Effective control of balling line circuits is a problem taconite companies have been dealing with for over thirty years. The sensitivity of balling circuits to changes in moisture, bentonite, concentrate particle size, and other operating parameters are the main reasons for control problems. This paper presents test results and describes the integration of existing instrumentation with a digital image analysis system on a balling circuit. This work has the goal of developing control strategies to automatically adjust water spray and bentonite addition, to optimize the size distribution on the roll screen and reduce the variability in control between balling attendants, resulting in more consistent greenball product quality.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health(NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

The ability to predict the effects of longwall mining on topography and surface structures is important for any coal company in making permit applications and anticipating potential mining problems. The sophisticated finite element model described and evaluated in this paper is based upon five years of underground and surface observations and evolutionary development of modeling techniques and attributes. The model provides a very powerful tool to address subsidence and other ground control questions. The model can be used to calculate post-mining stress and strain conditions at any horizon between the mine and the ground surface. This holds the promise of assisting in the prediction of mining-related hydrological effects.

In recent years, there has been a dramatic increase in the number of machine driven soft ground tunnelling projects. This increase is largely due to the technological development of slurry and EPB Shield systems. A new generation of soft ground tunnelling machines, markedly different from those of five years ago, now overcomes ground conditions that until now were too costly and impractical to undertake. The paper reviews the latest soft ground tunnelling machine developments in material transport, guidance and control, seismic surveying, soil conditioning, settlement control, cutting tool applications and variable mode operating systems. Specific projects where this technology has been applied will be highlighted.

As we compete for close margins in wholesale sales, the effects of both quality and price have a major impact on the cost of producing electricity.SO2 emission allowances have traded as low as$60/ton to as high as $215/ton over the last three years. This price spread in emission allowances clearly demonstrates the correlation between the quality of fuels versus the price utilities will be willing to pay for them. This paper provides an overview of the effects of the qualities of fuel, coupled with transportation as well as environmental concerns on the price of fuel and the ability to compete in a deregulated electric market.

ABSTRACT Recent advances in computing, rendering, and display technologies have generated increased accessibility for virtual reality (VR). VR allows the creation of dynamic, high-fidelity environments to simulate dangerous situations, test conditions, and visualize concepts. Consequently, numerous products have been developed, but many of these are limited in scope. Therefore, National Institute for Occupational Safety and Health researchers developed a VR framework, called VR Mine, to rapidly create an underground mine for human data collection, simulation, visualization, and training. This paper describes the features of VR Mine using self-escape and proximity detection as case studies. Features include mine generation, simulated networks, proximity detection systems, and the integration and visualization of real-time ventilation models. INTRODUCTION There are many definitions of virtual reality (VR) that include various levels of immersion and features [1]. Some definitions refer to specific technologies [2], while others are limited to visualization [3]. For this paper, a more general definition of VR will be adopted. VR is defined as the collection of hardware and software that interactively engages users and stimulates their senses within a synthetic or virtual environment. From a hardware standpoint, this can include anything from a phone to a head-mounted display (HMD) to a large-scale theater as well as speakers, microphones, haptic sensors, and interaction devices. The software used to create virtual environments (VEs) generally includes a game engine, custom software components and libraries, and two-dimensional and three-dimensional graphical assets. Recent hardware and software advances have increased the fidelity and availability of VR. New and improved technologies including HMDs and high-resolution monitors and projectors can display sharper, more detailed visualizations. For example, in the past five years between the release of the Oculus Rift DK1 (2013) and the HTC Vive Pro (2018), there was a three-fold increase in resolution along with a 50% increase in the refresh rate. Furthermore, despite early claims that low-cost VR technology was readily available [4], computational power has not been sufficient to handle the large amount of data generated by these systems [5]. In the past five years, however, rendering speeds have more than doubled and memory has more than tripled [6], allowing these visualizations to be incorporated into higher-complexity and -fidelity VEs that more closely mirror the real world. Similarly, software capabilities have also significantly improved through game engine advancements and feature development. In the past several years, game engines have added and improved features such as physics, lighting, platform support (e.g. Android), and asset development integration. Some of the current leading commercial game engines are Amazon Lumberyard, CryEngine, Unreal, and Unity, but this can quickly change as is evident in the literature [7, 8].

