When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

The U.S. Department of Energy (DOE) is proceeding with the implementation of the WIPP project in accordance with the "Department of Energy National Security and Military Application of Nuclear Energy Authorization Act of 1980" (PL 95-164).

The major mining health and safety problems of concern to United States Government and private industry researchers in 1981 included the difficulty experienced by longwall operators in complying with the Federal 2 .0-mg/m3 respirable dust standard, the accident rate associated with falls of ground and materials handling hazards, and the upsurge in the incidence of disasters after the steady decline in recent years. Although the many mines and manufacturing companies involved in the research projects to be described are not specifically identified, it is important to note their significant involvement. This is not by way of acknowledgement, but rather to establish that these projects, using mostly Federal funds, represent close cooperation between the U.S. Government and the mining industry. The ongoing work to be described on the development of critical longwall dust control technology is a classic example of Government-industry participation through the phases of problem identification, planning, cost-sharing, and implement at ion.

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. Introduction In the decades since silica gel was first identified in material exuding from cracked concrete, a great deal of research has been conducted regarding the chemical reactions between the alkalies found in portland cement and silica found in aggregates. The reaction is complex and one that is not yet completely predictable, especially from the point of view of developing specifications that are appropriate to all situations. This paper is not intended to be a rigorous review of the research findings but is an attempt to provide a simplified review of the mechanisms of the alkali-silica reaction (ASR), so that one can better understand the implications of the specifications, test results and effects on structures. In addition, the contractual relationships between the aggregate supplier and one of their major clients, the concrete supplier, will be examined with regard to the ASR. ASR basics Silica. Silica (silicon oxide) may exist in naturally occurring aggregates in various forms and in combination with a number of other elements. When the silica is completely crystalline, such as in quartz, it is chemically and mechanically stable. Quartz silica is impermeable and reacts only on the surface of the crystal, where the silicon and oxygen bonds are broken. Because the surface area per unit volume of most quartz is low, the reactivity is also low. Completely amorphous (noncrystalline) silica is, on the other hand, more porous and very reactive. The less "crystalline" the silica is in the aggregate, the more reactive. Silica that has melted and cooled quickly without recrystallizing, creating a glassy material (such as in certain volcanic aggregates), has a very low state of crystallization and will be much more reactive in an alkaline solution. Crystalline silica that has been transformed by heat and pressure may have a large quantity of strain energy stored in the crystal lattice. The presence of this higher energy will make the silica more likely to react. The "strained quartz" found in many metamorphic aggregates means that these aggregates are potentially susceptible to deleterious alkali silica reactivity, although the rate of reaction is typically much slower than with aggregates composed of or containing glassy or amorphous silicas. Another problem may exist with aggregates in which the silica is primarily crystalline. In aggregates such as chert, in which the silica exists as very fine crystals (i.e., crypto- or microcrystalline), the very high surface energies between the crystals contribute to alkali sensitivity. Therefore, the potential reactivity of an aggregate is seen to be a function of both the degree of crystallization of the silica in the aggregate and the amount of energy stored in the crystal structure, whether due to a large quantity of microcrystalline silica, a high strain energy stored in the crystals or some combination of these factors. The surface area per unit volume of the reactive silica will also affect the rate of reaction, because a larger surface area of reactive silica will have more opportunity to react. Obviously, the reactivity of the aggregate is also affected by the silica content. However, in this case, the results are not quite so obvious. A discussion of the effect of silica content will be postponed until after a discussion of the contribution of the cement paste. Paste characteristics. Hydrated portland cement is a very alkaline material with a pore solution pH typically in excess of 12. The alkaline environment of moist concrete provides an ideal place for noncrystalline or cryptocrystalline silica to react. However, not all alkalies are equal in their effects. Calcium compounds react with glassy silica to form calcium silicate hydrate, commonly abbreviated C-S-H a poorly crystalline material that can occur in several forms and chemical compositions. C-S-H was at one time called tobermorite gel, because it was chemically similar to the naturally occurring crystalline mineral tobermorite and because it had a gel-like (noncrystalline) structure when viewed under an optical microscope. The formation of C-S-H is the basis for both portland cement hydration and reaction with, for example, fly ash. C-S-H is relatively stable. Although drying will cause some shrinkage and rewetting will cause some expansion, the volume stability of the C-S-H is very good compared to the volume stability of most alkali silica gels. Alkali silica gels with high sodium contents, for example, are nonstable compared to C-S-H.

