The Concha-Almendra batch-settling treatment for concentrated suspensions of single-diameter spheres has been modified. This modified version is used in the differential equations of simple batch settling of a particle size range of different density materials. The equations have been programmed for a finite difference solution, and a number of test cases have been analyzed. By cutting the settling column at a fixed fractional height, the material below this height can be treated as underflow and the material above as overflow. The predicted partition curves obtained from treating the settling in this way have Sharpness Indices in the range of 0.5 to 0.6, in the absence of dispersion effects. The Sharpness Indices decrease as dispersion increases. When the feed size distributions are of the Rosin-Rammler form, the partition curves (corrected for the bypass fraction) fit the Rosin-Rammler equation with reasonable accuracy. The predicted Sharpness Index of a component of a mixture of two materials of different densities was unchanged from that of the same materials settled alone. However, for the same, feed size distribution and volume fraction of solids in the feed, the heavier material settled faster, and the lighter settled slower, than when settled alone.

Several nonionic surfactants and one anionic surfactant were tested to enhance the flotation response of a low-rank coal. The nonionic surfactants included an ethoxylated octylphenol and several polypropylene-polyethylene block copolymers, and the anionic surfactant was a dioctyl sulfosuccinate. All of the surfactants improved the yield significantly, but the influence on grade was complex. To elucidate the mechanisms involved, separate studies were conducted to determine the emulsification behavior of the surfactants. For the nonionic water soluble reagents, a correlation between the emulsifying power of the surfactant and the flotation response was observed. An increase in the number of droplets produced was considered to he the main reason for increases in the yield. However, a small amount of surfactant adsorption on coal is essential to promote adhesion of oil droplets. When the surfactant was introduced into the flotation pulp prior to addition of dodecane, the benefits of the surfactant decreased significantly. The decrease was attributed to both a decrease in hydrophobicity of coal through increased surfactant adsorption and a decrease in the surfactant available for emulsification. When a surfactant dispersed in oil was used, the transfer of surfactant to the aqueous phase was minimal, and a considerable increase in yield was observed.

Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

Rod mills were developed, as a logical substitute for the rolls crusher when larger tonnages had to be handled, on a continuous basis. Today, with even larger tonnages to process, the trend is to install larger equipment, automate the plant and develop the highest availability possible, in order to cut costs. The rod mills, because of design limitations in size and speed 1'2, are not able to meet these new requirements. The autogenous mill was a timely development and serves as an excellent alternative for ores that are suitable to this type of grinding. When ores are not amenable to autogenous grinding, selection of a flowsheet is dictated by liberation characteristics and unit operations to be used for mineral recovery.. The following alternatives are available: (a) Multiple rod mills, capable of drawing no more than 2000 HP each, followed by ball mills. (b) Gyradisc crusher followed by two stages of ball mill grinding.3 (c) Tertiary crushing followed by closed circuit single stage ball mills grinding to approximately -100 mesh, as in the copper industry. Peng The highlights of this paper are : • The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of ?d, and a horizontal movement toward the gob, creating vertical fractures in the roof. • The major purpose for employing the lemniscate-link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. • Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.

When done properly, benchmarking is an extremely effective tool for assessing ones performance, finding areas for improvement, and identifying strengths. However, when done improperly it can be an exercise in futility and result in incorrect observations and conclusions. A primary pitfall of benchmarking is collecting too much unreliable information. Surprisingly, the evolution of data storage and the ease of data collection are not helping with better data collection. Instead, it is just allowing one to collect more information, while at the same time inundating one with too much data. Additionally, the process of data collection can be tedious and is often times delegated to the least experienced individual resulting in unreliable and incorrect data collection and entry. Another primary pitfall of benchmarking is metrics that are cost based or poorly designed. Cost based metrics typically involve comparing unit mining costs ($/tonne). Between mines, unit mining costs are not very well correlated and have become further complicated by significant regional cost variations and mining inflation in the last years. Likewise, poorly designed metrics lead to poor benchmarking results. Examples of poorly defined metrics include: metrics that rely on information that is difficult to collect, metrics that are poorly defined, metrics which are too site focused, and metrics that measure low consequence practices.

