After some decades of lying low and being treated as a second rate fuel, coal is back in the news. Production is rising. Predictions are for an ever expanding use, and they differ only in their rates of increase. Even the FBI is involved in trying to stop fraudulent sales of non-existent coal lands and leases to the innocent. In short, we have a nearly chaotic boom on our hands. Obviously our energy production base is in the process of undergoing a major shift, and the process will present many problems. However, there is little doubt that the industry has the basic strength and organization to be able to deal with the new issues that will arise as a result of these shifts in production and use of coal. After all, it does produce nearly 800 M tpy now, and coal is the single biggest fuel for generation of electricity. This role of coal is illustrated in the table below, which shows the coal equivalent quantities of various fuels used in the production of electricity.

The acid rain legislation has passed into law. This new law has caused the power generation community to investigate alternative methods to obtain compliance with the new legislation. One thing all of the power companies have concluded is the answer is not easy. Do we switch fuels to burn all low sulfur compliance coal? Maybe possibly only partial desulfurization by means of a dry sorbent system? Or, finally, maybe a wet scrubber system? Whatever the choice, the power community needs to investigate all of the alternatives. In 1988, ICF Kaiser Engineers, Inc. (ICF KE) responded to a request by the U.S. Department of Energy for the engineering development of advanced physical fine coal cleaning. ICF KE responded and was awarded a contract to conduct a multi-task program to develop an advanced flotation system to eliminate pyritic sulfur and retain as much energy as possible. ICF KE assembled a team that included members of industry, academia, and industry research organizations to conduct this multi-task program. The program includes sixteen (16) tasks. This team had personnel to help solve some of the anticipated problems and to provide industry prospective on the viability and commercial potential for any concepts proposed. The primary team consists of a major coal producer, Babcock and Wilcox, Eimco Process Equipment Company, and Virginia Polytechnic Institute and State University.

The Indentation Fracture technique is being developed as a tool for use in comminution and mineral liberation analysis. Fracture toughness measurements for a number of mineralogical materials were made and comparisons were drawn between these and properties measured with the Ultrafast Load Cell drop weight apparatus. The technique has also been used as a probe to quantify differences in fracture properties at different areas in the microstructure of a material. In both a Utah limestone and a South African quartzite, material near a grain boundary fractures very differently to that in the bulk. Ongoing work is ultimately aimed at producing a comprehensive fracture model for a multi-mineral system based on its micro-fracture characteristics.

"The spontaneous combustion of coal storage pile(Gangue Hill) is one of the seriously threat encountered in coal mining and storage. The dynamic accumulation of internal heat in coal storage pile(Gangue Hill) provides continuous heat-source for coal spontaneous combustion. Combined with the features and characteristics of coal pile storage, a technology of heat pipe(HP) is applied to enhance heat transfer. In order to prevent spontaneous combustion of coal storage piles (hillock) due to regeneration, a method using heat pipes to destroy the heat preservation conditions of coal storage pile(Gangue Hill) is proposed, which reduces the risk of coal spontaneous combustion and prevents coal fire. A theoretical model of Coal-Thermosyphon has set up to analysis the radius of cooling effect area quantitatively. An experimental equipment of the heat transferring in a set of heat pipe, which used to study the influence on coal pile temperature distribution, has been designed. Results show, the heat pipe has a significant effect on inhibiting the coal spontaneous combustion process by destroy the heat preservation conditions of the coal. Under the experimental conditions, the most obvious coal temperature decline appears at radius 20.0mm around the pipe, dropped from 45.8? to 32.5?, a decline of 29%; the coal pile temperature at radius 420mm from 12.9? to 12.4?, a decline of 3.87%. And the research offers an effective and new approach in its application and promotion for preventing and controlling in coal spontaneous combustion.INTRODUCTION China is one of a few countries which utilize coal as the major source of energy in the world, and is the one whose characteristic of energy structure is rich coal, deficient oil and lean gas. Relatively speaking, China is abundance in mineral resources. The coal, which is the fundamental resource in the process of industrialization, is the main energy in china. Thus China cannot alter the situation of coal consumption dominated a leading role in its energy structure in near term.A massive of coal gangue would be produced every year in China with the mining activities. And it’s estimated that almost 360 million tons gangue were dumped in 2003, accounting for 10 percent of the whole coal production. Huge numbers of coal waste piles have more than 2,600 seats, which cover an area of over 12,000 hectares. Worse more, the coal gangue still has an annual growth rate of 100 million tons. Toxic smokes and greenhouse gases are discharged directly and prolongly into the atmosphere due to coal gangue spontaneous combustion. Even worse, waste dump explosion cause massive losses and are able to endanger the safety of workers. For example, one waste dump of the NO.4 Mine of Pingdingshan Coal Group Co., Ltd. occurred twice of explosions in 2005, and about 3.13 million tons of waste rocks were thrown within the range from 100 to 300 meters, eight people were killed and 122 rescuers and miners were burned, and economic losses were estimated more than 3,000 million."

Separation of oil shale from waste material or into high grade and low grade fractions can have a major influence on the economics of the surface (ex-situ) retorting process. Different components of shale rock vary significantly in physical and surface chemical properties such as specific gravity, color, water wettability etc. Various techniques which utilize the difference in one or more of the above propartis have been proposed to preconcentrate the oil shale before retorting. A discussion of the techniques proposed such as gravity separation, sorting and froth flotation is presented.

