INTRODTUCTION The use of spiral concentrators for processing fine coal particles is an old idea that has recently gained acceptance in the 11.S. coal industry. It was not onti1 the Australian Minerals Industry developed a spiral concentrator specifically for separating coal from ash in the latter 1970's and early 1980's that spiral concentrators were seriously considered as viable equipment for processing fine coal. The Wright Coal Spiral was introduced in 1980, the Mineral Deposits Limited Mark 10 Coal Spiral was introduced in 1982, and the Vickers Wyong Coal Spiral was introduced in the latter part of 1984. Each spiral design was different and utilized constant profile troughs, constant pitch troughs, compound profile troughs, and various splitter arrangements. Mineral Deposits Limited has combined the best features of the compound profile trough and constant pitch trough with critically-placed splitters to develop the MDL LD4 spiral concentrator which is a truly efficient coal washing spiral. This spiral concentrator was introduced into the U.S. Coal Industry in 1987. Recently, Mineral Engineering Technology of the United Kingdom and Multotec of South Africa have introduced their own coal spiral designs. Spiral concentrators were first installed in fine coal processing circuits in the Australian, South African, and Canadian Coal Industries in the early 1980's and in the U.S. Coal Industry in 1985. SPIRAL CONCENTRATOR SEPARATION PROCESS The separation process that occurs within the spiral concentrator trough is very complex, as it is a combination of three gravity separation processes. When the coal slurry first enters the spiral trough, each coal and ash particle and the water is subjected to centrifugal forces. These forces cause the water, light coal particles, fine heavy ash particles, and medium middlings particles to the outer vertical portion of the spiral trough. The coarse ash particles and the coarse middling particles remain on the inside of the spiral trough. The center or transitional area of the trough contains a mixture of middlings particles and near-gravity material that is present in the slurry, as shown in Figure 1. At the same time the coal and ash particles are suhjected to centrifugal forces, the trough design (both profile and pitch) causes the particles to be subjected to flowing film and stratified bed separations. The combination of these three separations, whose efficiency is dictated by the spiral troogh design, will effect the separation of the lighter coal particles from the heavier ash and middlings particles. As the slurry flows down the spiral, the profile and pitch design of the trough will counteract the centrifugal forces on the fine, heavy ash particles and fine middlings particles and cause them to migrate from the vertical portion of the trough to the center or inner portion of the trough. At the same time, any heavy particles trapped in the transitional area of the trough will be forced to migrate to the inner edge of the trough and any coal particles will be forced to migrate to the outer edge of the trough. SPIRAL SPLI'TTEP ARRANGEMENT The critical placement of splitters along the inner edge of the trough for removal of the heavy ash particles as the slurry flows down the trough further enhances the separation of the coal particles. At the bottom of the spiral trough are product splitters arranged to make a final separation of the slurry stream into clean coal, middlings, and refuse products.

INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. M.J. McPherson Having worked on the thermodynamics of air/liquid-water mixtures passing through the surface fans of deep mines, I find this paper of great interest and congratulate the authors on producing it. There are two matters, however, deserving discussion. First, the authors have described the classical theory of fog formation with fogging occurring at "supersaturation." In fact, the process of fog formation begins well below 100% humidity. The more strongly hygroscopic nuclei in the atmosphere will attract water molecules and begin to grow at a relative humidity perhaps as low as 70%. The process is a dynamic one with both condensation and evaporation taking place throughout the mixture on microscopic liquid surfaces. As saturation is approached, the rate of condensation accelerates rapidly producing the familiar reduction in visibility. Hygroscopic nuclei are present in all natural atmospheres and under the appropriate conditions of pressure and temperature, will produce clean fogs. However, if the air is polluted by particulates from combustion or other processes then the resultant coagulation with growing liquid particles may produce dense (and sometimes photochemical) smogs. It is this process that is likely to occur in underground mines when moist air is cooled below dew point. Second, the authors have summarized very well the individual measures that might alleviate the problem. In particular, I agree that neither heating nor refrigerating the air, by themselves, provides a satisfactory solution. However, there is a combination of these that provides a neat and effective control of fog formation. This involves a small, self-contained refrigeration unit within a duct but without the usual external heat rejection facility. The air is cooled below dew point and, hence, dehumidified on passing over the cold evaporator coils. The heat from the condenser is rejected back into the air downstream