"A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob. INTRODUCTION During a series of stakeholder meetings, a near unanimous concern was expressed related to maintenance of effective ventilation airflow on longwall faces. There was a strong interest expressed regarding the impacts of face length and caving characteristics on the ability to maintain adequate face airflow levels. This study seeks to understand and improve a mine operator’s ability to monitor and control ventilation and methane concentrations across the longwall face by assessing airflow variations in terms of roof caving characteristics and face length. National Institute for Occupational Safety and Health (NIOSH) researchers seek to identify flow paths of ventilation airflow on longwall panels with variations in roof caving characteristics and longwall face lengths. The project research aims to develop an understanding of the role of gas dynamics in variable broken rock, interactions with ventilation airflow and methane concentrations across the longwall face area. The research also addresses continuous ventilation monitoring along the shield line to provide early detection of gas exchanges between face and gob, and thus improve a mine operator’s ability to monitor and control ventilation and methane concentrations around the face. In the context of this paper, the longwall gob refers to the pillared area behind the shields. This work reports on results from one project task to conduct field based research using a tracer gas to describe face air and gob area gas movement in a bleederless longwall ventilation system that incorporated a back return."

Humphreys Engineering Co. has been associated with mining and milling since the turn of the century, but its greatest contribution to the industry was development of the Humphreys spiral concentrator in 1943. Few devices in the history of mineral beneficiation have been so uncomplicated. The spiral concentrator has no moving parts and requires no power except that needed to deliver slurry to the feed box, a requirement common to all concentrating devices. Although Humphreys Engineering Co. produces several models of spiral concentrators, the one -commonly used for coal cleaning is Model 24C-6 which has a flatter pitch than most other models. The spiral concentrator consists of a spiral conduit with a modified semicircular cross section. A slurry containing 20-35% solids by weight is fed to the feed box at the top of the spiral and flows downward. The heavier refuse particles concentrate along the inner side of the slurry stream and the lighter coal moves to the outside. The coal spiral has six complete turns-each turn consists of three 120°-sections and each section has a refuse port at the lowest point of the channel. The Humphreys spiral concentrator separates minerals in accordance with their physical properties (primarily specific gravity and particle shape). Aside from pumping slurry to the distributor, no energy is required to produce clean coal since the separating action is controlled by gravity. As slurry flows down the spiral channel, each particle is subjected to a centrifugal force, tangential to the channel. This force piles slurry on the outer rim of the spiral until the flowing stream reaches an equilibrium between outward centrifugal force and downward gravitational force. Once established, the stream position is relatively constant. In any flowing stream, differential velocities are present within that stream (the slowest fluid levels nearest the channel surface and the fastest layers at the center). As the channel curves, the lower slurry levels, retarded by friction, have much less centrifugal force and tend to move sideways toward the inner radius of the channel. As the bottom layers move inward along the bottom of the channel, the upper layers must move outward to maintain equilibrium. This cross sectional rotation separates the minerals and moves those of highest specific gravity toward the inner radius where they drop through refuse ports (see figure on following page). The simplicity of the spiral concentrator is apparent in operation. After tonnage, slurry volume, and percent solids of the feed have been determined-generally with laboratory testing-the operator's main concern is simple adjustment of the splitters located in the refuse ports. These splitters control the amount of refuse collected and, generally, once properly set they need little attention unless grade conditions drastically change or trash builds up and hinders laminar flow. Spiral concentrators are not overly sensitive to changes in pulp densities, variances in grade, or parti¬cle size and shapes. All these conditions may fluctuate over fairly wide ranges without adversely affecting recovery and product grade. In certain applications, desliming may improve recovery.

