The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

In today's economic environment, Canadian mines can ill afford to neglect their ventilation systems as they can consume 30- 40% of the electricity used in underground mines. In addition, Canadian mines can incur significant heating costs. For mines to be their most cost efficient they must embrace existing and emerging technology to optimize the use of their air; namely, maximizing its work in diluting and removing pollutants, limiting leakage, and avoiding the unnecessary consumption of costly fan pressure all the while ensuring the health of their workforce. Furthermore, in Canadian mines which are heavily dieselized there is great interest within the industry to convert from a rigid quantitative approach to ventilation, based upon engine size, towards a more flexible qualitative approach that provides credit for Clean engine technology" and permits ventilation supply to be driven and based upon pollutant demands. In the future, there is even the possibility that ventilation will only be required to supply oxygen to diesel equipment as the underground hands-on workforce is replaced by surface workers and tele-operation. Such changes will allow mine operators to minimize their electrical usage and operating costs, for in its simplest form the cost of running a fan is proportional to the quantity3; therefore, reducing current ventilation demands or limiting increases brought on by more stringent legislation, can produce very significant cost savings. CANMET, through ventilation surveys and use of its modern 3D-CANVENT ventilation simulator, have been demonstrating to the mining industry how ventilation can be optimally delivered at reduced costs. El-Equip with their leaky-feeder communications and MultiVENT monitoring and control system have facilitated mines to control fans and hence costs, and also monitor such ventilation parameters as pollutant concentrations. These two parties are now combining their efforts to develop an integrated air management system which will be demonstrated at CANMET's Experimental Mine Val D'Or, Quebec. With such an air management system, the ventilation engineer will have: 1) a simple to use simulator to design and test ventilation scenarios; 2) remote controls of fans, doors and regulators to implement changes; and 3) real-time monitoring of airflow, pollutant concentrations, and both vehicle identity and location to show whether changes are necessary. It is only when all three are available, that a mine's ventilation system can be operated at minimum cost.

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. Substantial volumes of cyanide are consumed in precious metals mining due to the purposeful destruction of base metal cyanide complexes and free cyanide to meet surface discharge regulations. This destruction of cyanide resource runs counter to the prevailing social ethic of resource conservation wherein cyanide recovery-and-reuse is considered a more socially responsible cyanide use pattern than systematic cyanide destruction. HW Process Technologies, Inc. (HWPT) has developed membrane based methods for the recovery of cyanide from barren solution as a means to reduce cyanide waste. The HWPT Engineered Membrane Separation (EMS™) system uses state-of-the-art spiral wound membrane elements that are engineered specifically for the treatment of high pH cyanide process solutions. The membranes fully reject WAD CN, SAD CN and most minor metals, and partially reject SCN, Free CN and precious metal cyanide from a high clarity barren solution feed to a small volume EMS™ “concentrate” stream. The EMS™ “concentrate” stream is returned to the process. The large percentage of the EMS™ process feed exits the system as cyanide lean EMS™ “permeate.” The EMS™ permeate, after residual cyanide destruction, polishing, and pH adjustment, is, thereafter, typically suitable for discharge. Separately, the HWPT EMS™-PLS method of cyanide recycling is an internal plant cyanide recovery step that removes base metal cyanides from a pregnant leach solution to a small volume EMSTM concentrate stream. The concentrate stream is then typically processed further for the recovery of metals and recovery-recycling of cyanide. The method makes it economically practical to recover gold from Merrill-Crowe or car-bon plant “fouling” solutions, e.g., those with greater than 400 ppm Cu, as might result from the use of the EMS™ method wherein EMS™ concentrate is constantly thrown back into the mine leach solution pool as part of the free cyanide recycle process, or as might result from the single-pass leach treatment of high copper content ores or concentrates. The EMS™ cyanide recovery method for barren solution treatment is shown to be “economic” for the treatment of clear solutions at the approximately 200 ppm total cyanide level (CNT), and for slurries at the approximately 400 ppm total cyanide level, where economic is defined as a 2 year EMS™ plant payback. The EMS™ plant payback calculation includes the beneficial monetary impacts of gold and free cyanide recycling and the avoided operating cost of cyanide destruction.• The cyanide recovery plant payback period is reduced further when the avoided capital costs for cyanide destruction (EMS™ permeate “clear solution CN destruction polish” only required) and/or metals precipitation are considered.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