from the water eliminator, as shown in Fig. 1. The duct configuration can be designed to create good mixing at the outlet. I have used a climatic simulation program to illustrate the effect, assuming a 500-m (1,640 ft) long airway of cross section 60 m2 (645 sq ft), an airflow of 9 m3/s (318 cu ft per sec), inlet conditions of 19/19.25°C (66/67°F) wet bulb/dry bulb temperatures, a virgin rock temperature of 17°C (63°F) and typical rock thermal properties for a hard-rock mine. I have also assumed that 10% of the rock surface is wet. Figure 2 shows the variation in temperatures along the airway if no measures are taken. The relative humidity remains close to 100% and condensation will occur throughout the length of the airway. Before any such installation is designed, the exercise must, of course, be repeated for each location with accurate data. However, this example demonstrates the potential of the system. The idea is not new - the principle is sometimes used in air-conditioning plants for buildings. Figure 3 shows the effect of removing 30 kw of heat by evaporator coils sited 40 m (131 ft) along the airway and rejecting that heat (plus another 10 kw of compressor and fan power) into the air at 60 m (197 ft). Condensate water is produced, at a rate of 0.45 L/min (0.12 gpm). The result of this sequential cooling/dehumidification/heating process is to separate the wet and dry bulb temperatures along the length of the airway. The relative humidity increases from 80% at the duct outlet to 92% at 500 m (1,640 ft). The airway is maintained free from fog.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. Ventilation Air-Heat Plants No. 3 Shaft In the early design phase of No. 3 shaft, it was recognized that air heating would be required to maintain underground temperatures above 0°C (32°F) during cold winters in the Colorado mountains. Thoron daughter WL&apos;s measured by alpha-spectroscopy and the Kusnetz method are about one-half those of radon daughter WL&apos;s in a uranium mine in Canada.1 A diffusion model can account for the relative concentrations.l Since the Kusnetz technique is most widely used for measuring radon daughter WL&apos;s in uranium mines, a general procedure is derived to extend this method to measurement of WL&apos;s of radon and thoron daughters in air containing their mixtures. Coté P. and Townsend M.G., 1981. A procedure is also suggested for counting radon and thoron daughters by 3-channel [a]-spectroscopy. Errors in WL(Rn) are calculated for standard radon daughter counting procedures when a-decay of both thoron and radon daughters is attributed to radon daughters alone. Providing overall counting times are short, [<]30 min, these errors are generally small. The precision of ß -counting methods is also investigated. A portable 3-channel alpha spectrometer for measurement of radon and thoron daughters in uranium mines or homes is described, Carson D.W., 1979. The computer programs for analyzing the data to give, depending on the mode employed, some or all of the concentrations RaA, RaB, RaC, ThB, ThC and WL of radon and thoron daughters by alpha spectrometric, modified Kusnetz, Rolle and Tsivolglov methods are presented.(l) A commercial apparatus, based on the above prototype, incorporating a microprocessor and built under contract to EMR is now available.(2) A number of personal radiation dosimeters for miners are now being tested in mines. One of these is the CEA dosimeter which uses the track-etch film method, Duport P., Chapuis A.M. and Pradel J., 1979. An apparatus for rapid reading of track-etch films by the spark technique has been described previously, Cross W.G. and Thomasino L., 1970 and Huang V.F., 1975. We have developed such an apparatus for rapid semi-automatic reading of films exposed to radiation from mixtures of radon and thoron daughters in CEA dosimeters. The films used, Kodak LR 115 Type II Strippable, may be stripped rapidly and easily, for counting after irradiation and developing, by use of a special punch and suction technique. The method promises to provide an inexpensive and rapid technique for reading large quantities of personal dosimeter films. However, the present CEA dosimeter has faults in design, leading to a contamination problem. Those films that show contamination cannot be read by automatic means. A commercial apparatus based on the above prototype spark counter and built under contract to EMR is now available.3 1. These computer programs are available on request. 2. Much of what is reported was published elsewhere over a year ago (i.e., in their reference: Chi, G., Fuerstenau, M.C., Brandt, R.C. and Ghosh, A., 1996, "Improved comminution efficiency through controlled blasting during mining," International Journal of Min¬eral Processing, Vol. 47, p. 93). There is nothing unusual or significant about a 10% or more difference in grindability between two materials of apparently similar origin and other attributes (such as chemical assays, hardness and specific gravity). Consider also that: • the materials came from different locations in the pit; • only two sets of four blastholes were considered per blast: • spatial orientation with respect to the face and other blastholes was also altered; • only two pairs of data were collected; • the impact of sampling error and bias, • both of which could be significant in this case; and • normal experimental error in parameter measurement and calculation. It is clearly inappropriate to