IARC classified crystal-line silica as a Group 2A (probable) carcinogen in humans. Adverse classification by IARC, which is a non-regulatory agency, is very significant because many regulatory bodies follow or consider its findings. California included IARC findings in its listing of toxic materials under Proposition 65. OSHA considered IARC findings while promulgating its regulations on hazardous air contaminants. The impact of these scientific and regulatory trends in the mineral industry will be broad. Minerals and materials bearing silica at very low levels will be affected by the "IARC threshold of 0.1% crystalline silica. The regulatory track should follow that of talc and asbestos including the emotional aspects. Silica is much more common than talc or asbestos so, in the final analysis, it may have the farthest reaching impact on industry. Permissible levels set by California and OSHA have usually been lower than industry desires but higher than environmentalists desire. This pragmatic approach will blunt the impact somewhat.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Dawsonite bearing oil shale of Colorado's Green River Formation offers a unique and vast (6.5 billion tons of Al2O3) resource of easily extractable alumina. The processing methods required by the thermal reactions dawsonite and its oil shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary Federal oil-shale withdrawal appear less solvable.

The importance of increasing the world's mineral production to help solve our food and energy problems has been widely discussed. Improved surface mining methods will be needed to meet these needs. This paper reviews the modern horizontal drilling and blasting methods which can increase the productivity and lower the costs of I surface mining. A substantial decrease in the number of blast holes required, total footage of blast hole required and amount of explosive used has been realized by many mining companies using this method. Applications of this method are presently in large coal surface mines. However, similar gains are possible and probable in open pit mining of copper and iron.

The Inco process can be retrofitted into a typical heap operation with minimum capital. Capital cost for a mid to large size heap would be less than 1 cent/ton. Operating costs are typically in the order of 8 cents/ton. Ammonium bisulphite is the preferred reagent. Mining has been the mainstay of the Woods Creek Valley for more than a century. The head of the valley is at the Continental Divide, about 50 miles west of Denver, Colorado. First, it was the quest for gold and silver that drew people to the valley. Then, when molybdenum was classified as a strategic metal by the U. S. Government during World War I, it was the valley's molybdenum mineralization which attracted the most attention. Molybdenum is used primarily as an alloying material in superior grades of steel. Circumstances responsible for providing the label "Urad" are unknown, but Urad is variously reported to be an acronym for "Uranium Research and Development" or "Uranium Research of America Division". The search for uranium was fruitless as no ore grade uranium exists in this area. The moly orebody was first developed and mined by the Primos Exploration Company from 1914 to 1919. During World War II, the mine was purchased by the government and turned over to the Molybdenum Corporation of America to operate. In 1963 AMAX Inc. purchased the property for $2 million. After spending nearly $30 million for exploration and development, AMAX put the mine into production again in 1967.

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

Denison Mines Limited, Canada's largest uranium producer located in Northern Ontario recently embarked upon an extensive development program that would allow them to substantially increase production and also meet the more stringent air quality standards established by the ministry of Natural Resources. To proceed with this program it was essential that the fresh air supply be greatly increased to the underground workings. A major portion of the mining area is located under Quirke Lake on the north limb of a syncline termed the Quirke Lake trough. The Denison engineers determined the most practical size and location for a proposed new fresh air shaft, eventually deciding to drive a 25 foot diameter shaft, 490 square feet in section for 1,800 feet long vertically. The shaft collar would be located on Roman Island, an island in Quirke Lake. A test hole was drilled from Roman Island to determine the ground through which the ventilation shaft would pass. This drill hole confirmed the location of the Quirke Lake over-thrust fault, a highly fractured water bearing zone 165 feet thick, approximately 800 feet below surface. Plans were made by Denison Mines Limited to seal and consolidate this ground when it was encountered by the shaft.

