A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.

"Sustainable long-term restoration requires adequate planning and preparation, implementation, and measurement goals to monitor success associated with restoring sites to pre-disturbance levels of ecological health. The Buckhorn Mountain Mine riparian habitat restoration project has been a multi-year endeavor with a variety of restoration techniques implemented by Kinross Gold/Crown Resources Corporation. INTRODUCTION The Buckhorn Mountain Mine procured mitigation lands during the permitting process to be set aside for long-term restoration. A portion of this mitigation land included three aquatic habitat mitigation parcels; a spring and wetland complex and two stream and riparian corridors. These properties were historically used for agriculture purposes and livestock grazing. During initial permitting, habitat monitoring and mitigation plans were created to help guide restoration, and provide measures for success. Various techniques and adaptations have been implemented on the properties since 2007, and continued efforts are being implemented annually to ensure the long-term success of the project. Field measurements are collected annually to ensure mitigation objectives are being met, and provide opportunity to modify restoration efforts when necessary. MATERIALS/METHODS Restoration efforts have included implementation of several methods including livestock exclusion, treatment of state and locally listed noxious weed species, installation of regionally sourced riparian plant species and local stock willow cuttings. Annual mechanical and herbicide treatments for noxious weeds have been conducted annually. Efforts to control reed canarygrass (Phalaris arundinacea) have been implemented since 2013; methods include mechanical and herbicide treatments. A combination of methods has been employed to help aid restoration of native species within the riparian corridor, and increase survival of planted species, including weed matting and browse barriers to aid riparian planting success. Instream planting of local stock willow have also been employed to increase stream vegetative cover and provide long-term bank stabilization. Most recently, a perched culvert near one of the properties has been replaced with an aquatic life passable culvert designed to aid in the upstream migration of fish species into the stream system. Efforts to provide increased fisheries into upstream portions of the system and aid in restoration of stream bed and bank have been employed to increase the ecological value downstream of the replacement. In addition to efforts completed by the client to provide restoration efforts, a local non-profit organization, in conjunction with the client, installed beaver dam analogues (BDAs) in the fall of 2014. These structures are intended to raise water levels along stretches of incised channel in an attempt to flood historic off-channel floodplain"

Sevim and Wang (1988a) have presented a model for designing haulage systems in underground coal mines. The authors contend that their model uses a heuristic algorithm to optimize various haulage system parameters. In reality, it would be nearly impossible to optimize a haulage system, because mining plans are uncertain and often change with respect to time. Therefore, haulage system design poses both a stochastic and a dynamic design problem, and its optimization appears to be well beyond the scope of heuristic algorithms. In regard to the authors' design model and its practical significance, a number of additional issues warrant further discussion and clarification. These issues include: l) their model's alleged advantage over simulation models, 2) the correctness of their belt network design, 3) the correctness of their bunker design, 4) the necessity of their proposed bunker clearance policies, 5) the correctness of their shaft-bottom bin design, and 6) the

The Howe Coal Company located in Leflore County, Oklahoma is mining the Oklahoma Lower Hartshorne Coal bed which ranges in thickness from 38" to 42" and dips approximately 7 degrees to the Northeast. The Lower Hartshorne bed lies within the Hartshorne sandstone in Oklahoma but is as much as 60 feet above this sandstone formation in Arkansas. This coal bed extends throughout the Arkansas Oklahoma coal basin, which is about 50 miles wide and 180 miles long and progresses from a semi anthracite in Arkansas to a low-volatile coal in the eastern part of the Oklahoma to a high-volatile coal in the western area. The Howe Mine #1 in the eastern area is mining a low-volatile bituminous coal which has been used as metallurgical coal since the early 1900's as evidence of Bee-hive coke ovens still remain near the town Howe, a few miles northwest of the mine site. The Howe Mine is the first mine in the area to use modern mining equipment, however, numerous punch mines have been worked along the outcrop south of the mine site dating from 1900 with the last closing in 1965. The coal characteristics of the Lower Hartshorne rival the Pocahontas seam in chemistry and coking qualities. This paper will be concerned with the preparation of the coal for the Japanese steel market. The three man crew necessary to operate the plant are the operator, the helper, and the equipment operator needed to feed the raw coal hopper. An additional equipment operator is available on the day shift for coal loading and moving the clean coal to the storage pile as the area under the clean coal belt is only large enough for 1 shifts production. We are at present running the plant on a 2 shift per day basis.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