draw any conclusions with regard to cause-and-effect relationships without first presenting a thorough error analysis. A substantial number of randomly selected test and control areas might provide meaningful statistical evidence of the claimed effect of the variables being studied. Even that appears doubtful, however, because Figures 3 and 4 show about as much variation in crushing energy for the two "regular" conditions vs. regular and altered conditions. On a separate, but also important issue, broad experience with autogenous/semiautogenous milling has shown that smaller or weaker feed material results in reduced tonnage. ? Reply Thank you for the opportunity to respond to the comments of Messrs. Mclvor ant Fink. The points raised are addressed in the order of presentation. As the commenters noted, there are parallels between this article and a previous manuscript. The reason for these complementary articles is that the audiences for the two publications are different, although there is obviously some overlap. We believe that the different audiences each profit from the technical aspects of the two manuscripts. We are not in agreement that a grindability difference of 10% is insignificant. The laboratory work is corroborated by data obtained at plant scale, which confirms that an increase in throughput of the same magnitude (between 5% and 10%) is achieved when the blasting pattern is modified, i.e., reduced from 9 to 8 m (29.5 to 26.2 ft). This increase in throughput translates into substantial power savings for ore grinding. No differences in appearance in the rock were noted between the two adjacent areas. Rock in both areas belonged to the same rock mass/block, which was quite homogeneous and without geological features in between that could create drastic differences in comminution characteristics. Given the resources, we would have sampled from all of the holes. Additional data would certainly have been desirable, as would have been additional funding to expand the study. Their comment, "spatial orientation with respect to the face and other blastholes was also altered," is not clear. Figure 1 does not show the initiation sequence. Without the initiation sequence, we do not understand how the commenters concluded that spatial orientation with respect to the face and other blastholes was altered. The commenters may be trying to make the point that the four-hole configurations with respect to the original bench face are not exactly the same. In fragmenting the

Discussion by B. Beatty This is a response to M.J. Hrebar&apos;s paper, which tracks in detail the highly productive stripping capabilities of modern large bulldozers at two separate installations. It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle. Case 1 - Study eastern US: Contour coal stripping application The energy consumption for the Case 1 mining method (eastern US contour stripping operation) shows the D11 averaged 117 L (31 gal) of diesel fuel per scheduled hour, and produced 333.3 bank m3 (436 bank cu yd) per scheduled hour (0.351 L/m3). Assuming 1 L (0.26 gal) of diesel fuel contains 10.4 kW-hr of energy, the unit expenditure of fuel energy for Case 1 Study was 3.66 kWh/m3. Another way of shifting this material is by using an overburden slusher (OS), as shown in Fig. 1. The OS as shown in Fig. I. The OS is electrically powered and consists of a manned low wall winch (LW ), a remote controlled (radio telemetry) highwall winch (HW) and a hoe. The winches operate to pull the hoe back and forth across the pit. The hoe carries load in the forward direction ahead of a rear mounted blade and returns empty. A spreadsheet (Lotus 123) simulation package, BOSSIM, models the OS operation on a load by load basis over a wide range of pit configurations. The geometry shown in Fig. 2 of the paper was modeled using BOSSI M and the results are summarized in Table1. Table 1 shows a LW with 150 kW (200 hp) and a HW of 120 kW (160 hp) installed power, towing a 15-m3 (19-cu yd) hoe, would accomplish the Case 1 stripping task at about the same scheduled stripping rate (D11=333 m3/hr or 433 cu yd/ hour, OS=342 m3/hr or 447 cu yd/ hour). It was assumed the winches in this equipment have an electromechanical efficiency of 90%. This gives an average electrical energy expenditure rate of 151 kW-hr, and a unit energy expenditure level of 0.44 kWhr/m-3(0.57 cu yd/kWh)-an improvement of 8291%- over the D11 alternative. The energy comparison illustrates the importance of using more efficient electric power if possible, ahead of the internal combustion engine, and delivering power from a fixed ground position rather than through a moving track system. Another important energy observation is the comparative action of the dozer blade and the OS hoe. The former implement continuously digs and spills as it works the load forward. The OS hoe digs the load until full, the blade then lifts due to the contained load pressure and a shear plane forms under the mass, enabling it to slide forward in a force reduced - transporting mode. Economic comparison Table 2 operating cost per scheduled hour and unit cost comparison follows a format used in Tables 2 and 3 of Hrebar&apos;s paper and compares Case 1 Study with the OS alternative. Drill and blast costs are kept constant in both cases, although when larger OS units are considered, it is expected these costs will reduce because bigger hoe sizes will permit larger rocks to be transported efficiently.

