The purity of rare earth products depends on the ability of the reagents used to selectively promote the precipitation of the rare earth elements (REE) from impurities present in sulfuric liquors. The present study aims at investigating the conditions required to precipitate REE, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with a low Al3+ and UO2 2+ and a very high Ca2+, Mg2+, Mn2+, and SO4 2− impurity content. The rare earth sulfuric liquor was obtained in a previous study by the reaction of a rare earth ore with sulfuric acid, pyrolysis at 700 °C/2 h, cooling at 20 °C, and water leaching. The impurities such as Fe3+, Th4+, and PO4 3− were completely removed from the liquor in two consecutive neutralization steps. In order to recover the REE, the purified rare earth liquor was then treated with oxalic acid and sodium carbonate. Rare earth oxides (REO) precipitated with oxalic acid displayed a very high purity (99.2% w/w) and low impurity content. In contrast, the rare earth carbonates precipitated with sodium carbonate presented a comparatively lower REO content (68.5% w/w) and 94.2% of purity, but with a higher content of impurities. Better precipitating conditions were achieved at 60 °C, compared with 20 °C, and under stoichiometric reagent consumption, with REE precipitation efficiencies higher than 96%. The dosage above the stoichiometric condition caused the precipitation of calcium oxalates and co-precipitation of rare earth sulfates when oxalic acid is used, and precipitation of calcium, manganese, and uranium carbonates and also a co-precipitation of rare earth sulfate when sodium carbonate were used. An integrated flowsheet to produce a high-quality rare earth product from rare earth sulfuric liquor containing some impurities is proposed.

Carbothermic reduction kinetics of ilmenite concentrates catalyzed by sodium chloride and the microwaveabsorbing characteristics of the resulting reductive products were investigated; the reduction degree of the reaction was deduced to be . Results show that the activation energy is 112.03 kJ/ mol when NaCl is used as catalyst, lowering to 23.11 kJ/mol for the final stage activation energy using sodium silicate as a catalyst. There is a sharp change in the reduction rate constant at temperature ranges of 1,223 K - 1,273 K and 1,373 K - 1,423 K. Microwave-absorbing characteristics of reductive products were measured by the method of microwave cavity perturbation. It was found that microwave-absorbing characteristics of reductive products obtained at temperatures of 850° C, 1,100° C and 1,150° C show sharp changes. Through X-ray diffraction (XRD) characterization, it was found that the formation of Fe occurs at a temperature of 900° C during the reduction process of ilmenite concentrate. The decrease of FeTiO3 content results in the decrease of microwave-absorbing characteristics, while the increase of Fe content gives rise to the increase of microwaveabsorbing characteristics. The decreasing trend is larger than the increasing trend, which is the main reason for the sharp changes in the microwave-absorbing characteristics of reductive products at the temperature range of 850° C to 900° C. When the decreasing trend is smaller than the increasing trend, it becomes the main reason for the sharp changes in microwave-absorbing characteristics of reductive products at the temperature range of 1,100° C to 1,150° C. Kinetics results show that sodium chloride can catalyze the carbothermic reduction of ilmenite, and microwave-absorbing characteristic investigations indicate that microwave heating can be used in the carbothermic reduction of ilmenite.

From the beginning, man has concerned himself with the task of controlling the elements and forces about him so as to provide a better and easier life. In the accomplishment of this task, he is required to utilize in the best way possible the resources which are available to him. In many cases, the available resources must bee refined before they are in a useable form. Many products in the mining industry fall into this category, as some form of refinement is generally needed to produce a saleable product. Over the years man developed more efficient ways of extracting the resources from earth through the use of electrical and mechanical devices. A reduction in manual labor, which is a by-product of increased efficiency through machines, has also been enjoyed. The combination of man's senses and new devices has also enabled man to reach a high level of control in the refinement process. Control of a process through machinery and man's senses has been termed an "art." Until recently man's senses (sight, feel) were the only method available for making measurements simply because suitable measurement devices (instruments) were not available. Even today some items cannot be measured and man's senses must be used. However, the development in our instrument laboratories tends to indicate that time will eliminate this. In recent years, control of many processes has been reduced to a science and part or all of the art eliminated. This does not imply that process art should be degraded; however, when a process is reduced to a science, uniformity of the product from day to day is attained. Decreased processing time and more efficient use of additives and raw materials are other benefits that result from control of a process when it is reduced to a science.

