The stability problems of back- filled spoil banks became more important since the Federal Surface Mining Control and Reclamation Act of 1977 was enacted. The material properties of spoil banks were categorized as the first part of the study and spoil slope stability was evaluated using computer programs as a second part. Emphasis was placed on the effects of natural barriers, which is required in the federal law.

Swelling clays, such as montmorillonite, contribute significantly to the poor dewatering and consolidation behavior of the Florida phosphate clay wastes. Understanding and to a degree, control of the forces which cause the swelling behavior may aid in supplying a solution to this problem. The technical feasibility of utilizing control- led dispersion for aiding dewatering of phosphatic slimes was investigated. This technique is based upon inhibition of swelling and self-dispersing tendencies of the montmorillonite clays by dispersing the solids in electrolyte solutions. Through this process, significant improvements in settling rates and sediment solids content were achieved in both pure clay systems and on simulated phosphate slimes.

Efficient design of grinding circuits for efficient production of ultrafine material requires rapid feedback of information concerning the fineness of material leaving the grinding device. Generating this information requires efficient sampling and adequate rapid characterization of the material leaving the grinding machinery. Recent developments-in electrooptic inspection of dry end wet material leaving a grinding device are critically reviewed. New methods for characterizing ultrafines are discussed. A rapid operating automated cybernetic (intelligent) permeability device for automatic control of grinding circuits using Blaine index and other fineness indices is described.

With the ever increasing demand for Finer powders by industry there has been a continuing effort by air classifier manufacturers to improve and offer machinery capable of producing these fine powders. Common to these classifiers is the use of a multivaned rotor through which passes all of the air used to transport the particles to be classified. Rotor revolutions per minute and the amount of air passing through the rotor are the main variables in determining the particle sizes which will be able to pass through the spinning rotor. A simplified equation derived by setting the air drag force carrying a particle through the rotor equal to the centrifugal force due to the spinning rotor's action on the entering air and particle is: Diameter of Particle = [ ] Where K is a function of air viscosity, particle configuration, rotor and blade configuration; RPM is rotor revolutions per minute; M3/sec. is air quantity passing through the openings between the rotor blades.

On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

"Researchers from the National Institute for Occupational Safety and Health (NIOSH) recently developed a coal-mass model to realistically simulate the deformation and loading behaviors of the ribs of coal pillars in underground coal mines. The scale-dependent properties (stiffness and strength) of coal material were considered in the coal-mass model. In this paper the orientation of face cleat with respect to driving direction was integrated in the coal-mass model. The controlling parameters (dimensionless coal-mass scale and fracture strains) of the modified coal-mass model were calibrated using a published case study of coal pillar strength. Numerical models with wide ranges of controlling parameters were conducted to simulate the test pillar. The best match between the numerical modeling results and the measured stresses and deformations was achieved by using a coal-mass scale of 30 and fracture plastic shear and tensile strains of 3.25% and 0.325 %, respectively. INTRODUCTION The failure of coal pillar ribs by itself are a major hazard in underground coal mines. Furthermore, failing ribs can indirectly contribute to roof and floor instability by increasing opening widths across intersections and entryways. Over the past decade, rib failures have resulted in 12 fatalities, representing 28% of the ground-fall fatalities in U.S. underground coal mines. Mining depth has always played a very important role in assessing rib stability. Gauna and Mark (2010) completed an analysis of rib fatalities that occurred between 1996 and 2010. One of their most prominent and influential findings was the identification of a relationship among fatalities, depth, and mining height. Therefore, Coal rib stability will continue to be a challenge for future deeper mines in U.S. coal basins. In the past several decades, research efforts have focused on roof support. The current rib control practice in U.S. coal mines is to select rib bolts through a trial-and-error approach (Mohamed et al., 2015a). Rib failure incidents can be can be substantially reduced or even eliminated by adopting an engineering-based coal rib design approach. The factors affecting rib stability in coal mines are numerous and mutually dependent. These factors include but not limited to mining height and overburden depth, interburden thickness for multiple-seam mining, coal strength, cleat density, entry direction with respect to cleat orientation, existence or absence of partings in the coal, percentage of extracted roof and/or floor rock, density of rib bolt support (Mohamed et al., 2015a). Moreover, it is difficult to isolate the particular effect of a specific factor on the overall rib stability. Therefore, a reliable empirical rib design approach is not achievable because it requires a significant number of case histories to be collected in order to have a reasonable range of all of the critical parameters. However, numerical modeling can be a practical tool to assist with rib support design if the modeling is realistic, which can only be achieved through calibration and validation of the numerical model against field data."

