In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

PRINCIPLES OF MINE PLANNING During the initial planning stages, all mining operations are analyzed and evaluated in a similar fashion. This similarity holds true because the mine-planning procedure can be reduced to a network of interrelated systems that are tied together by a common philosophy of mine planning: namely, that the resource is to be extracted in a manner which is safe, efficient, and profitable. The success of the mining operation cannot be guaranteed unless each of these three requirements is met. Fig. 1 shows a flowchart for the initial planning of any mining operation. Notice that there is a preplanning stage that leads to the planning of four interrelated systems. The preplanning stage includes property exploration, estimation of production and manpower requirements, and the establishment of construction timetables. The four systems, evaluated after the pre-planning stage, are broken down into the following: (1) Excavation and handling system, (2) Strata control system, (3) Operating support system, and (4) Service support system. The Excavation and handling system includes the selection of all the equipment for the removal of the resource from its in-place deposit (e.g., draglines, continuous miners, rock drills, etc.) and for the transportation of the mined material from the face (e.g., belt conveyors, trucks, etc.). The Strata control system incorporates all those considerations which maintain the integrity of the roof, ribs, floor, and overburden both during and after the extraction phase; typical considerations in this area include pillar sizing, artificial support of the immediate roof in mine entries, and subsidence protection. The Operating support system contains the "necessary evils" of mine planning; the system consumes a large percentage of the mining engineer's planning time but does not contribute to the actual extraction of the resource. However, if proper attention is not paid to the various components of the system, such as ventilation, drainage, and power, then the mining operation will not perform to its capabilities. Finally, the Service support system is composed of those operations which keep the mine running efficiently; typical examples of these include maintenance and sup- ply. One important concept that Fig. 1 is designed to emphasize is that the four systems are interrelated; typically, a slight alteration of one can affect the performance of another. If these interrelationships are ignored, the effects on the system can be disastrous. The mine preplanning stage and the four subsequent system evaluations constitute the Analysis portion of the mine planning flowchart. After this portion of the study is completed, the overall projected operation can be evaluated by techniques such as financial analysis. This last step in the study is referred to as the Synthesis of the previously calculated parameters into an overall plan. Much has been written about the overall evaluation of mining properties, but, over the past thirty years, very little has been written about the analysis of mine- planning systems in a coordinated manner. Further, those texts which attempted this topic have failed to give sufficient examples for successful implementation, thus supporting the operating engineers' lament that it is easy to discuss theories but difficult to show applications. This text is intended to bridge this gap. Examples of the various stages of the analysis portion of the mine planning flowchart shown in Fig. 1 will be covered in this text, with the exception of the Service support system, since this system is oriented more toward day-to-day planning than long-term mine planning. INTERNATIONAL STANDARDIZATION The benefits that can be derived from an international standardization of the units used in mining engineering calculations are numerous. The interchange- ability of equipment parts and the ability to analyze and compare performance and design specifications on an equal basis are just two of the goals desired by both manufacturers and mine operators. Unfortunately, conversion to an international standard has not been rapidly achieved by engineers in the United States, due to their training under the English system. The Society of Mining Engineers of AIME has made the commitment for the adoption of the Systeme International d'Unites (SI) in all mining engineering calculations. Since many practicing mining engineers and students in undergraduate programs still find difficulty in relating to SI units, the calculations in this textbook will use the English system, with Table 1 available for conversion into SI units.

There are numerous techniques and predictive models used by geologists and mining engineers to define coal reserves and plan mines. The traditional reserve estimation methods commonly used include the isopach, triangular, polygonal, inverse-distance weighting, weighted-moving-average, and trend-surface methods. Geostatistically-based estimation techniques are now being examined by many geologists and mine planners as a superior alternative to these traditional methods. With today's coal mine development costs often exceeding $100 million, and power generation $1 billion, it is logical that a technique that can indicate the degree of confidence associated with a reserve estimate (fuel supply), and thus also the degree of risk, is highly desirable to the coal producer, the financiers, and those desiring to commit to coal utilization under short or long-term supply arrangements.

