It will address pertinent parameters such as production, markets, quality, number and size of operations, price, and productivity from a statistical viewpoint. In addition, relevant statistical parameters of select areas of the Appalachian Coal Region will also be presented and discussed.

Perlite is rhyolitic glass with 2 to 5 percent by weight (wt.%) bound water held within the silicic-glass structure. It is often distinguished by vitreous, pearly luster and concentric perlitic fractures ("onionskin"). Occurrences worldwide are associated with Tertiary to middle Quaternary volcanic rocks. Perlite is in silicic domes, plugs, laccoliths, flows, vitric tephra, chill margins of dikes and sills, and welded ash-flow tuffs. It is a hydrated volcanic glass formed through secondary alteration of obsidian by the incorporation of water into the glass/silica structure. Post-emplacement hydration (weathering) of cooled glasses by meteoric water is the principal alteration process, but some hydration by magmatic or meteoric water during or shortly after emplacement, or hydration by water exsolved during cooling may occur. Commercial "perlite" is any volcanic glass that expands or "pops" when heated quickly to plasticity while evolving steam and thus forming a lightweight, frothy material. The expansion temperature typically ranges from 1,100 to 1,500°F. An expanded volume increase of 10 to 40 times the original volume yields expanded densities of 1.5 to 11 pounds per cubic foot (lbs/ft3). Perlite is mined by eight companies at 10 operations in six western states. New Mexico accounts for more than 80% of the total tonnage mined. The rest comes from Arizona, California, Colorado, Idaho, and Nevada. In 1992, domestic production was 571,000 short tons (st), domestic apparent consumption was 591,000 st, and the value of crude perlite was $15.3 million. In 1991, with about the same production and price of crude perlite, the gross value for expanded perlite was $101.7 million. Perlite exports in 1992, primarily to Canada, are estimated an 30,000 st; and imports, from Greece, are an estimated 50,000 st. In 1992, 70 plants in 33 states expanded crude perlite. Construction uses of expanded perlite accounted for 66% of total domestic sales. Expanded perlite used as filter aid accounted for 15%. All other markets, including use as a filler and in agriculture, accounted for 19%. Leading states for expanding perlite, ranked by order of sales, were Mississippi, Pennsylvania, California, Illinois, and Georgia. Domestic perlite encounters transportation disadvantages in some areas of the eastern United States compared to perlite imported from Greece. However, western U.S. perlite exports to Canada offset this in large part, and net import reliance for perlite is about 3% of domestic consumption. Perlite grab samples were tested at the New Mexico Bureau of Mines and Minerals Resources (NMBMMR) for their basic suitability in horticulture, construction, filter aids, and fillers/extenders using Perlite Institute techniques modified by the NMBMMR. Most commercial perlite ranged from 2.5 to 3.0 wt.% bound water for all major types (classical, granular, and pumiceous). Expanded density varied widely, but the lowest density of 1.9 lbs/ft3 was for granular. Average brightness of expanded perlite was 47.6 to 69.3%. Nonexpansibles, commonly obsidian or "dead" perlite, ranged from 18 wt.% to less than 1 wt.%, with granular perlte generally the lowest. Compacted density was not related to either perlite type or nonexpansibles present. Sieve analyses of the -50+100 mesh product showed that, in general, pumiceous perlite produces more fines and classical and granular perlite average 60 to 80% -30+100 mesh after expansion. Samples were tested for crystalline silica that ranged from below the detection limit of 0.5 wt.% to nearly 0.2 wt.%, but most tested below 0.5 wt.%. Although quartz content can be lowered in the expanded product by the expansion process, producers can further lower crystalline silica in the product by mixing low-quartz crude with high-quartz perlite before expansion. Chemical analysis by x-ray fluorescence confirms the rhyolitic composition of perlite, but indicates that surface weathering may increase the concentration of some elements, such as potassium and calcium, by infilling cracks or fissures developed during or after perlite emplacement.