The solution of the problem of beneficiation of cassiterite from its primary ore deposits is of fundamental importance to Bolivia. The process today involves a gravimetric treatment of the ore followed by sulphide flotation. During the last year, a cassiterite flotation stage has been added in several plants to treat the slime tailings. Although cassiterite flotation is already economical for the slime tailings and the mechanism of the process are understood, it is felt that further research could improve the results. In the past, considerable amount of research and test ark has been performed to select appropriate collectors to improve recovery, to increa¬se the grade of tin in the concentrate, to minimize the effect of metallic ions like Ca+2, Fe+2 and Fe+3 which prevent flotation, and to increase the pH of the pulp which now it can not be higher than 3.0. It has been reported that the halogen salts (1) like NaCl exhibit special surface affinity for cassiterite but none for quartz. These effect seems to be favourable for the selective flotation of cassiterite from silica minerals. In view of these preliminary results it was decided to follow the research accordingly: OBJECTIVES The objectives of the present investigation are: 1. 0 evaluate the influence of NaCl salts in quartz and cassiterite flotation.

A gravimetric method for measuring rates of capillary rise in powders was explored. Methods to improve reproducibility and consistency of the results were investigated. In particular, the effects of particle size and packing uniformity were addressed. Studies of the wetting behavior of both spherical glass beads and irregularly shaped synthetic graphite particles by various organic liquids were carried out. Standardized procedures for bed preparation are described. The applicability of the Washburn equation for surface energy evaluation in such systems is discussed.

The central question concerning the health risks associated with mining and processing of taconite ores in the Eastern Mesabi Range is ??does asbestos, of any variety, occur within the gangue mineral population?? Free silica in the form of quartz does exist in the taconite, but silicosis has been relegated to a secondary issue. The focus has shifted to the asbestos minerals and the malignancies that might occur following low-level exposure to dust. Although mineral fibers do exist in the Mesabi taconite ores, Ross, Nolan and Nord conclude ??no asbestos?, as explained in their contribution ??The Search for Asbestos within the Peter Mitchell Taconite Iron Ore Mine, near Babbitt, Minnesota?. Their area of study is located in the eastern Mesabi Range. It is here that the tectonic and metamorphic effects associated with the intrusion of the Duluth Gabbro have been profound. A variety of amphibole minerals have developed as a result of these geological events, some with names recognized within the US Asbestos Standard. The issue tackled by the authors is whether or not these amphiboles are present in the mine and if so whether or not they are asbestiform in habit.

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

Approximately 2,000 years ago, the Lord Admonished the Scribes (Lawyers) and Pharisees (Religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, Judgement, Mercy, and Faith. (Matt. 23:23). I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare--not to mention off the target of the intended purpose for the regulation. INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. "Bull Mountains No. 1 mine of Signal Peak Energy made another success in its 4 Right pre-developed recovery entry on March 23 and 24, 2015, after the first successful cut-through and shield retrieval of 3 Right pre-developed longwall recovery entry in 2014[1]. Under the same geological conditions, the major difference of 4 Right and 3 Right is the 600 psi Unconfined Compressive Strength (UCS) value of light-weight concrete in 4 Right versus 800 psi in 3 Right. In addition, one more recovery chute was added in 4 Right. The unique geological conditions in this mine include: (1) the low overburden of approximately 200-260 ft, (2) prevalence of roof joints parallel to the face in the sandstone/siltstone dominated overburden, (3) proximity of the Rehder rider seam to the bench Mammoth coal seam, and (4) prompt surface subsidence with the face advancement. The 4 Right recovery entry was 42 ft wide and developed in two stages, 20 ft wide in the inby Phase I, and 22 ft wide in the outby Phase II. The entry roof was reinforced with steel wire mesh/non-metallic recovery mesh, primary bolts, and high-capacity supplemental SUMO cables. After all the support was installed, the entry was completely backfilled with specially designed, cuttable, low-density cement. It took approximately half time to easily cut through the concrete with less dust in 4 Right as compared to the concrete-cut-through time in the 3 Right. The updated study further explored the nature and mechanism of effective roof control approaches in the pre-developed recovery entry of this unique geology mine, aiming at providing the safest working environment for protecting the miners. GEOLOGICAL AND MINING CONDITIONS OF THE RECOVERY ENTRIES Bull Mountains No. 1 mine is located 30 miles north of Billings, Montana, and currently mines bituminous coal from the Mammoth coal seam. The mine employed a conventional recovery face in Panel #1 and pre-developed recovery entries in Panels #2, #3, and #4 (Figure 1). The typical mining and geological conditions are as follows:Overburden Depth The overburden above the Mammoth coal seam in the #1-#4 Right recovery areas is approximately 200-260 ft. This low cover, in combination with specific roof geological features (especially the prevalent roof joints and proximity of rider seam), constitute unique ground movement characteristics when the longwall face advances into the recovery entry if no sufficient roof support is installed."