INTRODUCTION Large areas of the United States coal reserves have been undermined by room-and-pillar mining over the past century. These abandoned mines generally cause subsidence of the ground surface many decades after mining. Reports from England (1) where there is a longer history of room-and-pillar mining indicate that mines abandoned two centuries ago may still be causing subsidence, and causing surface destruction to urban areas or farm lands that have been developed in the interim. The devastation wrought by subsidence, both in terms of property loss and societal disruption is enormous. The authors discuss here the methods by which subsidence in abandoned mines may be controlled. Two distinctly different subsidence control technologies have been developed in the U.S. for abandoned coal mines. These are referred to as (1) Point Sup- port methods, and (2) Areal Backfilling. As the names imply, point support methods are used to protect individual structures, or even individual foundation elements of structures, whereas areas backfilling techniques may be applied to protect entire neighborhoods or urban districts hundreds of acres in extent. Both point support methods and areal backfilling have specific sub-categories of techniques that may be applied under different conditions as appropriate. POINT SUPPORT METHODS Point support methods are characteristically employed by civil engineers chartered with the design of a new structure or the protection of an existing structure. The subsidence control measures are only a part of a larger project, the safety of which must be assured to a degree of near certainty. The costs of point support methods involve a large number of bore-holes and the use of expensive materials in relatively small quantities. There exist several dozen point support methods, which operate either to support the underground cavities, controlling subsidence, or to isolate the structure from the effects of subsidence if it should occur. The latter methods usually involve deep foundations through the mine opening supporting the structure on the underlying strata. Our concern will be with the former method to support underground cavities to prevent subsidence. Gravel Columns and Associated Methods Gravel columns may be placed in the mine opening using the methods shown in [Figure 1]. Boreholes are drilled through the mine strata, and gravel poured down the borehole to form a pile on the mine floor. When the tip of the pile contacts the mine roof, it is rodded down to spread the pile, and permit additional gravel to be placed. The objective is to place as much gravel as possible in the mine opening, and to achieve firm contact with the mine roof. The gravel pile acts to reduce subsidence by three mechanisms. The filling of a significant fraction of the open mine volume reduces the amount of potential subsidence simply by killing open volume within the mine. In effect, the extraction ratio has been reduced by introducing the volume of gravel. The toe of the gravel pile abuts against nearby pillars, providing lateral support and protection against pillar deterioration. In effect, the height of the pillars has been slightly reduced by burying their lower portions. Finally, some direct support is provided to the roof strata, reducing the roof span and enhancing stability. The gravel column method may be used in a variety of applications, and with materials other than gravel. For example, gravel columns may be placed in a close line around the perimeter of the building to form a continuous gravel wall. The interior of the site may then be completely filled with sand, slurry or other material. Alternatively, a lean concrete may be used in place of gravel, so that the piles achieve significant structural capacity. The grout column, shown in [Figure 2], begins with the installation of a conventional gravel column which is placed around a grout pipe that extends through the borehole into the mine opening. When the gravel column is in place, portland cement grout is injected in stages. At each stage, sufficient grout is injected to fill the interstices in the gravel to build a column perhaps two meters in diameter and a meter tall. INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. The results also indicate that is probably not feasible to develop a reliable formula for

Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). Although manganese is a metallic element and is widely dispersed in nature, it never occurs except as a compound in combi¬nation with other elements. Use of such compounds in the production of glass is known to have occurred in early Egypt. The dioxide of manganese was considered a compound of iron until 1774 when C.W. Schule first recognized it as an element. In the same year, a Swedish mining engineer, J.G. Gahn, became the first to isolate manganese. In 1856 development of the Bessemer process of steelmaking gave economic importance to manganese, and later, in 1882 Robert Hadfield discovered the benefits of high manganese steels. GEOLOGY Physical Properties Elemental manganese is a silver-gray metal, resembling iron but harder and more brittle and used primarily in alloys (both ferrous and non-ferrous) and a wide variety of chemical compounds. Some of the physical properties of manganese include: melting point¬1 245°C; boiling point-2 150°C; density at 20°C-7.43 g/cm3; specific heat at 25.2°C-O.115 cal/g; latent heat of fusion-63.7 cal/g; hardness on Mohs scale-5.0; linear coefficient of thermal expansion from 0 to 100°C-22 x 10-6. Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are pre¬dominantly manganese to those having only minor percentages of manganese. Distribution of Deposits Manganese ore deposits are found worldwide and were formed in various geological environments, but only a rather limited num¬ber of deposits have high grade manganese ore in sufficient quan¬tities to be mined and utilized economically on an industrial scale. It is worth noting the fact that almost all of the significant deposits can be classified into two types of deposits: marine chemical sed¬imentary deposits, and residual (secondary) enrichment deposits. There are, however, a much larger number of geological types but these are not of commercial significance at this time. Sedimentary deposits are the most common and are usually stratiform or lenticular. Manganese minerals were formed by a chemical process during the deposition of marine sediments. They usually contain manganese oxides and carbonate minerals, some¬times interbedded together or with other sedimentary rocks such as limestone or shale. Examples of this type of deposit are the Russian ore bodies of Nikopol and Tchiatoura, as well as the Kalahari deposits in South Africa and deposits of Groote Elyandt in Aus¬tralia. Residual deposits were formed in a different way: by alteration of existing manganese deposits or by concentration of the manga¬nese minerals when other minerals were washed away by weath¬ering or ground water processes. The Nsuta deposit in Ghana, the Amapa deposit in Brazil, the Moanda deposit in Gabon, and nodules in the residual clays of the US Southern Appalachians are examples of this type of geological process. In the case of the Ghana and the Amapa deposits, this is only true for the outer layers of the deposit containing oxide minerals, the inner part being comprised of car¬bonate minerals including manganese carbonate, probably from marine origin. Some sedimentary and residual-type deposits have been metamorphosed, giving rise to small high grade ore bodies. These deposits are regionally metamorphosed, occurring in mar¬bles, slates, quartzites, schists, and gneisses. Some of these deposits, such as the Franklin, NJ, deposit are rich enough to be commercial without secondary enrichment; however, most of the exploitable deposits have been secondarily enriched. Due to the diversity and complexity of manganese deposits, both with respect to deposition and chemistry, a wide range of impurities are almost invariably present in the ores. Table 1 shows that the reserves (i.e., a measured resource that can be economically and legally extracted) are estimated at 814 x 106 tons of contained Mn, which equates to more than a 100 year supply at the current level of production. The reserve base is made up of the marginally economic reserves and sub-economic re¬sources and are some 4.5 times greater than the proven reserves. Also apparent from study of Table I is the fact that some 75% of manganese reserves are found in two countries, the USSR and South Africa. On the other hand, North America (i.e., the United States and Canada) have few significant deposits. One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Discussion by G. Sanders The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominantlithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below. Missing the high-grade part of the ore body In your statistical analysis, you directly compare the reverse circulation assays to the diamond drill assays in Section 30. Two points argue against a direct comparison and suggest the differences are greater than the 3 % that you report. First, any core loss in a gold zone most likely means that the true gold values are greater. The drillers lost significant amounts of the clay-rich, Section-30 gold mineralization. Also, the initiated salt-mud system, an attempt to improve the core recovery, met with little success. Second, the practice of not sampling core geologically, but instead sampling on even 5-foot intervals, adds a deliberate dilution to the core assay values by including a portion of nonmineralized rock in the first and last samples of each high- grade intercept. The result is often a pair of low-grade assay values on either side of a high-grade gold zone. In reality, a high-grade gold zone has a very sharp assay wall that is often bounded by barren rock. This sampling method may make the diamond-drill core assays more like the reverse circulation values and may help explain the statistical similarities you found. However, it does not represent the true gold values in the high-grade parts of the deposit. You cannot deny that, by careful geological sampling of the drill core, higher and sharper assay values will be obtained. The low core recovery and the diamond-drill-core sampling method used act together to lower the diamond-core assay values. The 3% difference you found between the reverse-circulation and diamond-core assay values could be much larger when you consider what the true diamond-drill core values would be with optimum core recovery and a geologic sampling method for the core. Should statistics have been applied here? The statement "... that reverse circulation