GENERAL DESCRIPTION Open cut-and-fill stoping for many years was prob¬ably the most widely used mining method in under¬ground metal mines. Then for a time this method was largely supplanted by the blasthole stope. It again be¬came popular as many mines reached depths or grades where methods requiring large open voids to remain open for extended periods of time became unsuccessful, often as a result of excessive dilution. The open cut-and-fill method is very flexible and is readily adaptable to almost any ore body. The standard application requires that a slice of ore usually 2.4 to 3 m (8 to 10 ft) thick be removed from the back of the stope, and as the ore is taken down, the back is dressed and rockbolted. After the back is secured, the broken rock is removed through rock passes to the level below. When the rock has been removed, the rock passes are extended upward the height of the ore removed, the stope is backfilled, and another cycle is mined. This method is best employed in plunging ore bod¬ies with considerable vertical extent, ore areas that re¬quire selective mining, ore areas where weak wall con¬ditions exist, and ore bodies that have an ore value that will carry this relatively expensive mining method. Blast¬hole stoping, shrinkage stoping, and other mining meth¬ods that do not employ rock passes in a stope are not efficient in plunging or flatly dipping ore bodies because the footwall makes ore removal quite difficult. Since mining is accomplished by taking down slices of the back, only small areas of the wall rock are exposed at any one time, and these only for short periods. Due to limited back height, areas of uneconomic rock may be left in place, or they may be mined and the material gobbed in the stope. Because the miners in the stope must work under freshly blasted areas, the amount of ground control is usually great. The volume of rock that is broken during one section of mining is relatively small and the amount of nonproductive work required is high. This results in limited productivity for the scope and, be¬cause of the nonproductive work that must be done on a regular basis, the production from the stope may be quite cyclical. SUITABLE ORE BODIES The open cut-and-fill method may be adapted to al¬most any type of ore body with a relatively high vertical extent. The ore body must be accessible at both top and bottom as well as at regular intervals throughout its vertical extent. Although adaptable to most ore bodies, the method is probably best employed where the ore has poor con¬tinuity and where most types of bulk mining would pro¬duce excessive dilution. In areas of poor ore continuity, the capability of continuous and extensive sampling dur¬ing the mining of each cycle makes this method very desirable. This capability also minimizes the amount of evaluation sampling that must be done before mining is started. Because of the extractive system used, the size and shape of the stope may be as readily changed as the sampling mandates. Probably the only ore characteristic demanded is that the ore has strength enough to be sup¬ported through the use of rockbolts or cable bolts dur¬ing the mining and backfilling cycles. Good planning, systematic sampling, and careful supervision will pro¬duce a product with less dilution than any other open stoping method. PLANNING Evaluation Planning Once it has been decided that the open cut-and-fill method would be the most efficient for mining a par¬ticular ore body, the next considerations would probably be the availability of an economical backfill material and the selection of an efficient transport system for this material. Although hydraulically transported mill tail¬ings are the most widely used product, this is not always practical due to mill location or the quality of the tailings. In such cases, backfilling may be used. The type of backfill and the type of equipment used will determine if a floor or capping on the backfill is required to minimize dilution during ore removal. The early selection of rock removal equipment is im¬portant since equipment usually determines the amount of development work required to bring a stope into pro¬duction and the size of the openings needed. The size and continuity of the ore body will usually determine the type of loading equipment. The use of slushers or load¬haul-dump (LHD) equipment captive in the stopes will minimize the amount of development. If the ore con¬tinuity is such that a ramp system for extraction can be used, the cost of development will be increased but the flexibility of continuous mining will minimize the cycli¬cal nature of the production. The height of the mining section usually is deter¬mined by the strength of the wall rock and the amount of back bolting required. Once this has been decided, the appropriate drilling equipment can be chosen. The number and sizes of the rock passes employed depends upon the type and size of the extractive equipment and the type of backfill that is to be used. Since the miners must enter and leave the stope each shift, the level