Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining impacts those properties is important in developing effective management practices to control erosion during reclamation. Soils from undisturbed areas, roughly graded mine spoil, replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated to determine impacts on soil hydraulic properties. Field and laboratory studies were conducted to determine soil hydraulic properties, including particle-size distribution, organic matter content, and saturated hydraulic conductivity. WEPP simulations and risk analyses were performed on the soil hydraulic property data to determine the impacts of changes on soil erosion. The hydraulic properties of the soils in each representative area have significant differences due to the mining and reclamation practices at the mine. WEPP simulations show that the potential for soil erosion increases due to mining activities disturbing the soil. WEPP simulations also indicate that the potential for erosion may return to pre-mining levels over time with effective revegetation practices.

It is an honor to present the lecture in honor of Daniel C. Jackling, the developer of the technology of copper mining that we continue to use 100 years later. He made a dramatic breakthrough in the early part of this century in the development of bulk-mining methods for large, low-grade porphyry copper-sulfide ore bodies. At Magma Copper, we are particularly proud that the Jackling Award states we have "made significant contributions to technical progress." Before Jackling's time, copper mining had exploited with primitive equipment very high-grade underground ore bodies and high-grade open pits. During the 20th century, the situation changed. Three significant innovations occurred within about 10 years around the turn of the century. In 1903, Jackling's concept of large-scale mining with steam shovels and rail haulage was implemented at the Bingham Canyon mine in Utah. Eighty years after the introduction of rail haulage, the mine converted to truck haulage with large-capacity high-efficiency haul trucks and reduced the stripping ratio from 3.5:1 to less than 1:1.

J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point O travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex '85, Katowice, Poland, pp. 73 -83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4600 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (la in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the afore- mentioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf -Forschungshefle, 1984, NO. 5, pp. 219-223. For leach solutions containing primarily free cyanide, the silver nitrate titration method is a rapid and acceptably accurate means of analyzing for cyanide. However, in leach solutions containing elevated levels of copper, the titrimetric method significantly over-estimates the concentration of free cyanide and under-estimates the concentration of weak and dissociable (WAD) cyanide. The authors have developed a modified potentiometric titration method for determining WAD cyanide that overcomes issues with high copper levels in solution. The new MP-WAD method involves addition of a chemical ligand to the sample prior to silver nitrate titration to fully release cyanide bound to copper. Once released from copper, cyanide in solution is no longer affected by the presence of copper and titration results are quantitative rather than empirical. In multiple laboratory trials with synthetic solutions and complex actual leach solutions, accurate WAD cyanide measurements were achieved using the MP-WAD method. Analyses obtained with the new method were found to be within about ±10% of analyses obtained with the USEPA OIA-1677 WAD cyanide analytical method.

