The effect of slurry rheology and ball coating characteristics on the abrasive wear of grinding media and the rate of grinding were studied using -10 mesh quartzite in laboratory marked ball wear tests. Pulp viscosity was found to be closely related with both the thickness and physical characteristics of the coating affecting abrasive wear. The packing density of particles at the ball surface was the primary determinant of wear while the grinding rate was more dependent on viscosity and thus the ball coating thickness. The optimum grinding rate was achieved when the coating thickness was about twice the largest particle size.

INTRODUCTION Cost Management is the evaluation and control of project scope, budgets, and costs with the objective to minimize costs and maximize the benefits to be derived from the use of project resources in conformance with Criteria stipulated or approved by the Owner. In order of importance, Cost Management is one of the most prominent Project Management functions because of its impact on the financial success of the venture. Cost Control and Cost Accounting are essential parts of Cost Management. The principal objectives of Cost Control are to monitor project commitments and expenditures, and measure performance for the detection of variances from acceptable standards and from control budgets so that timely action can be initiated to minimize costs. Cost Control is evaluation of current costs and projection of future costs, rather than the reporting of actual costs. Cost Control is not Cost Accounting. The primary objectives of Cost Accounting are the determination, classification, analysis and reporting in useful detail of actual costs. Following are some considerations on Cost Management and Cost Control as practiced by Owners and Contractors of industrial projects, Mining and Metallurgical projects in particular. COST MANAGEMENT Functions Conforming with the requirements of Owner's Criteria, the principal Cost Management functions are to • evaluate estimates of project costs and establish budgets for a scope of work and schedule; conversely, evaluate the scope of work that can be executed most effectively within a budget and schedule. • promote investigations and comparative evaluations of alternate designs and plans to find the most cost effective way to execute a project and minimize its operating costs. • based on Cost Control and Cost Accounting input, evaluate and initiate appropriate actions to correct deviations from approved budgets. assess project economics, the effect of changes on project economics and, if necessary, revise Project Criteria to modify their impact on costs.

Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

The silicates represent the largest and most common group of minerals on earth. Yet in spite of the chemical similarities, numerous mineral processing plants worldwide are operating successfully to yield varied commercial products for numerous uses. The silicates that are commercially produced in the United States by flotation include quartz, feldspar, mica, spodumene, talc, kaolin, and wollastonite. The operation of several plants and the conditions affecting mineral separation by flotation are described. Because the process is usually dictated by the desired market, specifications for the most common products are provided. Potash is a basic fertilizer component, along with phosphate and nitrogen. Potash is typically produced from underground evaporite beds or recovered from natural brine solutions. Flotation of potash is unique in that it is processed in a saturated salt solution. The potash flotation process is outlined and several commercial operations are described.

The grinding of coals for coal preparation has been studied extensively by previous investigators, but no similar work has been done on coal lithotypes (l-4). However, the different natural breakage characteristics of coal lithotypes have been recognized and utilized by the coal industry (5,6) to develop the Longway Burstlein process (7) for the concentration of macerals(8). The specific objective of this research was to determine the relative grindability of lithotypes, obtained from both anthracite and bituminous coals. An attempt was made to relate the findings, wherever possible, to the chemical and physical properties of the tested lithotypes. Another aspect of this research was to ascertain the size distribution and grindability of lithotypes ground at a various number of revolutions in a Hardgrove mill.

The major waste product of the alkaline extraction of alumina from bauxite (Bayer Process) is known as red mud. Approximately one ton of red mud is produced for every two tons of bauxite mined. The red mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that more than 90% (by weight) alumina can be recovered from red mud by soda ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of more than 94%, resulting in attempts, for magnetic separation. These separations are desirable because there are no waste products generated. Consequently, there is an opportunity for complete utilization of the waste material. Conversely, the preseparated material could be charged through the tuyeres in an iron blast furnace, or it could be smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag would be high enough to justify its recovery by an established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red mud as an alternative to direct-reduced iron (DRI) is also discussed. Four companies mined ball clay in four states during 2005. They included H.C. Spinks Clay (owned by Franklin Minerals), Kentucky-Tennessee Clay (owned by Imerys), Old Hickory Clay and Unimin. Production was estimated to be 1.32 Mt (1.45 million st) valued at $53.3 million, based on the results of a preliminary survey of the ball clay industry. Production in 2004 was 1.22 Mt (1.34 million st) valued at $54.1 million. Tennessee was the leading ball clay producer state with 61 percent of domestic production, followed by Texas, Mississippi and Kentucky.

