Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. The strongly skewed grade distributions and the need to estimate the local recoverable reserves in a selective mining environment are the two problems that Ordinary Kriging (OK) cannot easily handle. With the recent introduction of the nonparametric, distribution-free technique of Indicator Kriging (IK), the above problems can be solved. This paper describes the results of performance evaluation of IK in an open-pit gold-silver deposit. For performance evaluation, the predictions of local recoverable reserves using IK were compared with the actual reserves based on blast hole information. The IK estimator, although a bit optimistic, performed very well in predicting the total recoverable ounces of gold from each panel on a test bench. The OK estimator was also used to try to predict local recoverable reserves, by treating each panel as either waste or ore, depending on the panel's average grade. Under this criterion. OK was found to be very biased and pessimistic.

The Chuquicamata mining and metallurgical complex is the main division of CODELCO-CHILE. Its comparative advantage in the world of primary copper producers had deteriorated severely and, consequently, its top management launched an extensive modernization plan. This paper shows how Chuquicamata recovered its position as a low-cost copper producer and is now well positioned to face the end of this century, as far as competitiveness is concerned. It also shows the company's vision for the )(XI century. Given the volume of its ore reserves, one possibility is expanding the sulfide production line capacity, while in the case of the oxide production line, ore reserves are limited so that there is a need to maximize the effectiveness of both organization and technology use. A final consideration has to do with the balance of supply and demand. Most observers of the copper market agree that supply is growing faster than demand. On the other hand, copper is facing severe environmental problems, especially in the piping business, plus the usual threat of substitution. Nevertheless, copper producers are making very weak efforts to defend the market and increase copper consumption through the promotion of new uses of the metal. This issue is crucial and must be considered if copper producers want to maintain a profitable market.

Geological domain modeling is an important step in mineral resources evaluation. The procedure can be laborious and time-consuming, especially in multivariate settings. However, estimates are significantly improved when carefully limited by geological variables. This paper proposes a workflow for geological domain modeling suited for stratigraphic deposits. The workflow consists in automatically defining the domains by using clustering algorithms, generating the surfaces that represent the contacts by interpolation and subsequent triangulation, and simulating the surfaces. The proposed workflow produces consistent and realistic results and allows the user to test different domain configurations and assess volumetric uncertainty automatically and quickly.

The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. For shaft support, a -cast-in-place concrete wafer system was considered, but was discarded because of time restrictions imposed by concrete placement and curing. The flocculation of -38 pm calcite, hematite and kaolinite aqueous suspensions by the yeast Candida parapsilosis and products derived from rupture of the microorganism was studied. Flocculation of hematite suspensions by the microorganism and its derivatives readily takes place between pH 2.8 and 11.4. Maximum flocculation occurs at about pH 6.5. Flocculation of calcite suspensions by the microorganism and its derivatives readily takes place between pH 7.0 and 11.8. Maximum flocculation occurs at about pH 10.0. Flocculation of kaolinite suspensions was less than that for the other two minerals. However, a soluble fraction derived from the rupture of the organism functioned as a good flocculant for the mineral, albeit at an increased concentration, between pH 2.6 and 11.5. Maximum flocculation occurs between pH 6.8 and 7.2. An attempt is made to relate the behavior of the various systems to the surface characteristics of the minerals and the surface and chemical properties of microorganism and its derivatives. Experimentation used to evaluate the flocculation includes actual flocculation tests, microelectrophoresis measurements and scanning electron microscopy.

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

Geothermal energy is an important energy asset which can play a significant role in providing energy resources to cover energy needs of a country while it can play a primary role in a particular region where it is abundant. Greece is especially rich in geothermal energy. The collision of Euroasiatic and African plates coupled with the strong tectonic tension, particularly in north Greece, resulted in the formation of important geothermal fields of low, medium and high enthalpy. These fields are in the Aegean islands, in central and east Macedonia, in Thrace and in central Greece. This work presents and analyzes information about the drilling activity for exploration and production of geothermal fields of low, medium and high enthalpy in Greece for the past thirty years. The number and type of wells drilled together with the spatial and the yearly distribution are given. Depth data has been analyzed according to the fluid temperatures and to the geological formations. Cost data are presented and analyzed for the total number of wells drilled giving also the cost per meter drilled.