9K medium was used to isolate iron-oxidizing bacteria from 27 sump water samples collected from Dexing Cop-per Mine, Chengmen Mountain Mine and Yin Mountain Mine, Jiangxi Province, China. Lead acetate and silver nitrate were used to enrich metal-resistant iron-oxidizing bacteria from the above water samples. Isolate 16 was isolated from the sample taken at Dexing Copper Mine. Growth experiments indicated that when incubated under lead acetate (3,500 mg/L), isolate 16 still carried out ferrous ion oxidation, while isolate H1, a less resistant strain taken at Yin Mountain Mine, had a tolerance level of only 400 mg/L. When assayed with other metals, i.e., Ag+ (240 mg/L), Hg2+ (0.9 mg/L), Cu2+ (32,000 mg/L) and Mg2+ (22,500 mg/L), isolate 16 still carried out ferrous ion oxidation while, on the other hand, isolate H1 exhibited much lower tolerance levels, i.e., Ag+ (60 mg/L), Hg2+ (0.1 mg/L), Cu2+ (19,000 mg/L) and Mg2+ (13,500 mg/L). Based on 16S rDNA sequence data, isolate 16 and H1 were both identified as Acidithiobacillus ferrooxidans.

A cement, in the broad sense, is any substance which will cause various materials to adhere to each other. Clay was probably the first material to be used by man as a cement or binding agent. Water occurs in or is mixed with the clay to make it plastic, so that it can be formed in place. The sun and air remove the water from the clay and on drying strength is developed. The clays unless fired are not too resistant to water, therefore, their use is best when restricted to dry areas. Gypsum used as a cementitious material is not the subject of this paper, but its use dates back thousands of years. Gypsum mortars were used by the Egyptians in building such massive masonry structures as the pyramids. The Egyptian mortar consisted of a mixture of sand with burned gypsum (of an impure type of 81.5 per cent calcium sulphate and 9.5 per cent calcium carbonate) for the cementitious material. The burning of this type of cementitious material took place at relatively low temperature. These burning reactions will be covered later when the dehydration of gypsum is discussed. The setting of the partially dehydrated gypsum is considered to be crystallization from a supersaturated solution which deposits crystals of dihydrate (gypsum). In low water-content mixes, the interlocking of the needle-like crystals helps to produce higher strengths. Slaked lime made from limestone burned at higher temperatures (1648 F is generally considered as the calcining temperature, although under certain conditions incipient calcination will take place at 1250 F) is another early-period cementitious material. During slaking with water, a colloidal or amorphous hydrated lime is formed. When it is allowed to dry, it hardens and develops low strengths. On exposure to the carbon dioxide of air in the presence of some moisture, carbon dioxide is adsorbed and part of the calcium hydroxide is converted to calcium carbonate. Structures in which a lime mortar is used continue to grow in strength as this reaction proflesses. Hydrated lime has the disadvantage of not setting under water.

Methane explosions are highly destructive and constitute a primary hazard affecting mine safety. Seals are commonly employed to obstruct the propagation of methane explosions within tunnels, with the aim of reducing the damage caused by methane explosions. In order to study the influence of the seals’ position on the parameters of methane explosion damage, this study takes the Lake Lynn Experimental Mine No. 501 in the United States as a background case. It investigates the methane/air explosion damage parameters at different positions of seals in a fully sized roadway using the GASFLOWMPI code. The coupling mechanism between methane explosion gas expansion and reflected waves is analyzed. Finally, the variation patterns of explosion damage parameters are analyzed based on explosion damage criteria. The results show that as the distance increases between the seal and the explosion source, the maximum overpressure and impulse at the seal decrease exponentially, and the decrease is more significant when the seal is closer to the explosion source. The maximum velocity and maximum dynamic pressure increase first and then decrease, reaching their maximum values at approximately 115 m. They are approximately 163.355 m/s and 30.485 kPa, respectively. According to the analysis of explosion damage criteria, it is found that overpressure damage is the main form of methane explosion damage. But the damage of impulse and dynamic pressure is not be ignored. The relative position between the seal and the gas expansion area significantly impacts the parameters of methane explosion damage due to the coupling effect of gas expansion and the overpressure reflected wave from the seal. When the seal is set in the gas expansion zone, the further the seal is from the explosion source, the greater the dynamic pressure damage and the more minor the overpressure and impulse damage. The closer to the explosion source, the more significant overpressure and impulse damage changes. When the seal is set outside the gas expansion zone, the further the seal is from the explosion source, the more minor the overpressure and impulse damage to the seal, and the dynamic pressure damage increases first and then decreases.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.

