Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose over the Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. The software relies on a time-motion study that profiles the worker?s daily activities. Observations about the worker?s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks, so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the Action Level or the NIOSH Recommended Exposure Limit. The software generates a variety of interactive onscreen displays showing where, when, and how the worker?s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations, and times that are associated with the greatest amount of the worker?s noise exposure. DOSES simplifies the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise over-exposure of their workers.

Pressure relief is an important step in preventing and controlling rock burst disasters. Hydraulic slotting has emerged as a strategy for pressure relief and energy release in roadway surrounding rock. There is no qualitative description for the response relationship between hydraulic slotting parameters and the degree of pressure and energy release in a roadway, which is a scientific problem. In this paper, theoretical analysis, numerical simulation, and on-site industrial practice were comprehensively used. First, a structural model for the pressure relief and energy release of coal by hydraulic slotting in a deep roadway was established, and the pressure relief and energy release principle by hydraulic slotting was revealed. The principles and methods for determining hydraulic slotting parameters in the roadway were proposed. Three evaluation indices for the pressure relief and energy release effect of coal after hydraulic slotting were proposed, namely, the stress ratio of coal, elastic energy density ratio of coal, and displacement rate of the roadway rib. According to the evaluation indices, the degree of pressure relief and energy release was divided into three levels: reverse pressurization, full pressure relief, and transitional pressure relief. Then, a FLAC3D numerical model was constructed, the levels of pressure relief and energy release under different hydraulic slotting parameters were analyzed, and the optimal slotting parameters were determined. Finally, on-site industrial practices were carried out in Panel 7312 of the Xinhe Coal Mine. An effect test showed that the effect of pressure relief and energy release was remarkable after hydraulic slotting was adopted on the roadway surrounding rock, which can effectively reduce the risk of rock bursts. These research results can further improve hydraulic slotting technology systems and provide a theoretical basis and technical reference for the stability control of deep roadway surrounding rock.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). "Gaseous explosions are one of the most hazardous incidents in process and mining industries. Experimental research in this area is shown to be high risk and expensive. Computational Fluid Dynamics (CFD) techniques are reasonable alternatives to experiments; specifically when testing large scale gaseous explosions such as methane explosion in underground mines. The dimensions of a confined space where explosions could occur vary significantly. Thus, the scaling effect on explosion parameters is worth to be investigated using CFD tools. In this research paper, the impact of scaling on the explosion overpressures is investigated by employing two scaling factors. These two factors are the Gas-fill Length scaling factor (FLSF) and the Hydraulic Diameter scaling factor (HDSF). The combinations of eight HDSFs (1, 2, 4, 8, 16, 32, 64, and 100) and five HDSFs (0.5, 1, 2, 4, and 8) will cover a wide range of space dimensions where flammable gas could accumulate. Experiments were conducted to evaluate the selected premixed combustion and turbulence models. Large Eddy Simulation (LES) turbulence model was used because it shows accuracy compared to the widely used Reynolds’ averaged models for the scenarios investigated in the experiments. Researchers also simulated methane explosions in both deflagration and detonation regimes using different numerical schemes. Three major conclusions can be drawn from the simulation results. (1) The overpressure increases with both FLSF and HDSF within the deflagration regime; (2) in an explosion duct with length to diameter ratio greater than 54, detonation is more likely to be triggered for stoichiometric methane/air mixture; (3) overpressure increases as an increment hydraulic diameter of a geometry within deflagration regime. INTRODUCTION The most typical category of gaseous explosion accidents is methane explosion accidents in the mining industry. It normally leads to significant economic loss and massive amount of casualties (McPherson, 1993). It could occur in unconfined spaces, such as combustion due to flammable gas leakage, as well as confined spaces, such as inner-combustion in process equipment and methane explosions in airways of underground mines. Gaseous explosions in confined spaces are more intensive compared to unconfined spaces provided that the total energy of explosives is the same. In addition, explosion characteristics are also affected by the geometry of a selected confined space. The size of confined spaces commonly encountered in process and mining industries could differ as much as an order of four (Catlin & Johnson, 1992). A better understanding of the scaling effect on gaseous explosions could contribute to explosion mitigation and prevent operation activities within high risk regions. This research paper has investigated this scaling effect and its impact on explosion propagation. The approach to investigate explosions is either experimental or numerical. Large scale explosion experiments are often costly and dangerous (Catlin, 1991; Zhang, Pang, & Zhang, 2011). Lab scale experiments and numerical methods are common alternatives. However, it is not yet clear if the findings in lab scale experiments can be used to represent the explosion characteristics or not. On the other hand, CFD modeling has been used to simulate chemical combustions and, thus, can be used to evaluate the scaling effects in methane explosions."