INTRODUCTION Cancer of the lung in uranium miners has been reported by many authors. In fact, it has become a most popular subject for comment by environmentalists, health physicists, and newspaper writers. I believe it appropriate for me to discuss cancer of the lung in uranium miners in a general way commenting briefly on etiology, incidence, tumor cell types, and particularly, tumor development and treatment. Cytological development of cancer in its incipient stages, particularly the in situ stage, relates to potential cure with photoradiation, early diagnosis, and treatment. Our observations of the cytological response to this modality of diagnosis and treatment will be discussed briefly since this area will also be covered by Doctor Balchum. The cause of lung cancer in uranium miners is primarily due to two carcinogens; cigarette smoking and radon daughter radiation. Cigarette smoking has continued at the same intensity over time among uranium miners; about 60% of the miners are cigarette smokers and 40% are non-smokers. Radon daughter exposure to the uranium miner has varied from mine to mine, but over the last 20 years has been reduced to a minor fraction (.3 WL) of the level that prevailed in many of the mines during the 1950-1960 era when many of the miners were exposed to more than 10 WLM. Sputum samples have been examined on as many uranium miners as responded on the Colorado Plateau since 1956. Autopsy studies were done whenever this was permissible. In some instances, only tissue from a biopsy of a node or lung was available for study. Smoking histories were also taken. Approximately 200,000 sputum samples were examined and histological examinations of lung lesions were made from 312 cases. METHODS The method of sputum cytological collection and preparation was reported previously. I The lungs were fixed with formalin and prepared for sectioning by Dr. Oscar Auerbach with his block-section method. RESULTS Three-hundred-twelve lung cancers from uranium miners were examined. The tumor types and the age at death for each type, smokers and non-smokers, are given in Table #1. The incidence of the tumors in the smokers and non-smokers is given in Table #2. The incidence of small cell carcinoma of the lung has decreased from an incidence of 76% of all the lung cancers found in uranium miners to 22% of these lesions (Figure #1). The decrease in incidence of this tumor is probably due to decreased exposure to radiation in the mines.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

INTRODUCTION The role of comminution and related unit operations in mineral processing applications is of major importance. This is especially true in terms of operating costs, since these unit operations represent the major fraction of the overall processing costs. Due to the broad scope and the large number of unit processes and machines involved, Section 3 is divided into five subsections. In Section 3A, General Aspects of Comminution, topics covered include history, terminology, particle¬size distributions, classes of comminution machines, testing and calcu¬lation procedures, and simulation and modeling. In Section 3B, Crush¬ing. the subjects include jaw crushers, gyratory crushers, cone crushers, hammermills, and impactors. The chapters of Section 3C, Grinding, cover aspects common to tumbling mills, ball mills, rod mills, autogenous mills, pebble mills, roller mills, fluid energy mills, other types of grinding machines, and grinding costs. Section 3D, Classification, coverage includes classification theory, hydrocyclones, and mechanical classifiers, and in Section 3E, Screening, the topics presented are classes of screens, selection of vibrating screens, sieve bend screens, and screening media. About five years after the Handbook was begun, Section 3 was unfortunately without an editor or contributors for over half of the chapters. A committee was then organized to expedite completion of the section. When this committee contacted the persons who had agreed to contribute to the section, it was found that many of them wished to resign from their earlier voluntary obligation to AIME. Therefore the committee had to find new contributors for these chap¬ters in addition to other chapters in Section 3. Since there had been no previous effort to locate contributors for Air Classification, Dust Collection, and Washing and Scrubbing, it was agreed to delete these subsections. In Section 3, equipment availability, capacity, and performance data from various manufacturers and users are provided for engineer¬ing use. Selected data from existing installations are also included. The machines that are being used in comminution, classification, and screening are described in detail, and drawings, photographs, and diagrams are presented to supplement the descriptive material. The editors thank and acknowledge the generous effort of the many contributors, some of whom were called upon five or more years after the Handbook was started. It is regretted that Fred C. Bond, who was a member of the committee formed to complete this section, was deceased before the section was finished. During the time that he worked with the committee, he contributed a great deal as an author and councilor.

