This is part two of an article on the prominent role that the United States and its industry leaders have played on the International Tunnelling and Underground Space Association (ITA), which represents the underground construction and underground space industries worldwide. The U.S. is officially represented in ITA by UCA of SME. (Part one is in T&UC, June 2007, pp 39-42) Tunnel advances in 1960s and 1970s The 1960s and 1970s were active and productive times for the U.S. tunneling industry. During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. Draglines are one of the largest land-based equipment moving across the earth. They typically ranging in size from2.5 to 6.5 kt (2,750 to 7,100 st). Their size, though, makes them difficult to maintain. Recently, G&S Engineering Services used an Enerpac synchronous hydraulic lifting system to lift a 3.2-t(3,500-st) dragline at the Curragh Mine in Queensland, Australia’s Bowen Basin.

The paper presents an analysis and discussion of the underground ventilation system at the waste Isolation Pilot Plant (WIPP), with particular emphasis on specific repository-related requirements and the gradual evolution of engineering designs relative to the WIPP Project scope. The underground facility has been constructed with three shafts. Additional studies, coupled with actual site-specific experience, have established? the need for construction of a fourth ventilation shaft to double the under-ground airflow. As a research pilot project, and the first of its type in combining mining and nuclear technologies, the WIPP Project is accumulating data and experience that may be fruitfully applied in the future designs of ventilation systems for planned commercial nuclear waste repositories.

As Edward E. Runyan, 1983 AIME President, in an interview excerpt in ME, June, p. 607, stated, "...the AIME Transition Committee has recom¬mended to the AIME Board that each Constituent Society be allowed the option of separate incorporation, whereby each could become its own separate legal entity." Background The American Institute of Mining Engineers (AIME) was formed in 1871 by 22 engineers in Wilkes-Barre, PA. Although originally a mining organization, it became a home for metallurgists, iron and steel industry people, and for the individuals in the expanding petroleum engineering profession. There are now four Constituent Societies: Society of Mining Engineers, located in Littleton, CO, 29,000 members; Society of Petroleum Engineers, located in Dallas, TX, 47,500 members; The Metallurgical Society, located in Warrendale, PA, 10,000 members; and Iron and Steel Society, located in Warrendale, PA, 6,500 members. Each of the four groups has grown and continues to serve the specific and/or diverse needs of its membership. As the needs and requirements of their industries and professions change, each of the Societies has perceived and initiated programs that serve their constituency rather than AIME as a whole. Therefore, each Society has recognized an increasing need for autonomy to better augment their own programs. An AIME Ad Hoc Transition Committee, with Robert Merrill, AIME Past President, as chairman, made a number of recommendations pertaining to AIME operations that were approved in October 1982 by the AIME Board of Directors. One of the recommendations was to endorse separate incorporation of the Constituent Societies on an individual-society-option basis. The AIME Board commissioned a task force of Constituent Society representatives to develop specific revisions to the AIME Certificate of Incorporation and the AIME Constitution and Bylaws. This was done to allow separate incorporation and to reflect the decentralized structure of the Institute. The SME-AIME Board of Directors subsequently approved the recommendation of SME Working Party #69 that SME pursue separate incorporation. Meanwhile, Working Party #69 continues to work with the other Constituent Societies and with the AIME Task Force on Reorganization to determine the form and substance of the separate incorporation. Why Incorporate? George Webster in The Law of Associations quoted Chief Justice Marshall's (1819) definition of corporation as: "A corporation is an artificial being, invisible, intangible, and existing only in contemplation of law. Being the mere creature of law, it possesses only those properties which the charter of its creation confers upon it, either expressly or as incidental to its very existence. These are such as are supposed best calculated to effect the object for which it was created." SME-AIME attorneys, Davis, Graham & Stubbs, have pointed out that the status of an organization operating as an unincorporated association is always unclear. At present, SME-AIME administers assets of almost $3.5 million (mainly property and inventory) but technical ownership and ability to enter into contractual relationships resides with AIME. However, the operation appears to outsiders (particularly those with whom SME-AIME does business) to be an independent operation which would be expected to be a legal entity in its own right. Advantages of Incorporation Liability. Because of legal ownership by AIME of all assets of the Constituent Societies, those assets are subject to the claims of any of the creditors of AIME or any of its constituent parts (i.e., the other societies). Liabilities can be those usually encountered in business but also encompass special risks, which could develop if there were a careless and erroneous publication of material that might be used in practice or if standards are improperly established. Naturally occurring asbestos in aggregate and other mineral deposits, and the release of asbestos fibers into the ambient environment, is a public health concern. Determining the presence of asbestos in an ore body also presents a considerable sampling and analytical challenge. Improper and inaccurate identification of asbestos can result in unwarranted public and worker panic leading to significant costs to mine operators both in terms of dollars and company image. Some companies have been forced out of business simply because they had the non-asbestiform, prismatic variety of one of the six asbestos minerals. In the late 70’s, asbestos was found as a contaminate in a trap rock quarry in Rockville, Maryland. This discovery led to a massive overreaction by federal, state and local governments. In 1986, the Occupational Safety and Health Administration (OSHA) promulgated a final rule that regulated the common non-asbestiform mineral habits of actinolite, tremolite, and anthophyllite as if they were asbestos. The rule was reversed after a six-year struggle. Recently, the Libby, Montana, W. R. Grace vermiculite - asbestos, as well as the California chrysotile in serpentinite, and the New Jersey Southdown quarry – asbestos events have rekindled the entire issue of naturally occurring asbestos. It is time to get this concern addressed with sound science so that real asbestos is properly identified and controlled.