Choosing a mining method for an underground ore body is a complicated and often iterative process. Advances in technology give the design team an overwhelming array of possibilities for methods and equipment. Hecla's recent discovery of the deep Gold Hunter ore body has given the staff at the Lucky Friday Mine the exciting challenge of determining the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization, including drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of information as the project progresses through exploration and development.

As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

As part of a much larger research project, factor analysis was employed to help interpret and compare the geochemical signatures produced by two different sample media; a traditional -80# soil fraction, and a coarse float. Both sample types were collected by hand auger from the extension zone of the Redmoor sheeted-vein complex and analyzed -for 19 major and trace elements. The rationale behind the study infers that the geochemical anomalies produced by wallrock alteration around such targets can be better detected in the lithogeochemical rather than the soil environment, sometimes at considerable distance from their source.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.

Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

The most common method of treating mine drainage to prevent water pollution consists of neutralization and aeration. This process removes the acidity, iron, aluminum, and some other heavy metals, but does not render a water suitable for domestic or industrial use because of the high dissolved solids, hardness, and sulfate in the treated water. The Environmental Protection Agency (EPA), has been sponsoring and conducting research since 1966 on the use of reverse osmosis (R.O.) for the treatment of mine drainage. This process has been found to be highly effective in the removal of nearly all the dissolved solids. In addition, since R.O. is a concentrating process, potentials for recovery of valuable heavy metals are possible. This paper is a review of the state-of-the-art on the treatment of mine drainage by reverse osmosis.

Assessment of the potential for mining induced subsidence and determination of ultimate design requirements for a mining operation should be based on a number of assessment approaches. Although the rock mechanics engineer has a variety of limit equilibrium and numerical modeling tools available for assessment and prediction of subsidence effects, empirical approaches based on precedent experience provide a powerful tool for calibration/verification of analytical models and prediction of subsidence. Three separate analyses approaches have been applied to the assessment of potential subsidence for a proposed block caving mine in eastern Canada. The investigations have included an assessment of documented historical information from previous block cave mining at the site, deterministic analyses using limit equilibrium approaches to assess kinematically possible failure mechanisms, and three-dimensional numerical modeling techniques. Analyses results have been used and compared with precedent experience and documentation of subsidence behavior from previous mining to optimize the subsidence predictions for the proposed mine.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. An atmospheric ammoniacal thiosulphate leach system was developed to recover gold and silver from residues of the ammoniacal oxidation leaching of sulphidic copper concentrates. Extractions of 88 - 95% Au and 83 - 98% Ag were attained within 2 to 4 hours at 40 - 60°C in thiosulphate leaching of the oxidation leach residues of Manitoba chalcopyrite concentrates analyzing 24.6% Cu, 0.18 oz/ton Au and 4.26 oz/ton Ag and a complex British Columbia chalcopyrite/tetrahedrite concentrate analyzing 18.5% Cu, 0.27 oz/ton Au and 276 oz/ton Ag. Parameters affecting the Au and Ag solubilization included thiosulphate, ammonia, and cupric ion concentrations, temperature, retention time and the degree of Cu extraction and sulphide oxidation in the primary oxidation leach. The precious metals were recovered from the thiosulphate liquors by zinc dust cementation.

The publication from which this paper was abstracted is the first at-tempt to correlate all the metallogenic deta compiled by the author for the preparation of the 1:2,000,000 Metallogenic Map of Central America. It is not a treaty of metallogenic theories but rather a careful effort to postulate metallogenic provinces and epochs with the intention to stimulate other geologists and mining companies familiar with the area to criticize and improve on the ideas proposed. The sole purpose being to find new mineral deposits for the betterment of our people.

This paper describes a proposed solution to the problem of mining a 315 foot diameter unsupported sphere at a depth of 2700 feet in a salt dome by conventional mining methods. The proposed solution utilizes many of the varied technologies available to the mining engineer for solving mining and underground construction problems. The following are reviewed in the paper: A. The location of the sphere within the dome as required by construction criteria. B. The relation of the location of the access shafts to the sphere. C. The rock mechanics theory in relation to the salt dome and large size of the excavation. D. The proposed "honeycomb" method of mining which will be a partial answer to rock mechanics stability requirements. E. The equipment which it is recommended be utilized to accomplish the construction. F. The rock mechanics measuring instruments proposed. G. The methods of disposal of the mined salt. Conclusions and areas of further study are outlined in the final statement.

The American Concrete Institute defines "shotcrete" as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity unto a surface." This definition thus includes what is traditionally known as "gunite," which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this paper. In 1914, following the invention of the mortar gun in 1907, the then Chief Engineer of the U.S. Bureau of Mines, George Rice, developed the guntie process for underground test work at the bureau facility at Bruceton, Pennsylvania. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto Tunnel in California. The greatest development was In Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Intially, shotcrete was used to reduce manpower requirements for forming; and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately niter the opening had been made. The incorporation of wire mesh into the shotcrete led to the New Austrian Tunnel Method, or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the U.S. reliance on wood or steel supports in main line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to the new and seemingly unrealistic lighter shotcrete support.