"Productivity in openpit mines depends on the observation and adjustment of critical phases of operation. As one of the most expensive activities in openpit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad hoc methodology for analyzing the key performance indicators (KPIs) involved in the production cycle, it is possible to compare actual performance and ideal operating conditions and develop an alert system when operating conditions are subpar with the expected production standards.Study objectivesThe purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle, or when the time of completing production tasks is falling outside a predefined value. This alert is compared with predefined KPIs and is used to determine corrective actions.The alert will:• Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process.• Demonstrate the utility of KPIs in the extraction of ore and waste and how they help to identify equipment performance.• Develop software interfaces to visualize the alert system in order to increase awareness in the operations supervisor.• Make recommendations for future applications that can help improve the productive process of an openpit mine.Problem statementTransporting material in openpit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity while subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded and other delays. This creates inefficiencies in fuel consumption and energy utilization.For the identification of delays, a contextbased system could be required in order to help optimize the haulage cycle time by controlling delays in loading, haulage and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."

While we are all aware of the need for reclamation of mine sites, few managers and engineers seem to be aware that good reclamation begins with the earliest plans for mining and processing of ores. Far too often the attitude that reclamation is an add-on to worry about at the end of the mining process dominates the thinking of mine engineers and management, A common result is that the reclamationist can be faced with mining and waste disposal designs that are nearly impossible to deal with effectively from an ecological perspective. Everyone of us has been victimized by the down time and maintainence cost that resulted from the purchase of an outwardly attractive, but poorly designed piece of equipment. When confronted by design defects in equipment, a distraught owner can always trade it in, call a consumer advocate, or follow up one of the "lemon laws" at either the federal or state level. A poorly designed mine for reclamation purposes usually cannot be treated either with ease or cost effectiveness. Good reclamation can be effectively prevented by the designs used when the mine was planned. The purpose of this paper is to share some of the experiences our firm has had with reclamation projects at mines in the Upper Midwest as these were influenced or controlled by mine design decisions. My aim is to sensitize mine planners and managers to planning processes they should consider, and hopefully use, early in the mining process to assure successful reclamation during and after mining. Many of the examples I will cite are from experience gained at the recently closed Jackson County Iron Company taconite operation at Black River Falls, Wisconsin. I am particularly grateful to Mr. Vern Metzger, mine manager at JCIC, for his unflagging support of good reclamation practices, employee training programs (which have included reclamation techniques), and his forebearance to put up with our group of ecologists. I realize that this was a time when there were significant internal and external pressures to cut all costs including reclamation efforts. The collaboration has been successful as you will soon see.

"This paper describes the innovative full-face conventional tunnel excavation technology, with its advantages in terms of savings and safety. The full-face approach has been developed throughout the experiences gained in tunnel construction. The innovative design approach is focused primarily on the deformation response of the ground acting first and foremost ahead of the face, which is analyzed, predicted and controlled by pre-confinement of the core. The advantage of this method is particularly evident in difficult grounds. This paper will present the outstanding benefits given by the adoption of the full-face approach in two projects, the “Sochi” and the “Visnove” tunnels. THEORY AND DESIGN ASPECTS OF THE FULL-FACE EXCAVATION The main challenges in tunnel and underground construction industry are gathering the design data from the ground that is being excavated and foreseeing the critical stage during construction, where the materials are in its most critical configuration. These challenges shall be addressed during excavation when the lining and the excavation disturbance have not yet reach the equilibrium. The in situ stresses in the ground are redistributed (forming an “arch-effect”) around the opening, with zones of increased stresses around the walls of the excavation (Figure 1). The distribution of the stresses can be close or far from the excavation profile, depending upon having a ground capable of withstanding the deviated stresses well or unable to withstand them, respectively. In the latter case, the ground will plasticize and deform in proportion to the volume of ground involved in the plasticization phenomenon. When the ground completely cannot withstand the stresses redistribution, it will cause the collapse of the excavation. While in the first case, the arch effect occurs naturally, in the second case, it does occur naturally only when the ground is stabilized properly. In the case of collapse, the arch-effect must be produced artificially operating on the ground prior excavation. The design should be based on the understanding of if and how the arch-effect can be mobilized during tunnel excavation and ensure that is formed by calibrating excavation and stabilization operations appropriately. The arch-effect is function of the medium that is being excavated, the action taken to excavate and the reaction expected following the excavation."

