Surface coal mining productivity in the U.S. and Illinois has shown a general declining trend since 1969. The U.S. Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions such as overburden preparation, overburden stripping, reclamation, coal handling, etc. during the period 1970-1982. Statistical analysys techniques including multiple regression were utilized in the study.

Design considerations and construction techniques were implemented to address groundwater infiltration from a confined aquifer during the excavation and lining of the Cady Marsh Flood Relief Tunnel. This 3-m finished diameter, 2-km long tunnel was successfully completed cost-effectively in an urban setting near East Chicago, Indiana. The soft ground was mined using a conventional tunnel boring machine with hydraulically actuated flood doors and supported with steel ribs and timber lagging. The tunnel was lined with cast-in-place concrete. Dewatering was implemented in settlement prone, boulder-laden ground in residential neighborhoods during construction to depressurize and partially dewater the aquifer at the tunnel horizon. This paper describes the design decisions and construction methods utilized to mitigate and limit infiltration into the tunnel during construction and operation, as well as manage ground settlement.

Cycles of mine convergence coincide with annual cycles of temperature and humidity in the mine. Laboratory measurements confirm that the presence of moisture reduces rock strength and induces internal rock stress. Findings are used in the design of mine openings.

The addition of new data and corrections can be made under the control of a simple editing session. All programs for this system are written in FORTRAN and executabe "MACROS".. After the addition of new data, the whole file Is reinitialized to update the binary file and cross-reference tables. Updating the binary file involves rerunning the initializing program. The creation of graphic plots like cross sections and plan views is menu-driven from a terminal and very user-friendly. Small files containing not more than 10,000 entries (survey and assay points) are suitable for this setup, particularly for computers with less than 2 Megabytes of real and virtual memory. The largest file processed contained 35,000 lines of survey and assay information and required 4 megabytes of virtual memory. Working with this size file slows down the time for the creation of plots and cross sections. Another independent system is more akin to a financial type of data base. It was installed in one Anaconda mine as part of the operation's inventory, warehouse, day-pay payroll, and purchasing data bases. It is a highly hardware-dependent system, in particular, IBM's CICS/VS (Customer Information Control System/Virtual Storage). This is a true relational data base that optimizes storage requirements, supports online inquiry, update, data entry, and data security. While this system has been tested and proven in accounting applications, it requires programming expertice in PL/I and other CICS utility programs. It is well suited for huge data bases (like the 35,000 lines of data), but cumbersome for small engineering files.

The Fosfago phosphate rock concentrator is located in the state of Goias, Brazil, 300 km south of Brasilia. The ore is from an enriched carbonatite, which was discovered in 1971 during exploration for pyrochlore niobium ore. The flowsheet was developed in Brazil by personnel from Agrico Chemical Company and Consolidated South America. Engineering was provided by Codemin, a subsidiary of Consolidated, Engineering and construction management was pro- vided by both Agrico and Consolidated personnel who formed the Fosfago team. The concentrator was designed for 500,000 tpy of 37-38% P2Oj dried product. The facilities consist of open pit mining, crushing, stockpiling, and concentration. The product is pipelined seven km to a filtering, flash drying, and railroad loadout station. The plant was successfully started in May 1979.

The use of stone in building construction predates written history. From the time that stone was first used, builders have constructed stone buildings predominately from local or regional materials. However, since World War II, the stone business has become increasingly global. For example, French limestone is now sold to builders in the United States, and American granite is shipped to Japan. The internationalization of architectural and construction firms has encouraged this trend. Differences among nations in trade practices, environmental demands and the level of knowledge of dimension-stone characteristics make international trading in stone a risky and potentially disastrous business for unwary participants.