Froth flotation is the most widely used technique for cleaning fine coal. This practice may change, however, with the development of enhanced gravity concentrators such as the Mozley Multi- Gravity Separator (MGS). The MGS is a flowing-film concentrator that utilizes centrifugal forces to improve the separation of flotation-size particles. In the present work, a pilot-scale test program was conducted to examine the effects of feed rate, feed solids content, wash water flow rate and drum rotation speed on the performance of the MGS. The test results indicate that the MGS effectively rejects high-density minerals such as pyrite, while ultrafine ash-forming minerals are removed less efficiently. A major advantage of the MGS is that high separation efficiencies can be realized without additional grinding, flotation reagents or heavy media. This article describes the working principles of the MGS and presents data obtained from recent pilot-scale test work.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and, therefore, only assist in recalibrating the operators' vision when major deviations occur. An image analysis system was developed by IMC Fertilizer to improve the accuracy and precision of the composition estimation process. It still relies on the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. Background The search for a quick and inexpensive technique for estimating phosphate flotation stream composition continues. There have been attempts at using "wet chemistry," nuclearmagnetic resonance, neutron activation, X-ray diffraction and other techniques reported on in the past several years. None of these have yet found its permanent place in the flotation plants of the Florida phosphate industry. IMC attempted to use wet chemistry to provide 7.5-minute estimates of final concentrate insol and tailings BPL. This was aborted after 36 months of plant operation due to the high operating costs for chemicals and an operator. There was also no significant economic improvement in the plant's operation. Another factor was the necessity to limit these crude analyses to only a few process streams, which were insufficient to achieve improved plant operation.

With the passing of the 1990 Clean Air Act Amendments, many utilities are opting to switch to lower sulfur coal to meet new SO2 emissions requirements. This lower sulfur coal may be from new suppliers or it may be from current suppliers that modify existing cleaning plants or build new plants to produce this higher quality coal. New, sophisticated coal cleaning simulators are useful tools for optimizing cod cleaning circuit operating parameters to maximize the production of clean coal that meets more stringent specifications for SO2 emissions potential. The examples in this paper were developed using the Coal Cleaning Simulator (CCS), running under ASPEN PLUS™, that was developed under a Department of Energy project cosponsored by the Electric Power Research Institute. With advanced sensitivity analysis and optimization features, CCS allows a quick, efficient, cost-effective review of coal cleaning plant performance to meet current production goals and to plan future changes in plant operating parameters or circuitry configurations.

The load carrying capacity of oil shale pillars excavated by conventional blasting, presplit blasting, and mechanical mining is evaluated. The study was based on a comparison of in-situ vertical stresses and fractures obtained from overcoring horizontal holes in the Colony Mine, Piceance Creek Basin, Colorado. Results indicate that conventional blasting causes a zone of damage approximately 3 m (10 ft) thick with low stress distributions. Presplit blasting reduces damage significantly, and increases the load carrying capacity in the 3 m (10 ft) thick zone by 5.93 MPa (860 psi). Mechanical mining causes little or no rock damage, and an increase of 9.83 MPa (1425 psi) in strength in the same 3 m (10 ft) thick zone. An example of pillar design is given showing that the use of presplit blasting and mechanical mining techniques can increase the extraction ratio by at least three and five percent, respectively, as compared to conventional blasting. It is speculated that comparable increases in extraction should also occur due to increases in span dimensions.

Traditional loading systems have relied for many years on wheel and track loaders, power shovels, conveyor belts, and more recently, hydraulic front shovels. Each has certain advantages and disadvantages, depending largely on job conditions. Hydraulic backhoes were introduced several years ago as still another truck loading option. At first, buckets were small and backhoe use was limited to small earthmoving projects. Now, as backhoes are equipped with shorter sticks and bigger buckets to move larger quantities of earth. The "mass excavation" concept offers an excellent truck loading option in many situations. System Development and Advantages Mass excavation was first used successfully by contractors in site development and highway construction, loading both on-highway and off-highway trucks. Operators were able to take advantage of the excavator's ability to work in poor underfoot conditions and dig in tough materials. The technique was first applied to mining in the kaolin mines of central Georgia. Kaolin, one of the world's most abundant minerals, is used to make paper, paint, ceramics, rubber, plastics, and many other products. Since kaolin clay is slippery when wet, load-out with wheel loaders is very inefficient. Also, kaolin is found in very spotty deposits due to the weathering process involved in its formation. Consequently, draglines are also impractical for kaolin mining since they don't have the mobility to move between clay deposits. In response to these mining conditions and kaolin characteristics, mines began using excavators in mass excavation as early as 1976. They have developed a system that takes advantage of the excavator's •high penetration and breakout force in tight materials; •fast-cycling hydraulics; •ability to work in poor underfoot conditions; and •mobility in comparison to draglines. This loading method has been successful in Georgia's kaolin mines and now can be applied to other mining operations as well. Understanding sources of dissolved metals and transport characteristics of acid drainage is needed to assist land-use strategies in mineralized regions, particularly in the semi-arid southwestern United States. Water- quality samples were collected from mined and un-mined parts of the Patagonia and southern Santa Rita Mountains of southern Arizona from streams, springs, seeps, adits, alluvial wells, and bedrock wells. Water quality during base-flow conditions was compared with that *of runoff samples from infrequent winter and summer storms. The largest fraction of annual discharge in these ephemeral streams consists of storm runoff, although springs provide a steady source of low discharge base flow to numerous intermittent perennial reaches. Several abandoned mines in the northern Patagonia Mountains contribute acid and heavy metals to streams. During base-flow conditions in mineralized areas, natural springs and intermittent stream reaches produce acidity but the volume is typically low and acidity is often diluted or neutralized down gradient. Overland runoff contains low concentrations of dissolved metals and moderate acidity, however, stream waters were strongly acidified and metal-laden from contact with abundant pyrite-bearing stream sediments derived from erosion of waste-rock material in and along the sides of the stream channel.

