Geometric programming is a mathematical optimization technique, first formulated by Zener [1], for dealing with certain types of functions which typically arise in engineering design problems. The theory provides algorithms for finding the optimal solution, existence theorems by which one can show that a particular design is possible or not; and characterization theorems that especially make possible to obtain the relationships among the optimal design parameters at optimum. It has been demonstrated [2] that this technique can be applied to several design problems in chemical, electrical and mechanical engineering. Design problems in mining, metallurgical and mineral engineering have many aspects similar to that of other engineering problems. Thus it is only natural to consider geometric programming as a potential tool for solving certain optimization problems in mineral industries.

A new method for the design of long- wall chain pillars, called Analysis of Longwall Pillar Stability (ALPS), is described. The method provides estimates of the relative stability of different longwall pillar designs during all stages of their service life. The key issue addressed by ALPS is the magnitude and time-of-arrival of the longwall abutment loads applied to chain pillars. A field study was conducted and other available field data were analyzed in order to develop an approach for estimating the abutment loads. An example based on longwall experience in the Pittsburgh seam is used to illustrate how ALPS can be used in mine design.

The flow behavior of bubble-particle aggregates in separation tanks is important for many flotation systems, particularly for wastewater treatment. These aggregates can be considered as the dispersed phase in a continuous liquid phase of water and the flow characteristics determine the efficiency of the bubble separation process. In this work, a general methodology for the computational fluid dynamics (CFD) simulation of a bubble separation tank is described. This system is analyzed by Eulerian-Lagrangian approach. The momentum transfer from the dispersed phase to the continuous phase is quantified using the Particle-Source-In Cell (PSI-Cell) method. With CFD simulations, the effectiveness of different tank design parameters are evaluated in terms of the extent of bubble separation.

The aim of this study is to synthesize hydrated compounds of calcium silicate (tobermorite) using as siliceous source perlite milling process wastes, containing more than 70% of SiO2. Calcium silicate hydrates are mainly used for construction of lightweight building materials, plasters, tiles and filters. The effect of temperature, time and particle size of perlite on the quality and composition of the solid product was studied. The solid products were characterized by X-ray Diffractometry, Differential Thermal Analysis and the amount of Acid Insoluble Residue. The synthesis of tobermorite was per-formed by the hydrothermal treatment of perlite waste with a saturated calcium hydroxide solution at a molar ratio CaO/SiO2 of 1, liquid to solid ratio 10 mL/g and 1% w.t. NaOH addition. Three experimental sets were performed. In the first series of experiments the synthesis temperature was kept constant at 205°C while the synthesis time varied from 0.5 h to 24 h. In the second experimental series the synthesis time was kept constant at 2 h while the temperature varied between 150°C and 245°C. In the third experimental set the temperature was 205°C and the reaction time was 2 hours and two perlite waste size fractions were used, a coarse (d50=18 µm) and a fine grained one (d50=8 µm). Reaction products consisted of semicrystalline calcium silicate hydrate (I) and crystalline Al-substituted tobermorite or a mixture of both. An isomorphic Si4+ ions substitution with Al3+ ions in the hydrated calcium silicate lattice was detected by thermal analysis. The experimental results show that good quality crystalline Al-tobermorite can be produced after 6 hours of autoclaving at 205°C or after 2 hours of hydro-thermal treatment at 225°C. Generally, the in-crease of synthesis temperature or time favors the crystallization of calcium silicate phases and enriches them in aluminum. The use of fine grain size perlite is more efficient for the hydrothermal synthesis of calcium silicate hydrates.

As part of a purchase of a fleet of Caterpillar 785 trucks, Round Mountain Gold Corp., Cashman Equipment Co. and Caterpillar Inc. entered into a four-year contract for the major maintenance of the fleet of trucks. This contract includes fixed costs and guaranteed availability. The results have been excellent, and the fleet of trucks performs well. History The Smoky Valley Common Operation is a unique mine. Through a mixture of diligence and foresight, it has become the largest open-pit, heap leaching gold mine in the world. This was no small feat considering the remote area surrounding the mine. Round Mountain is located in north-central Nye County, NV. To the east of the town and mine lies the Central Toquima mountain range. To the west is the Toiyabe mountain range. Between them is the Big Smoky Valley, a flat expanse of sagebrush, salt grass and fine dirt.