The majority of Appalachian coal deposits lie in a multi-seam environment. Historically, the decision to extract a particular seam has been based on ease of access, ownership and economics rather than ground control considerations. As mining progresses and seams are being mined out, it is increasingly common to find working and abandoned mines in close vertical proximity to each other. Such contiguous operations can produce both positive and negative ground control situations in neighboring seams. These ground control problems, defined as interaction problems, are frequently reported, and their severity can range from minor roof problems that may require no additional support to complete loss of a large section of coal reserves (Stemple, 1955; Peng & Chandra, 1980; Haycocks & Karmis, 1983; Su et al, 1984). As a consequence, interaction problems are of growing concern to the Appalachian underground coal industry. Although interaction problems in multi-seam mining have been recognized for many years and many investigations have been conducted to study the problems, the ground control principles involved in their development are only partially understood. Previous research has identified four interaction mechanisms: pillar load transfer, innerburden shearing, arching effects and upper seam subsidence (Haycocks et al, 1982; Haycocks & Karmis, 1983). Pillar load transfer mechanisms and innerburden shearing have been successfuly used to explain interaction phenomena associated with undermining operations, while arching and subsidence have been used to assess problems during overmining. In addition, interaction-controlling factors such as cover, innerburden and seam thicknesses, extraction percentages on both seams, time delay between operations on two seams, and characteristics of innerburden rock have been identified and utilized in evaluation of interaction effects (Haycocks & Karmis, 1983; Webster et a1.,1984). As an example, Figure 1 shows the relation of innerburden layering and thickness to interaction on the lower seam. The combination of such theoretical work and the analysis of case study information has made it possible to determine, with a certain degree of confidence, the interaction damage in undermining conditions. The results of such an approach have been sufficiently successful and complete to be incorporated into a software package to assist field engineers in estimating potential interaction effects when undermining a previously mined upper seam (Grenoble et al, 1984; Grenoble & Haycocks, 1985; Grenoble et al, 1985). INTRODUCTION Mining activity and basic geometry of open pit mines represent major obstacles in geotechnical mapping. Mining creates a constantly changing topographic base which may require corresponding updates of field sheets before mapping can proceed. The rapid pace of mining operations may also threaten removal of important geologic and engineering features before adequate base maps and surveyed control can be established. Maintaining such control during the mapping process is yet another complication. In addition, basic geometry yields nearly vertical outcrops. Access required for direct observation and measurement, essential to conventional plane table or Brunton techniques, may be impossible on such surfaces. Also, nearly vertical surfaces appear fore- shortened in plan view. This reduction in area provides little room for recording geotechnical detail. The difficulties encountered in open pit mapping can be substantially reduced by utilizing a modified form of plane table photogrammetry. This technique employs photographs taken from the ground as the base upon which details are recorded. The information is later transferred to plan maps using the plane table principal of location by intersection (Davis and Foote, 1953). Any change in topography can be accommodated by simply taking additional photographs. Proper spatial representation in plan view can be determined later when updated maps and surveyed control are available. In addition, horizontal photographs from the ground portray vertical surfaces as they are normally viewed thus providing maximum area for recording details. Any detail which can be identified on the photograph can be located correctly even though the actual feature is physically inaccessible. The technique presented in this paper was developed by the author for special applications at Kennecott's Bingham operation in 1970. The procedure was rapidly adopted for general use and has proven to be a practical tool for detailed investigation of potentially unstable areas (Zavodni and McCarter, 1976) and routine geological mapping (Richardson, 1975). Major advantages, other than those mentioned above, include: The speed and accuracy are greater than for conventional plane table or Brunton methods. The photo- graph represents a view from a station at some distance from the area being mapped. This vantage point allows evaluation of possible continuity of structures from one level to another which may not be evident at close range. Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

The Butte quartz monzonite is the host rock for early porphyry copper style mineralization and subsequent mesothermal-epithermal, enargite-gold style veining that transects the district. The east-west Anaconda system veins: including the Emma, Anaconda-Original, Syndicate, Badger-State, and Alice-Rainbow veins, each with strike lengths of over 12,000 feet and vertical continuity in excess of 4,500 feet, along with mining widths from 5 to 50 feet, are unique to Butte. The incredible dimensions and tenor of these veins have yet to be surpassed and Butte is still touted as being the “Richest Hill on Earth.” The Anaconda Company was formed in 1895 to develop underground copper reserves in the district and eventually consolidated all operations under one company. Production from underground mining continued through the mid-1970’s. Open pit mining in the Berkeley pit began in 1955 with the extraction of supergene ores, along with the remnants of deeper horsetail zones inaccessible to the underground mines. Operations in the Berkeley pit were suspended in mid-1982 because of the rejection of high arsenic, copper concentrates at major smelting facilities throughout the world. Bulk mining of porphyry style mineralization in the Continental pit began in January 1980 to supplement copper production while stripping “C” pushback in the Berkeley pit. The Anaconda Smelter closed in September 1980. A molybdenum circuit was added to the Butte Concentrator in 1981 and mining continued in the Continental pit to produce copper and molybdenum concentrates. A blend of Berkeley and Continental ores were processed to dilute penalty metals in the final concentrates marketed to toll smelters. All mining operations ceased mid-1983 when Anaconda closed the Continental pit and offered the property for sale. Montana Resources reopened the Continental pit in June 1986 to produce copper and molybdenum concentrates. Operations were suspended mid-2000, because of exorbitantly high power prices, but resumed in November 2003 with rising metal prices. Bulk open pit mining of the early porphyry style mineralization has sustained production over the past twenty years and mining is expected to continue in the Continental pit with favorable prices. Future mining will eventually develop a 500 million-ton geologic resource incorporated in a supergene enrichment blanket situated between the Berkeley pit and the Continental pit. Grades in this enrichment blanket range in the neighborhood of 0.5% copper.

Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. This review summarizes three sets of ongoing studies which we are performing in collaboration with a number of researchers associated with the Dept. of Interior - Generic Mineral Technology Center for the Study of Respirable Dusts, concerning surfactant-particle interactions studied using this surrogate surfactant. These topics are: (A) the suppression of mineral particle cytotoxic potential by DPL adsorption and the persistence of this effect under conditions of enzymatic digestion; (B) surfactant suppression of organic particle cytotoxicity by DPL adsorption and the effect on subsequent expression of genotoxic potential; (C) potential effects of surfactant on heterogeneous structured complex respirable particles. The references list some of our reports which can provide additional information on these studies. Further, those reports provide references to the literature of the field and to the works of others on these topics. Deep lung airspaces, the pulmonary alveoli and respiratory bronchioles, are coated with a hypophase which is rich in surfactant biomolecules secreted by the alveolar type II epithelial cells. The surfactant is known to be critical to maintaining stable low surface tensions on the inner surfaces of the alveoli by forming a surfactant layer on the airliquid interface of the alveolar hypophase. Upon deposition in the acinar regions of the lung a respired particle's initial contact will be with this surfactant coating over pulmonary tissue. A primary component of this surfactant is the phospholipid diacyl glycerophosphorylcholine, commonly called lecithin. A surface layer of dipalmitoly lecithin on saline will act much as full pulmonary surfactant in decreasing surface tension and producing a hysteresis in surface tension behavior with surface area. We have used dipalmitoyl glycerophosphorylcholine, or dipalmitoyl lecithin (DPL), a major component of that surfactant, dispersed in physiologic saline as a surrogate for studying interactions of both mineral and organic respirable particles with pulmonary surfactant and consequent effects on particle toxic behavior. A. DUST CYTOTOXICITY AND LECITHIN SURFACTANT ADSORPTION Respirable quartz and kaolin clay particles are found to be comparably cytotoxic in a number of in vitro bioassays including lavaged rat pulmonary macrophage release of cytosolic and lysosomal enzymes, and red blood cell hemolysis as a measure of dust membranolytic potential. These direct and prompt cytotoxic activities do not account for the distinctly greater potential for quartz to induce pulmonary disease. When respirable quartz and kaolin are incubated with a dispersion of DPL in saline at 37C it is found that the prompt cytotoxicity of both dusts is fully suppressed as measured in vitro by pulmonary macrophage release of lactate dehydrogenase, beta-N-

