The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

Introduction Precambrian shield terrains the world over are experiencing an unprecedented level of concerted exploration for lode gold deposits. Reasons for this include: • The increase in the price of gold (following 40 years at $1.13/g or $35 per oz) has transformed targets that were once unattractive into viable exploration propositions. • The relatively suppressed market for other metals produced from shields (base metals, nickel, iron, and uranium) has further focused exploration attention on gold. • The preeminence of gold production from rocks of early Precambrian age, as shown in Fig. 1. • The relatively high grade of gold in these mines (averaging about 10 Wt or 0.29 oz per st) permits profitable extraction even under depressed gold prices. A number of these mines have been in continuous operation for more than 50 years. • The recent discovery of the major Hemlo deposit, in well exposed rocks adjacent to the Trans Canada Highway, has had a world-wide impact. This demonstrates that a major new deposit can be found even in an accessible, well exposed area of a shield; gold mineralization is susceptible to rational exploration; and new target types for gold exploration exist. This paper reviews exploration activity for gold in shield terrains worldwide (Fig. 2), excluding Early Proterozoic paleoplacers of the Witwatersrand type. Emphasis is on the Archean, which is traditionally the most productive part of the Precambrian shields. There is also an emphasis on the Canadian shield (Fig. 3) because of its vast areal extent and exceptionally broad range of mineralization styles. Geological Approach A basic problem exists in gold exploration when compared to exploration for base metal massive sulfides that predominated during the 1960s and 1970s. Gold concentrations cannot usually be detected by airborne geophysical instruments. The majority of massive sulfide deposits were detected using airborne electromagnetic detectors and magnetometers. A full 75% of Canadian gold discoveries can be credited to surface prospecting. The percentage is even higher in other countries. This observation allows for great optimism for two reasons: • Large areas of shield terrain are obscured by either surficial deposits (glacial tills, clays, and desert sands) or deep surface weathering. This makes them inaccessible to prospectors. Logic dictates that such obscured areas should have the same potential for gold concentration as has exposed bedrock. • The Hemlo style of mineralization, a roughly tabular ore body where gold is associated with disseminated sulfides, is different from the traditional prospecting target. The gold is hosted by discrete quartz veins. While it is true that limited discoveries were made at Hemlo more than 30 years ago, and this style of mineralization is present elsewhere, recent

Cathodoluminescence microscopy (CLM) is uniquely applicable to the study of carbonatite-related fluorspar ore deposits. The mineralogy of the carbonatites, sodic and potassic fenites, marbles, quartzites, and fluorite ores are readily determined and characterized. Calcite, dolomite, apatite, fluorite were deposited dominantly under high temperature conditions and they exhibit strong cathodoluminescence (CL). Three types of carbonatites have been recognized at the Okorusu, Namibia carbonatite complex and fluorspar mines by field mapping and laboratory CLM. The main carbonatite intrusion is fine grained and consists mainly of calcite. A later phase of pegmatitic carbonatite consists of calcite, magnetite, Fe-rich pyroxene, apatite, and pyrochlore. Pyroxene carbonatites were recognized mainly through their study by CLM.