inter¬val is usually maintained at approximately 45 m (150 ft). Access from the level above into the stope must be main¬tained at all times. The employees perform all the work in the stope and adequate ventilation must be provided. Stope Planning Due to the flexibility of the method and the vari¬ability of the ore zones, layout is usually done on a stope basis. In areas where continuity is a problem, the size of the stope is usually determined by the boundary of the ore (with all of the ore within that boundary being removed). In areas of good continuity where ramps are to be used, the length of the stope may be determined by the length of time each of the cycles (preparation, back¬fill, mining, and ore extraction) requires. HISTORICAL DEVELOPMENT At the beginning of the 1970 more than 90% of pro¬duction drilling in open-pit mining was obtained with the use of rotary drills. At the same time, the use of rotary drills underground was virtually nonexistent. Several progressive mines began questioning whether efficient rotary drilling could not be adapted to under¬ground applications. In the late 60s and early 70s at¬tempts to use rotary drilling were made by Inco, Ltd. and Meramac Mining, utilizing drill units designed as a combination of small diameter raise drills and rotary drills. These initial attempts were unsuccessful primarily due to the immobility of the equipment and low degree of dependability. At the same time, experiments con¬ducted by Inco and Meramac using large diameter in¬the-hole percussion drills produced immediate encourag¬ing results. The first serious attempt at utilizing rotary drilling underground was made by Texasgulf in 1971 at Kidd Creek mine in Canada. An experimental stope 15 m wide, 36 m long, and 30 m deep was drilled using 200-mm diam rotary drilled holes. The machine used was a Robbins' Model 11 D. The Model 11D is a rotary drill designed to drill drain and utility holes under¬ground. The results of this test revealed that large diameter blasthole stoping was feasible. The indications were that the major areas of concern-fragmentation and pillar damage-could be controlled and a new low-cost stoping method resulted. At this point Texasgulf and Robbins entered into a cost-sharing agreement to develop a rotary drilling unit specifically for this stoping method. Drilling of the trial stope required pouring a concrete pad at each drill hole plus anchoring the derrick to the pad by means of rock¬bolts. Utilization expressed in terms of drilling time to available time was less than 20%. It was obvious that the required unit had to be mobile, setup time had to be minimized, and rod handling had to be improved. The first attempt at an underground production-type rotary drill consisted of mounting the basic 11D on an air-powered Eimco 600 Series crawler. The crawler was equipped with four screw-type leveling jacks operated by an impact wrench; rod rack facilities for 60 m of 1.2-m long, 170-mm diam rods; a rod handling facility consisting of an air-lift swing boom and a pipe loader which automatically positioned the rod under the float¬ing drive box; a turnbuckle anchor system requiring in¬stallation of four rockbolts in the drill drift floor and placing turnbuckles from the rockbolts to the corners of the drill; and trailing power units containing the electrics and hydraulics required to operate the drilling unit. Operation of this unit revealed a vast improvement in drilling time but some problem areas remained. The anchoring system required secondary drilling and proved difficult to adapt to the localized irregular floor surface and the trailing power unit was difficult to maneuver and was causing unnecessary maintenance costs. Addi¬tional improvements resulted in the standard 11MD rotary blasthole drill. DESCRIPTION OF UNIT This standard model consists of the drill and the power unit integrally mounted on an air-powered crawler chassis (Fig. 1). The rod-handling and leveling¬jack systems are similar to those used on the prototype Texasgulf unit and remained relatively the same. The anchoring system has been replaced by the roof jack, initially screw type but now hydraulically actuated. The anchoring system is necessary as the drill exerts more thrust than the weight of the unit. During operation it is found that the two front jacks adequately anchor the machine. The complete unit's operational dimensions are: height, 3.2 m; width, 2.1 m; and length, 4.2 m requiring a 3.5- x 3-m drill drift. The derrick is pivot mounted and raised and lowered by a hydraulic cylinder reducing the transport height to 2.5 m. The derrick is also turnbuckle mounted to allow dip angle drilling from vertical to 0.52 rad (30°) off vertical. The drill derrick can be mounted to allow dip axis to be parallel or perpendicu¬lar to the long axis of the unit. The standard rods are 1.2 m in length and are contained in racks of 10 which can be removed for transportation. Drilling torque is produced by a 56-kW (75-hp) electric motor driving a double vane pump which in turn drives a Robbins