INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. In 1900, Europe accounted for about 64 percent of world lead consumption and the United States just over 30 percent. Currently, Europe takes about 40 percent of world consumption and the

The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology's adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors. Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST's uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. Deflation, if coincident with rising unemployment, could result in significant dishoarding of gold. There is one key fact to remember when analyzing

INTRODUCTION Variations of cut-and-fill stoping are the most com¬monly used methods for mining narrow, nearly vertical veins in the United States. These methods offer the best results for maximum recovery with minimum dilution of ore from veins that are irregular along either the strike or dip. The vein is developed along the strike length in 61 to 122-m (200 to 400-ft) blocks or stopes and vertical lifts of 48 to 61 m (160 to 200 ft). The level development is either on the vein or parallel to the vein with crosscuts intersecting the vein at right angles. Chutes, manways, and haulageways are established in the center of the stopes at the lower level of the ore block. Mining then proceeds by blasting down horizon¬tal cuts of the vein in both directions from the chutes. As the blasting continues to the outer limits of the stope, the broken ore is slushed into chutes. When a complete horizontal cut has been made, the service raise, including chutes, is raised to a height of a few feet from the back and the stope is filled with either sand fill or waste rock. Then the mining cycle is re¬peated until the stope reaches the level above. LEVEL DEVELOPMENT PRACTICES FOROVERHAND CUT-AND-FILL STOPING The two basic methods used are: the development of the haulage drift within the vein, or development of the haulage drift paralleling the vein in the foot or hang¬ing wall with crosscuts intersecting the vein perpendicu¬larly at 61 to 122-m (200 to 400-ft) intervals. The il¬lustrated methods of development show some of the variations which can be used to develop a stope block. Development for cut-and-fill stoping does not require the more elaborate schemes outlined for shrinkage or sublevel long-hole stoping. Many factors must be considered before deciding on a particular development plan and usually the nature of the vein or host rock will dictate which specific method to use. If the vein is relatively straight, then develop¬ment on the vein is feasible. Excessive ground pressures will necessitate the leaving of a sill pillar (Fig. la) and highly fractured or "heavy" ground will require timber¬ing (Fig. 1b). Development on the vein has the advan¬tage of reducing capital outlay and waste handling prob¬lems since the mined rock has value. But removal of the sill pillar is costly and time-consuming. Also, where no sill pillar is left, excessive timbering and subsequent level repair is a drawback. Development in either the footwall or hanging wall is the more common procedure and offers greater flexi¬bility in overall development of consecutive stoping blocks by partially disassociating the level development from stoping (Fig. 2). Chutes, manways, and service compartments com¬prise the next stage of development and are established in a variety of ways. They provide access to the stope, ventilation ducts, and muck removal. Several different development systems are in common use and average costs for each have been developed. Raise borers are used to establish ventilation and ac¬cess from level to level. They are normally reamed with 1.5 or 1.8-m (5 or 6-ft) cutterhead and may either be left bald or lined with a 1.2-m (4-ft) diam corrugated liner plate, depending upon ground conditions. The use of an Alimak raise climber is another effec¬tive method of driving a raise from level to level. The size usually is 2 m (7 ft) square. This will accommodate square-set timber which is later installed. This method of raising is not common, although it is a valuable tech¬nique especially when level spacing is several hundred feet.

Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

After a brief definition of asbestos and a review of regulations, the elements of asbestos dust control are outlined for various asbestos manufacturing industries. To prevent the asbestos dust to become airborne, the general procedure is to control the dust at the source by enclosure and exhaustion. The asbestos dust is collected and removed from the air with bag filter collectors of high efficiency (better than 99%) to ensure that the air emitted to the general environment or returned to the workplace are below the existing asbestos emissions regulations. Dust control systems should be regularly inspected and serviced to maintain at all times the efficiency and reliability of the equipment. Other effective procedures for asbestos dust control are also considered.

In Exxon's Los Bronces Expansion Project in Chile, a stochastic simulation is performed to resolve the complex decision problem of matching the mine to mill system capacities from both technical and economic standpoints. The unique combination of weather conditions at the mine and the 30-km belt conveyor network for ore transport to the mill necessitates this analysis in the planning phase to optimize the design capacity of the sys tem. Appropriate statistical distributions of major equipment performance, snow storm duration, power outage, etc, ate developed from actual mine local records and manufacturers specifications. The interactions of operational constraints including ore storage capacities, number and sizes of individual equipment, ore variations, and mine and mill production rates are studied more realistically than in a traditional planning approach. Details of the computer modeling and typical results of simulation studies are discussed.