Sodium silicate(s), also known as “water glass”, are one of the oldest and most widely used industrial chemicals. Its first use in North American mining operations can be traced back to around 1925, which coincided with early use of xanthates in mineral flotation. Silicate functions as a sulphide and non-sulphide gangue mineral dispersant, depressant and modifying reagent in grinding and flotation operations. It is believed that soluble sodium silicate promotes selectivity of value added sulphides against gangue minerals, resulting in both grade and recovery improvement. This paper seeks to link improved grade/recovery to the interaction characteristics of minerals and the sodium silicate. A systematic study was performed with individual mineral species, an artificially designed model ore and the feed ore from a copper metallurgical operation. The function of sodium silicate was evaluated in the context of colloidal chemistry and linked to mineral surface chemistry. Measurement of pulp rheology and mineral zeta potential identified that sodium silicate works as a dispersant. The dispersion is accomplished by increasing a mineral’s net surface charge, resulting in a mineral variable change in viscosity. Bench scale laboratory flotation tests suggest that better dispersion leads to a diminished interaction of chalcopyrite with gangue. The improved Cu grade and recovery then are likely in response to an increased accessibility to collector along with a linked increase in particle bubble attachment resulting in better separation efficiency. ToF-SIMS surface chemical analysis of the flotation samples found a higher proportion of sodium silicate on minerals from the flotation tailings relative to the concentrates. Moreover, attachment of sodium silicate appears to be mineral specific; the data indicates that sodium silicate favours the surface of gangue phases over the value sulphides. INTRODUCTION Mineral processing involves enrichment of valuable minerals from an ore, where the separation process utilizes differences between the properties of the value-added and gangue minerals. The properties of minerals, for example composition, specific gravity, particle size, magnetic properties etc., in any flotation feed ore, can vary significantly between the various minerals present. In flotation seperation surface chemistry and wettability is a significant component promoting selective separation of the various mineral phases [1,2] Mineral surface wettability can be changed, advantageously or deleteriously, by many factors including: surface layer alteration through oxidation; galvanic interactions; attachment of secondary precipitates; the adsorption of various reagents [3] In the flotation context the wettability of a minerals surface can be manipulated by various reagents. Collector reagents may selectively attach to specific minerals in the mineral/water slurry enhancing their surface hydrophobicity, increasing bubble-attachment efficiency and improve flotation kinetics and mineral recovery [4]. In contrast, depressant reagents may selectively reduce a minerals surface hydrophobicity resulting in poor particle-bubble attachment and non flotation. In essence, a mineral flotation flow sheet is designed to induce/promote a hydrophobic surface to the value mineral and a hydrophilic surface to all others. Therefore, the versatility of the froth flotation process lies in the selection of different flotation reagents.

The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

The various sub-processes which, together, make up the unit operation of froth flotation all depend on the characteristics of the feed solids, the solution phase, the air bubbles and the mechanical/hydrodynamic action of the machine. Characterization is obviously necessary for evaluation and process control, but the relationships between characteristics and process response are often unclear. A model-based characterization scheme is proposed in which material and system characteristics are evaluated in the context of simplified models for the individual subprocesses. The general basis for such an approach is discussed using the process of particle attachment and the influence of mineral liberation as examples.

TQM is a term of which most metallurgists have heard and a system of which some have had first hand experience. This paper is designed to encourage further thinking on TQM and how it can effect your organisation. Consideration of organisational culture and objectives are a prime pre-requisite when planning for the implementation of TQM. It is argued that there is no "brand" of quality culture of TQM which can be applied en masse to the mining industry. Definitions ofTQM are proposed, and the essence ofTQM as being about increasing customer service, improving the quality of goods and services, and involving people in their work is discussed, in conjunction with the concept of Customer as applied to the metallurgical industry and TQM. The integration of TQM into Quality Accreditation Stan­dards is then discussed. Finally, examples of the benefits that may be achieved with Implementation ofTQM into metallurgical and operations groups is presented, along with an analysis of the difficulties of implementation into our businesses and operations.

The 2005 Prospectors and Developers Association of Canada (PDAC) convention continued the upbeat mood found in 2004. The global mining industry is booming due to higher commodity prices in nearly every sector. Other factors include low commodity inventories, China’s strong resource demands, the weak U.S. dollar, the very strong Euro, global uncertainties, an almost overripe investment climate for natural resources and the highest mining exploration budgets in seven years. Even unglamorous commodities, like iron, uranium and zinc, received copious attention in talks, the investors’ exchange, the core shack and in certain hospitality suites. The following impressions were gathered at the convention and enhanced by conference handouts and some abstracts that are available on the PDAC’s Web site, www.pdac.ca. At least 119 papers were presented, almost twice last year’s number.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. Laboratory column studies were conducted in order to assess the effectiveness of slag and red mud reactive barriers for cleaning up leachates generated at mining and waste disposal sites and loaded with copper and manganese. Solutions containing the metals of concern were prepared by dissolving the required quantities of CuSO4?5H2O and MnSO4?H2O in distilled water so that Cu concentration was 100 ppm and Mn 20 ppm. Flow rates of 25 mL.h-1 for Cu solution and 75 mL.h-1 for Mn solution were used in order to simulate aquifer water velocities of 1 ft/d and 3 ft/d respectively. Solutions were pumped upflow, in Plexiglas laboratory columns filled with each reactive medium, using peristaltic pumps. Measurements of middle and outflow column pH, redox potential, conductivity and elements concentration were performed to provide information regarding removal mechanisms for both elements and exhaustion/inactivation rates for each reactive medium. Both reactive media showed fairly good removal efficiency over the period studied. Copper was mainly removed by precipitation and formation of Cu(OH)2 while removal of manganese was due to precipitation of Mn(OH2).