high torque gear-type hydraulic mo¬tor. In addition to the hydraulic motor, the machine drive system has a 3.9:1 planetary gear reducer. This results in six speeds with the following minimum and maximum range: Maximum rpm 112 Torque 3725.5 J (380 kg m) Minimum rpm 10 Torque 14 706.0 J (1500 kg m) Drilling thrust is provided by two bootstrap cylin¬ders pressurized by a variable volume pump. This sys¬tem can produce from 0 to 267 231.2 N thrust in either direction. Bailing air (approximately 17 m3/min at 382.2 to 490.3 kPa) is introduced through a rotary swivel pass¬ing directly through the center of the drive system to keep efficiency and losses to a minimum. Hole annulus is also kept to a minimum by using 170-mm rod when drilling a 200-mm hole. A small amount of water is added to the air for dust suppression. The machine has to be supplied with air, water, and electrical power. It does not appear feasible to provide an integral air power supply with the rotary drill such as is done with open-pit rotary drills. Air is required and installed during the primary development of the drill drift. The machine can be adapted to drill hole diameters from 170 to 228 mm for blasthole operations. The drill string consists of the rotary bit, crossover stabilizer, roller stabilizers, and standard rods. The operator controls speed and thrust pressure from an operating console which can be mounted in a conve¬nient position. Mount Isa has made an adaption to the operating console to permit remote collaring of drill holes in an uncleared floor.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. Hydrodynamic investigations in exploratory boreholes and grouting holes are conducted for the purpose of obtain¬ing information about the hydraulic properties of the hydrostratigraphic section to be intersected by the proposed underground workings. The information obtained from the investigations provides the basis for calculating the hydrau¬lic coefficients of fractured permeable rock, the dimensions of the anticipated grout isolation curtain(s) around the un¬derground workings, the number and location of grouting holes, the injection pressure modes, and also the volume(s) of grout that will be required (Anon., 1976, 1978). The following data on each aquifer are obtained from the investigations conducted in monitoring and grouting bore¬holes and the analysis of the results: 1) the top of each hydrostratigraphic unit, 2) the thickness of each unit, 3) the ground water fluid potential distribution in each unit, 4) the coefficient of permeability, 5) the piezoconductivity, 6) the fracture porosity, 7) the geometry of the fractures in the rock, 8) the elasticity-compressibility coefficient of the fractured rock, 9) the chemical composition of the ground water, 10) the direction of flow of the ground water, and 11) the expected inflow rate of water into the shaft, drift or tunnel. STG uses its DAU-3M type flowmeter to conduct in¬vestigations of directions of flow in vertical, inclined and horizontal drillholes. The DAU-6 instrument is used to de¬termine the direction of flow of ground water in each frac¬ture or fractured aquifer. Various singular and double DAU type packers are used for pumping and for injection studies (tests) and for flowmeter investigations. Normally the instruments enumerated above permit in¬vestigations to be conducted in each separate aquifer with¬out reinforcing the holes with casings. On the basis of these investigative data, both the hydraulic properties of unfractured rock and the hydraulic properties of the fractured rock are estimated. Dual porosity rocks require special attention because they tend to segregate the grout. 3.1 FLOWMETER INVESTIGATIONS IN BOREHOLES The STG flowmetric methodology is based on the mea¬surement of the ground water flow rate through the borehole by hydrostratigraphic interval after the disturbance of the hydrostatic equilibrium in the "hole-aquifer system" (after pumping or injecting). The relationship of the head changes to the discharge into or from a particular hydrostratigraphic unit obtained during the tests serve as the basis for calcu¬lating the hydraulic properties. Flowmetric investigations facilitate the determination of the number of aquifers, their depths, their thickness, the hydraulic properties of the fractured rock and the magnitude and direction of the flow of ground water. 3.1.1 FLOWMETER HARDWARE STG conducts flowmetric investigations in boreholes using its DAU-3M-108, DAU-3M-73, DAU-3M-57 and DAU-3M-44 instruments.' They have respective external diameters of 108, 73, 57 and 44 mm. The type of flowmeter selected for use depends on the borehole geometry and the technological scheme for carrying out the investigations. Boreholes with a drilling diameter of 76-93 mm are inves¬tigated with the DAU-3M-73 flowmeter; boreholes drilled by bits with a diameter of 112 mm and more are investi¬gated using the DAU-3M-108 flowmeter. The DAU-3M¬108 and DAU-3M-57 instruments are used for flowmetric investigations with a packer. 