Although production operations at mines, representing the extraction and removal of the mined material, often appear to receive the greatest amount of attention, the emphasis given to auxiliary operations is continually increasing. This is due to the changing economic, social, and environmental climate in which modern mines must operate. Auxiliary operations can best be described as those activities that are not directly related to the extraction and removal of the mined material, but must receive proper attention if recovery is to take place in a safe, efficient, and socially responsible manner. In fact, certain mining auxiliary operations, such as strata control and ventilation, are considered to be of such importance that they warrant separate sections in this Handbook. Judging from a mine-personnel standpoint, it is not uncommon for a mine to hire the same number or more individuals responsible for auxiliary operations as the number assigned to production.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. "Mining activities, especially underground mining operations, create great demands on utilized haulage means which cover a variety of different horizontal and vertical distances. In the course of the continuous optimization of the haulage process, the application of textile machine elements, in particular synthetic fiber ropes, offers new opportunities. Therefore the current level of knowledge needs to be improved based on extensive analyses. For the estimation of the scope of these analyses, different fields of application and occurring environmental influences which have an impact on synthetic fiber ropes during their use in underground mining have to be evaluated. The Chair Underground Mining Methods of the TU Bergakademie Freiberg works on a scientific project concerning the use of synthetic fiber ropes in underground mining operations. This paper focuses on the potential application of synthetic fiber ropes in haulage systems in underground mining and exposes critical influences as an outcome of the working environment. These first investigations are the basis for the development of an appropriate experimental series. SYNTHETIC FIBER ROPES FOR UNDERGROUND MINING OPERATIONS The main idea is to optimize underground haulage means to develop even more economic systems. The new and lightweight design of single machine elements seems to be the first step to accomplish this goal. An example is the lightweight design of shaft hoisting ropes. The commonly used steel wire ropes are very heavy and are endangered to snap due to their own weight when reaching a distinguishing length. Thus they may not or only conditionally be used for deep mining operations utilizing shaft haulage. Ropes made of high-tech synthetic fibers weigh only an eighth of steel wire ropes while displaying the same tensile strength. This relation is shown in Figure 1, based on the comparison of fiber strength and density. This could offer new opportunities for deep mining operations, which are anticipated by many mining companies. /1/"

Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.

To promote the safety and health of U.S. mineworkers, researchers with the National Institute for Occupational Safety and Health (NIOSH) are currently involved in gathering additional field data from the nation’s underground coal mines. The purpose of this field study was to monitor ground movement and changes in pressure during mining where conditions include a thick parting in the coal seam. To accomplish this, three arrays of field instrumentation were installed in the wraparound bleeder of a room-and-pillar panel at the Maple Eagle mine located in southern West Virginia. Borehole pressure cells (BPCs) were used to monitor the change in pressure in pillars located adjacent to the gob. Roof extensometers were installed to measure roof sag at various horizons in the immediate roof, while rib extensometers were installed to measure displacement of the in-seam parting as mining progressed. Additionally, visual observations and manual measurements were taken during subsequent site visits. The repeatability of results, important from a scientific perspective, was accomplished by successfully obtaining field measurements from two nearly identical instrumentation sites. The data collected indicated that the front abutment extent at the edge of the panel was approximately 200 ft, corresponding to a distance of 9– 10 times the square root of the depth. Yielding of the slabbed pillar began when the pillar line was approximately 290 ft outby the instrumentation sites. This was followed by load shedding onto the abutments and the measurement of small amounts of roof sag in the No. 1 entry. Instrumentation data, as presented in this paper, can be used to better understand stress redistribution, pillar performance, and roof/rib displacements. Additionally, this data is suitable for assisting in the calibration of numerical models. Insight gained from applying these models can be used to make better engineering-based judgments for conditions that could potentially be encountered in the future.