Acid mine drainage (AMD) forms when sulfide minerals are exposed to oxidizing conditions in coal and metal mining, highway construction, and other large-scale excavations. Iron sulfides common in coal regions are predominately pyrite and marcasite (FeS2), but other metals may be complexed with sulfides forming chalcopyrite (CuFeS2), covellite (CuS), galena (PbS), and sphalerite (ZnS). Pyrite commonly occurs with these other metal sulfides thereby causing AMD where Cu, Pb, and Zn are mined. Upon exposure to water and oxygen, sulfide minerals oxidize to form acidic, sulfate-rich drainage. Metal concentrations in AMD depend on the type and quantity of sulfide minerals present. The drainage quality emanating from underground mines or backfills of surface mines is dependent on the acid-producing (sulfide) and alkaline (carbonate) minerals contained in the disturbed rock. In general, sulfide-rich and carbonate-poor materials produce acidic drainage. In contrast, alkaline-rich materials, even with significant sulfide concentrations, often produce alkaline conditions in water. Approximately 20,000 km of streams and rivers in the United States are degraded by AMD. About 90% of the AMD reaching streams originates in abandoned surface and deep mines. Since no company or individual claims responsibility for reclaiming abandoned mine lands (AML), no treatment of the AMD occurs and continual contamination of surface and groundwater resources results. The oxidation of iron disulfides and the generation of acidity occur through several reactions (Stumm and Morgan, 1970). The chemical equations can be found in Caruccio and Geidel (2000). If any of the processes represented by the equations were slowed or altogether stopped, the generation of AMD would also slow or cease. The equations show that 1000 Mg of rock containing 1% sulfur, all as pyrite, would yield upon complete reaction 31.25 Mg of acidity. Therefore, 31.25 Mg of 100% CaCO3 would be required to neutralize the acidity. The alkaline content of overburden determines whether there is enough neutralization potential (NP) to counteract the acid produced from pyrite oxidation. Of the many types of alkaline compounds present in rocks, only carbonates and clays occur in sufficient quantity to effectively neutalize AMD. A balance between the acid-producing potential and neutralizing capacity of an overburden sample will indicate the ultimate acidity or alkalinity that might be expected in the material upon complete weathering. Accurate prediction and control of AMD before surface mining require an understanding of three important factors: 1) overburden geochemistry, 2) method and precision of overburden handling and placement in the backfill during reclamation, and 3) the postmining hydrology of the site.

"Public engagement is increasingly important in ensuring the success of projects related to energy development, particularly with regard to issues of environmental protection, public health, and socio-economic impacts. This is due to concurrent trends in public behavior, including a rise in public interest in these projects that is not matched by a rise in science literacy, and increasing organization and participation of the public through social media, citizen science, and grassroots initiatives. In recent years, several high-profile incidents have demonstrated that when public concern is ignored or met with a passive response from industry, it can rapidly grow into organized opposition that negatively impacts or wholly derails a project. Engaging, listening to, and educating stakeholders during early planning and development phases are therefore essential to earning credibility and trust. Moreover, maintaining two-way lines of communication throughout the lifespan of a project demonstrates social responsibility and facilitates cooperation, acceptance, and even support from communities and others. Positive experiences with specific projects at a local, community level can influence the larger public opinion of an entire industry sector. This paper presents cases studies of public engagement related to shale gas development (including hydraulic fracturing and pipeline construction), mountaintop removal mining, and management of mixed-use watersheds near surface mining operations. The experiences highlighted in these case studies are used to draw best practices of public engagement for sustainable energy development.Introduction Within the scientific research community, the importance of public engagement has gained increasing recognition. In a 2007 article in Nature, medical researcher, Patrick Taylor, stated that public engagement has both “gone viral” and “gone global” and has the ability to make real impacts to research (Taylor 2007). Nancy Baron, the science outreach director for COMPASS, an organization providing communications training for scientists, provides further evidence for the increasing focus on engagement, including shifting attitudes observed during her own experience as a communications coach and documented in surveys, the recent inclusion of communication and engagement activities in academic tenure review, and the surge of workshops, materials, and other resources available on the subject (Baron 2016). In addition to COMPASS, a number of organizations and institutes have been developed to train scientists for communication and engagement with the public, perhaps most notably the Alan Alda Center for Communicating Science at Stony Brook University, and academic fellowship programs, such as the Leopold Leadership Program at Stanford University and the Wilburforce Fellowship Program, have been established for the same purpose."