3.1.1.1 The Downhole Sensor The sensor design of the DAU-3M-73 hole flowmeter is shown in Fig. 2. The design of the DAU-3M-108 instru¬ment is similar to the design of the DAU-3M-73 instrument. The frame of the flowmeter sensor shown in Fig. 2 consists of a casing, an upper and lower centering mount and two rings to which the guiding rods are attached. The upper rods are built into the connector bushing; the lower rods are built into the coupling sleeve. The borehole cable is attached using a half-coupling, a packing ring and a constriction nut. Thus, the frame of the flowmeter sensor is made so that the free passage of water to the impeller is facilitated along with the necessary rigidity. The primary moving component of the flowmeter is the double-bladed impeller, which rotates on cobalt-tungsten pivots and agate thrust bearings. Special extended air cham¬bers protect the supports of the impeller from the action of the borehole fluid which may contain fibrous and abrasive particles. The air located in the chambers shields the sup¬ports from direct contact with the borehole fluid when the sensor operates in a borehole. The hollow casing of the impeller serves the function of a lower cap. The upper cap is attached to the casing using a threaded connector; it is affixed also with a lock-nut. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Introduction Heavy media separation (HMS), also called dense media or float¬sink separation, is one of the newer forms of gravity concentration. Though the concept can be traced to the last century, the process has enjoyed its major growth since 1940. Heavy liquid separation is a mutation. The heavy media process is used extensively to clean coal and for the concentration of a wide variety of ores such as those of iron, lead-zinc, chrome, manganese, tin, tungsten, fluorspar, magnesite, sylvite, garnet, diamonds, gravel, etc. It may be used where ever a significant density difference occurs between two minerals, and commercial separations are typically made in the range of 1.3 to 3.8 sp gr. The particle size treated ranges downward from 6-8 in. top size. Particles greater than about 1/16-in. (10 mesh) may be treated in a "static" bath, though for reasons of separation efficiency, + 1/2 -in- feed is usually preferred. For particles less than this size, separation in a heavy media cyclone is generally used. The flowsheet of a typical heavy media process, in this case one using a ferrous medium, is shown in Fig. I. In essence, the process consists of: (1) preparation of the feed usually by wet screening to remove undesired fines, (2) heavy medium separation, and (3) removal and recovery of the medium from the separated products. Many muta¬tions of the basic scheme are possible and numerous options are possi¬ble. HMS offers the following potential advantages:12 1) Ability to make sharp separations. 2) Ability to change the specific gravity of separation quickly to meet changing conditions. 3) Ability to remove products continuously. 4) Ability to treat a broad size range of products. 5) Ease of start-up and shutdown without loss of separating efficiency. 6) Relatively low medium cost and low media losses. 7) Low operating and maintenance costs. 8) High capacity with the use of relatively little floor space. 9) Relatively low capital investment per ton of capacity. The process may be used to produce a finished concentrate, two finished concentrates, or a concentrate and a middling of differing quality, or a preconcentrate by rejection of unwanted gangue. It is an ideal method for the reprocessing of coarse waste dumps. The greatest use for the process lies in coal cleaning and in the preconcentration of ores. The relatively inexpensive heavy media process may be used advantageously to reject large quantities of coarsely crushed gangue. When used in this way, the process will allow: (1) the use of lower cost but less selective mining methods with the "overbreak" material being removed at the front end of the concentrator or preparation plant; (2) a substantial reduction in the quantity of ore that must be finely ground for subsequent mineral liberation and separa¬tion. Since comminution is often the single most expensive step in beneficiation, it is desirable to eliminate as many essentially barren pieces of rock as possible before the grinding step, (3) a decrease in overall plant capital cost per ton of concentrate since the size of the plant from the dense medium step onward will be smaller. Several general references are available,12-18 though much of the technical data on the process is widely scattered in the general litera¬ture. Heavy Liquid Separation Organic Liquids Given sufficient settling time, it is possible to make a perfect separa¬tion between two particles of differing density by placing them in a liquid whose density is intermediate between the two. This means of achieving a perfect separation has proven to be elusive because of problems in feed preparation, particle settling rates, operational considerations, and economic constraints. There are a wide