A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

Introduction Minerals exploration is one step in the mining industry's task of providing raw materials to basic industries. The industry's provision of raw materials involves identifying and evaluating resources, converting them to reserves, and intelligent, economic exploitation of these reserves. The mineral process focuses on identification and evaluation. Reserves are ore bodies and ore bodies are, by definition, wasting assets. Therefore, if an adequate provision of raw materials to basic industry is to continue, these wasting assets (ore bodies) must be replaced with new or different reserves as current reserves are depleted. Minerals exploration is a geologic problem and is fundamentally deductive, flowing from the general to the specific. Past exploration methods and philosophy have amply supplied the resources to meet the demands of an industrial society. During the past decade, however, the framework where mineral resources were identified, defined, and evaluated has changed. Mineral explorationists no longer can rely solely on the successful past methods to provide the necessary resources for our complex society. Productive explorationists must effectively and efficiently use tools and procedures that will maximize exploration efforts. Past tools need not be abandoned, but should be critically reviewed and revised in light of current scientific knowledge and technical advances. Future explorationists will view their craft not as a single discipline, but as a thoughtful integration of geophysics, geochemistry, and geostatistics for solving interrelated problems. This integration of the geosciences will lead to successful mineral exploration. Not only will the productive explorationist generate new information, he will master the use of existing data for identifying and evaluating a mineral resource. The mineral exploration process consists of incentives, ideas, finance, area, staff, time, and luck. The exploration process that stems from the interaction of these elements has three stages, each bound by a major decision point. They are selection, reconnaissance, and definition. Subsequent evaluation and exploitation phases are considered more the function of mining engineers than the exploration geologist. Mineral exploration endeavors that have been productive have three attributes fundamental to success: commitment, competence, and persistence. Commitment Commitment is believing that exploring for mineral resources is worth performing. While the mining industry is the focus of this commitment, government and society must also be committed to the concept of mineral reserve identification through exploration activity. Government demonstrates its commitment by providing access to land for exploration and, if it is successful, exploitation can take place. Realistic legislation relating to taxation, land use, reclamation, and environmental constraints is indicative of government commitment to intelligent resource use. The public must come to terms with mineral resource evaluation and extraction. Without some form of commitment from the public, availability of mineral resources vital to basic industry will be largely in the control of a foreign and potentially unstable mining industry. Commitment to a mineral resource identification-evaluation-extraction system must be shared equally by government, society, and the minerals industry. The scope and direction of this commitment varies, with the industry's commitment to explore for mineral resources being the most apparent. Industry commitment is the belief at all levels of exploration (from senior corporate executives to individual field and support staff) that exploration is worth performing, that exploration goals can be met, and that their particular organization is the best and the only group that can successfully accomplish the project. A number of studies have suggested that microscale asperities enhance bubble-particle attachment efficiency; however, in practice the roughening of particulate surfaces can also lead to a decrease in flotation. In the present investigation, it is proposed that nanoscale asperities may be partially responsible for this phenomenon. It is suggested that as inter-asperity separation distances are reduced capillary effects are enhanced leading to the formation of stable liquid domains, which adversely impact bubble-particle adhesion. In addition, obstruction of surfactant self-assembly may occur, further limiting flotation.

Most innovations in the mining and processing industries have come from the need to produce more for less. Extracting minerals from the ground is expensive. And it is a constant struggle for mine operators to maintain the line between profitability and loss. The same holds for equipment suppliers. To maintain competitiveness, mining equipment manufacturers are building their machines with an eye to what the customer needs. Equipment makers know that if they do not supply machines that are productive and cost efficient, their competitors will. The result has been that the mining industry can now produce more ore with fewer people and more productive equipment. But, for all of the advances made in equipment, mine operators still demand machines that produce even more, are safer for workers and the environment, require less maintenance and can do the job at lower costs. And equipment manufacturers keep responding with larger, smarter and more technologically advanced machines.

INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

Power generation systems that promote energy security and environmental benefits are highly desired and pursued by a number of government and industry programs. Gasification of coal, other fossil fuels, or biomass has the technical promise of high efficiency and low or zero emission. Gasification for the purpose of electrical power generation has been researched, developed and demonstrated over the last 20 years, but for many reasons is not viewed as economically competitive. This paper describes a coal-based gasification technology well suited to mid and long-term goals of secure, environmentally clean energy. The technology should be adaptable for use with other carbon-based fuels including biomass and a full range of fossil fuels. The new zero emission gasification process is sponsored by ZECA Corporation, a continuation of the Zero Emission Coal Alliance (ZECA). ZECA has completed process design and engineering to assess the viability of a concept originated at Los Alamos National Laboratory, and the creation of a business plan to define paths for advancing the technology toward a near-term goal pilot plant. The zero emission carbon (ZEC) technology includes hydrogasification, the production of hydrogen and the carbonation of lime with CO2. For the power generation base case, the hydrogen is used in high temperature coal compatible fuel cells to produce electricity and the carbonate is calcined to produce a pure stream of CO2for sequestration. This paper provides the status of work with the ZEC technology and the availability of crucial equipment, materials and required testing. Discussions are presented for future actions to accelerate the technology assessment, testing and demonstration of a ZEC plant. Brief remarks are provided on complementary projects dealing withCO2separation and gasification costs.

Demand for titanium minerals and pigments increased during 1994 as the world economy expanded. Global consumption of titanium dioxide (Ti02) pigment grew an estimated 5% during 1994, the highest growth rate since 1989 (Industrial Minerals, April 1995, pp. 47-53). Demand for titanium mineral ores and concentrates (feedstocks) grew at a similar rate. Increased demand for Ti02 pigment was met through higher production levels. Increased demand for mineral feedstocks was met through drawdowns in inventory levels.