Scarcely a month goes by that I or someone else at Newmont Mining or Newmont Gold isn't asked to give a talk on the topic I was asked to discuss today. Investors, financial analysts, geologists, metallurgists, even our government--everybody wants to know what the future holds for gold mining. Well, you're not going to get exactly what you asked for. Today, I'm prepared to focus primarily not on what the future will bring to us, but rather on what the future will demand from us. More than that, I cannot undertake because it isn't within my scope to predict how wise and resourceful everyone in our industry will be in the future. What our future will hold, as I see it, will depend on our--and our colleagues'-- responses to these very real demands. Three critical issues stand out in my mind as to what the future will demand of us in the gold mining industry. And these demands will be for: 1. The very greatest of technical expertise and innovation. 2. The highest order of environmental sensitivity and timely accommodation. 3. Planning, planning and more planning. All of these flow inexorably today from the traditional objective of any mining company--or any company in any business, and that is, to make money. Nothing as I see it, should be undertaken by a geologist, metallurgist or even an environmental department, unless the exercises will enhance profits; and nothing may be ignored which can have consequent damage to the bottom line. Thus, the three issues I've listed for you subordinate themselves to the objective of making money, although at least in the environmental area, it might seem to some that we can only incur additional costs without even a dollar-for-dollar return. I hope to disabuse you today of any such out-of-date notion. Let's tackle the first issue-- Technical Expertise and Innovation. Newmont Gold Company this year is celebrating its 25th anniversary of successful and profitable operations on the Carlin Trend. Carlin in 1961, which is when exploration began on the "Trend" by Newmont, actually may share a lot of similarities with Carlin today. They didn't then know where the gold was and, if they found it, they had one hell of a challenge mining and processing ore at a profit because gold was selling at only $35 an ounce. Today, we know where the current reserves are. But we don't know where our future reserves lie. Furthermore, we don't know exactly how we're going to mine them, and, as everyone here knows too well, we don't know what the optimum metallurgical treatment is, even if we can find and mine them. And all that despite the abundant level of modern experience and skills within the current generation of mining companies, and the fact that, even taking inflation into account, gold sells at a higher price today than in 1965 when Carlin began operations. But, of course, I'm telling you what you already know.