Anything to do with radioactive waste disposal in these days is regarded in a very negative light and with the thought that no possible good could come of anything connected with it. However, it should be remembered that the Austrian government's disposal of some tailings from the Joachimsthal mines resulted in what was probably the most important scientific discovery of this century. In 1898 the Austrian government agreed to give a Polish research assistant working at the School of Physics in Paris one ton of tailings to enable her to carry on her research. Her meagre stipend and the lack of a research grant did not allow her to purchase the ore which was relatively expensive. The uranium oxide in it being used to colour the famous Czechoslovakian glassware. As we all know, from this ton of ore Marie Curie by her own physical labours extracted one gram of radium. When she started this research she was pregnant with her first child. Nothing of course was known at the time about the biological effects of radiation. Very shortly, of course, the acute effects such as skin burns were observed but it was some years before the chronic effects were noted. It is impossible to estimate to what cumulative amount of radiation that Marie, Pierre and their daughter Irene were exposed but it must have been enormous and it took its toll. Marie complained for many years of fatigue and exhaustion and at one point she was seriously ill with some kidney problem which was probably due to toxic effects of ingestion of uranium. She lived until she was 67, however, and died of leukemia. Her eldest child, Irene, who carried on her work, did not live as long; she died of leukemia at 57. The other daughter, Eve, related how her mother and she went on a skiing holiday not many years before her death, and how her mother at this time would swim 300 meters at a stretch. (Curie, 1937). This suppleness of limb could have been due to the anti-inflammatory action of radiation. Even today, patients in France with certain types of rheumatic conditions are treated with injections of radium, where other anti-inflammatory drugs such as aspirin or cortisone have not worked. With new mineral deposits found in areas of difficult terrain, and annual production capacity increasing in mines over the last decade, the aerial ropeway is proving to be a viable, economic method of transportation from mine to processing plant. Of the more conventional designs, a bicable ropeway is more suited to difficult country than the simpler monocable. The bicable, however, does have limitations in the difference in levels it can accommodate in one section at a given capacity. This is noticeable where hilly terrain and high capacity imposes a limit on the length of each section. Increasing the number of sections for a relatively short conveying distance tends, in the case of conventional bicable, to unbalance the normally favorable economics of the ropeway. In addition to analyzing hauling rope stresses, other areas have to be considered when looking at high capacity ropeways. Bucket capacity, speed, and the wheel load on track ropes are examples. These and other factors led British Ropeway Engineering Co., of Sevenoaks, Kent, UK, to produce the twin-track system. Using twin track ropes, larger capacity buckets, and, if the height differential warrants, the installation of twin hauling ropes, BRECO produced a ropeway design for areas of hilly terrain and at higher capacities than had been considered suitable for aerial ropeways. Designs have been produced for systems handling 1.5 kt/h (1,650 stph), and the potential exists for expansion to above 2 kt/h (2,200 stph). The arrangement of ropes provides high stability of the cars and is especially suited to areas where high winds occur during normal operation. This development allows the aerial ropeway to be applied economically in difficult areas and at the increasingly high capacities demanded by engineers. Ropeway Transports Limestone to Sudan Cement Plant Maspio Cement Corp. of Atbara, Sudan, will soon use an aerial ropeway to deliver its entire limestone requirement 20 km (12 miles) from quarry to plant. The Atbara plant is located north of Khartoum, near the east bank of the Nile River. The quarry is west of the river, in hills rising from flat desert country. The original transport system was a 24-km (15-mile) railway from the quarry to the west bank and a monocable ropeway that crossed the Nile and continued to the fac¬tory, a distance of about 2.5 km (1.5 miles). This original ropeway had a capacity of 60 t/h (66 stph). With the extension of cement-making capacity in the late 1970s, 2.5 kt/d (2,755 stpd) of limestone was required and a new mono-

"THAT WHICH WE CANNOT SEE" INTRODUCTION Often it has been stated that the greatest of all fears is fear itself - fear created only by that which we cannot see or by that which we fail to understand. The elimination or minimization of fear can best be accomplished by a thorough understanding of the underlying causes of the fear. As related to the mining industry the omnipresent fear is the dread of acquiring cancer through accumulated exposure to "that which we cannot see" - radioactivity. The understanding of the resulting exposure effects can best be obtained through acquisition of authentic data and the subsequent analysis of the same by a group of highly qualified specialists. I may point out that the nuclear industry and its source, uranium mining, greatly surpass any other industries in the degree of public awareness as to its potential environmental effects. Public out-cry has always influenced major decisions relating to how industries conduct their operations and much of their effort has resulted in many changes. The issues of health and safety in the mining industry have created considerable public concern, but intense concern to those of us directly involved within the industry. Increasing concern regarding the effect of human activity on the quality of the outer environment of air, land, and water has developed within the past two decades. There is now a growing concern about the health and safety of persons at work in their inner environment, of their working-places in industry. Hearings and investigations conducted in Canada by three appointed "Royal Commissions" have all confirmed that this concern is well justified when focused on the health and safety of workers in our mines. REGULATORY CONTROL OF URANIUM MINING OPERATIONS In Canada, the ownership of mineral resources and the control of their extraction, except for uranium, is vested under the "British North America Act" in the provinces. In all provinces the statutory basis for health and safety provisions in the mining industry can be found in the provincial "Mining Acts" with each province assuming the responsibility to produce its own "Mining Act". In particular, all of the Mining Acts in Canada place upon the management of a mine the responsibility to ensure that provincial provisions are met.