The mushroom-shaped Minghu power cavern located in central Taiwan is 21.2 m (W) by 40.5 m (H) by 127.2 m (L) and is designed to house 4 units of power generating-pumping equipment with a total capacity of 1,000 MW. This paper presents an introduction to the geological conditions at the cavern site; the rock mechanical tests undertaken; the design approach adopted; the construction method and sequence followed; and the instrumentation provided in the roof arch to monitor the behavior of the surrounding rocks. The measured data collected from the embedded instruments will be compared with those obtained from theoretical analyses and presented in this paper. Several technical problems encountered during the construction stage are covered and the solutions of these problems are also described therein.

The U.S. Bureau of Mines is currently investigating ways to combine the learning capabilities of genetic algorithms with the process control capabilities of fuzzy logic. Fuzzy logic has been successfully used for controlling a number of physical systems. However, the selection of acceptable fuzzy membership functions has generally been a subjective decision. In this paper, high-performance fuzzy membership functions are learned using a genetic algorithm, a search technique based on the mechanics of natural genetics. The membership functions learned by the genetic algorithm provide for a more efficient fuzzy logic controller than the membership functions selected by the authors for the liquid level system considered. The approach to developing genetic algorithm-based fuzzy logic controllers is demonstrated on a liquid level controller.

Spartan Spatial Random Fields (SSRF?s) provide a new geostatistical framework (Hristopulos, 2003) with applications targeting environmental risk assessment and natural resources estimation. SSRF?s have the ability to incorporate constraints based on physical laws in the statistical description and have proved to be computationally fast in the analysis of synthetic data sets. This paper presents an application of a specific SSRF model and a new local-error spatial estimator (Hristopulos, 2005) in the mapping of environmental pollutants using a real data set. A detailed comparison of the local SSRF estimator with a classical kriging method is presented. It is shown that the SSRF approach provides a competitive alternative for spatial estimation.

The expansion of surface mining has led to the development of very large off-highway trucks capable of hauling payloads in excess of 290 t (320 st). Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Because truck haulage costs can account for 10% to 50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, but vehicle operating and maintenance costs would increase prohibitively. Thus, there is a need for improved design technologies encompassing the construction and management techniques of mine haul roads appropriate for the wheel loads of vehicles now in use. This paper presents the different components of a mine haul road design and management system and demonstrates the value of its application through case studies. The system has been applied at several South African surface mines, and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and provided better service, while the optimal selection and management of wearing course materials provided better functionality at lower total transportation operating costs.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. As the techniques and resolution for three-dimensional spatial analysis have advanced in the last decade, it is now possible to map in detail the microstructure of multiphase materials in three-dimensional digital space. In this regard, three-dimensional X-ray microtomography offers a unique imaging capability. Spatial resolution on the order of 10 µm can be achieved with the use of microfocus X-ray generators. Recently, a state-of-the-art cone beam X-ray microtomography system was installed at the University of Utah for the quantitative analysis of multiphase materials in three dimensions. This facility was designed to obtain 2,048 by 2,048-pixel reconstruction over a 10-mm diameter, while also allowing for the imaging of somewhat larger (40-mm) objects. The system is capable of handling high-density materials, even materials having a density as high as 8.0 g/cm3. This unique, one-of-a-kind instrument can be used to obtain three-dimensional spatial reconstruction for many applications, such as three-dimensional liberation analysis, pore structure analysis of particle beds during filtration and the air-void system of concrete structures. The utilization of X-ray microtomography not only allows for the quantitative analysis of multiphase systems but also allows, for the textural characterization and determination of phase continuity. This paper presents information regarding the current use of this new facility and a review of potential applications for the advanced analytical system. Minerales Monclova, S.A. de C.V. (MIMOSA) is owned by Grupo Acerero Del Norte (GAN). This company has 4 underground coal mines and 1 open pit to feed it?s steelmaking facilities located in the city of Monclova in the North of México in the state of Coahuila. The current underground mines are Mine 3, 5, 6 and 7 and the future projects are Mines 8 and 9. In the last years Mines 2 and 4 have been closed because they finished their coal resources. The remaining mines have bigger production and developments requirements in order to accomplish the goals of the company. The mines have been working in deeper and gassier areas. These conditions have required improvements in the ventilation design and methane control systems for all the mines. In some cases the ventilation of some of the MIMOSA?S mines has been increased 80%, and besides this, an intensive methane drainage program has been applied using horizontal in-seam boreholes and gob wells. The short-term ventilation plan includes the construction of 3 new vertical shafts with 5 and 6 meters diameter for Mines 5, 6 and 7 and the purchasing of bigger new main and backup fans for each one of these mines. One of these vertical shafts and the purchasing of the first 2 fans is already in process. This paper will explain the evolution and results of the ventilation and methane drainage systems in MIMOSA and the ventilation planning for the future years.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

