The relaxation test on sandstone specimens showed typical behavior in pre-failure region and stepwise behavior in the postfailure region. Overall, more significant stress relaxation occurred within the failed specimens than the intact ones. Numerical simulations were conducted with pre-defined failure plane and with Voronoi tessellation to visualize the relaxation behavior. The model with pre-defined failure plane showed the key role of failure plane and asperity in simulating the step-wise post-failure relaxation behavior. The inhomogeneous stress distribution within failed specimen and the viscous deformation of intact rocks induced high stress concentration at the asperities. The observed step-wise relaxation initiated from the failure of asperity. Furthermore, the simulations with Voronoi tessellation showed time-dependent fracture development during relaxation in post-failure region. The presence of fractures completely changed the stress distribution. Stress concentration occurred at the front area of fractures and at the interacting areas between fractures. During relaxation, fractures still developed with time and the sudden significant increase in the “damage” coincided with the acceleration of stress relaxation leading to step-wise relaxation. Finally, the results showed the possibility of using residual strength as the long-term strength of failed rock.

Mixing of solid-liquid slurries is a unit operation that is widely encountered in the minerals processing industry. Applications may range from simple slurry storage in open tanks to complex chemical reaction systems under extreme conditions of temperature and pressure. The specific process requirements dictate both the degree of mixing required and the type of agitation employed to achieve the desired results.' Many continuous-flow process applications feature tanks operating in series to provide a discrete number of stages and a known residence time for the slurry. Because these tanks operate at a constant level in an overflow mode, the mixer must maintain uniform solids concentration and size distribution throughout the tank; failure to achieve uniformity results in accumulation of coarse solids in the tank, ultimately leading to a process or mechanical failure. Downward-pumping, axial-flow mixing impellers are widely employed to produce uniform solids suspension. The specific impeller type, number, size, and power draw is a function of each given situation. The use of high-efficiency, fluid-foil impellers (Figure I) has evolved as a recognized standard for these flow­controlled applications. Recent small-scale experimentation and full-scale experience has demonstrated that, when uniformity is required, capital and operating expense can be minimized by employing an additional upper impeller pumping in the upward direction.

Mining activity in Mexico began in the 16th century when the Spanish realized the mining potential of the new territory. Since that time, mining has evolved into a strong and vital industry for the country. Good professionals in the mining-related fields are fundamental to the growth and improvement of this industry. Since the end of the 18th century, formal education in mining has been available at the University of Guanajuato, in Guanajuato, Mexico. This school created one of the first schools of mines on the North American continent in 1828. In recent times, some other programs have been created at other universities. Universities offering mining related programs Listed here are the seven universities in Mexico that offer mining related degrees. They are the University of Guanajuato, UNAM, the University of Zacatecas, the University of Chihuahua, the University of Sonora, the University of Coahuila and the University of San Luis Potosi. The University of Guanajuato is the only Mexican university that offers graduate studies at the master's level. No PhD programs in mining engineering are offered at any Mexican university. Programs at each university are of different duration. They are: • University of Guanajuato-Five-and-a-half years, divided into five years of classroom instruction and six months in the working place. • University of Zacatecas - Five years of classroom instruction.

As the size of the mills get larger and the liners get heavier, abetter means had to be found to handle liner replacement. McLellan Industries is famous for their innovative ideas andwas called upon by an engineering company to develop a mill liner crane. The first crane was developed for Similkameen about 1969 to serve a 32' Ø X 14' Long SAG Mill. The next was Island Copper in Port Hardy, B.C., the same size as Similkameen in 1970. At that time, we took existing hydraulic cranes and modified them to meet the mill configuration. In 1973, we developed a completely new approach for the Southern Peru copper mine at Tacna, Peru for a Ball Mill, size 16'-6" Ø X 19' Long. Each installation required a design study to meet the change in mill size, trunnion size, elevation of floor to feed trunnion, area at the feed or discharge end of the mill. We have supplied self-propelled units as well as lift in. When there is no room at the feed end and if the mill has a trunnion overflow discharge, we have the mill supplier provide a structural frame to span the sump and move the mill liner handier into position with the use of the overhead crane or a mobile crane.

The purpose of the paper is to present a way of assessing nonrenewable lignite resources by means of sustainability indicators. An introductory presentation of the origin and characteristics of the discussed nonrenewable natural resources is followed by the study and analysis of separate sustainability indicators. Out of many, only the ones that would directly relate to the explored coal deposit were studied. Some different viewpoints such as economic, social and environmental were assessed inside the studied landscape structure and in relation to other provincial resources using the indicators that are closely linked with the explored lignite reserves. Exploitation of coal as an underground nonrenewable natural resource, has been taking place in the ?alek valley for more than 120 years. However, about 60% of the coal will still be left underground since not all coal will have been extracted when the mine closes. According to the regional and wider national strategic goals concerning the use of natural resources and electricity production in the future, the sustainable aspect of the exploitation of the geologically well explored reserves is emphasized in the paper. Finally, we have tried to evaluate the role and the meaning of the studied underground natural resources for further sustainable development of the ?alek valley and placed stress on the most questionable spheres that should be considered preferentially.

Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

Breakage of rock by machine is one of the major methods of excavation. With the development of modern engineering techniques, the advantages of using this method have become even greater. Improving efficiency and reducing the cost of rock breakage is the main goal of mechanizing the rock-breaking operation. For a given stratum, the efficiency of a machine excavation depends, to a large extent, on the design and method of application of the tools used. In a planetary cutter head, the subcutter heads move like planets around the main drive shaft. The general structure of the cutter head is shown in Fig. 1. As shown in this illustration, the main drive shaft (1-1) is connected to the tie bar (1) and, thereby, to a gear(5) that meshes with a fixed-gear ring(2). The subcutter head (4) is rigidly connected to the gear (5) by the subcutter-head axis (2-2). When the main drive shaft (1-1) rotates, the subcutter head (4) rotates around the axis (2-2), under the action of the tie bar and with the help of sleeve pipe (3).At the same time, axis (2-2) also rotates around the main shaft (1-1). Pre-mining identification of acid forming mine and waste materials is of concern to the mining industry because of the potential for the generation of acid mine drainage, acid rock drainage, and soil acidity problems. Accurate identification of acid forming material is essential for developing appropriate waste management strategies to reduce environmental problems related to acid generation from sulphide containing wastes. The acid-base accounting procedure, in its various forms , is commonly used for pre-mining screening of mine and mine waste materials. The procedure is generally effective when used and applied correctly but is prone to incorrect interpretation of results which can have significant financial and environmental implications. This paper examines the acid-base accounting Procedure and the possibility of misuse of this method with special emphasis on the sampling method, the sulphide forms, the acid neutralization capacity, and the interpretation of results. Data from numerous coal, base metal, and gold mining operations are used to illustrate the application of the acid-base account. The data base indicates that overall, approximately 1/3 of all waste generated by mining and mineral processing is potentially acid forming indicating the need for correct identification and management. Problems associated with simple application of 'absolute' acid-base criteria for classifying acid forming material are highlighted and the need for developing site specific or 'relative' criteria is discussed and illustrated by case study.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. The tunnel will be approximately 14.0 m (46 ft) in diameter when excavated. In a process-oriented production environment, the first objective of any plant engineering effort is to safely produce sufficient product output with an existing plant layout to provide a profitable return to the plant owners and stable employment for plant employees. In such an environment, the terminology macro-engineering means looking at a plant from a perspective beyond "putting out routine fires" or "keeping the plant running." It means asking questions like: • What are the current equipment bottlenecks in the existing plant? • What portion of the plant is most sensitive to fluctuations in raw feed characteristics or other processing condition changes? • If one had X dollars to spend beyond routine maintenance, how could it be best spent to have the greatest impact on overall plant profitability? • What portions of the plant do we know least about? While these questions may seem obvious, they often go unasked due to time pressures, limitations on people or other resources and poor profitability of the existing plant. Even when the questions are asked, frequently a high level of personal bias or a lack of accurate information lead to less than optimal answers and sometimes a lack of confidence in engineering technology. Therefore, in a majority of process plants, there has been little serious change in the equipment layout or engineering operation practice since the start-up of the original plant design.

The chemistry of waters processed by Acid Rock Drainage water treatment plants can affect the Total Suspended Solids quality of the plant effluents. The sulfate ions in the ARD water will combine with the calcium ions from the lime that is used to adjust pH to form calcium sulfate. When the sulfate content of the waters to be treated is greater than about 1400 parts per mil­lion, the resulting calcium sulfate concentration will be approx­imately 2100 parts per million. This concentration is above the saturation point for calcium sulfate, and the salt will drop out of solution until the concentration falls below the saturation point. This "salting" phenomenon affects the total suspended solids of the treatment plant effluents by virtue of the fact that the salts will report to the filtration apparatus used for the analy­sis. This scenario is exacerbated as an effluent sample ages. Zortman Mining's water treatment plant effluent was being affected by "salting" during the spring and summer of 1995, and it seemed as though the effluents were exceeding the TSS lim­its; for no obvious reason. A testing program was initiated to verify an observation that "salting' was taking place. Treatment plant samples were collected and allowed to age, with TSS analyses being performed every day that the samples aged. Synthetic solutions were also prepared to study the "salting" phenomenon.