The Gebo Mining District (District) is located in the Bighorn Basin of Wyoming. Commercial underground coal mining began in 1906 with the arrival of the railroad in Thermopolis, which is located approximately 11 miles to the south. Mining in the District ceased by the early 1970’s. In Fall of 1999, Lidstone and Associates, Inc. (LA) and their subcontractors were retained by the Wyoming Abandoned Mine Land Division (WyAML) to perform an inventory of over 500 abandoned mine sites across Wyoming. During the summer of 2000 field inventory, a 30-foot deep headcut (Figure 1) and sink-hole were noted in the West Fork of Sand Draw (WFSD), immediately west of the Town of Gebo. The headcut and sink-hole were located at the culvert outfall associated with a stream crossing of a relatively well traveled county road. Upon further investigation, it appeared that underground mine workings had been exposed at this location. This resulted in a condition whereby water would be conveyed directly into the mine workings during a runoff event. The exposed mine workings as well as stream capture created a very hazardous condition. The WyAML implemented mitigation measures in the summer of 2000 by constructing a temporary stream crossing upstream of the existing failed crossing. To address this hazardous situation as well as a number of other hazards identified in the District during the field inventory, the WyAML retained PHC Reclamation, Inc. (PHC). PHC was directed to perform a field investigation and develop a Reclamation Plan to address all existing abandoned mine hazards in the District. Federal, state, and private parties own lands within the District. Hazards identified during the investigation included an underground mine fire, open adits, open shafts, subsidence, drainage problems, and coal slack. A Report of Investigation (ROI) was submitted to various regulatory agencies that documented the existing conditions and conceptual reclamation plans to remediate the hazardous conditions. After review of the ROI by the US Department of Interior - Bureau of Land Management (BLM) an on-site meeting was conducted. BLM Cultural Resource personnel declined to approve a District reclamation project until a historical overview of the entire District was prepared. Due to the hazardous situation associated with the WFSD stream crossing, Hot Springs County Road and Bridge Department convinced various state and federal regulatory agencies to allow reclamation of the stream crossing to occur. A decision was made to allow reclamation on privately owned lands within the WFSD drainage. This decision limited the amount of channel that could be subjected to reclamation upstream of the crossing to privately owned lands. PHC contracted LA to perform a geologic, geomorphic, hydrologic, and hydraulic investigation of the drainage to assist in the development of a WFSD reclamation plan. LA’s investigation consisted of four parts: Delineate the extent of mine workings in the area; Identify all drainage structures that required mitigation; Survey a series of channel cross-sections and a longitudinal profile of the impacted channel; and, Develop basin hydrology to assist in the design of a stable reclaimed stream channel.

Cement is used as an established agglomerating agent in gold heap leaching operations to maintain heap permeability and prevent migration of fines. In addition to agglomeration, cement provides protective alkalinity control. However, the amount of cement needed for agglomeration is usually very different from the amount necessary for pH control. As a result, cement is usually added in excess. Overdose of cement can result in reduced gold recovery and/or lengthy detoxification. Betz Laboratories has identified polymeric agents that provide the benefits of cement without negatively impacting gold recovery when used alone or with lime. Independent laboratory tests also strongly suggest that the polymer/lime system can significantly reduce heap detoxification time.

Buttressing is a widely employed control measure for mitigating slope failure in various settings such as openpit mines, road sections, dams, and hilly or rocky terrains. This paper presents a study on the effects of buttressing, specifically concerning slide-head toppling failure. Drawing insights from a case study of slide-head toppling in Zambia, our investigation employs both analytical (limit equilibrium) and numerical (3DEC software) modeling techniques. The analytical and numerical models exhibit notable similarities in their schematics and overall results, revealing a subtle effect of buttressing in controlling slide-head toppling failure. This study contributes valuable insights into the nuanced role of buttressing in slope stability, with implications for optimizing buttress design parameters. While the overall findings suggest a modest influence of buttressing on slide-head toppling failure, further discussions delve into the specific implications and potential refinements for practical applications.

Editor's note: This is the first of two articles on maintenance. Part two, "Effective maintenance downsizing techniques," will appear in the October issue of MINING ENGINEERING. Most mine managers are aware that the cost of maintenance rarely goes down unless work is done less often and with fewer people. Fewer people translates into downsizing and seldom means making maintenance more efficient. Even so, mines that have struggled unsuccessfully to improve maintenance and are now pressed to reduce maintenance costs may opt for downsizing. On the other hand, mines with an immediate need to reduce costs may be forced to downsize because they cannot wait for needed improvements to take effect. This can be bad news for maintenance. In any case, the mine must downsize correctly to ensure effective maintenance is sustained.

This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

Wide variation in the nature of the coal seams and the surrounding rock mass of the Indian coalfields and very little information about the associated stress fields were observed to be the major hurdles in the straight forward application of a continuous miner (CM) based mechanised depillaring approach. Due to various techno-economic reasons, a considerably large number of coal seams have been developed and are standing on pillars in India. The development of pillars is done as per Indian coal mines regulation, which results in pillars of relatively large size. In fact, the large size of the pillars provides stiff natural support to control caving of the massive overlying strata. However, the size of these pillars is not conducive for the single pass pillar stripping technique and, therefore, there is a need for pillar splitting before pillar extraction/retreating. Splitting of the pillar may reduce the competency/stiffness of the pillar, which creates a chance of overriding during final extraction below a massive roof stratum. This paper first discusses the existing coal mining scenario in India followed by a brief presentation of geo-technical details of pillar extraction at the three sites where a CM has been introduced for depillaring/pillar retreating in the country to date. Based on past rock mechanics experiences with conventional depillaring faces, stability issues of the pillars, fenders, and stumps in and around the depillaring face are discussed. This may prove to be an important factor in the success of future CM faces. It is recognized that the application of the modern strata movement monitoring techniques may improve operation safety by providing valuable qualitative and quantitative information that can be used to improve the design of modern concepts like roof bolt based breaker line support during pillaring.