This study evaluates the roof-bolter canopy air curtain (CAC) system in an exhausting face ventilation system, demonstrating its effectiveness and illustrating the CAC protection zones. Two scenarios are considered: (1) a roof-bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof-bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment that contains 6.0 mg/m3 of respirable dust and is ventilated by an exhaust curtain with 9,000 cfm (4.25 m3/s) of air to simulate the roof-bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3/s) with dust reductions ranging from 39.5 to 82.8 percent. When the roof bolter is operated close to the face, increasing CAC airflow was required for adequate protection, as the dust reductions can be as low as 39.5 percent. Increasing CAC airflows to 350 cfm (0.17 m3/s) and 450 cfm (0.21 m3/s) were evaluated, demonstrating that dust reductions increased to 59.7 percent (350 cfm) and 72.0 percent (450 cfm). These results revealed improvement in respirable dust reductions compared to the CAC airflows at 250 cfm when the bolter is operated close to the face, showing the CAC can provide protection against high respirable dust concentrations for roof-bolter operators.

The emerging importance of pneumatic conveying systems for bulk materials is becoming recognized by more persons responsible for materials management as consultants, at the corporate level and at the plant level. They have learned that the economic advantages of a pneumatic system are frequently decisive when compared to alternate methods. Included in these advantages are relative simplicity, ease of installation, flexibility, ease of maintenance, cleanliness, safety and ease of automation to the degree desired. In general, installed costs favor a pneumatic system when compared to competing mechanical systems if the transporting distances are long or to and from many points. In addition, supplemental use such as cooling, heating, or drying may supply the incremental value required to justify its selection. (1). The main disadvantages of a pneumatic system is the greater horsepower required per unit weight of material conveyed and material limits in abrasiveness and density. In addition, there is a tendency to increase material breakage at changes of direction and at any obstruction such as the imperfect butting of one, piece of pipe to another in the conveying line. Classification of the material at the discharge may also cause problems in dusting and segregation. Materials weighing less than 4 pounds per cubic foot tend to cause feeding and collecting problems although they can be conveyed easily. Material between 4 and 20 pounds per cubic foot can be handled with less problems but flow rate is hard to predict. The 20 to 60 pounds per cubic foot range offers best results; whereas, over 60 pounds per cubic foot, materials tend to drop out of the air stream and settle in the pipe line unless careful provisions are made to prevent it. Beam theory is a proxy for the behavior of intact, deforming roof strata above underground openings. Strong, stiff, intact strata have the ability to store significant strain energy when underground openings have large spans, as is typical of longwall operations. When strata fail, they may release some or all of this strain energy. Released energy is partitioned between fracture, thermal and seismic energy. The tensile failure surface in simply supported beams is predicted to be free of shear stress. This prediction and the kinematic inability of crack slip during fracture make significant dissipation of energy by friction unlikely.  In this study, the failure energy partitioning of specimens from the Nugget Sandstone formation is examined. Tensile fractures in specimens were induced using three-point loading tests. Elastic waves emanating from fracture events were recorded using an array of accelerometers. Accelerometers were placed within two crack lengths of the fracture surface, and the acceleration records are similar to strong motion seismic records. Spectral analysis was performed and used to develop synthetic, well-behaved, acceleration signals. Synthetic velocity signals were used to estimate radiated seismic energy generated by fracture. These estimates of radiated seismic energy demonstrate a potential means to constrain the minimum seismic partition. Fracture testing was performed on additional samples to estimate the fracture toughness of the sandstone. Synthesis of this data demonstrates a potential means to constrain a maximum seismic partition. Bounding the seismic partition for this type of fracture event could aid the detection and evaluation of seismicity emanating from longwall operations. Having better information about the location and magnitude of mining induced seismicity within longwall overburdens could lead to better understanding of extraction sequencing and rock behavior in general. These energy estimates also support the hypothesis that dissipation of thermal energy by friction is small in bending tensile failure.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing the $2.2-billion DC Clean Rivers Project (DCCR) to control combined sewer overflows (CSO) to the Anacostia and Potomac rivers and Rock Creek, and to provide flood relief to the Bloomingdale and LeDroit Park neighborhoods in the District of Columbia. The long-term control plan complies with the requirements of a Federal Consent Decree entered into by DC Water, the District of Columbia and the United States, as represented by the U.S. Environmental Protection Agency and the Department of Justice. The Northeast Boundary Tunnel, a design-build project, will store combined sewage and deliver it to a system of downstream tunnels and ultimately to the Blue Plains Advanced Wastewater Treatment Plant (Blue Plains), where it will be treated. In addition, the Northeast Boundary Tunnel (NEBT) is a major project associated with the mayor’s task force to alleviate extreme flood events in Bloomingdale and LeDroit Park. The Northeast Boundary Tunnel Utility Relocations (NEBTUR) design-bid-build (DBB) project is an accelerated component of the Anacostia River System, as shown in Fig. 1. During dry weather conditions, the entirety of the sewage in the combined system is conveyed to Blue Plains.During storm events, when sewer pipe capacity is exceeded, the flow, which is a mixture of sewage and stormwater runoff, overflows into receiving waters through outfalls. There are a total of 47 active CSO outfalls along district waterways.The influx of storm runoff into the combined sewer has an additional impact on the communities of Bloomingdale and LeDroit Park. The sewer system is outdated and undersized. In these neighborhoods, when the capacity of the sewer is exceeded, localized flooding occurs and backups into adjacent residences are prevalent. In any given year, there is a 50-percent chance that flooding will occur in these neighborhoods."