INTRODUCTION Providing sufficient thrust, particularly in the proper manner, is one of the major problems of conventional hardrock drilling and tunneling machines. For instance, with tunnel boring machines, massive jacks, mechanisms, and structures are required to generate and transmit the forces to the cutting head. One pays for this massiveness both in terms of material (dollars per pound) and in the attendant difficulties of transporting and maneuvering such machinery. The effect of an efficient thrust generation method on system size is evident when one considers conventional shaft drilling equipment. Raise borers are small enough to be used underground, while conventional big hole drilling equipment requires large amounts of space, personnel, and support. Proper application of the force is another problem, even with smaller holes such as blastholes. While one can load most tricone blasthole bits to their limit with such drill rigs as the Bucyrus Erie 61R or the Gardner Denver 120D, transmitting very large forces through the relatively flexible mast and drill pipe leads to large vibrations, fatiguing of the mast structure, and impact loads on the bit. In the following, a new method of generating the required rock fragmentation force is presented. Furthermore, the force is generated and applied in such a fashion that not only can the equipment size and weight be reduced, but also the cutter and equipment life can be increased.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

INTRODUCTION Tunnel boring machines in non-abrasive competent rock with little or no water have set new performance standards in the driving of tunnels. However, when the machines have hit blocky or running ground, they have encountered difficulties. The success of a tunnelling machine is usually due to a thorough geological investigation which accurately describes the rock conditions, a well designed tunnel support system, and a tunnel boring machine designed to cope with these conditions. In some cases machines have had to be modified in the tunnel after the machine had commenced boring, because geological conditions were not correctly anticipated before tunnelling began. The features described herein are not a panacea for all conditons, and some of them, like an auxiliary thrust system that thrusts off a precast invert segment requires pre-planning of work on the part of the contractor. CUTTERHEAD DESIGN Figure 1 shows typical cutterheads of ten to fifteen years ago. Note the large buckets and large openings between the buckets. These large openings were considered necessary to gain easier access through the cutterhead for cutter changes. The standard cutter in those days was an 11 inch or 12 inch cutter with small bearings, and was generally a delicate tool for the duty it was to perform. Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

The quest for U.S. energy independence will result in a major increase in underground mining operations. It will necessitate the rapid excavation of development drifts, entries and slopes to exploit underground deposits of energy resources such as coal, uranium and oil shale. Most of this development work will be done in soft and medium hard rock up to an unconfined compressive strength of approximately 20, 000 psi. OBSTACLES TO RAPID TUNNEL EXCAVATION Labor In the U. S. coal mining industry, the underground productivity in tons per man-day declined from 15. 61 in 1969 to 11. 00 in 1973 which is a startling 30% decline. While productivity declines, the cost of labor and supplies continues to rise. Ralph E. Bailey of Consolidation Coal Company recently stated four reasons for the decline of productivity: A shortage of experienced miners, enactment of the Federal Coal Mine Health and Safety Act effective April 1970, major changes in union work rules in 1968, and a deterioration in the attitude of the work force (1). Because there is already a great shortage of skilled miners, the situation will get worse when large new mines for oil shale, coal and uranium open in sparsely populated areas in the Western United States. Only the large scale use of easy to operate tunneling machines can increase productivity and lower the cost of excavation.

A flexible expert system for a personal computer has been developed to take countermeasures for prevention of emergency in underground coal mines. The system makes a diagram to estimate maximum airflow rate of a specified branch such as coal face or advancing face, etc. under the conditions of opening regulators set in any two different branches, by computer simulation. The system approximates the ventilating condition underground by using both measured values and safety factor derived from the rules in the system. The probability of happening gas explosion, spontaneous combustion and mine fire underground is shown on a display and countermeasures in a data base in the system are selected according to a confidence factor. When it is recognized in the system that either safety factor or confidence factor of countermeasure has a small value, the system sends information relating to reasoning in the system to registered human experts by computer communi¬cation and facsimile. The replies in file transfer from the experts are stored in the system and reconsultations for estimation of underground condition are started automatically. As the replies in facsimile are shown on the display, user inputs new rules and, values for reconsultation. It is shown that the system is available to take better countermeasures as the condition' of a network in coal mine is changed by mining day by day.

OUTLINE Beginning in 1946, a careful geological survey was made of the Tsugaru Straits. In 1964, excavation of the exploratory tunnels were started to observe the characteristics of faults and rock formation directly, and to study construction methods of excavation and sealing water inflow. In March 1971, the investigation stages were over, and in April 1971, the construction project was authorized from the government. The geological features in the straits may be divided into three broad classes. One third consists of andesite on Honshu side. The other two thirds consists of tuff. The middle of the straits consists of tuff, so-called Kuromatsunai-layers. On Hokkaido side, it consists of tuff, called as Kunnui-layers. There are nine noteworthy faults on the route. Prior to the excavation of the main tunnel, the horizontal pilot tunnels and service tunnels are made. Exploratory borings are taken to confirm the geological conditions and the presence of gushing water. Groutings for sealing water inflow are carried out when necessary. In geologically bad conditioned sections such as disintegrated or fractured zones, special methods are applied. In geologically good zones, the tunnels are bored through using the same methods as for a mountain tunnel driving. The pilot tunnel being constructed at the sea bottom is under direct control of the Japan Railway Construction Public Corporation. The service tunnel and the main tunnel are being excavated by contractors.