Introduction The impact of computers on individuals and businesses increases each day. And the mining industry is no exception. The growing number of short courses, symposia, and feature articles in journals on the subject of computers is indicative of the developments and interest in their application to mining. Given this interest and the growing importance of computers, a legitimate concern is the computing background of graduating mining engineers. Based on a sample survey, this paper presents the current status of computer education in Accreditation Board for Engineering Technology (ABET)-accredited mining engineering programs in the US. Specific topics addressed include hardware and software available to students, integration of computers into curricula, concerns of mining educators, and historical and anticipated trends in computing education. Methodology Nine of the 19 ABET accredited mining engineering schools (as published in the SME-AIME Guide to Minerals Schools) were surveyed. Interviews consisting of open-ended questions were conducted with a knowledgeable faculty member from each of these schools. This was done to obtain an overall view of computing in mining engineering programs. The intent was not to evaluate nor compare individual schools, so a complete census was deemed unnecessary. The minimal deviations between the responses to the subjective questions reinforces the credibility of the sample as being representative. Results Hardware Most of the mining engineering schools polled had access to hardware on three scales - mainframe computers available university wide, minicomputers available in the college or department, and microcomputers available at all three levels. Without exception, each school had access to mainframe and microcomputers. Minicomputers, however, were not available at every school. The mainframe computers have been in place the longest. The predominant mainframe currently on campuses is the IBM model. Mainframes were once the essence of all applications. But the improved availability and capabilities of smaller machines have afforded users a viable alternative. The increasing practice in education of assessing charges for time used on the mainframe - as opposed to no charge for time on the mini- and microcomputers - makes use of the smaller machines attractive. Conversely, much of the mining engineering software is only operational on mainframes. Sometimes this restriction exists because the requisite speed or storage inherent in the software can only be met by the mainframe. More often, however, it is because the software was developed when mainframes were the only machines available, and it has not yet been adapted to run on a smaller machine. At the schools polled, many mining engineering problems that are well suited to microcomputers are being solved on mainframes simply because microcomputer software is not available. Minicomputers are available at the department or college level in many mining programs. DEC is the most popular make. Often, the minicomputers were installed to alleviate the inconveniences of attempting to access and use an overcrowded mainframe, to avoid being charged for time used on the mainframe, and to meet the needs of a specific research project. The minicomputers are currently used much more for research than for teaching applications. Therefore, minis are seldom used by undergraduate students. Microcomputers have become extremely popular at mining schools within the last five years. Generally, some form of computing policy or strategy was established near the time the first microcomputers were purchased. This was formulated in part to ensure consistency, or at least compatibility, in the type of machines acquired. Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60&apos;s increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

SHELDON P. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. This chapter discusses the necessary construction techniques for installing coal mine ventilation devices. Included in the discussion are the major air controlling devices called over- casts, regulators, stoppings, and doors. Under-casts, although a valid device, are used infrequently in coal mining and are not discussed here. Typically, coal mines require a great many ventilation devices to control the air movement. Post-I969 mines have had to design their air systems to comply with the Federal Coal Mine Health and Safety Act (CMHSA) as discussed in Chap. 1. Pre- 1969 mines have had to redesign major portions of their systems to comply with the basic components of the law such as separation of air courses, single unit split ventilation, and minimum air quantities. It is not uncommon, therefore, to find a large mine (2.0 Mt/a) requiring several hundred overcast installations (permanent, as well as repeat construction), plus doors and regulators placed among a thousand or more stoppings. When each of these devices is subject to leakage from installation and weathering defects, the importance of effective construction becomes evident. An historic rule of thumb for average mine ventilation says that about 70% of all the air pressure generated by the mine fan is lost between the portal and the working faces. Of course, this rule is subject to many factors, but the message is clear: there is a tremendous inefficiency in controlling leakage through common air devices. This chapter strives to present a standard approach and design alternatives which can go a long way in reducing this leakage, and hence, ventilation costs. Historically, mine ventilation has progressed from natural, or draft ventilation, to fire-induced ventilation (Fig. l), furnace-fired centrifugal fans and finally, to today&apos;s modem mine fans. Underground controlling devices have been in use in the coal mines since the late 1600s, but the CMHSA of 1969 was the real turning point for mine ventilation. Minimum quantities and velocities of fresh air were required for mining, forcing coal operators and engineers to reevaluate and improve their systems. As a consequence, the cost for ventilating air increased. Today, companies face a variety of choices among design alternatives, materials, labor, and costs of ventilating devices for their mines. The best approach for any individual company or mine is determined by (1) the needs of the mine, and (2) the local design parameters. In my discussions of ventilation construction I shall be fairly general in terms of device installation steps, where specifics are warranted for clarification, I will include this information.

