered during passage of the humic-rich fluids through the host sandstone. This process, coupled with the affinity of organic molecules for each other, caused flocculation of humic acids into tabular zones. The precipitated humic substances then continued to concentrate uranium to form the orebodies. The cation scavenging model requires only one solution, the humic-bearing solution, in the precipitation process. All cations necessary for humic acid precipitation originated in the host sandstones. This model contrasts with a previously proposed model--the brine interface or two solution hypothesis--in which it was proposed that a cation-rich brine introduced into the host sandstones provided the cations necessary for humic acid precipitation. The brine hypothesis has several drawbacks, one of which is unrealistic hydrologic reconstructions necessary to accommodate mineralization at various stratigraphic horizons in the Morrison Formation. Moreover, no mineralogic evidence exists to suggest a brine occupied the host sandstones at the time of mineralization. The proposed cation scavenging model for humic acid precipitation not only readily accounts for humic acid precipitation, but also is consistent with geologic observations and regional alteration studies.

"This work presents a method for the precipitation of cobalt sulfate by alcohols, specifically ethanol and methanol. The effect of the initial concentration of cobalt, the volumetric ratio of alcohol to cobalt sulfate solution, the addition of sulfuric acid and ammonia, and the effects of common ions on the precipitation percentage were investigated. The performances of ethanol and methanol were compared in terms of the precipitation percentage of cobalt sulfate, and explanations for different performances are offered. In the sulfate-based solution, the alcohol was shown to displace water ligands from the first coordination sphere of the cobalt(II) cations, which led to the precipitation of the cobalt ions as cobalt sulfate heptahydrate. SEM analysis revealed that the particle sizes of the powders produced by this method are smaller than those of commercially available cobalt sulfate. The scientific literature contains no data on the solubility of cobalt sulfate in ethanol. In this study, the solubility product constant (Ksp) for cobalt sulfate was experimentally calculated to be approximately 1.15 x 10-5.IntroductionCobalt sulfate, which is one of the most important compounds of cobalt, is used in the electroplating and electrochemical industries. The addition of cobalt sulfate to nickel-plating baths makes the treated metals brighter, harder, smoother and more ductile (Armstrong et al., 1988). It is also used as a desiccant for lithographic inks, varnishes, paints and linoleum, as well as in storage batteries, e.g., nickel-cadmium (Ni-Cd) and lithium-ion (Li-ion) rechargeable batteries (Kang et al., 2010). Cobalt sulfate is employed as a coloring agent in ceramics, enamels and glazes to prevent discoloration and as a copigment for the decoration of porcelain. In addition, cobalt sulfate has been used in animal feeds as a mineral supplement (Budavari et al., 1996; Kirk and Othmer, 1999).In the past, brewers used cobalt sulfate to prolong the life of beer foam (Kesteloot et al., 1968). Ranchers have dosed livestock with cobalt sulfate or used fertilizer enriched with this mineral to ensure that their animals obtained sufficient amounts of the trace mineral, which is essential to the production of vitamin B12. Cobalt sulfate has also been used in veterinary medication to prevent and treat cobalt deficiency in ruminants, which causes a reduction in feed intake and body weight, accompanied by emaciation, anemia and debility.Cobalt sulfate is a water-soluble bivalent cobalt salt. Cobalt sulfate heptahydrate dehydrates entirely at 420° C, and the dehydrated salt forms red monoclinic crystals."

Traditionally, the choice amongst different upgrading techniques or in finding the optimum operating conditions for a given upgrading technology depends on whether one is looking at the grade or the recovery of the valuable mineral in the concentrate. In fact, the conclusions are not usually the same. This is because the best technique or optimum operating conditions for the highest grade are not the same as the conditions to achieve the maxi-mum recovery. Therefore, a unique measure that takes into consideration both grade and recovery is urgently needed. Finding such a measure is the objective of this paper. A proposed measure provides a selectivity index in the range of 0 to 1, where 0 is no selectivity and 1 is ideal selectivity. The index can be obtained by plotting the so-called Fuerstenau upgrading curve, which relates the recoveries of the components in products of separation and a running regression applying a one-parameter equation. The measure was applied to assess the selectivity of selective flocculation under different operating conditions when used as a sensitive upgrading technique for ultrafine ground ores. After applying the proposed selectivity measure in the case of the selective flocculation of ultrafine Egyptian iron ore without the addition of cations, it was found that the optimum conditions are pH 11, 1 kg/t sodium silicate and 0.4 kg/t potato starch with a selectivity index of 0.55. With the addition of cations, the optimum conditions were found to be pH 11, 1 kg/t sodium silicate and 2 kg/t potato starch with a selectivity index of 0.65. It should be noted that determining these optimum conditions using the traditional grade or recovery measures was highly ambiguous.