In mid-April 1992, MINING ENGINEERING mailed a survey questionnaire relating to mining shovels and hydraulic excavators to 125 SME members working at surface mines or at the headquarters of companies that operate surface mines. The mailing was directed to individuals whose titles indicate that they have management or mine planning responsibilities for surface mining operations. A total of 56 usable surveys returned by June 17 are the basis of this report. Precious metals mines Eighteen precious metals mines or mining companies returned completed surveys in time to be included in this report. Of these, 14 use hydraulic shovels only for both ore and waste, I uses both hydraulic and rope shovels, and 2 use Caterpillar 988 front-end loaders for both ore and waste. (Of the latter 2, neither expects to be in the market for a shovel in the next three years. I of these 2 placed Harnischfeger P&H number one and O&K number two in response to the question, "Based on your current knowledge of their machines, which manufacturer would you likely chose to supply new shovels or excavators to a mine or mines operating under your responsibility, if you were in the market?") Another uses front-end loaders, make not designated. The latter does not expect to be in the market for mining shovels or excavators within the next three years. Of the final total of 14 precious metals mines using only hydraulic excavators to load ore and waste, 8 use Hitachi excavators only, 1 uses Demag excavators only, 1 uses Liebherr excavators only, 1 uses O&K excavators only, 1 uses Harnischfeger P&H and O&K excavators, 1 uses Harnischfeger P&H and Hitachi excavators, and 1 uses Hitachi and Demag excavators. Of the 14 precious metals mines using only hydraulic excavators, 7 use excavators in the 7.6 to 11.5 m; (10 to 15 cu yd) size range. Of these 7, 5 use only excavators in this size range, and they are used to load both ore and waste. 1 of the 7 also uses 11.5 to 17 m' (15 to 22 cu yd) excavators, and I also uses a 17 to 23 m3 (22 to 30 cu yd) excavator. Of the 7 remaining of these 14 precious metals mines that use only hydraulic excavators, 3 use 11.5 to 17 m' (15 to 22 cu yd), 2 use 17 to 23 m3 (22 to 30 cu yd), and 2 use less than 7.6 m' (10 cu yd) units.

We present a review of research and development for coal based clean energy systems aiming for zero emissions to the atmosphere. These systems can utilize all kinds of coal or other solid carbon sources such as tar sands as well as liquid hydrocarbons. The chemical energy of carbon is transferred to hydrogen and used in power generation, in fuel cells, or hydrogen combusting turbines. The waste products of these future power-generating systems are ash, sulfur compounds and CO2. We also summarize current and developing technologies for processing of CO2to produce mineral carbonates for permanent disposal, and associated byproducts.

Accurate prediction of gold (or other metal) production from a heap leach operation is essential to the economic vitality of any such operation. However, this is also one of the most challenging issues facing managers of these facilities. Three approaches to modeling gold production from the Valley Leach Facility (VLF) at Anglogold’s Cripple Creek & Victor Gold Mining Company are presented. Evolution of these modeling methods has been necessary as ore heights and volumes have increased. This summary of international mineral exploration activities for the year 2007 draws upon available information from industry, literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2007: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2007 and compiled by the USGS.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Unmineable coal seams present an opportunity to sequester carbon dioxide emissions from power plants, while enhancing the recovery of coalbed methane. Injected carbon dioxide is adsorbed and stored on the coal surface while releasing methane that can be commercially recovered. Carbon sequestration, therefore, allows the utilization of unexploited mineral resources while reducing “greenhouse” gas emissions. This paper presents the feasibility, efficiency and enhanced recovery potential of coalbed methane production using carbon dioxide sequestration in the Central Appalachian Basin. The focus of research is on geological characterization of unmineable coal seams in Central Appalachia and the corresponding carbon dioxide storage capacity. Virginia Tech and Marshall Miller & Associates, Inc. conducted this research under the Department of Energy’s Southeast Regional Carbon Sequestration Partnership program.

Mining is a complex and intensive industry. Extracting raw material with different shapes, sizes, chemistry from the earth?s crust and transform them into a standardized and high quality final product is a big processing challenge - which involves energy and control on large scales. Not only is the physical work challenging, the mining industry today is facing unprecedented challenges: Decline of mineral grade and reserves, cost escalation for new developments and modernization, regulations, safety, lack of skilled people, and market uncertainty are the new constant. It is clear that process control and management of electrical power will be of increasing importance to the recovery rates the mine will achieve. The objective of this paper is to provide a quick vision about future trends and evolutions in technology related to these fields and their impact on Electrical Safety and Control of the mineral recovery. The paper will cover trends in safety, energy management and efficiency, communications of data, control room evolutions, plant integration, other control technologies, and we will examine how these technologies provide information and the benefits of aligned reporting systems to address current industry challenges. More than just the trends or breakthrough concepts, current technologies are available today that can be applied in the mineral recovery operations now to help overcome anticipated future challenges will be presented later in this document. Finally, a brief discussion to look at some real tools to help make real time changes to the process while maximizing recovery and optimizing cost.