holes have overestimated the values of some ore zones and underestimated the values of others" (p. 345) is not correct. The subsampling confirmed what the cross sections hinted at in Section 30. Namely, beneath the high-grade zones, the reverse circulation holes created, by contamination, large intercepts of low-grade ore in regions of barren rock. Because the low-grade material was not there to begin with, this is not a process of overestimating low-grade mineralization. The next statement that "the average result is similar to that of the diamond drill holes" may apply to the data set numerically, but it is not true when viewed spatially on cross sections. Adjacent reverse circulation and diamond drill holes are almost impossible to correlate, high-grade zone values vary widely and many low-grade intercepts make no geologic sense. The subset sampling and cross sections presented in the first part of the paper show that the reverse circulation portion of the data set has some serious problems, as highlighted above, and should not have been dealt with statistically at all. The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. Wollastonite, named after W.H. Wollaston, an English chemist and mineralogist, is a calcium metasilicate having the chemical formula CaSiO2. Although it is a unique mineral, wollastonite has a short history of industrial use. Wollastonite is the only naturally occurring, nonmetallic, white acicular mineral. Its acicularity is the main reason for its ascendancy in the late 1970s and 1980s as a reinforcing filler and as a replacement for short-fiber asbestos and short-fiber milled fiberglass. Wollastonite is used in applications ranging from bowling balls to automobile fenders, from ceramic tile to automobile brakes, and from thermal insulation board to protective industrial coatings. The United States is the largest producer of wollastonite, with China, India, and Finland as the other three major sources. The United States, Europe, and the Far East are where most of the production is consumed. Geology Mineralogy and Physical and Chemical Properties Wollastonite, a member of the pyroxenoid mineral group, has the theoretical composition of 48.3% CaO and 51.7% SiO2. Iron, manganese, magnesium, or strontium may substitute for some of the calcium. Commonly associated minerals include garnet, diopside, calcite, quartz, epidote, apatite, and sphene. Some of the physical properties of wollastonite are listed in [Table 1]. Wollastonite is largely chemically inert; however, it can be decomposed in concentrated hydrochloric acid. Some wollastonite will fluoresce under shortwave or longwave ultraviolet light, or both, with colors ranging from pink-orange to yellow-orange and, more rarely, bluish green. In addition, wollastonite may show phos¬phorescence. Because of its unique cleavage properties wollastonite breaks down during crushing and grinding into lath-like or needle-shaped particles of varying acicularity. This particle morphology imparts high strength and is therefore of considerable importance in many of the markets for wollastonite. The acicularity of particles is defined by their length:width, or length:diameter, ratio (i.e., aspect ratio). Individual particles, even the smallest ones, commonly ex¬hibit an aspect ratio of 7:1 or 8:1 and have an average diameter of 3.5 gm. Low aspect ratio products (powder wollastonite, or milled grades) with 3:1 to 5:1 aspect ratios are used as general fillers, in ceramics, and in metallurgical fluxing. High aspect ratio products with ratios of 15:1 to 20:1 are used as functional fillers for rein¬forcing thermoplastic and thermoset polymer compounds and as a replacement for asbestos. The dry brightness and whiteness of wollastonite are also important in determining its suitability for certain filler and ceramic applications. When pure, the mineral is brilliantly white, but impurities may color it cream or gray. Brightness is determined by measuring the reflectance of finely ground powder against a stan¬dard that is assigned a brightness of 100. Magnesium oxide and barium sulfate are the two standards used. G.E. brightness, a term used in North America, refers to brightness measured with a Gen¬eral Electric reflectometer. Commercial wollastonite products usu¬ally have a G.E. brightness ranging from 85 to 95. The Hunter method is also used to measure the brightness of wollastonite. Loss on ignition (LOI), another important property in determining applications for wollastonite, is the amount of volatile matter driven off when the mineral is heated to 1 000°C. Com¬mercial wollastonite products have an ignition loss ranging from 0.5 to 2.0%. Wollastonite's naturally high pH of 9.9 (10% water slurry) is of major importance to its use in the coatings industry. Coatings formulators use milled grades as a pH stabilizer in interior and exterior PVA (polyvinyl acetate) and acrylic latex paints. There are two polymorphs of calcium silicate: wollastonite, a low-temperature form, and pseudowollastonite, a high-temperature form. Conversion of wollastonite to pseudowollastonite occurs at about 1 120°C and results in an increase in the coefficient of expansion and a color change. Pure white wollastonite may change to a cream tint or to various shades of red or brown. This color change is thought to be due to the presence of iron and/or strontium.