There are many examples, historical and recent, from the underground coal mining industry where during emergency response the response and ultimately the outcomes, could have been significantly improved if adequate systems had been in place for the collection and management of relevant information preceding the incident, the acquisition of information during the incident and the use of the information for risk mitigation and decision making purposes. The subject and process of knowledge management is possibly the most critical for would be rescuers of endangered coal mine workers, as it has been demonstrated at numerous coal mine incidents that a lack of or mismanagement of crucial information can be fatal for both the rescuer and/or the endangered coal mine worker. This paper will underline the scope and importance of robust knowledge management systems for emergency response within the underground coal mining industry and the process by which it is being achieved within the Queensland Mines Rescue Service and the NSW Mines Rescue Service.

Pneumatic, triboelectrostatic processing of physical mixtures containing fine (-200 mesh) particulate may have significant application potential in the mining and energy industries. Such dry processing methods, especially for finely comminuted materials, have not been examined in as much detail as wet processing methods nor have been part of the training or education of mining and process engineers. We have examined fundamental and applied physical and engineering factors controlling triboelectrostatic beneficiation of fine-sized physical mixtures, one of which - combustion fly ash - has size, heterogeneity and mineral concentrations typical of those expected in mined minerals. The applicability of dry processing, however, cannot be readily evaluated because of the unavailability of standard procedures for process assessment.

On 10 August 1976, The Geosat Committee was organized in Denver to institute The Geosat Program. This program is an industry backed effort to evaluate and help select optimum space remote sensing systems for geological purposes. It is believed that the recommendations of The Geosat Committee can be supported by industry as additional exploration tools which can materially benefit industry and the Nation with respect to our energy and other natural resources needs. The rheological properties of mineral suspensions affect the design and operation of transport, mixing, size classification, grinding, gravity concentration, flotation and de-watering systems. In many cases, the rheological properties can be modified to improve processing through the addition of chemical additives. These additives may be either organic or inorganic and generally affect the state of particle aggregation or dispersion. Inorganic modifiers act primarily by affecting the surface charge of mineral particles and thus control the magnitude of electrostatic attraction/repulsion between particles. The action of organic additives (polymers and surfactants) is a combination of electrostatic and steric forces – the latter being related to the molecular weight of these reagents. While low molecular weight polymers are dispersants (viscosity reducers), high molecular weight polymers are likely to induce flocculation and increase yield stress.