Clay slurries are normally dewatered using flocculents like sulfuric acid or aluminum sulfate. This type of flocculation is based on the electrolytic mechanism. For certain clay dewatering applications, this method of flocculation is unsatisfactory. Flocculation, based on the bridging mechanism, using organic polymers has been utilized to overcome such problem situations. This method of flocculation offers solutions not possible by previous methods. Normally these flocculents are used to assist dewatering. In this case, not only is dewatering promoted, but also further processing is assisted by a change in the dilatant character of the filter cake that is formed. Discharge of filter cake is easier, extrusion of filter cake on to conveyor dryer is possible or improved, and heat transfer and drying rates of the extruded filter cake are substantially higher. Both natural and synthetic organic polymers have been utilized for this purpose. Selection, application techniques, and economics are described.

Porphyry type copper ± molybdenum deposits typically occur in the Phanerozoic rocks and have been well documented. During the past two decades a number of porphyry type Cu ± Mo deposits which range in age from 1055 ± 35 Ma to 2970 Ma have been identified in the Precambrian rocks of Australia, Canada, China, Finland, India, Namibia and Zambia. Kalanjkhand porphyry copper deposit M. P., India which is estimated to contain 789 million tonnes averaging 0. 83 percent Cu (millhead-grade); 0.004 percent Mo; 0.2 gm/t Au; 6 gm/t Ag and a cap of 7.532 million tonnes of oxide are averaging 0.8 percent Cu. The economic potential of the expanded copper mining milling, smelting and refining complex to be built in the future at Kalanjkhand, which is the largest porphyry copper deposit discovered to date in the Precambrian rocks of the world is presented.

Several studies of the fluorite/oleate flotation system have shown that under certain conditions calcium dioleate is formed at or transported to the fluorite surface. Adsorption of significant amounts of calcium dioleate is generally observed above oleate concentrations of -6 -5 between 4 x 10 and 4 x 10 M, yet little explanation of the onset of calcium dioleate adsorption is provided. In this study in-situ and ex-situ FTIR/IRS experiments have been performed in connection with thermodynamic solution phase analysis to better understand oleate adsorption as well as the onset of calcium dioleate formation. Results from this study are analyzed and compared to industrial practice.

This paper presents a theoretical model developed to estimate torsional resistance of cohesive soils to helical pile installation. The proposed torsional resistance model was then used to establish torque factor, Kt, a factor that is widely used in the industry. The results of the study indicated that the Kt factor is a function of the load path (i.e. tension or compression), pile geometry and soil properties. The assessed Kt factors in tension and compression were validated by the results of 74 installation records and full-scale helical pile load tests. A parametric study was also performed to qualitatively assess the relative importance of different parameters that affect the Kt factors.

The State of Minnesota is interested in stimulating the development of clay resources and recently supported a two year project to collect data on geological, mineralogical, processing, economic and environmental aspects of such potential developments. This paper presents the .various process options adopted on the bulk samples collected from the Minnesota River Valley area which is a primary deposit and contains a major silica fraction. A standard test flowsheet involving degritting, dispersion, HGMS, and cycloning was developed and for some samples yielded an acceptable filler grade product. Secondary streams containing relatively high grade kaolin but of coarse size were also obtained. Improvement in particle size distribution and in physical properties related to paper product specifications (brightness, viscosity) were obtained by size reduction processes. Market and economic considerations for kaolin consumption in the upper Midwest are analyzed. Current markets for paper grade kaolin in Minnesota were briefly discussed.

In May of 1984, it was decided that Outokumpu Oy would design and build a new nickel flotation mill to process ore from the newly discovered Enonkoski mine in eastern Finland. Since there hart peen a number of successful process charges in the existing mills, the design effort included the study and incorporation of several new developments, including all-autogenous grinding, "flash flotation", lane cell roughing, large cell cleaning and a computer-based, profit optimizing, process control system. The paper discusses the background and results of those studies, and a description of the resulting mill which will begin production in 1986.

Because of the tremendous technological advances achieved in recent years in microcomputers, it is not only technically feasible but also economically viable to develop an automatic truck dispatching system using a microcomputer. Such an effort was initiated by the Department of mining and Geological Engineering, University of Arizona in the summer of 1983. Up to date results and experiences prove that today's microcomputers can be economically employed for such a system to be used at small to medium scale open-pit mines. An IBM/XT microcomputer with 10 MB harddisk storage, together with automatic sensing capability of truck movements at several key locations in the pit, formed the core of this system. System software is written primarily in MICROSOFT FORTRAN with supporting subroutines in MACRO assembly language. The software is designed to automatically monitor truck movement throughout the pit, to make heuristic assignments based on expected shovel availability and truck travel times, and to record production statistics. It is currently dimensioned to handle 50 trucks, 10 shovels, 10 dump sites and 3 material types. Due to the lack of funds to purchase the necessary communications hardware, the work related to the automatic sensing of truck movements has not been performed to date. Otherwise, the automatic truck dispatching-system is fully operational on a realtime mode.