The failure of a seal in an underground coal mine can have devastating consequences. Traditionally seals have been constructed as flat walls. Large hydraulic dams, on the other hand, are constructed as concave arches. This paper presents an initial analysis of the potential strengthening of seals by concave construction as well as the impact of additional cost in terms of labor and material. A simple finite element analysis of three-dimensional solids under uniform loading allows comparisons between the strength of a flat wall and a curved arch. The models are examined for reasonable behavior and displacements at 20, 50, 100, and 200 psi loads.

This study evaluated the use of regionally produced coal combustion products to neutralize and remove metals from acid mine drainage (AMD). Synthetic AMD mixtures were treated with a number of fly ashes and fluidized bed combustion (FBC) ashes. All of the ashes reduced the volume of the sludge produced and gave a faster settling rate than the sludge produced by treatment with lime. Faster settling allows greater throughput rates. In addition, the FBC ashes, which generally contain alkaline components used for sulfur capture, completely neutralized the acidity and, if desired, raised the pH above 10. The fly ashes, on the other hand, reduced the final volume of sludge but required additional neutralizing agents to attain a pH >5. The pH of the AMD can be taken to above 10 to insure complete removal of manganese, or it can be taken to a more neutral pH of 7 or 8 to allow for the safe introduction of the aqueous phase into ponds or streams. The process combines two industrial waste products to reduce the disposal volume of one of the waste products and to produce an environmentally safe aqueous discharge.

Supercritical water alters the structure of common sulfide minerals by partially removing sulfur from the mineral structure. This discovery has been applied to the treatment of pyritic gold ores to improve precious metal recovery without generating or utilizing environmentally sensitive products such as S02, chlorine, or cyanide. Pretreating pyrite concentrates in supercritical water under mildly oxidizing conditions provided by certain metal oxides or oxygen improved gold leaching using thiourea. The pretreatment differs from chlorination or roast pretreatments in that elemental sulfur rather than sulfuric acid is the major product. A pyritic ore containing 58 g/mt Au was pretreated with oxygenated supercritical water at 24 MPa and 400°C, then leached with 20 g/L thiourea. With pretreatment, gold recovery was 90%; by contrast, gold recovery was below 10% without pretreatment.

The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on site facilities depending on the ore type and the grade. The processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and the complexity of the operation, there are unique challenges in optimizing life of mine production scheduling. This paper describes those challenges and the methodology developed to take advantage of different scheduling software systems that effectively compensate each other and result in reasonable guidance. The paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

Stillwater Mining Company is currently developing a second underground palladium and platinum mine approximately 21 km (13 miles) west of their existing Nye operation in the Bear tooth Mountains of southern Montana. Portals for the two access tunnels required at the new site were excavated in limestone talus to accommodate4.6 m (15 feet) diameter tunnel boring machines. A review of the technical design, field conditions and construction of the portals is presented.

