Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3

This study presents the results of synthesizing monolithic siliconoxynitride, Si2N2O, ceramic from a mixture composed of reclaimed silicon and natural desert sand by using the nitriding combustion synthesis method. Single-phase Si2N2O powder was prepared by the combustion of a mixture composed of silicon and pulverized sand in 3 MPa nitrogen gas. The combustion reaction completed in 2 min and the combustion temperature reached 1577°C.The as-synthesized Si2N2O powder is agglomerate of fine particles with sizes < 5 µm and has various morphologies; rod-like and irregular crystals, irregular kinking, hollow crystals and grown pseudo-hexagonal prismatic crystals. Porous Si2N2O compacts (24.5–47.1% porosities) were fabricated from the synthesized Si2N2O powder at different calcia-alumina additives (5–20 wt%) by normal sintering at 1500°C for 1 hr in N2atmosphere.They showed superior oxidation-resistance at high temperatures up to 1500°C in an oxidizing atmosphere of Ar/O2/H2O(70/20/10 kPa).Near-full dense Si2N2O compacts were also successfully fabricated from the synthesized Si2N2O powder with 5 wt% oxide additives by using the spark plasma sintering at 1600°C.DenseSi2N2O had good mechanical properties (18.7 GPa Vickers hardness, 3.3 MPa.m1/2fracture toughness and 363 MPa strength) and excellent chemical and oxidation resistance.

Adequate ventilation of coal mine working faces is the single most important technique for controlling respirable dust and methane. Choosing the right technique presents some tough questions. Bureau research has shown that to control respirable dust you must contain the dust near the face, keeping rollback (turbulence) to a minimum. For methane the most effective approach has been to use a blowing brattice or tubing and to create turbulence and disperse the face methane, allowing it to pass over the machine and into the return. It is immediately apparent that the two approaches may counteract one another, thus complicating the decision as to which system may be best for a given situation. At present, Bureau research has developed two successful machine-mounted face ventilation systems to meet these different needs and allow deeper cutting. The fan-powered dust scrubber is designed to control dust primarily associated with blowing face ventilation systems. The spray fan controls methane on exhaust-ventilated sections.

The marine geologist and coastal engineer have at their disposal a wide variety of geophysical tools with which to investi¬gate sea floor topography and structure. Such devices include towed magnetometers, shipboard gravimeters and a variety of acoustical systems for recording the relief of the sea floor and buried structural features. The versatility of this latter group of systems lends itself to a variety of applications essential to those projects where excava¬tion of the sea floor is required. This paper describes the use of several acoustic devices and their Limitations and presents a case history in which a rapid survey from a small vessel provided detailed information critical to the planning stage of a specific coastal project. In this discussion, shallow water is defined as depths less than 150 feet. At present, this limit includes the maximum depth of economic dredging and most other offshore activities. To be sure, the maximum depth at which routine useful work can be accomplished is rapidly increasing, but the majority of current marine activities are located in water depths here defined as shallow.

Precious metal producing mining companies in the United States, Canada, and South Africa were surveyed on carbon usage practices in the recovery of silver and gold. Responding companies represented CIP/CIL dperations, heap leach operations and combined mill/leach operations. Operational practices and carbon consumption rate measurements are presented, correlating consumption rates with process attributes. Wet desulfurization of Pittsburgh No. 8 coal and Illinois No. 6 coal were conducted with sodium hypochlorite in the laboratory. Pittsburgh No. 8 coal was leached by hypochlorite at high pHs in one step only. The hypochlorite concentration varied from 0.2 to 0.6 molar; sodium hydroxide concentration, from 0.2 to 0.8 molar; and temperature was at the levels of 80 and 90°C. The desulfurization of Illinois No. 6 coal was conducted in three consecutive steps of pretreatment in concentrated ammonia at room temperature, leaching with hypochlorite at room temperature and hydrolysis in sodium hydroxide solution at 90°C. In the leaching step, hypochlorite concentration varied from 0.2 to 0.8 molar. The desulfurization method of Pittsburgh No. 8 coal was found to reduce mainly pyritic sulfur. More than 70% of pyritic sulfur removal was achieved at the optimum conditions of 0.4 molar hypochlorite, 0.4 molar sodium hydroxide and 90°C. The desulfurization method for Illinois No. 6 coal was capable of reducing significant amounts of organic sulfur. The removal of organic sulfur achieved a 37.8% reduction at the optimum operation of leaching at 0.4 molar hypochlorite and room temperature followed by hydrolysis at 0.3 molar sodium hydroxide and 90°C. The chlorine content in the coal produced by the chlorination during leaching was kept below the threshold value of 0.3% at the optimum conditions of the desulfurization method for each coal.

