For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

Classical apparatus for granulometric separation generally have limited applications which are found either in the level of the size of separation or in that of the accuracy and the efficiency of the separation or in that of the rate of feed. In industrial practice, the classification of the products of coarse dimensions generally poses no problems. On the contrary, the separation of fine particles presents some difficulties, however the apparatus is used (mechanical classifiers, curved screens and sieves, hydrocyclones, etc...). These difficulties are due to hprfections of separation, rather high cost prices, and sometimes large amounts of recycled materials.

We are currently doing work on three ways to improve the performance of our froth flotation systems. One development is the use of a cationic flocculent added to the feed of the froth cells. This does give some improvement in ash of the product particularly in a situation where there is a good bit of clay present. Difficulty is usually experienced with clay carrying over with the water contained in the froth product and also adhering to the coal surfaces. Addition of the flocculent to the flotation feed preferentially flocculates the clay causing it to drop into the tails. The results of some laboratory test work on Pittsburgh 88 Seam coal in Eastern Ohio is shown in Table 1. [ ]

White Pine Copper Company operates a mine in the Upper Peninsula of Michigan using a modified room-and-pillar system for extracting ore.1 Mine production averages 15, 500 tons per day. The terrain is predominantly level and the depth of cover varies from 500 to 800 feet over the present workings with depth increasing as mining progresses down the dip. The deposit is situated on a low angle plunging, anticlinal structure composed of sedimentary beds. Local terminology for the stratigraphic units which contain the ore horizons, named in ascending order, is as follows: lower sandstone, parting shale, upper sandstone and upper shale. The ore zones of copper enrichment are, contained in the parting and upper shales. The parting shale will vary; from 6. 5 to 9.0 feet thick; the upper sandstone from 2 to 10 feet; and the upper shale from 1. 5 to 6. 5 feet. Two variation of the room-and-pillar system are used to extract the ore depending on grade and local ground conditions. One system is called the parting shale method and recovers the parting shale only. This system requires a mining height of 8 1/2 feet to accommodate large-scale, high-capacity equipment and this working height is obtained by removing approximately 1 to 2 feet of the barren lower sandstone with the ore. Under the second system, locally termed full column, the mining height is about 14-1/2 feet and this system removes the parting shale, the upper sandstone and the lower mineralized zone, approximately 1-1/2 feet, of the upper shale at which point it is possible to maintain a competent back (Fig. 1).1

By international standards, Indian coal seams are not very gassy. In some of the major coalfields such as Singareni, Wardha, Pench, Chirimiri, Rewa and Talcher Coalfields practically no methane is emitted from the coal seams. Even in the coalfields of Ranigang, Jharia, Bokaro and Karanpura, all of which are situated in the basin of the Damodar river, only a few mines are faced with excessive gas emission problems. But the number of such mines is increasing as deeper reserves are being worked and already the exploitation of some of the best quality coal reserves in the country is held up pending measures for control of methane emission in these mines. Even in mines having no previous history of gas emission, methane has been met near dykes and faults. This was dramatically revealed by an explosion in Dhori colliery in 1965 wherein 268 persons got killed. Until that time, Dhori colliery was considered as a non-gassy mine but on that fateful day gas came to the workings through a freshly exposed fault plane. Similar incidences of ignition of firedamp in so-called non-gassy mines have also occured in the past, for example, in Chapui Khas and Samla Dalurband collieries, but the casualty figures were not as high. After the Dhori explosion, all Indian coal seams have been declared to be gassy, whether presence of methane is detected in the workings or not.

This is the State Battery near Marvel Loch - a tiny (capacity: 25 ton/day) gold plant operated by the Western Australian government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory - miniature custom mills operated for the benefit of prospectors and small mine operators. These State Batteries, so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries, are fascinating anachronisms: throwbacks to times long past, to a century ago, to the hard and heady existence of gold rush days.

