Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

The growing demand for energy combined with the need to protect and preserve the environment have become prime considerations in the design of efficient coal handling ports and their associated stockpiles. The transportation system is analogous to a connected chain which originates at the mines and terminates at steel mills or power plants, in which the port and the stockpile reserves are a vital link. Railroad transportation costs can be minimized by rapid discharge of the cars which, in turn, requires that an adequate stockpile system be available. Ocean transport costs can be minimized by having an efficient high capacity ship loading system and sufficient quantities of coal on hand -all of which also requires an efficient stockpile system to meet shipping demands. The connector between the two modes of transportation, therefore, is the port stockyard. It is here at the interface that optimization of land utilization and materials handling equipment results in a total transportation chain that can operate as a smooth efficient system. Multiple origins of coal require the simultaneous handling of large quantities of coal of many grades. Railroad transportation logistics often limit and define the incoming arrival patterns and limited rolling stock often require priority treatment for railroad operations. The physical limitations of prime ocean frontage require that coal stockpiles be built close to residential or industrial areas which entail strict environmental controls. Large capacity, enclosed coal stockpiles for ocean shipping have not yet been considered feasible but may be forthcoming in the near future. Several have been analyzed.

As the 2013 president of the Society for Mining, Metallurgy and Exploration, Inc., I am pleased to present the 2013 issue of the Transactions of the Society for Mining, Metallurgy and Exploration, Vol. 334. The timely publication of professional papers that promote the advancement of scientific and technical knowledge is critical for enabling technology transfer. SME plays a key role in this process through its publications. Communication within the mining community is the key to a successful profession and society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2013 Transactions contains 73 papers covering most every aspect of the mining life cycle and encompassing the diverse sectors of our industry including coal, industrial minerals, metals, health and safety and computational methods. It includes all 18 papers published in 2013 in the Technical Papers Section of Mining Engineering magazine (Vol. 65) and all 33 papers published in 2013 in Minerals & Metallurgical Processing (Vol. 30). Additionally, this volume contains 22 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. Some of the many research highlights from 2013 include discussions of perennial issues, such as how to adequately prepare the next generation of mining engineering students for the workforce (Frimpong et al., pp. 44-52) and how to predict and prevent coal mine bursts and bumps (Pariseau, pp. 60-68), the highly anticipated February Rare Earths issue of Minerals & Metallurgical Processing, and papers analyzing electrical injuries in the U.S. Mining industry (Homce and Cawley, p. 367-375) the latest in assessing the safety and efficiency of operations. All 73 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2013 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Beneficiation studies were made by the Bureau of Mines to develop a process for concentrating phosphate minerals from the altered rock of the Phosphoria Formation. This report describes research on intermediate - and marginal-grade ores from southeast Idaho, The process developed consists of attrition scrubbing and sizing to produce a coarse concentrate; desliming at about 800 mesh (18.5 microns); flotation of the fine sands; roasting of the combined concentrates for removal of organic carbon and combined water; and leaching with SO2 for removal of magnesium and nonapatitic calcite. Results of continuous tests on three different ore types showed that approximately 80 percent of the available phosphate can be recovered at a grade suitable for phosphoric acid production. While leaching with SO2 is not necessary for all ore types, it is an important step in purifying concentrates containing excessive magnesium.

This study investigates upgrading of low-grade banded hematite quartzite iron ore (Fe ~31%). Conventional beneficiation was found to be futile. The susceptibility of iron phases to microwave exposure and their selective absorption assists in the liberation of iron values. Microwave exposure of coarse particles at 540 W for 10 min yielded a concentrate with Fe 56.30% and recovery of 50.68%. Conventional carbothermic reduction at 500 °C, 60 min and 9% charcoal yielded a concentrate with Fe 57.6% and iron recovery of 68%. The presence of sufficiently bonded silica leads to an easy formation of a fayalite phase. The microwave reduction design yielded FeG of 57.6%, FeR of 47% and a yield of 24% at an optimal condition of 540 W, 8 min and 6% charcoal. It was found that a small fraction of microwave-irradiated ore-charcoal mixture melted rapidly, and pure ferrite balls were observed within 8 min. An optical micrograph of a ferrite ball reveals the retained austenite and martensite phase.

The mineralogy of the Biwabik Iron Formation changes dramatically from west to east as the formation nears the basal contact of the Duluth Complex. This reflects a contact metamorphism that took place with the emplacement of the igneous Duluth Complex at temperatures as high as 1200 °C. However, the mineralogy of the Biwabik Iron Formation also varies vertically through the stratigraphy of the unit. This variability in both the vertical and horizontal dimensions makes it difficult to predict exact horizons where specific minerals will occur. The iron-formation has been subdivided into four broad stratigraphic units (lower cherty, lower slaty, upper cherty, and upper slaty) and into four lateral mineralogical zones (1-4). Zone 1, the westernmost zone, is characterized by quartz, magnetite, hematite, carbonates, talc, chamosite, greenalite, minnesotaite, and stilpnomelane. The silicate mineralogy in Zone 2 of the Biwabik Iron Formation changes very little. However, the minerals begin to change dramatically in Zone 3. Most significantly, Zone 3 is characterized by the appearance of grunerite in both a tabular form and a fibrous form. In Zone 4, the original silicate minerals have completely reacted, and a new suite of minerals occupies the iron-formation. These include grunerite, hornblende, hedenbergite, ferrohypersthene (ferrosilite), and fayalite. © 2007 Elsevier Inc. All rights reserved. The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

