The development of large quantities of ground water for any major use in an area is always of environmental concern to representatives of regulatory groups, citizens, agricultural and industrial users. From these concerns, state and federal congressional representatives receive a variety of impulses from their constituents and in turn begin a series of questions upon which to-base appropriate legislative actions. The kaolin industry in Georgia is substantial to the economy and the welfare of an important segment of east-central Georgia. It uses large quantities of water for processing. This constitutes an important source of income and tax revenue. Pumping test procedures to provide an accurate and efficient dewatering scheme have been developed and carried out at a number of mines in the kaolin district of Georgia. This paper highlights one such test and is directed at an assessment of the impact of this industry on ground water supplies of an area.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

This overview briefly describes some examples of applications and difficulties in using plants that are drawn from the literature and from field experience. Because of the generally low Au concentra¬tions found in plants, the analysis of plant tissue is critical to the successful application of the biogeochemical method of prospecting. Neutron activation analysis is the most widely used method to detect Au in plants, due largely to its sensitivity; levels in the parts per billion range are easily attained. Two general types of sampling media are used in prospecting for Au: humus and living plants. Humus has been widely used in Canada, but the sampling of plants has increased there and elsewhere in recent years. The use of douglas-fir (Paeudotsuga menziesii) at a Au-bearing stockwork in Idaho is a prime example. A maximum Au concentration of 14 ppm was detected in the wood ash of this coniferous tree, well above the normal background concentration of about 0.15 ppm. Among shrubs that might be useful in Au prospecting, sagebrush or wormwood (genus Artemisia) could be sampled because it is extremely responsive to concealed mineralization. It has been used extensively in the Soviet Union and could be used in areas of the western United States where disseminated Au occurrences might be located. Among the problems one may encounter in using plants for Au prospecting are (1) physiological barriers, by which many plant species simply do not absorb Au at detectable levels; (2) misconceptions of soil-plant correlations; (3) localization of Au in plant tissue; and (4) the variation of Au concentrations due to season. Despite these limitations, biogeochemical techniques can complement or replace other geochemical methods currently used.

Project-scale decisions in surface mining operations rely on the optimization and subsequent evaluation of pit limits. This process ignores the ability for mine plans to adapt as more information is gathered. Stochastic methods, which consider uncertainty in the pit optimization, generally act to refine the boundaries of the pit on a fine scale. This paper extends uncertainty-based methods to consider unique scenarios through a clustering of the realizations that are being optimized. This results in the generation of multiple sets of similar realizations. A separate pit is optimized on each set of realizations, resulting in the production of a series of planning scenarios. This accounts for the adaptability of mine planning as more information is gained. A decision-making framework is then applied to the resulting scenario plans to select the optimal choice. The improvements stem from the joint uncertainty considered when realizations are grouped that is not considered when the probability of a block being in any optimized pit is considered. Mining operations today can benefit from considering additional planning options as identified and evaluated in this workflow.

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

Fine screening, as discussed in this paper, pertains to the use of the Rapifine DSM Screen to make a 65 to 325-mesh separation at production tonnages. The greatest number of Rapifine Screen installations are in magnetic taconite plants where the unusual relationship between the grinding mill, cyclone classifier, magnetic separators, and fine screens makes the Rapifine Screen application unique. Since the initial fine screening installation on magnetite in 1961, (1) additional installations and further testwork have contributed to the fund of information which is the basis of this paper. The addition of fine screens to the grinding-classifying circuit of a magnetic taconite plant creates a change that effects all components of the circuit. Pine screens in a non-magnetic plant have also been investigated, but here the benefits have not' been as clearly defined. Screens classify according to the particle size. Hydrocyclones classify by a combination of particle size and particle weight. The change in the type of classification minimizes overgrinding of the mineral. The resultant savings in grinding power can be used to increase the throughput, upgrade the product, or increase recovery.

Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane. Strain burst can occur in underground hard rock excavation when the in-situ stresses are high enough. The prerequisite for rock burst is that the total energy released from the rock mass is higher than the energy needed for rock fracture. The total released energy is contributed by both the burst rock and the surrounding rock. The part of the energy from the burst rock is constant per unit volume of the rock, but the part from the surrounding rock is associated with the burst volume. A greater amount of energy will be released from the surrounding rock in the case of a larger volume of burst rock. The postulation for the energy conversion in strain burst is verified through a FLAC3D model in the paper. It is assumed that the strain burst occurs in a circular tunnel that is located in the hydrostatically loaded rock mass in the model. Six pairs of notches with different depths are created in the opposite walls of the tunnel to simulate the bursts. The energies released from the notch rocks and from the surrounding rock are calculated during the burst. The simulation results show that the percentage of the energy released from the surrounding rock in the total released energy increases with the notch depth. The numerical modelling confirms the postulation that the surrounding rock contributes more energy than the burst rock itself in large-scale strain bursts

Uranium ores leached with sulphuric acid typically have poor dewatering properties. Applicability of controlled neutralization where gypsum precipitates as crystalline particles, improving dewatering properties of material was examined. Neutralized material was then dewatered using paste thickener to increase underflow density. The objectives are to maximize water recovery due to water scarcity and to produce suitable cemented paste fill material for optimizing underground ore recovery. Work was performed on acidic slurry samples collected after leaching but before the resin-in-pulp uranium recovery. Controlled neutralization greatly reduced volume of neutralization precipitates giving higher densities and improving the dewatering (filtration) properties. As a result it would be possible to increase the water recycled to the mill. Another benefit is that sulphate in the recycled water was reduced to saturation limit minimizing scaling of process equipment. Additional test work is needed; however, Unconfined Compressive Strength results imply that controlled neutralization increases the strength of paste fill and possibly offers opportunities towards a viable backfill option.

Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. High production and transportation costs, weakness in the US steel industry, and a weak market position have contributed to the decline, the summary reported. Copper production through smelting generates large volumes of material flows. As copper contained in ore becomes copper contained in concentrate to be fed into the smelting process, it leaves behind an altered landscape, sometimes mine waste, and always mill tailings. Copper concentrate, fluxing materials, fuels, oxygen, recyclables, scrap and water are in-puts to the process. Dust (recycled),gases — containing carbon dioxide(CO2) (dissipated) and sulfur dioxide (SO2) (mostly collected, transformed and sold) and slag (discarded or sold) — are among the significant process outputs. This article reports estimates of the flows of these input/output materials for a particular set of smelters studied in some countries. They include Chile (Altonorte, Caletones, Chagres, Chuquicamata, LasVentanas and Potrerillos), Japan(Naoshima, Onahama, Saganoseki,Tamano and Toyo), the United States(Garfield — Fig. 1 — Miami and Hayden) and Europe (Glogow I, Glogow II, Huelva, Norddeutscheand Ronnskar).

Salt, a non-metallic mineral whose use dates back to earliest history of mankind, and whose uses cover the widest range for any mineral raw material, is generally of widespread occurrence in commercially recoverable quantities in the oceans, in certain sedimentary rocks, in certain lakes, and in certain underground waters. Passing over geological detail, it may be said that, generally, all of the salt in the world has, at least once in geological history, been in solution in the oceans. The total salt content of today's oceans, said to equal 4.5 million cubic miles of rock salt, dwarfs the tremendous volume of salt in the sedimentary rocks. In 1958, United States production of salt was about 22 million net tons and world production about 82 million. About 3 percent of United States production is table salt, with chemical, municipal, industrial and agricultural uses taking the remainder. Mississippi River. Figure 1 has been expanded sufficiently to show also those salt occurrences and producing points which might economically ship salt into these states. Although widespread in occurrence, salt deposits and possible production areas generally show very sharp local boundaries. Salt-for non-table use is susceptible to ?place value?, a common problem in low valued raw materials, where transportation costs often exceed the value of the material f.o.b. the production point. Generally only large capacity mechanized salt producing operations can compete in United States markets, as contrasted to the many small local salt evaporators in less industrialized Mexico.

Belt conveyor systems for long-distance haulage are nowadays in a competitive position with conventional methods of transportation such as railways, truck haulage, and also pipelines for solid materials. In a number of cases, the economical use of conveyors is obvious. This is in all those cases where typical features of a conveyor system are showing the outstanding economical position in the very first approach for a certain project. Regarding downhill conveyors, with today's level of belt conveyor techniques nobody would reasonably doubt the justified application of a conveyor system, - as for instance at the Marcona Mining Installation, or at the iron ore mine of Lamco in Liberia.

In business mining, dilution is the result of the operating parameters that occur too often and cause serious consequences to mine performance, questioning TO WHOM BENEFITS DILUTION. Mining persists in changing perception of real meaning of dilution. The lack of interrelation between mineral processes and nature compromises the understanding of dilution; this absence of interrelation occurs due to the misinterpretation of nature, otherwise, Geomimic could be helpful to filling the gap of misinformation. NATURE provides LIMITED metals in low content deposits; it is a challenge to obtain them. Nature never considers dilution. Furthermore, though dilution is a human concept, dilution is accepted and promoted. Reality of dilution is in its errors accumulation that translates into technology level or status applied in nature. It is doubtful that dilution can continue surviving if it is ?meaningless?. It will discourse: Is dilution illegal? If the change occurs in the prediction of mining will prevail a different destiny, it is important to touch the cores of the business; otherwise, it would represent repetition of the same ?negative? effects, as usual. Mining defines many losses during the disturbance of nature, from NPV elaboration to the metal recovery to commerce, demanding BETTER DESIGN. This paper introduces and applies MANAGEMENT BY LOSS, as first steps, to limit risks and uncertainties in mining. As result, the management of dilution will be obtainable under mining practices which promotes its character of SUSTAINABILITY.

On December 2, 1942, a scientific team lead by Nobel Prize winner Enrico Fermi first initiated and controlled a self-sustaining nuclear chain reaction. This historic event occurring beneath the stands of the University of Chicago football stadium instantly created an entirely new and tremendously broad area of technology. Indeed, the event probably changed the course of world history and considering the curret energy shortage, it probably came none too soon. Following many technological breakthroughs in the ensuing years, this event led to the first full scale nuclear fueled electric generating plant. In December, 1957, the Shippingport Nuclear Power Plant became operational and the United States had entered the era of the nuclear fueled electric generating station. Today, only fifteen years later, there are some thirty-five operating nuclear power plants in the United States with another 56 under construction and 116 on order. Still, we are only scratching the surface of this tremendous energy source. In 1970, less than one-percent of the total electric generating capacity in the United States was nuclear fueled. By 1985, it is projected that 45% of our generating capacity will result from nuclear power plants. These projections are based upoa statistics of six months to a year ago and considering the current energy shortage and recent attempts by the United States Atomic Energy Commission (USAEC) to speed the licensing process and encourage standardized plants, the contribution of nuclear power to our total generating capacity may be even greater. In summary, it is obvious that nuclear power is now, and will continue, playing an important role in our future. Those factions of government, industry and the professional community charged with fully developing this tremendous energy source must deal with it rationally, logically and expediently. The various environmental considerations in nuclear plant siting play an important role in the overall plan.

The Conda Partnership's Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.