Traditional methods of creating a water tight shaft liner involve the use of segmented or welded steel. When shafts are located in ground that exhibits extremely difficult conditions of high water inflow and hydraulic pressure, composite liners are often combined with ground freezing during construction. The authors were searching for a cost effective and more flexible solution to hydrostatic liners design than the traditional concrete/steel composite design used so far. Searching through new technologies developed for tunneling applications, sprayed on membranes systems seemed very promising but were not developed for the specific circumstances encountered in shaft sinking applications where ground freezing is involved. Even though freezing is a very effective technique, it creates adverse temperature conditions for the application of spray on membranes. In addition, application and hydrating cure times for those membranes products ranged between six to twenty-four hours under ideal conditions (usually temperatures well above freezing point), which eliminated them from consideration in a shaft sinking cycle. While researching different spray on membrane materials, it was discovered that Stirling Lloyd Polychem Ltd. has developed and proven a different membrane material for waterproofing liners in different tunneling applications. The characteristics of the membrane exceeds the pressure parameters encountered in frozen shaft sinking operations, and the chemical cure times were reduced to one hour per layer which worked well into the shaft sinking cycle times. More over their system included a quality control procedure that allowed insuring integrity of the membrane at application time, a very desirable feature for shaft liner construction. However, the frozen rock surface still presented an unknown in the cure time and stability equation. As all membrane products a shotcrete substrate is usually required prior to application. The hypothesis used by the author was to use this shotcrete layer, not only as a substrate, but also as a thermal insulation against the frozen rock and the membrane during both application and curing time. The authors knew from experience that shotcrete could be applied successfully over frozen rock. But the shotcrete temperature curve over time was unknown and no information were found in the available literature. Testing was required to determine whether a suitable mix of shotcrete could be applied to the frozen shaft wall to provide enough heat of hydration for a suitable period of time to create conditions suitable for membrane application and curing.

The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master&apos;s and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it&apos;s the one we see as a result of regulation, attitudes and culture from our nation&apos;s capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you&apos;re not likely to run into any friends. On Feb. 20, 1991, just over one year ago, President Bush presented to Congress his National Energy Strategy. The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation&apos;s 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. Underground mining operating costs consist pri¬marily of direct costs such as labor, supervision, ma¬terials, and supplies, plus indirect costs. The material and supply costs vary substantially between mines but commonly range from 35 to 60% of the total direct costs. As part of the preparation of accurate operating cost estimates for a project, information must be as¬sembled to select the material and supply items and to determine the quantities of these items that will be required. Cost data then can be incorporated with the estimated material and supply requirements to determine the total material and supply costs for the project. Estimated quantities will vary considerably between mining projects depending upon factors such as the type of material being mined, the mining method, the equip¬ment selected, drilling and blasting techniques, mucking and haulage methods, ground support requirements, number of men employed, etc. Valuable information often can be obtained from suppliers and manufacturers, including data on current operating practices for similar projects, recommenda¬tions for the specific project, and preliminary cost quota¬tions. However, quotations obtained for estimates are generally higher than the prices paid at the time of purchase. Mines operating in the area, or those mining under similar conditions, also can provide essential design information, but it often is difficult to obtain cost information from the operators. Estimated costs for the most common major items of underground materials and supplies are presented in the accompanying tables. They represent current costs or cost ranges and are intended to be used only as a guide when preparing budgetary estimates for materials and supplies. Cost data were obtained mainly from suppliers and manufacturers, with up to three quotations being ob¬tained for each item whenever possible. In most cases, as noted in the table footnotes, prices were based on quantities representing normal requirements for me¬dium-size mine operations. Every attempt was made to assure accuracy. However, the cost for most items, especially those with multiple sources, can deviate sig¬nificantly for various reasons such as geographical loca¬tion, current market conditions, quantities ordered, size of the customer (which could influence the ultimate quantities purchased), and the ability of the purchasing department. It is also for these reasons that the actual amount individual mines are now paying for specific items may vary from the estimated cost in the tables. The cost for specific sizes of items that do not appear in the tables often can be factored from the data pre¬sented. Costs for many items can be converted easily to a unit that sometimes is more basic, but not as com¬monly used, such as from a length to a weight unit. Other items not listed, such as repair parts for equip¬ment, will involve contact with suppliers to determine specific recommended requirements and to obtain costs for these items as related to each individual project. Costs are expressed in terms of US dollars as of 1978 unless otherwise specified. All measurements, sizes, and weights are expressed in conventional units (i.e. feet, inches, pounds) ; applicable metric conversion fac¬tors follow each table. Costs are represented for drill steel and bits; mining explosives; blasting caps; blasting supplies; ground sup¬port items; ventilation equipment; utility pipe, utility hose, and accessories; mine track and accessories; tires for underground equipment; lubricants and fuels; and miscellaneous supplies.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.