The control of respirable dust and its subsequent exposure to miners is essential for improved safety in longwall mining. The extensive variation in face conditions and operations of longwall make numerical modelling an attractive approach in both the development and evaluation of dust control devices. Three dimensional finite element computational fluid dynamics code FIDAP was used to model air velocities and the effect of dust control techniques on dust concentrations at a typical longwall face. The effect of shearer body on airflow characteristics in a longwall face was analysed with both antitropal and homotropal ventilation systems. Path traces of particles introduced near the shearer drums was also simulated. Initial modelling results were validated using field trial results at three operating longwall faces. Results of simulations tallied very well with the field results.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

Mining operations have long been accused of causing a disruption to local, domestic and agricultural water supplies. More recently, concern for water supplies has increased with the advent of high-extraction mining techniques, namely longwall mining. Theoretically, any water bearing zone in the overburden above a high-extraction mining operation may be affected by mining. In some cases, a confining bed may be fractured causing a loss of water to a particular zone. In other cases, increased fracture permeability may enhance the ability of an aquifer to transmit and deliver water. Unfortunately, only a limited amount of studies have been conducted that characterize hydrologic changes and also quant1fythe magnitude of mining-induced subsidence. The U.S. Bureau of Mines conducted such a study at a mine site located in Greene County, PA. A total of 8 water wells were drilled and hydrologic parameters such as specific capacity, transmissivity and well yield were determined both before and after mining. Electronic water level recorders were installed on each water well to provide continuous observations of water level fluctuations.

Outokumpu Technology’s HSC Chemistry process calculation software enables the user to simulate an entire chemical or physical process. The HSC Chemistry 6.0 contains 21 calculation modules and 11 databases for reaction, equilibrium, heat balance, heat transfer, petrological and simulation applications. Most of the calculation modules automatically utilize the same extensive thermochemical database which contains enthalpy (H), entropy (S) and heat capacity (C) data. This database has been expanded to include more than 20,000 species.

A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. The various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt or formation of a hydrophilic coating on the surface. The hydrophilic coating may or matt not effect the adsorption of collectors. In yet another mechanism, the depressant nay participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature are discussed to highlight oxidation/reduction effects in the depression of sulfide minerals.

INTRODUCTION Geology, the science of the earth, is the fundamental science in the construction of a tunnel. The approximate site of a tunnel is determined by its purpose. The geology of the tunnel site will determine the cost--or feasibility of a tunnel--the specific alignment to accomplish the purpose of the tunnel, the design of the tunnel (within the limits of the purpose of the tunnel), and the methods of construction. The more accurately the geology of a proposed tunnel can be depicted, the more accurately can the cost of a tunnel be estimated. The factors that should be defined for tunnel design and construction are the physical characteristics of the material in which the tunnel is to be constructed. The physical characteristics of the material are determined by the genesis of the material, and subsequent geologic processes that have affected the material. The geologic materials in which tunnels are constructed can be broadly classified as unconsolidated and consolidated. The unconsolidated materials include chiefly deposits of recent geologic time that occur near the surface. Because these deposits occur near the surface, and tunnels constructed in them will be at shallow depth, methods of physical exploration such as geophysical methods, trenching, and drilling will give more data at relatively low cost--therefore the physical exploration is generally, or should be, quite extensive--and the

An investigation is made into the applicability of queueing theory to simulating the operation of a large open pit copper mine in the southwestern United States. Actual data from a working mine was used to construct curves for truck loading time, haulage and return time, and dumping times. Known results of investigations of queueing models (Koenigsberg - 1958, Gordon and Newell - 1967, Cabera and Maher - 1973) were used to simulate the actual operation. These did not give acceptable results so commonly used probability distributions were fitted to the actual data. A large computer program known as Q-GERT was used with the various parameters obtained from fitting the curves. Kolmogorov- Smirnov tests were run that showed that this was not satisfactory either. Finally, Q-GERT was used with the actual data from the mine. An appropriate correction factor is then found to apply to the exponential probability distributions tested previously and satisfactory results are obtained.

Willowstick has successfully employed a new Seismic Acoustic Resonance (SAR) method to improve seepage characterization through, beneath, and around dams. SAR is a passive seismic method that detects zones of higher permeability in the foundation and fill materials of a dam. Just as the ocean has tides, the earth’s crust experiences daily “Earth Tides” and is constantly in motion. Continual motion produces resonance signals that can be measured, interpreted, and modeled to identify zones of higher permeability within a dam and its foundation. The SAR results are analyzed in conjunction with the traditional Willowstick Method to better characterize seepage flow paths and patterns trough, beneath, or around a dam in three dimensions. When both methodologies, which use entirely different scientific principles, identify the same anomalous feature, a higher degree of confidence is gained in the results of the investigation. Willowstick has effectively utilized the SAR method on many successful dam seepage investigations. The two geophysical techniques when used in parallel have yielded complimentary results, with both methods providing beneficial information about seepage locations. This paper will detail seepage flow paths identified using both Willowstick and SAR methods for two case study tailings dams in Canada and the United States.

By its nature, underground metal mining is unlike any other business in the industrial sector. Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

Bioleaching has an increasingly important place among available mining technologies as biological processes have emerged as alternatives for metal recovery, especially for metals like gold and copper. An important disadvantage of bioleaching is the slow reaction rates, with microbial attack times often lasting weeks. Therefore, applicable research is required to improve these rates. From previous research, copper bioleaching has been divided into two specific regimes: (1) surface reaction controlling step and (2) mix of surface reaction and diffusion controlling steps. The presented model, which includes the effects of both these regimes, predicted the results of copper bioleaching recovery with good accuracy.