"NIOSH recently completed a 15-month study at an underground limestone mine crusher booth which evaluated three research parameters: (1) the effectiveness of a single-filter filtration and pressurization system for improving the air quality inside the operator booth, (2) comparing the effectiveness of ? > 99 and ? > 95 experimental prototype filters in the system, and (3) evaluating the use of three different pressure monitoring devices to determine the performance of the filtration and pressurization system over time. The protection factor was quantified monthly using particle counters in the respirable dust range (0.3–10 µm), and gravimetric dust samples were gathered at the beginning and end of the overall study. Under static conditions and after outlier removal, the single-filter filtration unit installed offered a protection factor between 8 and 216, depending on the filter type and loading condition. The particle counting analysis shows that the ? > 95 filter offers a protection factor greater than 4-times that of the ? > 99 filter when evaluated over 60 minutes. The booth pressure monitors provided data that proved to be a valid indicator of system performance over time. INTRODUCTION Designed and installed correctly, enclosed cabs, operator booths and control rooms offer mine workers protection from physical hazards, such as flying rock, debris, and noise, as well as a more comfortable environment in regards to temperature and humidity [1]. But while it may be easier to quantify whether the A/C unit is working (measuring the temperature) or observe whether the cab offers protection from flying debris, it can be somewhat more difficult to quantify its performance in reducing respirable dust hazards. For over 15 years, NIOSH has been conducting applied research to improve the air quality inside of enclosed cabs of mobile equipment [2-5]. This work has led to the identification and mathematical modeling of enclosed cab filtration systems [6]. The same principles that govern the performance of filtration systems on mobile equipment are applicable to stationary enclosures such as operator booths and control rooms [1, 7]. Stationary enclosures are similar to enclosed cabs; however, the volume of the work area can be significantly larger. In addition, workers who perform their duties in stationary enclosures tend to stay within the room for a greater percentage of the day, as opposed to workers on mobile equipment who may enter and exit frequently. Structural integrity can be easier to maintain as well, as there is typically less vibration and stress placed on these compartments as compared to mobile equipment. In addition to offering protection from dust and flying debris, enclosures must ensure that workers have a healthy supply of fresh air to avoid elevated levels of CO2, which are known to cause headache and dizziness, impairing cognitive function. The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) states that enclosures should have no more than 1,100 ppm of CO2 when outside levels are 400 ppm [8]. In addition, the American Society of Agricultural and Biological Engineering (ASABE) recommends a minimum airflow for enclosed cabs of at least 42.5 m3/hr (25.0 cfm) per person [9] to ensure an acceptable level of CO2."

"The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

While there has been continual improvement in the models for predicating deposition velocity and pipeline friction losses, the fundamental design philosophy for tailings pipelines has remained the same over the previous three or four decades: design the tailings pipeline to operate in turbulent flow without a deposit on the pipe invert for all expected process conditions. Recent improvements in the understanding of slurry pipeline flows allows for the design of pipelines operating with a deposit on the pipe invert, allowing the system to operate at moderate velocities for high flow rates, optimizing system energy requirements and maximizing pipeline wear life. Tailings pipelines are increasingly operated at higher solids concentrations where there is a greater likelihood the pipeline will operate in laminar flow due to the higher tailings slurry rheology. Historically, slurry pipelines have been operated in turbulent flow. We now know that laminar flow pipeline operation is possible as there are several operational laminar flow tailings pipelines. While our understanding of laminar flow slurry pipelines is not complete, recent research provides guidance on how to approach the design of these pipelines. New sensor technology has led to the development of an instrument that provides reliable indication of bed deposit height within a pipeline. This technology is particularly helpful in operating pipelines with a deposit and has application in better understanding the operation of laminar flow pipelines. Failure of tailings pipelines can result in consequent damage to surrounding structures and unacceptable spillage into the environment. Modern pipeline leak detection technology allows operators to better manage this risk by ensuring safe and reliable operation of tailings pipelines. This paper provides an overview of the each of the above advances in the design and operation of tailings pipelines. OPERATING TAILINGS PIPELINES WITH A DEPOSIT Tailings pipelines, and slurry pipelines in general, are typically designed to operate without a deposit on the pipeline invert. Meaning, the minimum operating velocity exceeds the turbulent deposition velocity. This approach has been adopted due to concerns regarding potential blockage of a pipeline operating with a deposit. Figure 1 shows a typical design duty envelope for a tailings delivery system as a function of solids throughput and solids concentration by mass. If the pipeline is designed to operate without a deposit at the lowest duty flow rate (4,480 m3/h), the operating velocity at the highest duty flow rate (6,590 m3/h) is about 1.5 times the deposition velocity. Considering that the pipeline wear and energy requirements are roughly proportional to the square of operating velocity, this results in an operationally inefficient system when the pipeline is operated close to the maximum design flow rate. Most systems tend to operate at maximum throughput after post-startup debottlenecking optimizations. Alternative Approach An alternate design approach is to ensure the pipeline operates without a deposit for the nominal flow rate and accept that a deposit will form when operating at lower flow rates. This results in the selection of a larger diameter pipeline, but there are significant benefits in terms of reduced energy requirements and lower pipeline wear.