One of the challenges in the development of mineral processing simulators is the modelling of liberation characteristics of particles produced by comminution circuits. Understanding the mineral characteristics of these particles is one of the keys to predicting their behaviour in separation circuits. While more fundamental research seeks to model the non-random breakage of ores this work examines whether we can move forward now by using observed characteristics of ores to model the composition of particles generated in comminution processes. The current work examines a range of ores and identifies which of these exhibit the pattern of similarity of composition for particles in a given size class that has been produced as the result of a variety of breakage conditions. The impact of mineralogy and texture on the evolution of liberation characteristics for both valuable and gangue minerals is discussed.

Diesel engines are used in underground mining 1 throughout the world. Exhaust gases from those engines contain toxic components. To protect quality in underground mines, diesel emission control was introduced decades ago, many years before the first surface applications. Today, emission controls, such as catalytic converters, are standard on underground diesel engines in countries concerned with occupational safety and health. Nett Technologies manufactures a range of diesel emission-control devices for underground mining. Emission problems are not the same at each mining operation. And there is no universal control technology. The selection of exhaust aftertreatment technology depends on raw exhaust emissions, particular emission problems, fuel quality and economics. Some of the technologies that have been used in underground mining to control diesel emissions include catalytic converters, diesel filters, fume diluters and water scrubbers. Table 1 compares the effectiveness of these technologies to control the particular components or aspects of diesel emissions.

"The mineral raw materials industry is a key-component of the Gross Domestic Product of industrialised economies, closely related to both the building and the industrial sectors. Despite this, at local level mining and quarrying are associated with both irreversible environmental damage and several visual alterations affecting the natural landscape. In this sense, SIA (Social Impact Assessment) has become a strategic tool that can not only improve the prediction but also the assessment of the social impact by involving the local communities in a participatory process. Taking into account the SIA experience, together with the examination of some relevant international case studies, it is possible to draw up a list of good practices for mining project management, from exploration through to closure and beyond, with quarry restoration. Such good practices will complement the existing studies, focusing on environmental issues, with the social issues arisen considered in SIA application."

AMAX Inc. climax's mine-mill complex at Climax, Colorado is best known for its molybdenite production: 50,000 TPY of molybdenite flotation concentrate (95% MoS2) from mill heads containing 0.35% molybdenite. Less recognized are the byproducts that are concentrated from the tails generated in the rougher flotation circuit (see Figure 1). Climax recovers a heavy mineral concentrate by passing the rougher tailings from molybdenite flotation over Humphrey spirals (Figure 2a). This concentrate is floated using xanthate at pH 4 to remove sulfides, principally pyrite. The tails from the pyrite float are then cleaned of quartz, feldspar and light minerals by tabling (Figure 2b). Amine flotation follows at pH 1.5 and 75°C to float monazite (Figure 2c). The present circuit at Climax dries the monazite flotation tailings and utilizes high intensity cross-belt magnetic separation Figure 2d) to generate a high grade wolframite concentrate and a low-grade cassiterite product, both of which are contaminated with the mineral brannerite, (UO, TiO, UO2)TiO3. The uranium specifications have recently become difficult to meet due to the increasing percentage of brannerite reporting in the mill feed. A plant is being built utilizing hot sulfuric acid and sodium chlorate to leach this uranium from the monazite flotation tailings prior to their being fed to the wolframite- cassiterite magnetic separators. This modification is the subject of our paper.

It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.

In 2002, many in the mining industry — companies, academia and government — realized that the industry would soon be facing a serious shortfall in salaried and hourly employees. Depending on whose numbers are to be believed, 20 percent to 50 percent of current mining professionals are expected to retire within five to 10 years. And there are not enough students currently enrolled in mineral-related programs to the fill the need. Part of the impending shortage in professionals was brought on by the industry’s negative image, which discouraged students from enrolling in mining engineering programs. Another part was that the industry was in the doldrums and was seen by the public as a dying industry.