Lightweight aggregates are classified as those minerals, natural rock materials, rock-like products, and byproducts of manufacturing processes that are used as bulk fillers in lightweight structural concrete, concrete building blocks, precast structural units, road surfacing materials, plaster aggregates, and insulating fill. Other uses include architectural wall covers, suspended ceilings, soil conditioners, and other agricultural uses (Mason, 1989). One unusual agricultural use recently reported was for bedding on a crocodile farm on the south coast of Natal. It seems that female crocodiles became upset because there was no vermiculite in which to lay their eggs due to the late arrival of a consignment of vermiculite. The vermiculite was being used as a substitute for river sand to nest crocodile eggs (Griffiths, 1989). The various lightweight aggregate materials may be classified into four groups as follows: 1. Natural Lightweight Aggregate Materials-prepared by crushing and sizing natural rock materials, such as pumice, scoria, tuff, breccia, and volcanic cinders. 2. Manufactured Structural Lightweight Aggregates-prepared by pyroprocessing shale, clay, or slate in rotary kilns or on traveling grate sintering machines. 3. Byproduct Lightweight Aggregates-prepared by crushing and sizing foamed and granulated slag, cinders, and coke breeze. This group of lightweight materials, with the exception of slag, has become less significant and will not be discussed in this chapter. Other lightweight aggregates are beginning to appear in the marketplace. Some are the result of manufacturing processes on industrial byproducts and/or waste products, such as fly ash and incinerator residue (Bigner, 1992). 4. Manufactured Insulating Ultralightweight Aggregates-pre- pared by pyroprocessing ground vermiculite, perlite, and diatomite. The application of diatomite in brick and in extruded and aggregate forms has declined in recent years (Kadey, 1983) and will not be considered in this chapter. Lightweight aggregates for structural concrete and concrete masonry units, according to the American Society for Testing and Materials (1986) consist of "aggregates of low density used to produce lightweight concrete, including: pumice, scoria, volcanic cinders, tuff and diatomite; expanded shale, clay, slate, perlite, vermiculite or slag; and end products of coal or coal combustion" (Mason, 1989). Lightweight aggregates are distinguished from other mineral aggregate materials by their lighter unit weights-1 281 to 1 602 kg/m3 or less for loosely packed lightweight aggregates-as com- pared to 2 002 kg/m3 or more for crushed stone, sand, gravel, air-cooled slag, and other common mineral aggregates. The specific gravities of these lightweight aggregates are also used to classify them for use in concrete; they range from the extremely light materials, used for insulative and non-structural concrete to expanded shale, clay, slate, and slags used for structural concrete. Vermiculite and perlite are sometimes referred to as super light- weights. Insulating concrete (non-load bearing) weighing as little as 240 kg/m3 can be made with these aggregates. Natural aggregates such as pumice, pumicite, and scoria are normally made into concrete weighing about 400 to 480 kg/m3. Expanded shale, clay, and slate produced in a rotary kiln make structural concrete ranging from 1 201 to 1 842 kg/m3. Expanded shale and clay produced by sintering make concrete that ranges from 1 442 to 1 922 kg/m3. Air-cooled slag produces concrete ranging from 2 162 to 2 403 kg/m3. The low density lightweight aggregates are used primarily for insulating purposes. They have relatively low compressive strength. The middle density aggregates are used for insulation and for fill. Those at the upper end develop excellent compressive strength and are used in many structural applications (Anon., 1971). In recent years, the production of lightweight aggregates in the United States for all uses (including insulation and construction materials) has averaged about 19 Mtpy (Table 1). The production and consumption of lightweight aggregate is closely tied to the fortunes of the construction industry and the need to construct energy efficient buildings. Recent years have seen the production of lightweight aggregate approach the levels of the early 1970s. The period of 1979 to 1981 was a low point in production levels. The low levels of production were caused by significantly higher plant energy costs due to the large amounts of fuel and energy used in the production of most types of lightweight aggregate. Lower levels of construction activity also affect production levels. This chapter focuses on the use of natural lightweight aggregates and manufactured insulating ultralightweight aggregates, and on both the production and use of manufactured structural light- weight aggregates. Some additional comments are made on byproduct materials. Separate commodity chapters on vermiculite, perlite, pumice, and volcanic cinders are elsewhere in the volume. Discussion of the commodities covered elsewhere in the book will be limited to observations on their utilization and relation to other lightweight aggregate materials.

An examination was conducted on the impact of roof conditions and the mining cycle in determining a representative respirable mass concentration at the mid-shearer location on a longwall panel. Multiple personal gravimetric dust samplers, operated at a flow rate of 2.0 lpm, were used at different locations along the face to isolate the concentrations and variances associated with good and bad roof conditions under both the cutting and cleaning mode of operation. The number of samples needed to estimate the population variance at a given confidence level was analyzed. In addition, the statistical analysis showed that the coefficient of variation of dust concentrations at different locations and under different conditions ranged from 0.185 to 0.475, with an average value of 0.283. The estimates of the average dust concentration for a shift and the variance of the dust concentrations were calculated. A total of 48 data points were available for an [a x b] factorial ANOVA (analysis of variance). The estimates of the variance components were determined. The results from F-tests indicated that both the roof conditions and mining operations had a significant effect on the respirable dust concentration. There was no significant interaction effect between mining operations and roof conditions. In conclusion, this study shows that not only should sampling and analytical errors be considered in determining the required number of samples for a good estimate of the long-range exposures of miners, but also fluctuations of concentrations due to mining operations and geological conditions should be taken into account.

S.L. Barua and Y.C. Kim M. Armstrong's paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong's paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US.