The operation of a series wash thickener-two stage filtration circuit determines the soluble loss in many hydrometallurgical operations A study of this circuit yielded expressions which permit calculation of soluble loss for almost any condition of operation. The soluble loss over a range of the circuit variables is presented to illustrate and evaluate circuit performance, The interrelation of factors affecting filter performance and some of the wash circuit, variables are quantatively described. Filter wash, which is governed by wash zone size, filter pulp level and filter feed pulp density, has the greatest affect on soluble loss. Excepting clothing blinding and flocculation the factors which decrease filter capacity also decrease soluble loss. Repulping with water, under some circumstances, can bean important means of soluble loss reduction. Water for primary filter wash, leach pulp density repulp density and wash thickener underflow density have little effect on soluble loss. The dilution of both o the filter pulps with wash solutions is suggested as a means of reducing soluble loss, and at the same, time, controlling the performance of the filters. Blowback and filter cloth blinding seriously increase soluble loss.

Equivalent elastic properties of discontinuously jointed rock masses are computed using a non-representative volume element(NRVE) approach within a three dimensional finite element program. Joint persistence, defined as the percentage of a joint plane that is actually occupied by joint material, is used in the NRVE computations as a step towards greater realism in stability analysis of mine openings. Persistence p is also the probability that a segment of a joint plane is occupied by joint material. Computations reveal a threshold phenomenon in jointed rock mass moduli similar to that observed in percolation theory. A rapid decrease in moduli occurs above a critical value pc(about 0.6). A detailed analysis of the well-known solution for stress about a circular opening in isotropic, elastic ground illustrates the effects of joint set orientation, spacing and persistence. Although stable “on average”, joint segment failures reveal a threat to stability and point towards rational design of reinforcement or support of discontinuously jointed rock masses.

Observations of environmental parameters in mines have traditionally been made by means of hand-held instruments, these being employed as a basis to ensure that atmospheric conditions in the mine remain within limits commensurate with safety, to safeguard the health of personnel, and to ensure that statutory requirements are met. Thus, starting from the first flame safety lamps of the early nineteenth century, numerous portable instruments have been devised over the years to indicate levels of dust, temperature, humidity, and concentrations of gases including oxygen, methane, and carbon monoxide. Similarly, portable instruments have been used to measure air velocity and pressure. For routine monitoring purposes, hand-held equipment suffers from many disadvantages. Readings are intermittent, often with long delays between successive observations, making short-term trend analysis impossible. Portable instruments are more liable to damage; they are labor intensive and provide a very limited amount of information either for control or planning purposes. The 1960's and 1970's have seen an accelerated development of mine environmental monitoring equipment. Alarm methanometers to give localized audiovisual signals became more common. These were followed by a variety of instruments which gave local, then local/remote continuous records, particularly of methane concentration and airflow. More sophisticated transducers and transmission systems were developed allowing further parameters to be monitored. This led to a proliferation of paper strip and chart recorders which had to be maintained and inspected regularly for trends and abnormalities.