"The seventh annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held last February at the SME Annual Conference & Expo in Phoenix, AZ. A total of 21 students entered the poster competition. The students were required to submit one-page abstracts, which were reviewed by the judges, after which they prepared posters to display their work. A panel of judges went to each student and listened as the student explained his/her research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. Recognizing the effort required to participate, the MPD provided monetary rewards to all participants. First place received $1,000; second, $500; and third through seventh, $200. All remaining entrants received $100 each. The winners have their abstracts published in this issue of Mining & Metallurgical Processing. As in past years, there were separate levels of competition for undergraduates and graduates.Now for the winners:Graduate winnersJoseph Halt won first place for research on the use of additives to starch binders to create iron ore pellets. Pellets are the preferred ironbearing feed for blast furnace ironmaking. Starch has been proposed as a binder because it has good adhesive properties, does not contaminate pellets and is relatively cheap. However, starch binders typically lead to weak pellets with rough surfaces, and these can cause high levels of dust within process equipment and when pellets are handled and shipped (Halt and Kawatra, 2014). Our research shows that by adding a small quantity of other additives, pellets made with starch binders become smooth and strong. The newly designed binder leads to significantly lower levels of fines when pellets are handled."

"Underground refuge alternatives require an air source to supply breathable air to the occupants. This requires pressure relief valves to prevent unsafe pressures from building up within the refuge alternative. The U.S. Mine Safety and Health Administration (MSHA) mandates that pressure relief valves prevent pressure from exceeding 1.25 kPa (0.18 psi), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. The U.S. National Institute for Occupational Safety and Health (NIOSH) tested a variety of pressure relief valves using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork and various sensors to determine if the subject pressure relief valves meet the MSHA requirement. Relief pressures and flow characteristics, including opening pressure and flow rate, were measured for five different pressure relief valves under a variety of conditions. The subject pressure relief valves included two off-theshelf modified check valves, two check valves used in MSHA-approved built-in-place refuge alternatives, and a commercially available valve that was designed for a steel refuge alternative and is currently being used in some built-in-place refuge alternatives. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m3/ min (683 scfm). As tested, some of the pressure relief valves did not meet the 1.25 kPa (0.18 psi) relief specification.IntroductionThe Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the United States in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement (U.S. Mine Safety and Health Administration, MSHA, 2006). Section 13 of the MINER Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives for underground coal mines. This mandate culminated in the 2009 adoption of changes to Title 30 of the Code of Federal Regulations (30 CFR) mining health and safety regulations, requiring underground coal mines to provide mine emergency refuge alternatives and associated components, to provide a life-sustaining environment for persons trapped underground. Such refuge alternatives can be either self-contained mobile units or built-inplace facilities. The regulatory changes also include provisions establishing requirements for MSHA approval of refuge alternatives and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the refuge alternatives. One specific criterion for maintaining a safe refuge alternative atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi), or at a pressure above mine atmospheric pressure, in the refuge alternative, as specified by the manufacturer when the breathable air is supplied by a fan or compressor (MSHA, 2008)."