Ammonium thiosulphate is a non-cyanide lixiviant for gold leaching. The major problem is the high reagent consumption. A combination of 0.3M (NH4)2S2O3, 0.03M CuSO4, 3M NH3 was used to leach a copper-bearing gold ore at pH 10.2 for 24 hours. 30 kg/t of thiosulphate was consumed. Oxygen and copper species were found to be responsible for thiosulphate decomposition. The thiosulphate consumption could be reduced to around 17 kg/t by adding chelating agent, reducing copper sulphate concentration to 0.001 M and replacing CuSO4 by NiSO4. The increase of pulp density might reduce the thiosulphate consumption to around 17 kg/t. By regulating the oxygen supply, the thiosulphate consumption could be reduced to 10 kg/t.

The ability of microorganisms such as yeast, bacteria, and various aquatic flora to sorb metals from dilute aqueous solutions is well documented. Although microorganisms have significant potential in decontaminating waste waters, techniques and equipment suitable for bioassisted decontamination are limited. The Bureau of Mines has investigated the use of microorganisms immobilized in porous polysulfone beads for extracting toxic and heavy metals from dilute waste streams. The minus 8- plus 12-mesh beads were fabricated from high-density poly- sulfone dissolved in dimethylformamide (DMF). Dried, thermally killed yeast, algae, duckweed, xanthan gum, and alginates were blended into the polysulfone-DMF, and spherical beads were formed by injecting the mixture into water. Microscopic analysis revealed microorganisms immobilized within the bead pores. The beads had excellent handling characteristics and were tested in stirred reactors, fixed bed columns, and fluidized bed columns for their ability to remove metal contaminants from several waste waters. The effluents resulting from these waste waters met or exceeded the National Drinking Water Standards for cadmium, copper, manganese, and zinc. Other heavy metal contaminants readily sorbed by the beads included arsenic and mercury. Elution of metal values from the beads was accomplished using dilute nitric acid or sodium carbonate.

Adverse ground behavior events, such as convergence and ground falls, pose critical risks to underground mine safety and productivity. Today, monitoring of such failures is primarily conducted using legacy techniques with low spatial and temporal resolution while exposing workers to hazardous environments. This study assesses the potential of novel simultaneous localization and mapping (SLAM)-based light detection and ranging (lidar) data quality for rapid, digital and, eventually, autonomous minewide underground geotechnical monitoring. We derive a comprehensive suite of quality metrics based on tests in two underground mines for two state-of-the-art mobile laser scanning (MLS) systems. Our results provide evidence that SLAM-based MLS systems provide data of the quality required to detect geotechnically relevant changes while being significantly more efficient for large mine layouts when compared to traditional static systems. Additionally, we show that SLAM-specific processing can achieve an order of magnitude better relative accuracy relevant for change detection than quality metrics derived from traditionally deployed tests would suggest, while reducing SLAM-drift error by up to 90 percent. In collaboration with an operating block-caving mine, we confirm these capabilities in field tests on a minewide scale and, for the first time, demonstrate methods of rockfall detection using MLS data. While more work is required to investigate optimal collection, processing and utilization of MLS data, we demonstrate its potential to become an effective and widely applicable data source for rapid, accurate and comprehensive geotechnical inspections.

In his recent paper, Torries (1998a) came to the defense of the much-criticized internal rate of return (IRR) as a project evaluation and ranking criterion. Torries also offered his own approach to the IRR-based project ranking, which he believes to be a more practical alternative to the conventional incremental-ranking approach, which Torries considers to be misleading. In an earlier paper (Hajdasinski, 2000), the author demonstrated that Torries&apos; arguments vindicating the IRR concept are invalid. This paper provides logical and numerical evidence that the same is also true with regard to Torries&apos; IRR based project-ranking approach.

The Powder River Basin (PRB) refers to the coal deposits located in southeastern Montana and the northeastern Wyoming counties of Campbell, Converse, Hot Springs and Sheridian (Wyoming PRB). In 1993, there were 20 active surface mines with 3109 employees in the Wyoming PRB (Annual Report, The State Inspector Of Mines Of Wyoming, 1993). Early PRB production growth was primarily in response to the passage of the Clean Air Act of 1970. The disproportionate growth in Wyoming as compared to Montana can be attributed to the differing coal taxation policies of the two states. The state severance and production taxes were significantly lower in Wyoming. However, Montana passed legislation in 1987 reducing the severance tax rate, substantially narrowing the severance tax gap. Campbell and Converse counties in Wyoming have benefited the most from the production growth in the region. Cyprus Amax&apos;s Belle Ayr Mine, south of Gillette, in Campbell County, was the first modern commercial coal mine to be developed.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

For the years 1990 and 1991, West Virginia&apos;s underground coal small-mine fatality rate was approximately 10 times higher than the national coal-industry fatality rate. Although the number of fatalities went down from 22 in 1991 to 17 in 1992, West Virginia still led the nation in coal-mining fatalities. A team of mining and safety professionals from West Virginia, interfacing with the Mine Safety and Health Administration and the West Virginia Office of Miners&apos; Health, Safety and Training, studied this problem. A clear path for formal intervention was determined and is presented here.