Predictive ground-water modeling is currently being applied to a wide range of engineering applications. In recent years models have been used to evaluate the effect of large ground-water withdrawals on regional water supplies; subsidence associated with overpumping; siting and design studies for chemical dumps; siting and safety aspects of nuclear waste storage; and heavy metal migration from disposal sites. Similar modeling techniques could be used to analyze water-related problems in the minerals industry such as mine dewatering (both open pit and underground), environmental and pollution control, and process water supply and disposal The objective of this discussion is to describe how ground-water models are being used to assist in the solution of water-related problems outside the industry and to extrapolate that use to mining problems.

Methanometers with catalytic heat- of-combustion sensors used in coal mines today will read low for flammable gases when oxygen (0,) concentrations are low or when methane (CH,) concentrations are greater than 10%. Thus, these methanometers may not be reliable during operations such as fire fighting or recovery of sealed mines. The U.S. Bureau of Mines developed a total flammable gas detector (TFGD) to measure CH, at concentrations up to 100% and to measure flammable gases in low 0, concentrations. This paper describes the operation and construction of the TFGD and discusses measurements of flammable mine gases obtained from a mine in western Pennsylvania.

Western underground coal reserves are tremendous, but recovery in western seams can be poor because of mining problems caused by deep cover, geologic anomalies, and thick seams. For instance, many seams contain a rock parting too thick to be extracted economically with the coal. This forces the operator to mine the coal above or below the parting. Subsequently, the rock pressures induced by mining make the part left difficult or impossible to extract by standard mining methods. Because upper and lower parts of the seam are frequently of minable thickness, the presence of rock partings can result in a significant loss of coal. Given a longwall recovery of 60 pct and equal thickness for the two parts of the seam, overall recovery is reduced to less than 30 pct if one part only is mined. The coal left in place is unavailable to meet the nation's energy needs, or to produce revenues for coal companies or government. [ ] Multi-slice longwall mining has the potential to recover the portion of split seams that are now left in the mine. Using superimposed standard longwalls with chain pillars, overall recovery could be doubled, depending on panel and pillar widths. Using a combination of advancing and retreating longwalls in descending slices, overall recovery could be improved to more than 80 pct. Because of the potential for improved recovery, the Bureau of Mines is analyzing the ground control factors affecting multi-slice longwall under western mining conditions and is conducting field trials at a planned multi-slice operation.

To develop strategic and tactical strategies to manage seismic hazard in a safe and economic manner, it is necessary to understand the spatial and temporal distribution of mine wide seismogenic behavior. Global mine-scale numerical stress modelling provides a means to forward predict seismic susceptibility thereby facilitating informed decision making for the development and implementation of strategic and tactical risk mitigation measures. To make forward predictions of hazard susceptibility using global stress models with reasonable confidence, it is necessary to rigorously calibrate numerical stress models to the observed history of ground reaction. This paper demonstrates quantifiable methods for calibrating numerical models and developing probabilistic prediction criterion using seismic data. The appropriate applications of model inputs (including boundary conditions, constitutive models and material parameterization) specific to global mine-scale modelling are also discussed. Lastly, this paper demonstrates how the calibration process adds value not only to informed decision making, but also to the improved understanding of site geomechanical conditions; including enhanced identification of geotechnical domains and mechanical indicators required for seismic mechanism domaining.

This paper is concerned with applied platinum resistance thermometry which involves many considerations absent in precision thermometry. The historical development of the Callendar-Van Dusen Equation which describes the resistance- temperature relation of pure platinum is discussed. The advantage of using platinum resistance temperature sensors over thermocouples is described, and the improvements in design and construction of these sensors that have come about in the past few years are discussed. Integral and remote bridges that convert resistance changes into voltage together with signal conditioning techniques and equipment for voltage or current signals are described. Errors encountered in temperature measuring schemes and methods to reduce these errors are summarized.

Fuller's earth and bentonite are two clay commodities that are interrelated either by mineral composition or use. Because of this interrelation and the sale of both for many different uses, some ambiguity in their classification has resulted. The term "fuller's earth" has no compositional or mineralogical meaning, and it is used more or less as a catchall for any clay or earthy material suitable for certain uses. Most, but not all, of these uses require absorbent properties. Bentonite by geologic definition must have formed from volcanic ash or tuff or the glassy material in volcanic rock; most bentonites consist chiefly of montmorillonite but other clay minerals may be present. In industrial usage the term "bentonite" is applied to any clay consisting chiefly of montmorillonite, irrespective of origin. Georgia and Florida have historically been the leading States in the production of fuller's earth; bentonite has been produced in Alabama on a small scale. The first major use of fuller's earth was in refining of oils. Other materials have replaced fuller's earth for this purpose to a major extent, but many new uses for fuller's earth have been found, and production has increased in recent years. The new uses include absorbent products, insecticide and pesticide carriers, drilling mud, and many others. The bentonite now produced in Alabama is of the "southern," "low selling," or "calcium" type and is used mainly as foundry-sand bond. Most of the fuller's earth mined now is in the Hawthorn Formation of Miocene age; a lesser amount is produced from the Twiggs Clay Member and other beds in the Barnwell Formation of Eocene age. Inactive pits from which fuller's-earth was produced from other formations occur at several localities. The bentonite now mined in Alabama is in beds of Cretaceous age; several years ago bentonite was produced from Eocene beds in this State.