Fertilizer-grade phosphoric acid with a P2O5 concentration of 50% should contain less than 1.5% Fe2O3, otherwise, the P2O5 water solubility of the fertilizers prepared from high-iron acids will be low. High-iron Egyptian phosphate concentrates fromAbu-Tartur and Sebaiya- West were leached with sulfuric acid and recycled phosphoric acid to produce 50%-P2O5 phosphoric acids containing 4.0% and 2.7% Fe2O3, respectively. The high iron contents were reduced to the industrially accepted limit of 1.5% Fe2O3 by precipitation with potassium sulfate. The factors affecting the effi¬ciency of the precipitation process, e.g., temperature, time and K2O/Fe2O3 ratio, were systematically studied, and the optimum conditions were achieved. The clarification of the prepared phosphoric acid from iron-containing sludges was also investigated by varying the time and temperature. The utilization of the separated sludges as fertilizer and recovery of P205 by pulping in water were also evaluated.

The effects of bacterial adaptation and partial replacement of leaching solution on the rate and extent of bioleaching reactions of a complex sulfidic gold ore were investigated. The ore was first concentrated by bulk sulfide, flotation, and the sulfide concentrate was treated by bioleaching using Thiobacillus ferrooxidans. The residues from bioleaching were treated by cyanidation to extract the gold and silver. Bacterial adaptation before bioleaching significantly increased the rate and extent of bioleaching reactions. Similarly, the daily partial replacement of leaching liquor enhanced to a great extent the leaching rate, and in some cases, increases of up to ten fold were observed. Both bacterial adaptation and solution replacement increased the gold recovery by about 2-fold and that of silver by about 1.3-fold. In this work, more than 95% of the gold and more than 98% of the silver could be recovered from the sulfidic gold ore when bioleaching was used ahead of cyanidation, compared with 18.3% and 52.3% by direct cyanidation.

Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. A microcomputer equipped with spreadsheet, data management, and FOR- TRAN programming software is used to update and quantify a model for ranking seventeen economically important metal commodities in terms of market potential (Huyck, 1982). Weighted factors are used for the ranking: (1) demand growth trends, (2) end-use substitution vulnerability, (3) recycling trends, (4) price trends, and (5) cumulative demand versus world reserves factor. Price trends are defined using (1) price-vs.-year slopes (with prices in 1967 constant dollars) and (2) standard deviations of slopes (to indicate price volatility). Substitution vulnerability is defined as the percent of end-use which is replace- able by other commodities, and a factor indicating the likelihood of such substitution. Factors are normalized and linearly combined to produce a ranking of the seventeen metals. Microcomputer software is essential for organizing data and calculating statistical parameters and linear combinations of factors.

Significant lost time delays were experienced by Carbonifera de Nueva Rosita, S.A. de C.V. ("CNR") during mining development of the Pasta de Conchos Mine ("the Mine") near Nueva Rosita, Coahuila, Mexico. Furthermore, methane gas concentration in the return air course had exceeded 1.0 percent. Resource Enterprises, Inc. ("REI") was contracted by CNR to recommend an approach to reduce methane emissions at the Mine. In order to recommend a degasification approach, REI and CNR obtained geologic and reservoir characteristics of the Double coal seam, Olmos Formation. A vertical core hole was drilled to obtain core samples to determine gas content (average 8.4 cm3/gm) and to conduct a slug test to estimate permeability (34 md). This information was used to simulate gas productivity and drainage effectiveness. The simulation indicated that underground horizontal boreholes would remove significant quantities of gas in advance of mining in a reasonable period of time. Based on the results of the simulation study, an underground degasification drilling program was initiated at the Mine. In a six month period, five long in-mine degasification boreholes were drilled in advance of CNR's three to five years mining projections. Peak gas production from the five boreholes (approximately 2,750 cumulative meters) had exceeded 45,000 m3/D. Results to date have indicated a general reduction in methane concentration in the return air course below 0.8 percent.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

Rhenium (Re) is one of the rarest elements on earth and is a designated critical element in the United States and European Union for its uses in superalloys. Unusually among critical elements, Re is produced entirely as a byproduct of molybdenite (MoS2) mining, as pure Re minerals are extremely rare. However, Re concentration in natural molybdenites varies from a few parts per trillion to tens of percent. There are few known consistent patterns and no firmly established reason for this variation, making it difficult to use molybdenite Re content as a proxy for metal grades, a vector to high grades, a clue to the geological and geochemical nature of the ore deposit, a guide to overall Re resources or for any other of the applications that have been suggested for it over time.

A 32-channel warning system for high working level, fan operation, and airlock-doors has been constructed. The working level monitors have a microcomputer for accumulating the pulses, converting to working level, and triggering an alarm at a variable set point and at one working level. The system also detects when underground fans lose power or air doors are open. The system can detect changes in air velocity which indicate surface fan failures or changes in the ventilation system. Using this alarm system, the ventilation engineer will be alerted prior to excessive levels of radon daughters being reached so corrective action can be taken.