The National Steel Pellet Project and the Butler Taconite Project are operated by The Hanna Mining Company in the vicinity of the towns of Keewatin and Nashwauk, on the western Mesabi Range. Production began in 1967, after seven years of exploratory and development diamond drilling and reconnaissance magnetic surveys, Previously, direct shipping hematitegoethite ores and gravity concentrates had been produced in the area from numerous open pits and several underground mines since the start of the century. Total shipments of these oxidized ores amounted to more than 200 million tons, but at the present time such reserves are nearly exhausted, and there are no mining operations in the Keewatin-Nashwauk area except at the two taconite projects. The locations of all of the present taconite operations on the Mesabi Range are shown in Figure 1, extending for a distance of about seventy miles from the Butler plant to the Dunka River area. The Butler and National plants have a combined rated capacity of 4.4 million tons of pellets. Their reserves cover a combined strike length of about eight miles on the Biwabik iron formation. All of the intervals between present taconite operations on the Mesabi are potential sources of additional magnetic taconite; in particular, exploration and economic studies have been carried out by Jones and Laughlin Steel Corporation in the Biwabik area between Aurora and Virginia, and by Pickands Mather and Company in the Hibbing area. However, west of the Henna and Butler holdings, it appears unlikely that magnetic taconite exists in commerical quantities at economic depths due to extensive oxidation of magnetite to hematite.

"Coal and coal byproducts produced annually contain a sufficient amount of rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-adsorbed elements associated with clays, and chemically bonded elements within the organic coal matrix or host mineral. Researchers at three universities collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. Leaching followed by solvent extraction was found to be the most effective to recover the REEs from coarse middlings materials collected from multiple coal basins, as indicated by recovery values exceeding 80 percent. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. IntroductionRecent studies initiated by the National Energy Technology Laboratory showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts (Ekmann, 2012). According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region consisting of areas within the states of West Virginia, Kentucky, Pennsylvania, Virginia, Alabama and Tennessee, with a total capacity of 166,495 t/h, or more than 1 Gt/y (Fiscor, 2014). If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry would become a significant producer of REE concentrates as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the production cost."

Simulation of coal preparation circuits is becoming a widely practiced technique used for the design of coal preparation plants. On a much more limited basis, simulators are finding application in off-line process control. A typical application in the latter category involves inputting projected coal washability data for a shift into the simulator and using the software to optimize product quality and recovery within a range of predefined specifications. The plant is then operated at SG?s of separation determined from the simulation exercise for the one shift time period. This procedure is useful in that it incorporates some form of advanced planning into preparation plant operations. There is an attempt made to reflect changes in feed coal quality on a shift by shift basis rather than continually running the plant near design specifications with changes in SG?s of separation being made in response to an inadequate sampling program which only provides a spot measurement of material that has already passed through the plant. Instead of instituting changes on a shift by shift basis, NHI has proposed a method whereby monitoring three major operating parameters, * Feedrate to jig * Flowrate from hydrocyclone overflow * Density from cyclone overflow the ongoing plant operating performance can be accurately predicted on a continual basis, i.e., updated hourly. Using a distribution curve to predict the split between the clean coal and refuse from a given separator does not account for variations in efficiency that occur as a result of variations in operating parameters. NHI and Arch have studied the effect of both jig loading and solids content in the recirculating load to the jig on product quality. As a result, relatively simple measurements can be made on-line in a preparation plant which will provide input data to the simulation program that enables the prediction of jig/hydrocyclone circuit performance on a real time basis.

REE analyses of cumulate plagioclase from the PGE ore zone of the Stillwater Complex indicate that pressure fluctuations in the magma chamber acting on a single magma can- not be responsible for features such as the reappearance of Mg-rich olivine on the liquidus. The data is more consistent with a model involving multiple injection and mixing of geochemically distinct magmas. The PGE bearing sulfides of the J-M Reef are associated with such a re- appearance of olivine, indicating that the unusual location of the ore zone may be related to the addition of new magma, compositionally distinct from magmas that produced cumulates in the Ultramafic zone of the complex.

Atmospheric fluidized bed combustion (AFBC) is an improvement in coal-fired boiler design that offers several advantages over conventional boilers. AFC can meet sulfur and nitrogen oxide emission regulations without the need for add-on flue gas treatment equipment. The relatively low combustion temperature inhibits ash melting, thus reducing slagging and fouling which can, in turn, increase a boiler's fuel flexibility. This report discusses, in general, AFBC technology and, in particular, progress at the 20-MW Pilot Plant built by the Tennessee Valley Authority (TVA) at its Shawnee Power Station near Paducah, Kentucky.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. (UNEP 2017) The European Union has already begun to de-scribe pathways to decarbonization. "The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

Minerals contribute to U.S. gross domestic product (GDP) at several levels - from mining and processing to the manufacturing of finished products. In 2010, the estimated real GDP of the United States increased by 2.8 percent compared with 2009 and the estimated nominal GDP was about $14.6 trillion (Table 1).Trends in various sectors of the domestic economy are often rejected in mineral production and consumption rates. For instance, continued declines in the construction industry during 2010 were rejected in further reductions in the production and consumption of cement, construction sand and gravel, crushed stone and gypsum, which are used almost exclusively in construction. Performances in other sectors were mixed and less easily characterized. Recovery from the economic decline of 2008-2009 became apparent in 2010, as prices for many mineral commodities continued to rise with increasing demand for those materials or the products in which they are found.