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. Raise boring of mine ventilation shafts in many cases offers a lower cost and higher speed method of construction in comparison to conventional shaft sinking. Where underground access is available for raise boring the potential savings indicate that raise boring should be considered as an alternative to other methods. Raise boring machines are currently in use which have the capability for reaming shafts up to twenty feet in diameter, depending on the strata and depth. These large capacity machines make it possible to consider raise bored shafts for moving large volumes of air. Although we will consider here only ventilation shafts, raise boring should also be considered for men and material shafts. When the mine planner has determined the volume of air required through a shaft at a particular location he is faced with the problem of selecting the shaft size. The principal factors in optimizing the shaft size are the construction costs for the shaft 'and the power cost to move the air through the shaft. The larger diameter the' shaft is the more it costs to construct, but for a given volume of air the power required (cost) becomes lower as the diameter increases. The construction cost is paid only once, when the shaft is constructed. The power costs, however, are paid throughout the life of the shaft. Methods of optimizing air shaft size found in the literature (References 1 and 2) amortize the construction cost and include it in the average annual cost of operating the airshaft. These methods derive a formula for the average annual cost vs. shaft size and de-rive the formula to compute the optimum size for a given air flow rate. The close area! relationship of Cretaceous or later intrusive porphyries to larger hydrothermal deposits of Pb, Zn, Au, fig, Cu, Mo, Hg,, and U of similar age in the Basin Range Province, was statistically shown in a recent paper (Stringham1) During the past year this study has been expanded to cover p11 of the larger hydrothermal deposits of similar nature occurring in the entire western United States. The sandstone type uranium deposits of the Colorado Plateau and Wyoming have been excluded since considerable controversy exists regarding their origin. The close relationship between intrusives in general and hydrothermal ore deposits has long been-recognized, but the association involving intrusive porphyry only, was suggested in 1954 when Sales concluded that the formation of porphyry may be an intermediate stage of activity between the development of granitoid rock and certain types of copper deposits. However: he applied this concept to only a few copper deposits. The relationship appears to be true also for a great majority of the hydrothermal deposits of the other metals mentioned above of Cretaceous and later age, at least in the western United States. This situation then leads to the conclusion then when exploring for similar types of hydrothermal deposits of the metals considered one may feel reasonably sure that if an intrusive porphyry of considerable size is. not present he may be facing much greater risk of finding an ore body than if a prophyry were presents Since, there are many intrusive porphyritic rocks which do not seem to be associated with hydrothermal deposit, it is believed that some distinct value can come from the recognition of intrusive porphyry which might be barren as well as the intrusive prophyry which might be productive This paper deals with that problem.