The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

The Bureau of Mines has developed a system for dewatering waste slurries by flocculating mineral particles with polyethylene oxide (PEO) and dewatering the resulting flocs on static and/or rotary screens. This paper discusses data obtained from dewatering, rheology, and ion-exchange experiments. A possible mechanism is postulated for the attachment of PEO to claylike particles through a water bridge with the intershell waters of the exchanged ion and the polymer.

Freeze and thaw deterioration is a serious problem In con¬crete pavements. The main cause of distress Is thought to be the pore structure of coarse aggregate. In an attempt to characterize deleterious pores, the Iowa Pore Index test and the Expected Durability Factor, as Calculated from the mer¬cury intrusion porosimeter, were devised. This study Included freeze-thaw and sodium and magnesium sulfate soundness testing of sixteen carbonate aggregate samples. In addition, the Iowa Pore Index and the Expected Durability factor were determined for each of the samples. All of the Above mentioned physicochemical parameters were examined using bivriate correlation analysis with the In¬tent to evaluate the effectiveness of the Iowa Pore Index and Expected Durability factor for predicting the frost dur¬ability of an aggregate. The results from the bivariate correlation analysis showed no significant correlation, between the Iowa Pore In¬dex And- Expected Durability factor with the other physico¬chemical parameters investigated. Rust interesting is that the Iowa Pore index predicted that All of the tested samples would resist freeze-thaw failure, whereas the Expected Durability factor predicted that -ash sample would he non-durable.

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. The 86th Annual Meeting of the SME Minnesota section/74th Annual University of Minnesota Mining Symposium partnered with the Canadian Institute of Mining Metallurgy and Petroleum (CIM)?s Iron Ore Symposium for a historic joint conference, held this year in Duluth, MN, April 15- 17. One of a flurry of recent collaborations between SME and CIM, the joint conference was a natural fit for the conference held in the heart of the Iron Range. As CIM National President Terence Bowles said in his joint keynote with SME President Jessica Kogel, ?The U.S. imports $51 billion from Canada and Canada imports $38 billion the U.S.; that?s 50 percent of Canada?s exports and 51 percent of its imports.? The two countries? economies are linked, and nowhere more closely than in their iron ore mining activities. Kogel opened the conference with a plenary speech identifying the top 10 issues facing mining and how these issues present opportunities for mining companies. She said that it is important that the mining industry stay flexible and adapt to changing conditions, or it will go the way of the dinosaur. However, she said that these challenges can lead to new opportunities. For example, one of the major challenges facing mining is the current state of risk aversion among investors, which makes for ?less money in the pipeline.? However, this situation creates a better climate for mergers and acquisitions, which is another, less risky way to get funding. Likewise, another challenge globally is geopolitical risk; this challenge is likely to drive growth toward stable countries, which was good news for an audience composed mostly of Minnesota and Canadian mining industry personnel. One of the highlights of Kogel?s address was a triangle illustrating the interdependent nature of sustainable development and corporate social responsibility (Fig. 1). This triangle consists of four equal components: the social environment, transparency, local and global impact and future generations. The most important takeaway, Kogel said, was that sustainable development and environmental and social responsibility, while they do add to the cost of doing business, are no longer optional.

Abstract The consumption of barytes in certain paints polyurethane foams, seamless, flooring, glass, brake linings, plastisol caskets for food containers and in fluids used for gastrointestinal X-ray examinations rely on tie unique properties of barium sulfate, There are no readily available mineral substitutes. Barytes are also the essential raw material for the manufacture of industrially important barium chemicals. High quality barite ore has become scarce throughout the world. Processing ore into quality end products is both capital and energy intensive. These factors have tended to limit availability and increase prices which have encouraged the use of alternates and restricted market growth.