The MIDAS project is funded by the European Commission (DG Research) and began on the 1st November 2013. The project will investigate the environmental impact of deep-sea mineral and energy extraction: specifically, polymetallic sulphides, manganese nodules, cobalt-rich ferromanganese crusts and the potential mining of rare earth elements. As deep-sea mining becomes ever closer, and the International Seabed Authority begins to develop its regulatory framework for exploitation of deep-sea minerals, MIDAS is well timed to provide fundamental scientific information. The MIDAS partnership represents a unique combination of scientists, industry, social scientists, legal experts, nongovernmental organisations and small and medium enterprises. MIDAS is carrying out research into the nature and scales of the potential impacts of mining including 1) physical disturbance of the seabed by mining, the creation of mine tailings; 2) the potential effects of particle-laden plumes in the water column, and 3) the possible toxic chemicals that might be released by the mining process. Key biological unknowns, such as connectivity between populations, impacts of the loss of biological diversity on ecosystem functioning, and how quickly the ecosystems will recover will all be addressed. The plan is to use this information to aid development of recommendations for best practice in the mining industry. A key component is the involvement of industry within the project and through stakeholder engagements to find feasible solutions. The project will work closely with European and international regulatory organisations to take these recommendations forward into legislation. A major element of MIDAS will be to develop methods and technologies for 1) preparing baseline assessments of biodiversity, and 2) monitoring activities remotely in the deep sea during and after exploitation, including ecosystem recovery. To carry out this work MIDAS is conducting a number of research cruises to examine the above issues at potential sites for exploitation of SMS and nodule deposits. This talk will present some of the recent findings of the project.

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-1 and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

Geological and hydrological conditions in the strata overlying the Salado Formation vary considerably in the Carlsbad, New Mexico area. The first four shafts sunk at international Minerals and Chemical Corporation's property have been located in competent and essentially dry conditions, while other shafts on adjacent properties have had such adverse conditions that ground freezing has been chosen as the water and ground control technique for shaft sinking. At the location of the IMC No. 5 Shaft there has been extensive-erosion and salt dissolution in the Rustler Formation which has led to collapse of some zones of the strata. Both ground freezing and pregrouting were considered as alternative methods of stabilizing the extremely poor ground conditions and controlling the potentially very heavy water inflows it was decided that pregrouting the shaft was feasible and would offer substantial cost and time saving over a ground freezing technique. This paper describes the pregrouting techniques used and illustrates the requirement for flexibility in a grouting program so that it can be codified to reflect any new or additional information which is obtained during the progress of the grouting.

Near the village of Villarino de los Aires, in the province of Salamanca, Spain, is an existing underground hydroelectric power plant. A major enlargement was undertaken to increase the electrical generating capacity, under a contract awarded to a joint venture of Dragados & Construcciones, S.A., Entrecanales y Tavora, S.A., and S.A. Conrad Zschokke. The enlargement required the excavation of an underground system of tunnels, shafts and chambers adjacent to existing facilities and interconnected with these facilities. The existing machine hall and transformer chamber were both extended, requiring excavation of the rock that constituted the existing end walls of these chambers. The drilling, blasting and excavating of the underground system had to be done without damaging existing underground openings or any of the existing structures, equipment or instrumentation facilities. This required careful control of vibrations, air waves and dust. The joint-venture contractors preferred to use electric blasting methods, if these methods could be implemented in a safe manner. The safety question had to be evaluated carefully. High electrical potentials existed at the site because of the electrical generating and transmitting facilities that could not be shut down. Electrical fields were carefully studied prior to the beginning of the work. This was done both in the underground environment and above the ground surface. This paper describes the impact of natural ventilation pressure (NVP) on the Nuclear Waste Isolation Pilot Plant in New Mexico (WIPP). The WIPP site is a U.S. Department of Energy underground facility for the disposal of low level radioactive transuranic defense generated waste. Because the facility is designed for the storage of nuclear waste, special design considerations are necessary to ensure containment of potential radioactive releases. The main design considerations which influence the ventilation system are the requirements of separate air splits for mining and storage operations and of air filtering before atmospheric discharge in the event of a radioactive release. The leakage between the two air splits must always be from the mining area to the storage area. The transient effects of natural ventilation pressures, caused by seasonal and diurnal surface temperature changes, impact the ventilation characteristics throughout the facility. This paper discusses the measurements taken to quantify the changes in NVP and the engineered systems designed to mitigate against the effects of NVP.