With the increasing depth of coal mining, the coal mine shaft traverses’ strata conditions become more and more complex. Shafts are often located in deep thick strata with unstable aquifers, and coal mining requires short-term rapid drainage of aquifers; the additional stress caused by aquifer water drainage is the direct cause of the shaft-lining failure. Over the years, many experts have conducted research on the shaft-lining damage caused by the consolidation and subsidence of the soil layer induced by the long-term drainage of the aquifer. On this basis, this paper conducts an in-depth study of the dynamic change of the pore water pressure of the aquifer in the short-term drainage and its influence on the response of shaft-lining strain and surface subsidence. The result shows that the Mandel effect of pore water pressure around the shaft-lining is obvious at the beginning of drainage, and the pore water pressure suddenly increases; the increase is independent of the drainage rate, which leads to the sudden increase of the shaft-lining strain value unrelated to the drainage rate. The result also shows that with the gradual dissipation of pore water pressure, the increase of shaft-lining strain is positively related to the drainage rate and negatively related to the drainage distance, and the variation trend of horizontal strain is greater than that of vertical strain, which appoints the main cause of shaft-lining damage.

Because of air pollution control regulations in the early 701s it became necessary to clean effluent gases from the Morenci Reduction Works Smelter. Feasibility studies indicated that this could be accomplished most efficiently by using the smelter gaseous effluent to feed a sulfuric acid plant. Complying with air pollution control regulations thus created the need to dispose of relatively large amounts of concentrated sulfuric acid. Typical Morenci ores contain substantial amounts of oxidized copper minerals which are not recoverable by flotation. In addition, there is low sulfide, high oxide material which can be leached, but is not suitable for flotation concentration. Early in 1971 sufficent data had been accumulated to show that a leaching plant for the Morenci tailings could use a large portion of the sulfuric acid produced by the Smelter. It was determined that for all practical purposes leaching of the available copper was complete in two hours or less. Capital expenditures could not be justified for more than two stages of counter current decantation for recovery of the leached copper, and the plant was designed with these criteria in mind.

The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

Arch Mineral Corporation and Rocky Mountain Energy's Medicine Bow Mine in Wyoming presented an interesting challenge to the concept of mining a multiple-seam, dipping coal in the Hanna Basin. The 3362 and 2962 pits at MBCC were designed in a multiple seam coal consisting of 4 (and in some areas 5) bands of coal; these coal beds are all in the Ferris formation. The area was subject to some localized faulting and a major fault caused a physical restraint that we mined up against in our final cut. Using a 1570 dragline as the principal stripping machine, the concept of developing a bench for stripping the lower seams from the low-wall side of the pit was initiated. The results of this method of stripping were very satisfying for this pit through the completion of pit life and prompted us to use it in other areas at MBCC and at our other operations. Mining a dipping coal presents a small twist to conventional "flat" coal stripping. The spoil has a tendency to continually try to slide into the pit and the increased overburden on each cut as you mine down the dip creates spoil problems unless adequate design provisions are made prior to stripping.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. The initial intent of the Hazard Communication Standard (HCS) was to improve worker health by providing more information about the hazards of chemicals used in the workplace. However, the impact of the HCS goes well beyond worker right-to-know. There are direct costs associated with compliance. In addition, labelling and hazard communications can provide a competitive advantage to producers of minerals that have not been identified as hazardous. Often, the lack of hazardous information about a substance is due to the lack of scientific study, rather than an indication of product safety. Currently, industry and regulators sometimes give known hazards greater weight than unknown risks.