Given the recent focus on powered haulage incidents within the U.S. mining sector, an appraisal of collision avoidance/warning systems (CXSs) through the lens of the research literature is timely. This paper aims to evaluate the maturity of CXS technology through the application of a technology readiness assessment (TRA) to research literature identified by systematic search methods. Results indicate that much of the evidence for CXS performance is at lower levels of maturity: that is, components and prototypes tested in a laboratory and in relevant environments. Less evidence exists for CXS performance at higher levels of maturity — that is, systems evaluated within operational environments — despite the existence of commercial products in the marketplace. This lack of evidence at higher maturity levels within the scientific literature highlights the need for more peer-reviewed research to evaluate CXS technologies. Additionally, results of the review reveal that most of the literature relevant to CXS technologies is focused on vehicle-to-vehicle interactions, which contrasts with haul truck fatal accident statistics that indicate most are due to vehicle-to-environment interactions, such as traveling through a berm. Lastly, the relatively small number and segmented nature of relevant studies suggest there is a need for more incremental research that would better facilitate the improvement of CXS technologies. This progression could be achieved through continued long-term interest and support for CXS technology research.

Acid mine drainage became a reality through the exposure of the first bituminous coal seam, either by man or by nature. At first the small amount of acid formed was quickly and efficiently neutralized by basic rock strata and by neutral or alkaline water. As soon as extensive mining operations overtaxed nature&apos;s own defensive measures, acid mine drainage became a problem of concern to government and the coal industry. It was the purpose of the studies conducted at Mellon Institute to accumulate knowledge, both applied and fundamental, relating to the formation and disposal of acid mine effluents. It was during this program that the microbiology of acid mine water was studied. Most bituminous coal mine effluents are highly acidic and contain, along with other ions, high concentrations of ferrous iron. The acid is sulfuric, and. the iron is present as the sulfate; both are the oxidation products of iron sulfides (FeS2) which are present in the form of pyrites, marcasites, or other sulfuritic minerals. Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

Introduction Belt conveyors usually run in a straight line. The correct alignment is a major criterion for reliable functioning and optimum running properties. Any misalignment of the conveyor, especially mistracking of the belt, can have many negative effects. As a consequence of this, damage can occur on the belt and conveyor, some material can he thrown off at the edges and serious running problems can arise. In the worst case the belt can come off its supporting structure so that operations are brought to a halt. The absolutely straight alignment of a belt conveyor is actually impossible so that on closer observation every belt conveyor contains more or less sharp curves. Whereas on non-movable conveyors the deviations from the straight can he kept within the range of practical measuring accuracy by careful installation, movable conveyors in surface mining or belt systems in difficult terrain often contain curves that are easy to see with the naked eye. Below ground, too, alignment cannot always achieved to a desirable extent or is changed by geological faults over the years. Despite these unwanted curves, most belt conveyors perform their function reliably. In view of the belt tension, the belt tends to take the easiest path. This in general is the shortest distance between the pulleys on which the belt is tensioned and bent. This means for example that for a curve radius of 10,000 m over a flight of 100 m the greatest deviation from the ideal line is as much as 12 cm. And a figure of this magnitude cannot normally he accepted. In such cases, use is made of guide devices to properly train the belt if it doesn&apos;t center itself anyway. If it&apos;s possible to control the belt position over such unwanted curves. it can also he expected that the belt tends to follow the desired curved path within certain limits. I&apos;d now like to cite a few examples to illustrate the ways and means of guiding a belt conveyor in curves. Cost-effectiveness The advantages of belt conveyors, in particular for longer conveying distances and mass flows have been known and undisputed for some time. However, there are often obstacles standing in the way of the concept of straight routing. If a belt conveyor is to bypass elevations or existing buildings or to follow the seam of underground deposits or a predetermined path, then substantially tighter radii and longer curves are desirable or necessary.

After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o&apos;clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Before resuming his position as general manager of Calumet and Arizona and New Cornelia, Greenway must recover from the effects of the gas he had suffered in the war. Dr. Ricketts

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

Data from many case histories reporting tunnel boring machine penetration rates in rock with unconfined compressive strengths greater than 70 MPa (10,000psi) are summarized. The case history data are useful for comparing estimated penetration rates with historic performance in similar rock types, particularly in granitic and metamorphic rocks. TBM exhibit higher penetration rates in sedimentary rocks than in granitic and metamorphic rocks. Data for the two groups of rocks are summarized separately.