At the close of World War II Germany said if they had gone underground one year earlier with more of their operations, the war could have lasted four years longer with perhaps much of Britain devastated. The protection of the home front no longer rests with the soldier in actual combat. The battle will be won at home with the most careful kind of protection against missiles. After Nagasaki-Hiroshima Sir Winston Churchill said in substance "Up to now the Almighty has mercifully withheld from man the knowledge of these terrible weapons of destruction."

A continuous on-line particle size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 microns) to 20 microns are discussed in de- tail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from a practical and theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

10.1 I~RODUC1'ION In order to understand the effects of surface subsidence due to underground mining on the ground water hydrology, a brief introduction to the rate, direction, and general pattern of ground water movement in aquifers is necessary. Ground water movement in an aquifer is controlled by aquifer lithology, structure, permeability, water levels, topographic set¬ting, and pumping patterns (Sgambat et al., 1980). Fig. 10.1 shows an idealized flow pattern of ground water in a hilly terrain (Coe and Stowe, 1984). The hill is made up of a series of interbedded permeable aquifers (mostly sandstone) and confining units (mostly shale). Since sandstone is porous and permeable, ground water moves through it downward and laterally until it reaches the interbeddings of the confining unit immediately below. The ground water then moves laterally along the interbeddings, be¬cause the confining unit is less permeable, and comes out as springs on the surface at the intersection of the aquifer and the confining unit. If there is a ground water table in each aquifer, it is a perched water table (e.g., right side of Fig 10.1). On the other hand, if the ground water recharge is larger than can be drained out, the interbedded permeable aquifers and confining units will be filled with water and a ground water table will exist only at the uppermost permeable aquifer. This is the semi-perched water table (e.g., left side of Fig. 10.1). There are three ground water flow systems: shallow, interme¬diate, and deep. Shallow flow systems occur near the land surface and the surface drainage system. The flow depth ranges from a few to several hundreds of feet with a resident time of a few weeks to a few years after entry, depending on the permeability of the rock strata. In a shallow flow system, the drainage coincides with sur¬face run-off water divides. Intermediate flow systems occur in minor hills some distance away from surface drainage. The travel distance ranges from several hundreds to several thousands of feet, the travel time from several months to tens of years. These systems are less dependent on seasonal recharge or discharge. In deep flow systems, the ground water travels from thousands of feet to miles, and transfers between surface basins. The travel time ranges from several tens to several hundreds of years. The systems generally receive recharge over a large area on major mountains and dis¬charge into major stream systems. 10.2 CASE STUDIES There are two ways of monitoring water wells for studying the effects of dewatering due to underground mining, i.e., water level and piezometric level. The water level is the water elevation in a water well that has penetrated two or more aquifers. Thus it indi¬cates the combined flow of all the aquifers that the water well intersects during the time of measurement. The piezometric level is the level to which water rises in a piezometer cased to a specific aquifer, and coincides with the pressure level of water in that aquifer. Therefore piezometric level reflects the water condition in that particular aquifer to which it is confined, while the water level represents the total yield of a water well without regard to the source of water. For instance, if a water well intersects two aqui¬fers, and if the lower aquifer is affected by undermining and goes dry while the upper aquifer does not, the water level in the well will drop, but may never go dry. Under this condition, the data obtained by monitoring the water level do not indicate the true behavior of the individual aquifers, especially if they are located at widely separated heights. 10.2.1 WATER LEVEL EFFECTS The effects of underground mining on ground water flow have been the subject of many investigations (Booth, 1984; Coe and Stowe, 1984; Owili-Eger, 1983; Rauch et al., 1984). However, the problems are very complicated, as have been exemplified by the conflicting conclusions reached by various investigators in var¬ious case studies. The most dramatic examples were described by Coe and Stowe (1984). In the first case (Fig. 10.2), the coal seam was 5 ft thick with cover from 400 to 800 ft deep. The majority of water supplies came from a sandstone aquifer in most ridge tops. When the face of the Panel No. 3 passed under it, dug well WW-1, which was approximately 670 ft above the coal, went dry, while the water level in Borehole B- 1, which was located at the center of Panel No. 4 with the bottom reaching the coal seam, also dropped about 160 ft. In Panel No. 5, the developed spring DS-2, which originated from the surface of the sandstone/shale contact and was approximately 750 ft above the coal seam, stopped when the face passed under it. The water level in the dug well W-2, which was dug into the shale about 700 ft above the coal seam dropped about 22 ft, but the well did not go dry. Therefore, nearly every spring or well located above or near the active panels was affected by longwall mining. In the second mine (Fig. 10.3), the seam was 5 ft thick with cover from 200 to 400 ft thick. Dug well DW-2, the bottom of which was 35 ft deep and approximately 330 ft above the coal seam in a perched sandstone aquifer, went dry right after the longwall passed under it. Drilled well W-3, in the sandstone aquifer, about 220 ft above the coal seam, experienced a 75-ft drop in water level when the face was under it, but showed some re¬covery after the face had passed under it. Ponds P- I and P-2 were developed in shale bedrock and were spring fed. They were not affected by longwall mining. Pond P-3 was developed in the sand¬stone aquifer, and its water table showed some decline when the face passed under it. Spring ST-1, which originated from Pond P-1 and was fed from several tributary valleys, was affected by longwall mining, probably because it passed across the panel edges where tension cracks drained off the water. Although the overbur¬den in case 2 was about half of that in case 1, the majority of water resources were not affected by longwall mining. Coe and Stowe (1984) attributed this discrepancy to: (1) a higher percentage of clays, shales, and claystones, resulting in a lesser degree of inter¬connected fracturing, and (2) a less rugged topography resulting in a less localized ground water flow system. Therefore, in order to assess the effects of underground mining, the premining ground water flow patterns, topographical, lithological, and meterological conditions must be known. Booth (1984) also monitored the ground water effects of a longwall mine (Fig. 10.4) in a seam 5 ft thick and 300 to 800 ft deep. There were three major aquifers: Morgantown sandstone approximately 30 ft thick and 630 ft above the coal; Saltsburg sandstone of up to 50 ft in thickness and 520 ft above the coal; and