This is a brief state of the art paper describing current (1975) Uranium recovery plant flowsheets, some notes on system selection, design philosophies, and materials of construction. The in-situ, or borehole solution mining, of Uranium is a process which has been developed over recent years to better match Uranium mining and milling technology with the size, shape, grade and territorial distribution of the remaining identified Uranium deposits of western United States. Solution mining recovery plants are pure hydrometallurgical units ideally suited to automation, modular design, and mobility. Similar to conventional Uranium mills, two basic flowsheets, one acid and one carbonate, are in use, but the predominance is reversed so that the majority of plants employ the alkaline carbonate flowsheet, All plants incorporate resin bead ion exchange Uranium recovery for both acid and alkaline circuits.

To facilitate the installation of the longwall equipment for each extraction panel, West Elk mine develops set-up room roadways that are between 26.5 and 30.5 feet wide. Historically at the mine, the set-up room roadways have been driven in a single 20-foot-wide pass, then incrementally widened to the required width during installation of the longwall shields. The first pass roof is supported with a generic roof support plan consisting of partially encapsulated roof bolts and point-anchored cables. This ground support plan was utilized regardless of the geotechnical conditions encountered in the roadways or consideration of the required stand-up time of the roadway before the longwall shields were installed. This "blanket" approach tends to result in over-conservative or inappropriate roof support designs, particularly in changing geotechnical environments. Guided by the desire to optimize the ground support plans and increase mining efficiency for future set-up rooms, the West Elk mine and Agapito Associates, Inc. have developed and implemented a strata management program. Strata management, as a formal and structured process, allows ground support and mining methods to be tailored to the anticipated and encountered geotechnical environment in a con- trolled manner (Thomas 2007). To arrive at adequate site-specific ground support plans for the set-up rooms at the mine, several struc- tured processes were utilized. Firstly, the geotechnical environment was characterized by examining the roof lithology and geomechanical properties from nearby rock core obtained from exploration boreholes. To increase both mining efficiency and continuity, and to achieve longer stand-up times before the longwall shields are installed, a multi-pass approach was implemented into the design. During mining, the geotechnical conditions of the roadway are mapped, and the roof is strategically surveyed with a borescope. This process was used to ensure that the encountered ground behavior was in alignment with the design standards used for the roof support design. To support this process with measured data, roof extensometers were strategically installed throughout the roadway. This data was used to monitor the magnitude of roof displacement at various horizons and record displacement rates up until the longwall shields were installed. Lastly, a Trigger Action Response Plan (TARP) was used during mining to cater for any unforeseen changes in ground conditions that would warrant additional con- trols such as increased monitoring or the installation of additional ground support. This paper presents two case histories at the mine where the above strata management approach was implemented to arrive at a site-specific ground support plan. The main changes to the mine's ground control plan included a multi-pass mining approach, the utilization of fully encapsulated roof bolts, and the transition to a stiffer roof support system. The geotechnical mapping, the roof borescope results, and the roof extensometer data will be presented to demonstrate the effectiveness of the ground support system up until the longwall shields were installed in both presented cases.

To properly analyze and apply mining equipment, a systematic, current, inclusive, and simple classification scheme is required. This paper provides such a classification for Roadheaders. This Roadheader classification is based on factors, such as the rock cutterhead, the boom type, and the chassis configuration. It first assigns Roadheaders as an equipment type within the larger group of Integrated Excavators. The Roadheader type is then delineated into the following subtypes: the standard, the extended boom, the tunnelers, and the miscellaneous. Next, these subtypes are devolved into kinds, and finally variants and attachments are considered. To resolve inconsistencies in characterizing the Roadheader, cross-referencing is employed within the classification scheme.

Similar to modern day petro-chemical processes, the flotation column is a complete break from the conventional manner of floating on a batch basis in cells. The column has a reputation of being only suited for cleaning applications, particularly that of molybdenum cleaning. The original column, invented and developed by Column Flotation Co. of Canada, Ltd., was developed as a Rougher-Scavenger. Only after proving its capability in this field was cleaning allowed. One rougher-scavenger column in closed circuit with a cleaner column produced better grade and recovery than a conventional cell plant consisting of one stage of roughing, two scavenging and four stages of cell cleaning. Three cleaner columns replaced 13 stages of conventional cell cleaning and resulted in higher grades and recoveries. The gentle countercurrent action of the column itself together with complete automatic control enable this machine to produce such results.
