Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. J. Dasher Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title. reply by M. G. Ayat The first and the last criticism of this paper is that the work is not pertinent to the title. Anybody who reads this article will immediately realize that the work describes the breakage of coal particles to finer sizes in coal slurry pipes and pumps. If this is so, why not title the work "Degradation process in coal slurry pipelines"? What could be more pertinent to this title than the investigation concerning the degradation phenomenon of coal particles in a pipe carrying a coal slurry? Mr. Dasher complains that he does not understand the meaning of the term "increasingly smaller size." The first sentence of this article defines the degradation process as "the breakage of coal particles to increasingly finer sizes." The term "increasingly finer sizes" here means successive breakage of a fine particle to finer and finer sizes. According to Hukki (Hukki, 1975), the probability of breakage is high for large particles and rapidly diminished for fine sizes. We apologize for being brief about some of these definitions. The degradation process, breakage of particles to increasingly finer sizes, is so widespread in the mineral industry that we did not feel it necessary to bore the reader with lengthy definitions of some simple terms. Mr. Dasher states that the coals examined and their original size consist are unidentified. Please look at Table I and Table 2 in the paper again where you will find the original size consist of the coals examined and their full specifications. We only named the coals A, B, C, D, and E to avoid identifying the coal seams that were more susceptible to degradation. Not identifying the name of the wet screening device used in this work has also been criticized. In our opinion, wet screening operation is such a routine and standard procedure that naming the device by which the screening is performed would serve no purpose but to promote a sales approach. This was not our intention. We did not conclude that the correlation between the degradation process and Hardgrove Grindability Index is hard to establish as Mr. Dasher writes in his letter. We stated, not concluded, that "It is reasonable to assume that some relationship between the extent of degradation and its physical properties, such as Hardgrove Grindability Index, does exist. However, any definite correlation is difficult to establish." This statement is based on other researchers work, which are clearly referenced in the article. The conclusions of this paper were based solely on the findings of the experimental work. As for the theory of comminution that Mr. Dasher asks, we would like to refer him to some basic comminution books and articles where various theories are clearly described. For example, Hukki (Hukki, R.T.,"The Principles of Comminution; An Analytical Summary," Eng. Min. 176, 106, 1975) suggests that the relationship between energy and particle size is a composite form of three laws (Bond's law, Kick's law, and Rittinger's law). A comprehensive analysis of coal breakage processes is also performed by Broadbent and Callcott (S.R. Broadbent, and T.G. Callcott, "Coal Breakage Processes, I. - A New Analysis of Coal Breakage Processes;" and "Coal Breakage Processes, II. - A Matrix Representation of Breakage," Journal of the Institute of Fuel, pp. 524-539, December 1956). These and many other relevant publications explain the relationship between the particle size and energy much better that what can be said in this short reply. We will, however, agree with Mr. Dasher on one particular point. We, too, believe that if the investigation concerning the degradation process in coal slurry pipeline were to be pursued further, one could choose to determine one or more of the variables available in the process, such as discharge pressure, power consumption, percent solid, pipe diameter, etc.

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. During drilling of deep boreholes, local mechanical failures of the wellbore walls may occur due to the inability of the incompetent overburden and reservoir rocks to withstand drilling-induced changes of the stress environment. At present, borehole failure mechanisms in three-dimensional stress fields are poorly understood. Our experimental investigations based on 3-D physical models demonstrate the stabilizing effect of the intermediate principal stress. The latter may play a dominant role in maintaining the integrity of the stress relieving failure zone around the borehole. However, this will depend on the stress anisotropy, the angle of hole deviation and on the angle of internal friction. Our tests also indicate that the failure zone can accomodate high extensional strains. Finally, relations between the physical models and closed-form elasto-plastic solutions are discussed.

Permanent magnets are used in most electromechanical and electronic devices to convert electrical to mechanical energy and vice versa. More than fifty are commonly found in the average American home and car. A new species of permanent magnet composed of iron, neodymium, and boron has recently been developed which combines superior magnetic properties with compact size. The reduced size of the magnets has enabled significant new developments in such areas as robotics and consumer electronic, among others. The objective of the present work is to efficiently and economically separate valuable rare earth materials from the relatively worthless iron constituent in NdFeB magnet scrap. Several magnet producers have expressed interest in the development of such a process and have provided information and scrap samples to aid in research. Scrap is generated in a variety of forms from different stages in the processing stream. Pieces of magnetic and non-magnetic metal as well as sludge and ribbon from jet casting must all be treated. Beneficiation techniques have been studied and size distributions developed for the different scrap types. Slag from the casting process is resistant to crushing and may need to be embrittled first, but all other types are amenable to crushing and ball mill grinding using stainless steel balls and water. INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