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. In many mines, dust-laden air from an entry being driven by a continuous miner will contaminate the intake air to the roof bolter operator and other downwind personnel. Through a US Bureau of Mines (USBM) contract, Foster-Miller Inc. has evaluated several control techniques to reduce the respirable dust exposures of downwind personnel. One fan and tubing technique consisted of bypassing the miner-generated dust directly to the section return. The results of the evaluation of this technique revealed that reductions in dust concentrations of 90% or more can be achieved at downwind roof bolter locations. A second method was to clean the dusty air from the upwind continuous miner by using a dust collector. The cleaned air was then supplied to the bolter through collapsible tubing. An underground evaluation showed reductions of 82% to 96% when the dust collector was operating. A third method was to reduce the quantity of dust contributed by the miner to the return airstream. A water-powered scrubber was installed over the throat area of the continuous miner. More than 1.18 m3/s (2500 cfm) of dusty air moved through five tubes with dust collection efficiency exceeding 75%. Underground evaluation results showed that return dust concentrations were reduced by about 60%. This paper discusses the ventilation and dust control techniques used for personnel downwind of the continuous miner.

Accurate and economic control of line and grade on long tunnels, large structures, excavations and waterways, has been a problem to surveyors and engineers for decades. The conventional method of surveying, incorporating a level, transit, and a number of surveying technicians, has proven, in the past, to be a very expensive and time-consuming operation. Alignment with a laser has solved most of the problem. Figure 1. With the advent of the Perkin-Elmer Model 5620 Construction Laser, use of laser light is now both dependable and economically feasible for unlimited applications in modern construction and surveying. The laser projects a continuous, narrow red beam of brilliant light, providing a constant alignment reference, and will not interfere with operations.

The mining industry?s traditional preference for protective coatings in corrosive environments, due to cost considerations, has been to apply galvanized and epoxy coatings. As a result of extreme pH levels and the limitations of current products, a new coating has been developed to withstand severe conditions. Harsh chemicals and corrosive groundwater pose added challenges to mines in maintaining long term ground support which demands continuous rehabilitation. This paper highlights the challenges and identifies a solution by applying a new economic coating to DSI?s Omega Bolt? that withstands the most corrosive of conditions. [ ]