Filling or sealing shafts of underground coal mines is required when the mine is declared inactive by the operator, permanently closed or abandoned for a period of time greater than 90 days. Although shaft filling requires the use of incombustible materials for the first fifty feet of the shaft, a sparking potential may exist which has been reported to be the cause in at least one shaft-filling explosion. This paper outlines the method used at the explosion site to monitor mine gases within the shaft to assure the safety of the workers involved in the remainder of the shaft-filling operations. Gases which were monitored include methane, oxygen, carbon monoxide and carbon dioxide. Continuous sampling was conducted twenty-four hours per day to determine the methane liberation and accumulation of gases within the shaft. Once gas concentrations were evaluated, the need for ventilation in the shaft was obvious because methane accumulations within the shaft were in the explosive range. Several methods to ventilate the shaft were explored. The most practical seemed to be the dilution of gas concentrations with compressed air to inject a quantity of fresh air into the shaft. But, when the compressed air was stopped, a buildup of an explosive mixture reoccurred. The pattern of gas accumulation was then studied to find the correct combination of ventilation and shaft-filling time periods which would a1 low for the greatest reduction of the potential for an explosion. Gas concentration sampling continued during the remainder of shaft-filling operations at this shaft and four others at the same mine. In conclusion, this paper illustrates some of the problems which are often overlooked in a shaft-filling operation. If addressed, the work can be done in a safe and feasible manner.

When Dick Robbins asked me to give a keynote address, I felt it might be in order to review some of the practices and techniques used in tunneling and work up to some of the concepts now used to mine and construct tunnels. Needless to say, there have been many changes in tunneling technology and also many changes in the Safety Codes controling them. An example of this latter change was the fact that in 1931, my father excavated the Owyhee Tunnel No.5 with gas locomotives. He was able to do it because there was no natural gas in the rock and the ventilation system was designed to free the tunnel atmosphere from powder and exhaust fumes. Today OSHA rules would never permit gas locomotives underground, although there were no incidents on this particular project. One of my first tunnels, as Project Manager, was the Clear Creek Tunnel for the Bureau of Reclamation. Our method of handling muck was the Conway Muckers. This unit was a valuable improvement to the hand mucking of previous generations. The Conway was also used in our Navajo Project, in New Mexico. Unlike the Clear Creek project, where water was one of our main problems - up to 7,200 gallons per minute, at a pressure of 395 pounds per square inch - in the Navajo Tunnel, we had a mixed face which caused a major problem with our support system. In one of the Navajo Tunnels, there was a major cave-in, when the squeezing shale came in during an attempt to strengthen the support system. Although moving shale was not a constant problem, there were areas where the shale was five to six feet above the spring line.