The enthusiasm with which individuals have participated in mineral exploration in the development of this country testifies to the fact that there was once a very real probability of making a worthwhile discovery. Over the years, the discovery and subsequent exploitation of the accessible ore deposits have made the finding of new deposits progressively more difficult. Present day mineral exploration has evolved from the lone prospector with the grubstaker behind him to a very costly and complex business, involving large sums of money and a staff of experts in the fields of exploration technology. Exploration today must be carried out on a large scale to be profitable. With the involvement of large amounts of capital, there has been a good deal of interest in methods of optimization of the allocation of the resources of a firm 'engaged in mineral exploration. As a step toward this, mathematical models have been formulated which are designed to quantify those variables of mineral exploration in such a manner that they can be integrated with all phases of the firms operations so as to optimize its profit objective or more simply, to make exploration more efficient and effective.

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

Land use is the single most important element affecting the quality of our physical environment. .The minerals industry is a user of land and by its very nature, directly affects the landscape. Mining is a very visible activity. Producers of sand and gravel, crushed stone, clay, cement and lime operate right at the interface of the public. These production sites must be located near population centers. People are more travel oriented than years ago and through use of the expanded interstate highway system visit remote and little-visited areas. They visit communities on their vacations, places they enjoy on weekends and places they drive past on business trips. Although not residents of these localities, they have a strong interest in changes that occur in the landscape. As a result, the public has a greater concern today about mining and its use of land. From 1930 through 1971, the minerals industry used 3.65 million acres, or 0.16 percent of the land mass in the United States (4)2/. Of the total 3.65 million acres utilized, about 59 percent was accounted for by the area of excavation, 20 percent by disposal of overburden and other mine wastes from surface mining, 13 percent by disposal of mill or processing wastes, and 5 percent by disposal of underground mine wastes; the remaining 3 percent was subsided or disturbed as a result of underground workings. Nonmetallic minerals and fossil fuels each accounted for 43 percent of surface land used during 1930-71; the metal mining industry utilized the remaining 14 percent.

Washington State has a variety of industrial minerals and although not many are produced currently (1982) most have a history of production (table 1). The value of industrial minerals produced in the state exceeds by several times the production value of metallic minerals. In 1981, 15 minerals - cement, limestone, clay, gemstone, pumice, sand and gravel, stone, diatomite, gypsum, olivine, peat, talc, garnet, silica, and dolomite - were produced. Combined value of nonmetallic production for 1981 is estimated at $218,999,000. Cement had the largest estimated value at $102 million, followed by sand and gravel at $47 million, and crushed stone at $29 million. These figures are from the US. The Post deposit is located in Eureka County, Nevada, about 37 km (23 miles) northwest of the town of Carlin. Post occurs on the Carlin Trend, a northwest alignment of 14 major gold deposits, each containing more than three tonnes (t) (100 000 ounces) of gold. Deposits of the Carlin Trend are epithermal, sediment-hosted, disseminated gold occurrences, collectively containing more than 622 t (20 million ounces) of gold. Three major gold producers active on the Carlin Trend are Newmont Gold Company (NGC) (12.4 t/400 000 ounces of gold per year), Western States Minerals Corporation (WSMC) and Pancana Minerals joint venture (1.56 t/50 000 ounces of gold per year), and Dee Gold Mining Company (1.4 t/45 000 ounces of gold per year). The Carlin Trend has also been referred to as the Lynn-Railroad Mineral Belt. This district is characterized by open-pit mineable, micron-sized gold, hosted in Paleozoic sedimentary rocks. Six geological subdistricts comprise the Carlin Trend, each characterized by differences in host lithology, structural controls, alteration assemblage, or style of mineralization. The six geologic subdistricts include, from south to north, Bullion (Railroad), Rain, Maggie Creek, Lynn, Bluestar-Goldstrike, and Bootstrap. With the exception of the Bullion subdistrict, which was primarily a producer of base metals, each sub-district contained mineable reserves in excess of 31 t (one million ounces) of gold.

The Masbate Province, Philippines, has been a gold producer for many years. Several gold properties were profitably operating until the outbreak of World War II in 1941. One of these properties was the Masbate Consolidated Mining Company that at the time showed an impressive production rate of more than 4,000 metric tons of ore per day and one of the lowest milling costs on record in the country at that time. Interesting enough, t was the milling equipment left abandoned at Masbate that gave birth to one of the giant copper producers in ASIA. In 1955, Atlas Consolidated Mining and Development Corporation started a new operation at its copper property in Cebu with the seven 2.4m 0 x 3m long (8'0 x 10' long) ball mills left abandoned at the old Masbate Gold Mine. Now, 25 years later, Atlas is processing over 100,000 metric tons of copper ore per day through its three copper concentrators, and, the seven old mills are still grinding, copper ores now.