Although calcium sulfate dihydrate, commonly referred to as gypsum, has been utilized for some time in fiberglass reinforced polyester (FRP) applications, it does not have the fire retardant filler recognition of ATH. Gypsum is more commonly known for application in cement, soil and water treatment, plaster, and wall-board. Inherent characteristics of gypsum limit its use to low temperature and, until recently, non-aqueous applications. However, as a plentiful, naturally occurring hydrated mineral, the cost effectiveness of calcium sulfate dihydrate has prompted development and yielded success in the areas of FRP spray-up and latex carpet backing.

Reaction kinetics for gold dissolution in acid thiourea solutions were investigated using formamidine disulfide as an oxidant. For the conditions studied it appears that a surface reaction limits the rate of gold dissolution. The rate was found to be first order with respect to thiourea concentration and half order with respect to the concentration of formamidine disulfide; the apparent activation energy for the reaction was 10.40 kcal/mol (43.40 kJ/mol); and the reaction rate was independent of pH for the pH range 1.0 to 3.0.

Historically, this area produced gold and silver from many well-known vein deposits, like Tayoltita, Topia, and San Jose de Gracia. Modern exploration identified three categories of deposits: 1) low grade porphyry golds in shallow level dacite porphyries; 2) batholith-related deposits; and 3) those formed in volcanic sequences of Late Cretaceous to Late Tertiary. At least four porphyry golds have been identified, of which Metates is best known. These are formed by and within daciteporphyries, associated hydrothermal breccias and sometimes within surrounding meta sediments. Their ages are from mid-Cretaceous to Early Tertiary. Precious metal deposits associated with batholiths occur as veins, contact haloes in meta sediments or volcanics, skarns, tectonic breccias, hydrothermal tourmaline breccias, dacite dikes or as disseminated or stockwork deposits such as La Fortuna.Several new gold discoveries were made in older EarlyTertiary Volcanic Sequences and in the younger Tertiary volcanics within prominent structures exceeding 3 to 5 km in lengths. Some of these are open-pittable but most have to be mined by underground methods.

Tailings, or flotation waste, formed during copper production may be considered in the class of valuable wastes because of the amount of copper they contain. With the decreasing grade values of copper ores, the utilization of wastes like tailings that carry certain amounts of copper as secondary sources has become a necessity in both the economic and environmental senses. This study was carried out with the aim of using ammonium derivatives for the recovery of copper from tailings waste produced during copper production and utilizing their complex formation characteristics. In the conditions of six hours of leaching at 30 °C in the presence of 22.5 percent ammonium hydroxide and 100 g/L ammonium persulfate, 91.47 percent of the copper was transferred into the solution, while iron was not transferred, indicating that copper can be selectively recovered from tailings.

At Kerr-McGee's Galatia Mine in southern Illinois, the need for safe and efficient longwall moves prompted a detailed planning effort. Galatia Mine operates two longwalls on separate coal seams with different geologic conditions. An overview of the longwall move planning as related to manpower training, roof control, ventilation, transportation, equipment recovery and setup will be discussed. The impressive safety record achieved during each of the longwall moves at Galatia Mine verifies that health and safety planning does play a major role.