"INTRODUCTION Mines are filled with a mixture of gases, some of which are toxic, flammable, explosive. Others can be early reporters of potential problems. It has previously been shown that analysis by gas chromatograph can the most accurate conventional analytical tool for common mine gas mixtures when used correctly. There are some other detection methods (e.g hand held sensors), but they do not detect many situations which are immediately dangerous to life or health (IDLH). Examples include explosive hydrogen mixtures, toxic carbon dioxide levels, and some explosive mixtures of methane with oxygen. (Reference our previous paper). There are several reasons for mines to consider onsite GC analysis. (1) Timeliness of results. Samples can be taken and analyzed immediately. Samples do not have to be shipped to a lab and wait for results. (2) Ability to run greater number of samples a lower for the same cost. This allows mine to increase the number of samples taken to be more informed about the gases/conditions of the mine without the worry of financial constraints. (3) Fewer sample media needed, and there is no wear and tear or cost from shipping them offsite. When samples are shipped offsite, those sample media cannot be used to take until the lab returns them when the analysis is done onsite, the sample media can be used again almost immediately. However there are several challenges associated with using GC to analyze mine gas samples onsite. To date there has been a clash of the requirements for a successful analysis, the capabilities of the technology, and the practicalities of implementation. The purpose of this paper is to discuss some of the difficulties in getting accurate reliable data and doing so in an economic way. This whole measurement activity is a cost center for a mine, so there are economic concerns for the mine to address. These concerns are mainly staffing costs, capital costs, maintenance, and consumables costs. A properly staffed and equipped analysis lab, including burdened overhead, costs about $500K per year. At a sampling rate of 10 per day, this is about $140 per measurement for a proper onsite lab."

Fully mechanized longwall mining with large mining heights (LMHs) in shallow-depth thick coal seams has been widely applied in Shenfu coalfield, China. Dynamic loading and rib spalling is serious when the LMH working face experiences periodic weighting in shallow coal seams. The advanced breaking position (fracturing ahead of the face) in the roof affects the strength of the mine pressure (weighting) when the roof is broken. Based on the theory of the “elastic foundation beam,” this paper presents a mechanical model for the advanced breaking of the roof, including a predictive formula. In an attempt to verify the formula, a field program consisting of multiple-point borehole extensometers installed in the roof in advance of the longwall face was performed in the No. 22201 working face of Zhangjiamao coal mine in the Shenfu mining area, China. The field measurement results show that the roof movement of the LMH working face is detected prior to roof pressure increase, and that the roof breaks approximately 5–8 m ahead of the face. This compares with a calculated value of 6.9 m, indicating that the formula developed in this research is reliable and should have application in predicting roof pressure associated with LMH working faces in shallow coal seams.

We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

In order to assist better countermeasures for ventilation control in normal/abnormal condition of mine ventilation network in real time, branch relation table derived from a macroscopic characteristic of ventilation network is introduced in this study. The main results in this study are as follows; 1) One of macro characteristics of a ventilation network, as a relation between airflow rates in two branches chosen arbitrarily, is specified under the change of aerodynamic resistances in a branch. Airflow rate in a branch can be estimated by airflow rate in other branch changing aerodynamic resistance by using empirical formula. The empirical formula by computer simulation of the Horonai coal mine, Japan is considered to be a one-valued function with monotone or extremums. 2) A branch relation table shows the macro characteristics, mentioned above, of all the set of two-branch combinations in a network. Elements in the table give both information of control possibility range of airflow rate and total number of extremums in an empirical formula. 3) It is important that when aerodynamic resistance change in a branch is estimated by measuring airflow rates in two typical branches, the two branches should be chosen from branch combinations with monotonous relation in the branch relation table. 4) A flexible expert system to assist ventilation control in the specified branch in real time has been developed by using a branch relation table for a ventilation transfer diagram of the specified branch, such a coal face and an advancing face. A fuzzy reasoning is utilized in the recognition of the safety factor, methane concentration, in the system. And when conviction degree in recognition for methane concentration at the specified branch is too low, the system searches for other branch combinations in the branch relation table stored in the system, to use other ventilation transfer diagram of the specified branch. When a needed ventilation transfer diagram is not stored in the system, the expert system asks automatically the ventilation simulation from other computers linked to the main computer automatically. The system repeats consultation until conviction value of safety in the specified branch approached

British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.