Dressed in black tie and Victorian attire, some 200 people came to Leadville, CO, for a September weekend featuring a National Mining Hall of Fame and Museum (NMHF&M) induction banquet and a scenic mountain train trip to Fremont Pass and the Climax Mine. The 18th annual induction banquet on Sept. 17 began with cocktails and a open house. It was a chance for visitors to tour the National Mining Museum including the new Hennebach Wing, opened in February. The new wing is named in honor of Ralph Hennebach, retired chairman of Asarco. Formerly Leadville Junior High School, the Hennebach Wing encompasses more than1,440 m2 (15,500 sq ft) of floor space in two stories. One prominent feature is a 1923 Wills Sainte Claire touring sedan. Climax Molybdenum donated this first all-molybdenum steel motorcar. Docents were available throughout the museum to give banquet attendees directions and answer questions.

The Mining Foundation of the Southwest will host its 24th Annual American Mining Hall of Fame Awards Banquet at the Tucson El Conquistador Golf & Tennis Resort in Tucson, AZ on Saturday, Dec. 9. The Mining Foundation of the Southwest is a non-profit organization whose objectives are public education about the mineral industries. It also recognizes outstanding accomplishments in and contributions to the fields of fuel and mineral resources.

The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. The use of diesel engine locomotives in South African mines can be traced to Van Dyk Consolidated Mines Ltd on the Witwatersrand gold mines in 1928 as a replacement for battery locomotives. The advantages and disadvantages were recognized in those days, and surprisingly, there are no significant additions to this list, but only refinements. In the absence of any Occupational Exposure Limit (OEL) for Diesel Particulate Matter (DPM) in SA, the Mine Safety and Health Administration (USA) rule is currently being used as a benchmark for the ventilation engineering designs. This paper discusses the ongoing SA journey of measurement and limitations of exposure data for ventilation planning and regulatory purposes. The currently accepted DPM limits are based upon the belief that they are economically and technically feasible for the mines to reach and are not necessarily health based. For SA underground platinum mines, a median TC/EC ratio of 1.8 with a range of 1.2 to 5.8 was observed. For SA coal mines, a median TC/EC ratio of 1.44 with a range of 1.25 to 2.13 was observed. While it is common practice in the USA to use the ratio of TC/EC for metal mines to be 1.3, the ratio found in local platinum mines is 2.2 and for coal mines, the ratio was 1.53 which is lower than Australian studies, i.e., 1.96. It has been shown that a need for critical analysis of TC/EC ratios exists, and possible reasons for variance must be understood before stringent adoption of overseas recommended limits for DPM. It is hoped that the findings from this paper would provide input to scientific approaches in developing appropriate conversion factors, limits for DPM and also in ensuring appropriate error factors (currently 1.14 for TC and 1.2 for EC) for compliance determination.

INTRODUCTION The Sacramento Regional County Sanitation District (SRCSD) serves unincorporated areas of Sacramento County, parts of the cities of Sacramento and Folsom, and the cities of Citrus Heights, West Sacramento, Rancho Cordova, and Elk Grove. SRCSD maintains 145 kilometers (km) (90 miles) of interceptors that convey a combined total of 0.6 million meters3 per day (160 million gallons per day) or more of waste-water, with additional miles of sewer interceptors that are scheduled to be built by 2020. Wastewater is conveyed to the Sacramento Regional Wastewater Treatment Plant in the southwestern portion of the County, also managed and operated by SRCSD, in interceptors with diameters as large as 3.0 m (120 inches.) As part of its overall expansion program, SRCSD has constructed a number of major interceptors over the last few years with tunneling methods due to concerns associated with either the impacts of open cut construction in an urban environment (traffic, safety, noise, environmental concerns) or the need to achieve a crossing of a stream, river, or transportation corridor. This paper focuses on a specific issue that affected construction of the Upper Northwest Interceptor (UNWI) Sections 3&4 project, located at the northern limit of the SRCSD service boundary and within the limits of the City of Sacramento. This project involved the construction of 3.2 km (2 miles) of 2.1-meter (84-inch) and 2.4 km (1.5 miles) of 1.7-meter (66-inch) diameter reinforced concrete pipe (RCP) using MTBM, EPBM, and 3.3-meter (130-inch) two-pass TBM methods. The owner elected to install the RCP using tunneling for a number of reasons including a desire to avoid traffic impacts in a dense urban corridor, to minimize disturbance to the neighborhood, and to avoid potential dewatering-induced settlement issues along the western one-third of the project. For the western portion of the alignment the 2.1-meter (84-inch) reinforced concrete interceptor pipe was to be installed using a 2.7-meter (105-inch) earth pressure balance machine (EPBM). No external dewatering of shafts or tunnels was permitted for reasons of concern about settlement, discussed previously. At the intersection of Elkhorn Boulevard and Natomas Boulevard (at the extreme northwest corner of the project) the 2.7-meter (105-inch) EPBM tunneled past a recently constructed 11-million liter (3-million gallon) water storage reservoir, passing within 3 meters (10 feet) of the tank?s shallow foundation while tunneling through clean sands with a shallow groundwater table. The paper will discuss the implemented solution to mitigate additional settlement risk that was developed as a joint collaboration between the owner, CM, designer, and contractor.