Durban Harbour in South Africa is one of the continent’s busiest ports however the harbor entrance is currently too small for the new generation of container ships. There-fore it is to be deepened and widened by the National Ports Authority in the near future. An existing immersed tube tunnel carrying major sewer, water and other utilities under the harbor first needs to be removed and replaced by a deeper 4.4 m ID ser-vices tunnel. Construction of the deeper tunnel saw the first use of a slurry machine in South Africa and was required to negotiate grades up to 20%.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

Traditional fine grinding mills in mineral processing relied on the use of steel medium for particle size reduction. The successful development of the Isa Mill(a horizontal stirred mill with 3000 litres of net chamber volume and 1120 kW rated motor power)adopted a novel product separator design that has led to a major revision of medium use in fine grinding. The Isa Mill separator has also successfully operated with a wide variety of medium types such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with size ranges from 0.5 to 10 mm. A great flexibility of the Isa Mill operations has been achieved for processing a feed as coarse as 120 um to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media used in the Isa Mills in Mount Isa Mines of Australia for processing galena and sphalerite bearing ores to below 10 microns. They are the copper reverberatory furnace slag (CRFS)and the heavy medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the Isa Mills from a 1.5-litre laboratory batch mill to a full scale 3000-litre mill.

Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. Leaching operations combine both metallurgical and hydraulic processes to extract metals from the ore heap. In the design of leaching operations, metallurgical tests and simple hydraulic tests are often conducted to define operational parameters such as leach cycle time, application rate, lift height, and effective leach area. While metallurgical constraints are often the primary focus on leach facility design, the hydraulic factors are also critical to the overall success of the operation. Some of the hydraulic factors that are known to impact solution flow through heaps include: • Ore physical and hydraulic properties, • Variation in ore properties under heap loading, • Ore mineralogy and its susceptibility to chemical and/or mechanical degradation, and • Heterogeneities within the heap. This paper presents a discussion on hydraulic factors that may impact the effectiveness of leaching operations. In addition, methods are presented which may be used to assess flow conditions within active and inactive heaps.

“Old Borate,” located in the Calico Mountains east of Barstow, California, lead domestic colemanite production from 1884 through 1907. Mineral exploration at “Old Borate” in the early 1980's, examined borate mineralization in Tertiary lacustrine strata. Surface sample and drill hole locations, geology and structure, were hand-drafted on paper maps. To re-evaluate this data, the information was digitized using Geographic Information Systems software. Digital Elevation Model based terrain modeling integrated surficial samples with drill hole data to locate favorable drilling targets. Structural relationships were used to identify hypothetical resources formed by the leaching of boron from surface exposures, redeposited at depth.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

La Oroya zinc ferrite (19.5% Zn, 26.6% Fe, 0.052% Ga, 0.075% In) was roasted with coal under conditions more oxidizing than normally used in a Waelz kiln, and the roasted residues were leached with 200 g/L H2SO4. Overall zinc recoveries of up to 97% were achieved, with 35% of the zinc reporting to the fume after roasting at 1,100°C with a bituminous coal addition of 20%. Under these conditions, 93.2% of the Cd, 13.4% of the Cu, 33% of the Ga, 61% of the In and 18.2% of the Pb were recovered either in the fume or in the leach solution. At 2006 metal prices, the value of the recovered metals is comparable to that obtained from commercial Waelz kiln processing of this residue. Zinc in the franklinite (ZnFe2O4) mineral is reduced to zinc vapor, and, after oxidation, some of the zinc is found as ZnO or as Zn2SiO4 in the roasted residue. Iron reacts to form either hematite (Fe2O3) or magnetite (Fe3O4), with no metallic iron detected in the roasted residue, and less than 2% of the iron is solubilized during leaching. The residue produced after roasting and leaching is, therefore, much more stable than the residue from Waelz kiln processing and should be suitable for disposal in a landfill.

The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.