variety of heavy liquids that could be used, most of them halogenated hydrocarbons, and a few typical examples are given in Table 4. These liquids are most commonly used in ore dressing for the laboratory fractionation of ore particles on the basis of specific gravity. Laboratory Separations. Using liquids typified by those given in Table 4, separations are made to develop either the standard washability curves used to estimate the response of a given sample to gravity concentration or to prepare a partition curve to evaluate the effective¬ness of a given gravity separation process or piece of equipment. A typical washability curve is given in Fig. 2.19 Such curves are generated for raw coal, e.g., by treating either the whole or various size fractions of the sample in a series of heavy liquids and analyzing the various specific gravity fractions so produced. The procedure is relatively simple for coal samples because of the ready availability of a wide variety of relatively low cost heavy liquids in the density range 1.2¬-2.0. For ores the problem is much more complicated, because only a few high density liquids, all of rather high cost, are available. Parti¬tion curves are generated in the same manner by treating the separated products in the same liquids. Greater details on the procedures to be used in heavy liquid separa¬tions are to be found in the literature (for coal, Refs. 13, 14 and 19 and for ore, Refs. 20 and 21). For testing coal, calcium and zinc chloride solutions have been used extensively in the past, though today halogenated hydrocarbons (available under the trade name Certigrav) are the preferred media. The purpose of this paper is to relate progress in the engineering field called Minerals Beneficiation to undergraduate and graduate education in our colleges and universities. So mach has been written recently about the education of scientists and engineers that I've had to struggle against the temptation to repeat what has been often said before, particularly because man like Robert Mehl of Carnegie Tech, Antoine Gaudin of MIT, H. M. Davis of Penn State, and John Vanderwilt of Colorado School of Mines have recently written many quotable paragraphs on the subject. In the matter of progress, the rapidity of proliferation in the area of physical and chemical beneficiation is convincing proof that this is indeed a lively art, and having been a millman for 35 uninterrupted years I prefer to lean on personal observations to some extent, rather than on statistics and charts v culled from the journals. I propose in this paper to talk first about the progress we've made in our branch of the mining industry in the last 3 decades--particularly in the last few years--and try to show that future progress will depend upon the quality of education and capacity for research possessed by our colleges. The second part will deal with some of the problems the colleges encounter in trying to fulfill these responsibilities.

For the past quarter of century, much more effort and research have been expended in developing the "optimum" ultimate pit limit design algorithms and much less to solving the "optimum" open pit production sequencing. However, the potential economic benefit to an operating mine is far greater for the latter than the former. Unfortunately, the problem of "optimum" open-pit production sequencing has not been fully solved to date. This paper first reviews the past and currently used methodologies for developing this sequence. The staggered pit phase geometry problem of advanced stripping and operational constraints such as ore and waste tonnage requirements by period and necessary contiguity of mining faces are the main reasons why the "optimum" production sequencing problem has not been solved as yet. This paper also explains why any method which attempts to simplify the problem using ultimate pit limit design algorithm will fail to reach an "optimum" solution.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. INTRODUCTION Block caving is distinguished from other types of mining in its requirements that the mineral body to be extracted must cave after a relatively large tabular open¬ing is created underneath it, and that the caving must be predictable and controllable for both operating and safety reasons. A mineral body that caves readily may present special problems with respect to ground support in the mining access openings, where stability, rather than failure, is the desired objective. The complete ex¬traction of a caving block, which may measure 50 to 100 m on a side and 100 to 300 m in height, tends to create a large void, resulting in significant changes in the ground stress system and a migration of rock from all directions toward the void; these events begin very early in the life of the mine and lead to additional spe¬cial problems with respect to control of ground move¬ments in the mine working areas, in the rock adjacent to the caving stope, and on the subsiding surface above the mine. Thus, the mechanics of an undercut-cave operation involve a broad