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. Your assessment of the minerals business. I would first like to express our profound sadness and sincere condolences to the families of the miners who lost their lives in recent mine mishaps particularly in West Virginia, and other locations. Any loss is unacceptable. It is time to review and, if required, re-establish a rigorous health and safety agenda in the mines. It must involve a review of health and safety regulations. And innovative training methods for sensing, awareness and mitigation of health and safety hazards must be developed. As far as the minerals business is concerned, I am excited about the outlook for mining. Over the last 20 years, global demand for minerals has closely mirrored the growth of the gross domestic product. Minerals re-main a major part of the world’s economic foundation. And that will continue to be the case. It is no surprise that the fortunes of the mining industry rise and fall with general economic trends. Globally, mining has been strong — thanks to the explosive economic growth in Asia. The U.S. mining industry has performed reasonably well, with notable strength in the metals, coal and construction and aggregate areas and with some softness in the industrial minerals sector.

The design process must anticipate all construction and operational conditions and make an allowance for all eventualities. Prevention of failure during operational life, and in some cases post abandonment, requires that a risk assessment is undertaken during the design stage which defines not only the factors of safety to be used but the criteria for the structure during its operating life. These operating criteria should clearly identify the at-risk structures and the inspection and monitoring routines required to ensure compliance with the design objectives. On a mine site, it is the role of mine management to ensure that the operating rules be applied throughout the mine life and that a system of inspection and monitoring procedures be instigated. Where the risks are significant, high-level auditing by an independent engineer will also be required. Within the inspection and auditing framework, the designer needs to incorporate instrumentation to enable the operators and management to confirm that the facility meets the requirements of safety, stability and environmental compliance whilst continuing to meet its operational function. This paper reviews the use of inspection and monitoring to prevent failure and provides, in summary, examples of where monitoring has been undertaken and prevented failure. A tabulated review of legislation, regulations and technical guidance generated as a result of previous failures or untoward events is provided.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

In this paper the main subsidence- ground-structure interactions and an overview of the response of surface structures to subsidence ground movements are presented. The purpose of the paper is to augment our understanding for more effective application of available data as well as to highlight the essential site conditions in building response. The data presented general1 y applies to houses to structures up to 2-3 stories high and no more than several hundred feet in length. Superstructures of these buildings are supported by exterior (wood-frame or masonry) bearing walls with the interior floor loads carried by essentially one row of interior columns. This paper is not directed towards the response of tall buildings, steel-framed structures, or building types commonly associated with schools, churches, libraries, etc.

Filtration is an important solid liquid separation technology employed widely in the mineral processing industries. The effectiveness of the filtration operation can be influenced by numerous variables, related to the particulate phase, the slurry rheology and the equipment. The classical approach for analysis is based on Darcy's law. Knowledge of the cake poremicro structure and its correlation to macroscopic cake properties is required to model the filtration operation from a fundamental point of view. Since cake formation seems to occur randomly, a 3D Monte Carlo method was used to simulate cake formation. The configuration for simulation was a space with width of 500 m, length of 500 m and height of 4000 m. Size distributions of five different industrial products whose particle size distributions follow the Rosin Rammler distribution function were used. The particle shape was assumed to be spherical. The simulated cake structures were described in terms of volume porosity (volume of pore space per unit volume of cake) and surface porosity (area of pore space per unit area of a cross section). The results indicate: 1) it is possible to simulate 3D packing, which mimics cake structure, using the Monte Carlo method,2) segregation phenomena occurs during simulated cake formation, 3) the values of calculated porosity for simulated samples B, C, D, and E were lower than those determined for corresponding industrial products Br, Cr, Dr, and Er, and 4)some structures of simulated samples seem to correlate with laboratory leaf test data obtained for different products from plant operations.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. The conceptual designs of three new applications for the biogenic &S treatment of metal- containing waters are presented. These include: 1. the treatment of a circumneutral-pH ground water containing Zn and Cd using limestone as an alkalinity source, 2. a two-step treatment process where toxic heavy metals in contaminated ground water are recovered separately from nontoxic metals to lessen disposal costs, and 3. a copper recovery process that may be a low-cost alternative to solvent extraction/electrowinning or cementation for dilute copper leach liquors. Florida is usually thought of as a vacation State, not a mining State, yet Florida has been the leading producer of phosphate rock in the United States for 85 consecutive years and in 1978 supplied over 80 percent of the national output and over 30 percent of the world's output. It is estimated that the Central and South Florida phosphates contain 412,800 short tons (374,000 metric tons) of U308, that 115,000 short tons (104,000 metric tons) of U308 will be contained in the wet-process phosphoric" acid procsssed in the United States through the year 2000, and that 54,000 short tons (49,000 metric tons) of U308 will be available from Florida. In 1978, two companies in Florida and one in Louisiana went on-stream recovering uranium oxide from wet-process phosphoric acid and three others started construction of U308 extraction facilities. These six companies will have the capacity to recover 2,137 short tons (1,900 metric tons) of U308 annually in 1980, which will account for about 15 percent of our domestic requirements.