Part 2 of this article continues the discussion of a 10-year, multimillion dollar research and plant testing program on slurry rheology and grinding circuits. The first part of the article (ME, Dec. 1982) presented the basic concepts identified by the research and some laboratory test results. This section Illustrates typical Industrial scale test results and Identifies some industrial operating implications of controlling rheology by different methods. At least four controllable factors decide the rheological character of a slurry-slurry density or percent solids, particle size distribution, chemical environment, and slurry temperature. The second factor has two interrelated facets: the shape of the particle size distribution which controls packing behavior of the solids, and the fineness of the distribution. Finer particles increase interparticle forces and viscosity. As indicated in Part 1, during a given grinding test it is possible for all four factors to change. However, regardless of the particular settings of the four factors in a given test, if the resulting rheological character is either dilatant, pseudoplastic, or pseudoplastic with yield, the associated breakage rate is correlated with the current rheological character. It is obvious, for example, in batch grinding tests run at constant percent solids, that the second and third factors, where appropriate, are changing during grinding because size distributions are changing and the production of fresh surface area takes up unadsorbed chemical. Thus the corresponding rheological character change in batch tests with increasing grind time would be dilatant to pseudoplastic to pseudoplastic with yield. The degree to which this transformation occurs depends on the changing setting of the four factors over grinding time. In continuous grinding tests, one might logically expect that dramatic changes in any one of the four factors will be less likely to occur. It will be shown that continuous mill operations offer some unique opportunities to take advantage of possible rheological transformation by more direct operational control of the settings for the four factors. One extra observation noted in the rheological studies was the variability in the location and extent of region B (pseudoplastic behavior) for the various coals and ores tested. The location of region B was usually in the region of 45-55% solids by volume and was of the extent of 0-8%, or 2-11% with chemical addition. The corresponding increase in net production ranged from 0-10% in region B and 0-21% in region B&apos;. When region B is small or zero (no pseudoplastic character is exhibited) no increase in production will be observed and the use of chemicals is often marginal. There are several reasons for some materials exhibiting this quick transformation from dilatancy to high yield values often at surprisingly low percent solids by volume such as 30%. One condition identified was for materials containing high levels of viscosity-producing elements such as- carbonates or clays. A second condition documented was for materials that exhibited unusually fine primary fragment distributions (fine B1,; curves). This corresponds to materials having small y values of < 0.5. Such a slurry developed a yield value quickly during grinding because of the rapid buildup of fines. A related problem can be presented by materials exhibiting excessively coarse primary fragment distributions, y values > 0.9. Breakage of this type of material produces size distributions that give poor packing efficiencies even at long grind times, thus hindering the normal rheological transformation presented earlier. A final condition that can cause the occurrance of region B to be small or zero is when the media void volume filling of slurry is < 100%. Figures 5a and 5b use previously published data of this study to demonstrate the influence of solids loading and weight percent solids on the net production of taconite ore in a laboratory batch ball mill. In particular, Fig. 5a illustrates several trends not generally recognized until this study. They include these two: • Increased slurry density allows for increased solids loading before passing through the maximum in the net production curve where the fall-off is due to non first order breakage. • The use of rheology control chemicals such as GA-4272 allows this trend to be extended to higher slurry loadings with an increase in net production over any previous condition by keeping grinding first order. Figure 5b shows the same data as Fig. 5a plotted for constant weight loadings. These various figures of net production versus percent solids show the location and extent of the regions A, B, and C presented in Part 1 as a function of solids loading. It is obvious that the rheological transformation pattern described earlier does not hold true for slurry loadings corresponding to less than the void volume of the media, which is also a region of