range of geotechnical subject matter, including the determination of the lithostatic earth stresses, the structural properties of a large jointed rock mass, the flow properties of the fragments after caving, the stability of tunnel-like openings, and the stability and displacements of the rock structure (1 to 2 km in size) that surrounds the ore body. The objectives are achieved by in-place measurement of rock properties, laboratory tests, theoretical structural analyses of the related prob¬lems, measurements of structural behavior in and above the mine, and comparison of theoretical predictions with actual performance in order to interpret and refine the predictive capability. Undercut-cave mining (Julin, et al., 1973) differs from most other methods in that the caving is an essen¬tial and inherent part of the excavation process and in¬volves the movements of millions of cubic meters of rock over distances of hundreds of meters, as compared to the gradual 2-m settling of the overburden typical of full¬caving longwall coal mining. Undercut-cave mining may involve a rock mass on the scale of a 1-km diam open¬pit mine, but mining is several times deeper than that in the open-pit mine; furthermore, a large portion of the rock mass is in a failed, rather than a stable, state. Ground-control problems are inevitable in a situa¬tion where ground movements are occurring on such a large scale, and where the rock mass is expected con¬veniently to cave at one location but to be stable at an¬other. To devise effective responses to these ground¬control problems, one needs to know first of all what is happening, not merely at the point where the symptoms are observed, but more broadly with respect to the be¬havior of the entire mine rock-mass structure over the total area of extraction, including the effects on the sur¬face as well as those underground. Monitoring structural behavior on this scale would require a sizable group of people, if they attempted to measure all the significant mining-induced changes of ground displacement and pressure, even on a 100-m grid of points. The practical approach is to conduct the mea¬surements activity by a judicious sampling, making in¬termittent, concentrated efforts in selected areas of lim¬ited extent to study problems of immediate importance; simultaneously a minimum level of surveillance is main¬tained over the total structure to delineate long-term be¬havior trends in the major structure, which provide the baseline reference data that are so essential for interpre¬tive purposes. Mine-structure behavior depends not only on the mine extraction configuration and sequence, but on the rock structural properties and how they change from one location to another in the mine. Increasing attention is being given to determinations of rock strength and de¬formation by performing mechanical properties tests in place and in the laboratory, and by drawing inferences from the mapping of geologic structure in mine openings as they are driven and from the logging of cores ob¬tained from exploration drilling that may be performed primarily for delineating ore reserves. Monitoring of mine-structure behavior and inter¬preting it in terms of the growing excavations and the structural properties of the rocks have significant im¬pacts on designing the major undercut-cave operations of undercutting and drawing the ore, supporting the ac¬cess openings, and controlling surface subsidence. The purpose of this chapter is to call attention to the com¬mon ground-control problems encountered in undercut¬cave mining, to relate them to the mining process, and to explain the geomechanical approaches to analyzing these problems with emphasis on methods that are most readily available to the mine staff. UNDERCUTTING, CAVING, AND DRAWING A distinguishing characteristic of an undercut-caving method of extraction is the objective that the rock mass fails of its own weight in a predictable and controllable manner, after it is undercut by excavating a tabular¬shaped void, horizontal or inclined. Induced or forced caving refers to procedures that may be resorted to when the ore will not self-cave over the desired span. Block caving, panel caving, and mass caving are terms used to denote the particular sequence of undercutting and ex¬tracting the total area of the ore body on a single min¬ing level. The discussion herein is not specialized to any of these variations; the word block as used does not imply anything as to sequence. CREATING THE UNDERCUT A common undercutting method is to drive a series of drifts and blast the intervening pillars. Theoretical structural analysis and practical experience show that ground-support problems in the undercutting drifts and in underlying access openings as well (the same princi¬ple applies even if undercutting is done by belling out drawpoints from the slusher drifts) are minimized by retreat-mining across the undercut slot according to a sequence such that the growing undercut area retains a

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores.
