Qualitative and interpretative information as obtained from geological and/or geophysical studies, in addition to precise measurement, is incorporated into the estimation process through an indicator variable. The indicator conditioned estimator is formulated as a cokriging and its expression is data value dependent as opposed to that of the traditional kriging estimators. The solution of the dual cokriging system pro-vides simultaneously an estimate of the unknown and an estimate of the conditional probability that the unknown belongs to a specific population or class. Being an unbiased and minimum-error-variance estimator by construction, the indicator conditioned estimator is better in the least square sense than the ordinary kriging estimator because it uses additional information carried by the indicator data.

A new technology for recovery of metals from spent catalysts containing aluminum, cobalt, molybdenum, nickel and vanadium was developed. The catalysts are decomposed in two consecutive pressure leaching steps. Sodium aluminate-sodium hydroxide systems are lixiviants in both leaching steps. Selective extraction of molybdenum and vanadium is achieved in the first leaching step. The leach liquor is processed for separation and recovery of these two metals. The residue from the first leaching step is further processed in a second leaching step where alumina is solubilized. The residue from this operation is a nickel-cobalt concentrate. Alumina is separated from the second stage leach liquor by precipitation; the depleted liquor, a sodium aluminate solution, is recycled to the first and second leaching step. This technology has advantages over other approaches for the recovery of metals from spent catalysts because no solid waste is generated.

"INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. Prices generated for financial planning or trading purposes are unlikely to be suitable for the longer run purposes of project evaluation and reserve estimation. In this latter context, price assumptions need to be realistic, stable and rooted in a rigorous fundamental analysis of long run industry drivers. Amongst the factors to be considered in such analysis are price history, production costs and structural dynamics. It is also important that prices adopted are consistent with other information being used by a company in its decision-making.

The issue of regulating non-asbestiform varieties of the amphiboles actinolite, tremo1ite, and anthophyllite to the same degree as asbestos has been studied in detail by the National Stone Association. The ramifications of such a regulation, and the over simplistic regulatory definition of a fiber, are enormous not only for the aggregate industry and its users, but also for the nation. Evaluation of the health, geological, mineralogical, technical, economic and legal issues do not support an "asbestos-like" regulation of non-asbestiform minerals. The adverse consequences of regulating non-asbestiform varieties of actinolite, tremolite and anthophyllite like asbestos would be magnified many times if a similar standard for generic mineral fibers were promulgated.

The mining method at the Cannon Mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill prior to pillar removal. The dimensions of the pillars, 24 feet wide by G5 to 95 feet high, re-quire careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good-neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, minimize well damage, and minimize ground vibration.

The Electrolytic Zinc Company of Australasia Ltd., generates a jarosite waste at its Risdon smelter. Since 1974 this waste has been disposed of at sea off south-east Tasmania. As part of a monitoring programme prescribed by the Australian Government, bottom sediments from the disposal zone are monitored regularly. QEM*SEM image analysis complements conventional chemical analysis, having the ability to partition the occurrence of an element between sediment particles of metallurgical and natural origin. The adaptation of QEM*SEM techniques to the evaluation of bottom sediments provides insight into the fate of the particles of jarosite waste.

The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. Imports to the United States from 1978 to present are as follows: [ ] Refractories are important because they affect 96% of the GNP. Recently, a Maryland bank became the overnight owner of a toxic waste site through a foreclosure. The original property owners had operated a crash and garbage business on the site and obtained loans for their business venture through the bank. In 1980, their son purchased the property from his parents with mortgage monies obtained from the bank. Failing to make his loan payments, the son defaulted on the mortgage. The bank foreclosed on the property and eventually purchased the property at a foreclosure sale. Shortly after the bank&apos;s purchase of the site, toxic wastes were found on the property--the result of disposing solid wastes on the site for 10 years. The bank declined responsibility for contaminating the site and consequently for its cleanup. The Environmental Protection Agency (EPA) took corrective actions to clean up the site. EPA then handed the bill to the bank, citing the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) of 1980 (more commonly known as "Superfund"). CERCLA imposes liability on the current owners and operators of hazardous waste sites.

An integrated approach to mine management is presented. A model for achieving the level of control of operations critical to surviving in the current market is outlined. The integrated Production and Cost Management System (PRaCaST) is designed to provide mine managers with a reliable, quantitative, decision-assisting system that can be used in formulating timely responses to complex fluctuations in operations. PRacaST consists of a productivity forecast model, sectional bills of materials containing current resources consumption factors, a linear programming scheduling model, and operations analyses that focus on production and cost performances. The system is applied to an underground coal mine.

The use of computer models to design ultimate pit limits during feasibility study and long range mine planning is becoming a significant practice in open pit mining. One of the problems in determining optimal ultimate pit limits using true optimization techniques has been they require a great deal of computer memory and execution time. In this paper, the maximum closure of a graph, which is a true optimizing model developed by Lerchs and Grossmann, is modified for solving ultimate pit limit problems. By using some properties of the original L&G graph algorithm, the tree configuration can be reduced to only connections between positive ore nodes. The modified algorithm is shown to require less memory and processing time while still yielding an optimal solution.

A fluid bed dryer has been designed for a nonconventional application to upgrade the value of fine anthracite culm and silt recovered from culm banks and anthracite tailings pond beds. This material can be seen as large spoil piles scattered throughout the anthracite coal regions of Eastern Pennsylvania. Engineering of the system commenced in December of 1986 and at this writing start-up is scheduled for late October or early November of 1987. This paper will focus on generalities concerned With system design and operation, and qualify the differences from conventional fluid bed coal drying systems.

Semi-autogenous, (SAG), milling operations can realize substantial Increases in mill throughput by removing and crushing critical size, slow grinding, material from the SAG mill. Full-scale plant testwork showed that modifying the Kidston SAG/ball circuit to a semi-autogenous-ball milling-crushing (SABC) circuit would increase plant throughput by 25 to 30%. The methods used to determine the value of the SABC circuit and the design of the circuit are discussed.

Since the interpolation of exploratory data 1 can be no better than sampling procedures, a series of field experiments were conducted in an effort to determine whether hand-cut channel or core washability determinations best represent continuous miner produced run of mine coal. By obtaining a core drilled to within a few feet of channels taken from an underground face and then overmining both locations; core, channels and run-of-mine coal allocations were obtained from a common sample and all allocations were subjected to identical washability determinations. In order to compare results, basic rules2,3 previously anticipated and later published by the writer were employed. The first rule states that "For any full seam washability determination, the sulfur versus ash function for increasing cumulative specific gravity float coal fractions is linear". The second rule states that "For any full seam washability determination, the recovery versus ash function for increasing cumulative specific gravity float coal fractions is logarithmic".