Luminex is a new method of prospecting for mineral deposits based on time-resolved mineral luminescence created by an ultra-violet light source. Developed by Scintrex Ltd., Luminex detects and resolves a group of key minerals - either ore minerals themselves or, more often, accessory or pathfinder minerals for certain types of economic ore deposits. These minerals are commonly found on the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits that are remotely detectable from the air. Tungsten, tin, molybdenum, gold, and bedded lead-zinc deposits are included. Therefore, Luminex is a natural supplement to the three classical methods of airborne geophysics. The luminescence of minerals has been known and used qualitatively in mineral exploration for many years. But there are more than 500 minerals known to be at least sometimes luminescent. Luminescence of most is unpredictable and the colors they emit may vary from locale to locale. It is, perhaps, this apparent complexity of the field that has discouraged its proper scientific scale until now. There are two basic types of luminescent minerals - intrinsic and impurity activated. In the first type, luminescence is an inherent property of the mineral in its purest form. In the latter, luminescence is due to the introduction of foreign trace elements, often in very modest amounts (ppm), into the crystal lattice. These trace elements are known as activators. There are very few intrinsic luminescent minerals commonly found in nature. Chief among these are the calcium tungstatemolybdate family, more commonly known as the scheelite-powellite family, and the uranyl minerals such as autunite and saleeite. The vast majority of other known fluorescent minerals such as fluorite, hydrozincite, and many calcites, are impurity activated - that is, they will not fluoresce in purest form. In addition to the many minerals likely to luminesce at the earth's surface under ultraviolet excitation, any prospector who has ventured out at night with a mercury lamp will know that much organic matter luminesces - for example lichens and even scorpions. Just as the eye finds difficulty in resolving the luminescence of minerals from that of organic materials, it also has its limitations at sorting out minerals from one another by their luminescent colors. Figure 1 shows, in part, the photoluminescent emission spectra of scheelite, hydrozincite, and autunite. It is clear that there is a considerable similarity in spectrum between scheelite and hydrozincite and a great deal of overlap. In fact, a small amount of molybdenum in the scheelite lattice can almost bring these two spectra into coincidence. On the other hand, the autunite emission spectrum is clearly resolved from the other two. Basis of the Method The right-hand side of Fig. 1 shows the time waveforms of decay of the photoluminescence of the same three minerals. It is apparent that the lifetimes of photoluminescence of scheelite and hydrozincite are radically different and that these two minerals, therefore, may be readily resolved through their emission lifetime characteristics. It is in the realm of time-resolved measurements (lifetime characteristics) that Scintrex has made its major advance in the Luminex method. With the exception of some work by Exxon confined to uranyl minerals, to the best of our knowledge, no systematic scientific investigation has been carried out in the field of time-resolved mineral luminescence studies other than the work of Scintrex. Scintrex's findings are that all organic materials and most commonly activated luminescent minerals have lifetimes shorter than one microsecond. In addition, only a relatively small number of minerals - among them those called key minerals, or certain ore and pathfinder minerals - have lifetimes greater than one micro-second. Scintrex is able to characterize these minerals primarily by their emission lifetimes and secondarily by their emission spectral characteristics. By a combination of these factors a mineral index is arrived at. From that, photoluminescent minerals can be resolved from one another with a high degree of probability. At least two spectral channels and two time channels - of which one can be common - are required to apply this mineral index. Ground System A portable hand-held Luminex analyzer based on a modulated mercury lamp has been used to date in Canada, the US, and Australia. The current production model of this device is the LG-2. It has two spectral channels and two time channels for each spectral channel. Figure 2 shows a ground Luminex traverse over the Texas-Arizona zinc prospect in Arizona. The instrument was set so the channel read was hydrozincite-specific insofar as possible. The mineralization in this prospect is known to be hydrozincite and other zinc secondary minerals in limestone. Figure 3 shows a ground Luminex traverse over the AAA uranium prospect in Nevada. The instrument was set to optimize the uranyl response. For comparative purposes, broadband scintillation counter readings were made on the same stations (also shown in Fig. 3). It is apparent that both the Luminex and the scintillation counter results reflect a near-surface distribution of uranyl minerals. It is interesting that no visible uranyl secondary minerals

The Southern Nevada Water Authority (SNWA) operates two water-intakes in Lake Mead, located 20 miles east of Las Vegas, Nevada. Severe drought has caused decline in lake level by 85 feet since 2000 and future declines are expected. SNWA will construct a third deep-water intake to ensure existing water system capacity. This paper describes expected construction challenges for the new project that consists of: an intake structure and tunnel beneath the lake, pumping station, pipeline to connect existing treatment facility, and interconnecting underground adits. The project will be completed in the year 2012 for total estimated cost of approximately $600 million.

Since the critical role of oxygen in xanthate flotation of sulphides was established (1) subsequent studies have been concerned mainly with the galena-xanthate system. It is therefore surprising to find at the conclusion of a comprehensive review of the topic by Granville, Finkelstein and Allison (2) that it was not possible for them to draw unequivocable conclusions on the mechanism of xanthate adsorption. It was apparent that some new advances were likely if systems other than galena-xanthate (Pbs/x-) were examined. (2) Specifically a less reactive sulphide such as ZnS may interact with flotation reagents at a slower rate than PbS and more information per unit time gathered. Again ZnS is far less reactive electrochemically than PbS or stated equivalently, it is a poorer semiconductor than PbS. More importantly, the ability of ZnS to act as a semi-conductor can be controlled photochemically rather than by direct doping reactions for which it is difficult to assess the uniformity of doping. Thus the conductivity of ZnS can be made the same as that of PbS by irradiating the ZnS with ultraviolet light at circa 360 n.m. (3)