As you are all well aware, the minerals processing industry and process industries in general are now heavily involved in reassessing their process flowsheets. The topic of concern is the little arrow in one corner of the drawing at the end of the process flow that usually says "to waste." A really startling statement might have said "to waste disposal area," which implied that there was some concern, thought, or measures taken to deal with the waste. Since 1965, the year of the Water Quality Act, many laws have been passed and agencies formed dealing with the multi-faceted area of pollution. One of these laws, the Air Quality Control Act of 1967, was the initiating force in the development of Calcilox additive to help solve the problem of sludge disposal resulting from the scrubbing of SO2 bearing gases. The intent of this paper is to focus in with a wide-angle view on a particular type of waste stream, generally an aqueous, inorganic slurry, and present the reader with an alternate approach to their disposal via Calcilox additive stabilization. Each waste stream is unique and will require different techniques to meet the design objectives. Calcilox additive is not intended to be a panacea for every slurry disposal problem, but, rather a viable alternative that should be investigated before a final waste disposal approach is chosen. This paper will summarize the development of Calcilox additive; briefly discuss stabilization; and most importantly, discuss some applications to develop a feeling for Calcilox additive stabilization. Actual dollar costs will not be presented, for each waste stream differs and the ultimate disposal mode chosen greatly influences the costs.

The alchemists of old are remembered well for their tireless efforts in attempting to convert various common metals, such as lead, into gold. Not so well known generally, but no less intense, have been the efforts of certain individuals who attempted to manufacture diamonds over the last 100 years. Diamond, the most glamorous and permanent of gems and the hardest industrial abrasive, is carbon in a high-density unique crystalline form with a cubic structure and a density of 3.5. This contrasts with graphite at a theoretical density of 2.2 and possessing a hexagonal structure. Diamond is the hardest natural, material known and until very recently had no close competitor, natural or otherwise, with respect to hardness. The hardness of diamond exceeds that of any other industrial abrasive by a factor of approximately five. The early theories of diamond synthesis were rather vague. Since diamonds occurred in nature, man then looked to nature for clues as to how this might be accomplished. The original known diamond deposits of India are alluvial in character and provided little insight as to how diamond had been formed by nature, for in, these locales the diamonds have been washed by streams or carried by the glaciers long distances from the areas in which they occurred originally in the earth's crust. As a matter of fact, we are told that even today the locations of the mother ground for the Indian alluvial deposits are not known.

Proponents of geomorphic mine land reclamation have criticized current reclamation practices in the coal fields of steep-sloped Central Appalachia as too narrowly focused on civil engineering principles and neglectful of the functional and aesthetic benefits of reclaiming mine sites in ways that mimic natural landforms and drainage patterns. They observe that current mining and reclamation practices are radically transforming the mountain-and-valley terrain into gigantic flat plateaus and, in doing so, disrupting the beauty and ecology of the natural landscape. Instead of designing and constructing linear or planar surfaces and unvarying slope gradients during the reclamation process, they recommend ?landforming,? i.e. the adoption of curvilinear, compound slope forms that blend well with the surrounding physiography and represent the result of naturally stabilizing geomomorphic processes. The authors feel that the concept of geomorphic mine land reclamation is sound, however, its application to the Central Appalachian coal fields faces significant--albeit not insurmountable--challenges. They include: (1) existing reclamation enforcement regulations that are focused on civil engineering principles and not explicitly supportive of geomorphic methodologies; (2) regulatory agencies? current intent to limit the down-gradient reach of excess spoil fills in order to allay disruption or burial of natural streams; (3) actual or perceived increases in reclamation costs; and (4) the challenge of designing and constructing ?natural? landforms that are mature and stable in an otherwise youthful, erosional landscape.

In a recent issue of the Mining Congress Journal, J. L. Gilliland discussed the relationship of air quality criteria, standards, and regu¬lations (1). As he pointed out, The Secretary of the Department of Health, Education, and Welfare is charged with issuing "Air Quality Criteria" which are statements concerning the concentration-effects relationship of an air pollutant. These "criteria" provide the states with a basis for their air quality "standards," which may lead in turn to emission "regulations." He further cites a list of major factors described by the National Air Pollution Control Administration, which must be considered in developing criteria. These are: properties of pollution; responses; measurement methods; exposure parameters; and characteristics of receptors. Although we briefly discuss the first two items, the principal concern of this paper is with the third item, the methods of measurements. In attempting to define responses, it has proven surprisingly difficult to establish a clear-cut cause-effect relationship between air pollutants and impairment of health. It is perhaps not too surprising that the ecological approach currently in fashion seems to be a much more powerful tool in defining cause-effects relationships. Without belaboring the point, we would like to point out that establishing such cause-effect relationships have tremendous legal and financial implications e.g., consider the possible establishment of such a relationship between pollution and inadvertent weather modification.