This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

Copper price rebounds A worldwide scramble for diminishing supplies of copper has pushed the red metal's price to more than $2.20/kg ($1 per lb), the highest level since 1980. The first nine months of 1987, world copper production was down 1% from a year ago, while consumption rose 7%. Demand has been fueled by economic strength in several countries, particularly Japan, South Korea, and Taiwan. The price has also been helped by interest rate declines that have prompted manufacturers to build up inventories. In addition, China is expected to be a major buyer in 1988 as it stocks up for its five-year industrialization plan. There appears to be no sign of any significant increase in copper supplies until later 1988 or early 1989. This means supplies probably will remain tight for some time even if world economic activity slows. Strikes and other production problems slowed world output of copper in 1987. As a result, copper supplies are the lowest they have been in 14 years. World inventories currently total 625 kt (690,000 st). That is not much above the 585 kt (645,000 st) level reached in 1974 when the price of copper rose to a record $3.84/kg ($1.74 per lb). This makes all the more interesting what Chile, the world's largest copper producer, has been doing lately. Chile has been the world's largest copper producer since 1982, when it overtook the United States. Table 1 shows Chile's copper grades, reserves, and production at its mines. Chile contains roughly one-fifth of the world's copper reserves. At present production rates, these reserves would last for more than 100 years. In 1986, Chile produced 1.4 Mt (1.5 million st) of fine copper, up 3%. Chile accounted for 17% of the world's copper output.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

This paper discusses the Helical Drag Bit (HDB) and its rock drilling applications with an emphasis on use in mining operations. The HDB is a drilling tool that employs cutting members arranged in a pattern to form a helical groove or thread within a borehole. This pattern of cutters can be used for several purposes including roof bolting in mining, interpretation of the lithology of the strata being drilled and low energy consumption drilling. Laboratory and field experiments have consistently shown increase of roof bolt-anchoring capacities in weak rock of more than 100% using the short encapsulation pull test method when boreholes are conditioned using the HDB. In 2004 a series of tests conducted in mines with weak roofs demonstrated the benefits of HDB technology for roof bolting applications in mining. HDB technology offers opportunities for new and beneficial approaches to interpret the geology of roof strata. During conventional drilling, traditional approaches to determine rock properties require simultaneous measurement of several parameters such as thrust, rotational velocity, torque and penetration rate. The unique geometry of the HDB possesses a characteristic that allows determination of the mechanical properties of the rock being drilled by measuring torque as a single drilling parameter. This capability greatly simplifies the process of determining rock properties and provides reliable results. Additionally, HDB technology has been demonstrated to offer significant advantages for rock drilling. A substantial portion of the rock is removed by the fracturing of the internal thread created in the rock bore by the tool taking advantage of the weakness of the rock in tension. Because the rock chips obtained in this process are relatively large, savings in energy are realized when compared to traditional drilling technologies.

SYSTEM ENGINEERING Years ago, while attending Harvard's Advanced Management Program, Professor Robert Hayes introduced our class to the, then not-so-familiar, concept of systems engineering. First assignment-dinner at The Benihana of Tokyo Restaurant! Delighted, but a bit mystified with the assignment; we had dinner at Benihana. Back in class, Professor Hayes inquired about the assignment and persuaded us; that Rocky Aoki's business formula for Benihana was not necessarily Japanese cuisine, but rather the systematic way in which he moves more people-if you will, processes more people through his restaurants than his competition, by systematically linking all restaurant functions. For instance, the bar is a holding area in which patrons ideally wait no more, or no less, than 20 minutes. When seated, your table, which accommodates eight, is filled with eight even if you are a party of two. The Japanese chef is also the entertainment, and when, at the end, he cleans the grill, you are being subtly prompted that dinner is over. The bill accompanies ice cream, systematically delivered shortly thereafter. You are expected to pay promptly and depart, as there are eight more, mostly unacquainted, people who have waited 20 minutes in the bar, and who are assembled ready to be seated at your table. For me-this was electrifying. I understood the concept, concluded it was very powerful and felt prepared to conquer whatever, by means of its application. That was years ago and I can safely say I have yet to fully realize on the euphoria of that moment. Why? Well, I simply conclude: • The concept of systems engineering is simple and not revolutionary, but The application of systems engineering is far from simple and is revolutionary.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.