For most geologists and miners the term "asbestos" refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven, are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for? uses where incombustible, nonconductive or chemically resistant material is required. The United States Mining Enforcement and Safety Administration (MESA) specifically refers to the naturally occurring minerals chrysotile. amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as "asbestos" if the individual crystal fragments have the following dimensions; length -greater than 5 micrometers, maximum diameter -less than 5 micrometers, and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer causing agent) it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment.

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

Although lifetime estimates for sulfate reduction based on total substrate carbon typically range from 20 to 30 years, field and laboratory experiments showed that rates of sulfate reduction decreased over time as readily available organic material was consumed. When the rate of acid input exceeded the rate of sulfate reduction, alkalinity was removed from the substrate, pH decreased and metals increased. Output pH increased from 4 to over 6 after the system was shut down for several weeks and the rate of acid input was reduced. Successful long term treatment requires a design based on the input pH and the long-term organic decomposition rate.

Magnetite (Fe3O4) ore is concentrated by low-magnetic-field drums to recover a magnetite concentrate that is low in silica (SiO2). The presence of SiO2 in the magnetite concentrate for steel production increases the steel processing costs, so a major challenge in magnetic concentration is to lower the SiO2 grade in the Fe concentrate. This work presents studies that were carried out on the removal of SiO2 from the magnetite concentration at the plant scale. Studies were performed with a three 36 × 96″ drum unit processing 46 ton/h of rougher magnetite concentrate. These studies showed that silica appears in the magnetite concentrate by three mechanisms, namely SiO2 entrainment in Fe3O4 chains, heterocoagulation between Fe3O4 and SiO2 particles, and mineral locking of SiO2 to Fe3O4. The SiO2 entrainment mechanism had the highest contribution (75%) to the SiO2 recovered in the Fe concentrate. Electrokinetic studies on Fe3O4 and SiO2 showed that heterocoagulation occurs because of the low negative zeta potential of the minerals at the pH of the plant slurry. This study also showed that a high percentage of ultrafine size SiO2 particles trapped in Fe3O4 agglomerates was not removed by the dilution water for the slurry fed to the drum. To lower the SiO2 recovery in the drum magnetic concentration process, work should be directed towards the removal of trapped SiO2 in Fe3O4 agglomerates.

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine for analysis and display on the surface. The U.S. National Institute for Occupational Safety and Health (NIOSH), in collaboration with Signal Peak Energy (SPE), LLC, Bull Mountains No. 1 Mine, operated a TBS during mining of two bleederless, longwall panels. This paper describes the gas analysis data and its interpretation. As verified by the TBS, coal at the SPE mine tends to oxidize slowly. It was known that a reservoir of low-oxygen concentration atmosphere developed about 610 m (2,000 ft) behind the longwall face. A bleederless ventilation system facilitates formation of an inert atmosphere in this longwall gob and decreases the likelihood of spontaneous combustion. Connections of the mine atmosphere to the surface through subsidence cracks could allow airflow into the longwall gob, revive coal oxidation and increase spontaneous combustion risk. The atmospheric composition of the sealed areas was homogeneous, except in the immediate vicinity of suspected ingassing points. The TBS verified that gases within the partially sealed, bleederless longwall gob expanded into the longwall tailgate area when barometric pressure decreased. The concentration of carbon dioxide in the back return airflow at the longwall tailgate was observed to increase by a factor of three and possibly up to 10 times the typical background concentration of 0.5 to 1.0%, depending on the size of the longwall gob and the magnitude of barometric pressure decrease. TBS have the inherent disadvantage of slow response time due to travel time of the gas samples and sequential gas analyses. A TBS or similar continuous monitoring system could be beneficial in detecting and providing warning of potentially hazardous gas concentrations, if the slow response time of the system is always understood.

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

While flue gas scrubbing with alkaline solutions is one of the oldest methods of removing SO2 from flue gas, a satisfactory scrubbing system for this application, which is both technically and economically viable, has yet to be developed. Interest in alkaline scrubbing has continued because of its basic simplicity and comparatively low capital cost. Drawbacks of alkaline scrubbing are the tendency for accumulation of solids to plug the system, scaling, corrosion and erosion problems and the need to dispose of large quantities of waste. Discussed are instrumentation loop applications to a 90,000 cfm alkali scrubbing test facility, the process problems the instrumentation engineer faces in. selection of equipment, the performance of the instruments selected and the problems encountered during start-up. The Test Facility incorporates centralized electronic process control with a digital data acquisition system provided to log process variables and print off normal (alarm) conditions. Flue gas SO2 content is measured by ultra-violet analyzers and analysis of the total gas stream is by gas chromatographs.