"Atmospheric monitoring systems (AMS) have been widely used in underground coal mines in the U.S. for the detection of fire in the belt entry and monitoring of other ventilation-related parameters such as airflow velocity and methane concentration in specific mine locations. In addition to an AMS being able to detect a mine fire, the AMS data has the potential to provide fire characteristic information such as fire growth (heat release rate) and exact fire location. This information is critical in making decisions regarding fire-fighting strategies, underground personnel evacuation, and optimal escape routes. In this study, a methodology was developed to calculate the fire heat release rate using AMS sensor data for carbon monoxide (CO), carbon dioxide (CO2), and airflow velocity based on the theory of heat and species transfer in ventilation airflow. Full-scale mine fire experiments were then conducted in the Pittsburgh Mining Research Division (PMRD) Safety Research Coal Mine using an AMS with different fire sources. Sensor data collected from the experiments were used to calculate the heat release rates of the fires using this methodology. The calculated heat release rate was compared with the value determined from the mass loss rate of the combustible material using a digital load cell. The experimental results show that the heat release rate of a mine fire can be calculated using AMS sensor data with reasonable accuracy. INTRODUCTION Fires at different stages generate different gases and smoke toxicity hazards. When fires occur in underground mines, a significant amount of toxic gases and smoke enter the mine ventilation system and are carried throughout the mine ventilation network, increasing the hazard potential for personnel even if far away from the actual fire. Although fires that develop to the point of rapid flame spread pose imminent hazards, fires in their smoldering, pre-flaming stages can also contaminate the mine atmosphere with debilitating levels of smoke and toxic gases. The most important parameter for evaluating the fire hazard in mines is the heat release rate (HRR), which is directly related to the rate at which heat, smoke, and toxic gases are produced and transported by the ventilation system, and provides an indication of the time available for escape or firefighting [1]. The HRR is also an important input parameter to mine fire simulation models. Measuring the HRR of an actual fire can be a difficult task. Early experimental measurement of HRR focused on the heat output as represented by the temperature of the product gases. In ASTM E1321 (LIFT test), an array of thermocouples was positioned in a duct which captured all gaseous combustion products to measure their average temperature. This approach assumed the flow is adiabatic, which is never a reality. Significant progress on measuring HRR was made when Huggett showed that, for most common materials containing C, H, O, and N, the average heat release per unit mass of oxygen is 13.1 MJ/kg O2 [2]. Thus, the oxygen deficit is a measure of the HRR in the flow that the duct captures. This approach is termed oxygen consumption calorimetry (or the oxygen consumption method), and is widely used in the fire protection community."

Geomechanics signifies the science and engineering of soil and rock materials and of rock masses. It is a field of professional practice and research that draws heavily on the elements of soil and rock mechanics. Geomechanics contributes to a number of disciplines: mining engineering, civil engineering, geological engineering, petroleum and natural gas engineering, and engineering geology (including the elements of geohydrology and geophysics). These disciplines are involved in the design and construction of such projects as mines, tunnels, foundations for structures, excavated rock slopes, dams, shafts, boreholes, oil reservoir wells, underground storage facilities for oil and gas, and hazardous waste repositories. Geomechanics allows us to improve both our environment and our quality of life. In the context of this Handbook, the scope of geomechanics is discussed mainly from the point of view of applications to mining engineering. However, the coverage of the subject mate¬rial is so comprehensive that it is relevant to other disciplines as well. Section 10 covers the field of geomechanics in a structured fashion, beginning with the fundamental principles and leading into practical applications in mining engineering. Throughout the treatment of the subject, knowledge of geologic conditions is assumed since this is discussed in other sections of the Handbook. An important feature of this section is a series of practical examples illustrating the various aspects of geomechanics. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. "Since 2008, the U.S. Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines (MSHA, 2008). MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force (2006) recommended an apparent temperature limit of 35 °C (95 °F) for RAs. In Title 30 Code of Federal Regulations Part 7.504, or 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 35 °C (95 °F) inside an occupied RA (MSHA, 2016). The apparent temperature is calculated using both air temperature and relative humidity (Steadman, 1979).Calculations can be used to deter-mine if the air within an occupied RA will reach the apparent temperature limit. In these calculations, the mine temperature could be assumed to re-main constant. With this assumption, the effects of the mine strata thermal mass and thermal conductivity on the heat buildup in an RA are ignored. Re-search conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) shows that the mine air and strata temperatures surrounding an RA increase when subjected to the heat of an occupied RA (Yantek, 2014). Thus, calculations performed with the assumption that the mine temperature is constant would underpredict the resulting dry-bulb temperature and apparent temperature for a given RA occupancy. The mine air temperature has been used as the basis for RA temperature calculations. However, there has been no research to confirm that the mine air temperature is the appropriate basis."