Mining activity is important for the development of humanity. This development must be understood from the Academy where it allows showing alternatives for the industry performance. Likewise, these mining companies need to improve their results. Historically, a few years ago the application of the ESG (Environmental, Social and Governance) criterion was verified, which is positioned as a factor/regulator in the design of the performance of industries in general. ESG as an integral part of the concept of sustainability serves as a tool to conceive mining without conflicts and with a reputation based on trust in the interrelation of the university, industry and society. Therefore, the academy must strive for new knowledge in a way that allows it to continue in the virtuous circle of constantly feeding it. In this context, the best mining practices are implemented in constant questioning of their activities. The scientific essence of the industry supported by the academy developed in an operational dynamic is addressed. Finally, the objective of this research work is to interrelate 3 variables: ESG, Academia, and the Mining Industry, where the transition of knowledge and the role of each variable in relation to each one can be understood. This allows for an additional understanding of mining in the future with new mental attention.

The mechanism of sulfur oxidation in pyrite is a function of the rate and driving force for oxidation. New evidence is presented to show that, at moderate potentials, a sulfur-rich hydrophobic layer is formed. Under ordinary conditions, the sulfur layer is covered with a layer of iron oxides, hydroxides, sulfate or oxy-sulfide ions. Pyrite is hydrophilic under these conditions. In the presence of iron-chelating agents or iron sequestering ions, an iron layer might not form. Under these conditions, the sulfur layer is exposed, and the pyrite might become hydrophobic. Stronger oxidizing conditions decompose the sulfur layer, thereby making the surface hydrophilic.

Shallow ore deposits are mined by surface methods but a depth is reached in the case of most deposits after which underground methods are applied for the extraction of the remaining ore. The determination of this depth and its analysis is the subject of this paper. In order to determine transition depth from open-pit to underground mining on the basis of the allowable and economically feasible overall stripping ratios, an economic-mathematical equation is first introduced. Using the achieved equation and an analytical procedure on a particular two-dimensional hypothetical tabulate deposit, an effective formula is then established. The formula introduced here, together with the procedure adopted, could be used in all similar mining situations by the mining design engineer.

Geotechnical design using Factors of Safety recommended by Codes of Practice is based on largely unknown ?margins of safety?, usually without consideration for the importance of the project (i.e., potential consequences of failure) directly or explicitly. On the contrary, probabilistic modelling can be a useful tool in risk management as it provides the means to measure the risk to be managed. This is achieved by calculating the probability of failure associated with a specific design, i.e., by relating the classical factors of safety with the corresponding probability of failure and by using a cost optimization procedure to achieve ?optimal? designs, accounting for the expected costs in case of catastrophic failure. This paper describes the methods used to calculate the probability of failure and its correlation with the classical Factor of Safety using sampling techniques and a simplified method based on the moments of the factor of safety considered as a random variable. These procedures are illustrated in an example which investigates the stability of a slope.

The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice (USPAP) and the Australian VALMIN Code to a complex mineral property appraisal assignment and previously to some modest assignments. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others and information and statements required from the client under the VALMIN Code. The exercises highlighted many positive features of both sets of standards. However, the author concluded that, without modification, VALMIN is incompatible with USPAP and the US regulatory environ¬ment. The author found that VALMIN violates US legal decisions regarding real property appraisal due to its requirement to include many items of business value. The US Securities and Exchange Commission's prohibition on reporting quantitative resource estimates proved to be a severe problem under VALMIN. Some VALMIN requirements could not be met due to the extent and quality of documents specified. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed. Management considerations for complex mineral-property appraisal assignments are also presented.