The kinetics of leaching of galena in hydrochloric acid solutions with sulfur dioxide gas have been investigated experimentally. The leaching method is then applied to complex sulfide concentrates to evaluate its selective leaching capability and to develop a new hydrometallurgical lead extraction process based upon the method. The leaching reaction follows a linear rate with an activation energy of 61.9,KJ/mole. The rate Is of first order with respect to the product [H+] [Cl-] . ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The branch of economic theory known as welfare economics concentrates on providing guidance about the problems of policymaking. The theory examines both what

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it's easy for shortcircuiting to occur. If you don't have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you're going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you're attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I'm straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It's a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don't get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I'm estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

Injection of inert gases to combat mine fires has been practiced in various parts of the world for a long time. Of late, nitrogen has become the preferred inert gas for control of mine fires and safe salvage of longwall equipment as compared to carbon dioxide or fuel gases produced from burning of fuel. In India, carbon dioxide has been used for fire fighting in a number of mines during the 1960s and 1970s. More recently inert gas produced from burning of fuel oil in surface plants has been used in controlling the atmosphere in fire areas in two mines. In yet other cases, liquid nitrogen has either been poured directly into fire areas in liquid form or injected in gaseous form to keep the fire in check. Nitrogen produced in liquid form in an oxygen plant is more costly than nitrogen produced from PSA (pressure swing adsorption) based plants. A PSA-based plant has been installed in one of the Indian mines in 1986 and more are in the offing. This paper reviews the application of various inert gases in Indian mines and discusses the likely trend of inert gas application in Indian mines in the future.

In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. For this reason a potential role for government lies in the redistribution of income among individuals. In some circumstances, however, market pro-

Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953. "Shale gas has become an increasingly important clean energy, which has been explored worldwide in recent decades. Supercritical CO2 acts as fracturing fluid for shale gas production. The safety monitoring is essential to prevent any kinds of leakage from the reservoir as the supercritical CO2 physically stored hundred kilometres underground. Seismic tomography is an imaging technique that uses induced seismic waves to create three dimensional images of the subsurface. It is an effective monitoring method to evaluate the caprock integrity in the carbon dioxide sequestration storage (CCS). In this experimental research, a simulated uniaxial compressive load is applied on a granite sample to analyze the stress redistribution for long-term in-situ caprock integrity during CO2 injection. The induced seismic waves are recorded and seismic events are traced based on the Geiger algorithm. The frequency of seismic events correlates with the caprock failure evolution. The acquired seismic data is divided into four regimes based on the frequency of seismic events and the failure process to examine the failure evolution. Furthermore, the travel time and distance is plotted to analyze the variation of velocity. Finally, the double difference tomography (TomoDD) algorithm using arrival time is adopted to recalculate the locations of seismic events and velocity structure in each regime. The results indicate that the passive seismic system can map the caprock stress distribution and allow for imaging of the caprock integrity. TomoDD exhibits sound improvements to relocate seismic events both in relative and absolute locations as well as to characterize the local velocity structure. The study further reveals that seismic monitoring along with TomoDD could evaluate the caprock failure accurately in the CCS.Introduction To reduce the CO2 concentration in the atmosphere, CO2 capture and sequestration (CCS) has been suggested to as a means of continuing to use fossil fuel resources while offsetting their negative environmental impacts (Eiken et al 2011). A positive CCS project should retain 99% of the injected supercritical CO2 (pressure is greater than 7.38 MPa and temperature is above 31.04? and a density is of about 700 kg/m3) over at least 100 years (Davidson et al 2005). As large quantities of supercritical carbon dioxide are being injected into full scale storage projects, caprock stress is redistributing and the leakage could occur anywhere over a wide storage area (Hou et al 2012). Acoustic waves are emitted from the caprock, as it fractures due to the CO2 injection, which can be detected by passive seismic sensors (Shitashima et al 2013). Tomography techniques are advantageous for imaging the integrity of the caprock in the CCS projects. Velocity tomography uses waves to model entities based on the arrival time of waves (Westman et al 2001, Westman 2004, Luxbacher et al 2008). Seismic tomography is a data inference technique that exploits information contained in seismic records to constrain 2D or 3D models of the Earth's interior. It generally requires the solution of a large inverse problem to obtain a heterogeneous seismic model that is consistent with field observations (Kudryavtsev et al 2012)."