Introduction History. Vat leaching operations began in October 1953. Since that time, about 4.2 million tpy of oxide ore averaging 0.72% copper have been treated. Economic conditions, improved operating methods, and increased production facilities have allowed the ore grade to be reduced over the years. The average ore grade was 0.84% Cu during the 1950s, 0.68% in the 1960s, and was 0.50%, or below, during the 1970s. By 1961 some 35 million tons of oxide ore had been removed from the mine, exposing the underlying sulfide ore body. A 5,000¬ tpd concentrator was constructed and put into operation to treat the sulfide ore in November 1961.1 The original crushing plants were used for both oxide and sulfide ores, but by adding a third crushing shift, six days per week, the total ore treated was raised from 12,000¬17,000 tpd. Dwindling oxide ore reserves prompted expansion of the concen¬trator to 13,500 tpd in 19672 so that exhaustion of known reserves of both ores would occur at nearly the same time. Again, no additional crushing facilities were added during the expansion. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to about 9,000 tpd. Instead, the addition of two crushing shifts per week and improved operating procedures have increased the treatment rate to 26,500 tpd-13,000 tpd to the leaching plant and 13,500 tpd of sulfide ore treated in the concentrator. Geology. The Yerington ore body is a disseminated porphyry copper deposit where a quartz monzonite porphyry intrusive contains the major part of the ore values, with some copper mineralization found in the adjacent granodiorite and other rocks. The geology of the Yerington Mine was aptly described by J. R. Wilson (Mining Congress Journal, June 1963). The ore body is one of few porphyries where geologic conditions were optimum for the formation of an important concentration of oxidized ore with minimum economic effect of secondary enrichment. The principal mineral in the oxidized zone is chrysocolla, which irreg¬ularly occurs dispersed throughout the rock and as narrow seams along fissures. The grade of the ore in the oxidized zone is generally the same as in the primary sulfide below, although some massive concentrations do occur as vein-like fissures and as filling of breccia zones. Cuprite, tenorite, melaconite, malachite, and azurite occur but are not abundant. Lying between the chrysocolla horizon and the primary sulfide is a transition zone whose limits are irregular but seldom with vertical range exceeding 50 ft. Chalcocite, cuprite, melaconite, native copper, and chrysocolla occur superimposed on the primary sulfides. Chalcocite replacement of chalcopyrite, as well as secondary chalcocite, do occur. The primary sulfide minerals are chalcopyrite and pyrite, with minor amounts of bornite and covellite. There are no appreciable gold or silver values, and molybdenite has rarely been noted.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. "Researchers at the National Institute for Occupational Safety and Health’s Pittsburgh Mining Research Division (PMRD) performed comparative testing of six hollow cone water sprays from three manufacturers: static swirl chamber sprays from Spraying Systems (BD-3, BD-5) and Steinen-Hahn (SH-3, SH-5), and movable swirl chamber sprays from Repair King (RK-3, RK-5). Water flow testing was completed at three operating pressures (60, 80, and 100 psig) where both sets of sprays (3-series and 5-series) produced similar water flows, deviating less than 8% from the average water flow rate at each pressure. Airflow induction testing was completed at 80 psig using a hot wire anemometer to take air velocity measurements upstream of the spray nozzles. Respirable dust capture efficiency testing was completed in a 14.5-m3 (512-ft3) closed system dust chamber at 80 psig. The dust capture efficiency ranged from 7.2% to 9.9% for the 3-series nozzles, and from 5.3% to 7.1% for the 5-series nozzles. Sprays were also analyzed using a Cloud Aerosol and Precipitation Spectrometer (CAPS), which uses light scattering to count and size the airborne water droplets from each spray. In both cases, Spraying Systems sprays produced the largest mean droplet size, followed by Steinen-Hahn and Repair King sprays, respectively. INTRODUCTION Coal mine worker overexposure to respirable coal dust continues to be a problem in underground coal mining operations in the United States. The U.S. Mine Safety and Health Administration (MSHA) now requires coal mine worker respirable dust exposure to be no more than 1.5 mg/m3 average over the actual working shift (CFR 30-70.100, 2016). Potential overexposure to respirable dust by continuous miner, roof bolter, and shuttle car operators may be prevented if proper safety and health practices are implemented as detailed in the mine’s ventilation plan (CFR 30-75.371, 2016). Water sprays are a necessary component of an underground coal mine ventilation plan. They are important on the continuous mining unit for moving air and removing respirable coal dust from the breathable airstream. MSHA requires underground coal mines to include the number, types, location, orientation, operating pressure, and flow rate of operating water sprays in their mine ventilation plans (CFR 30-75.371, 2016). Water sprays can become clogged, requiring the sprays to be properly checked, maintained, and replaced in order to continue meeting the ventilation requirements described in the mine ventilation plan.In an effort to eliminate the problems with spray clogging, Repair King has developed self-cleaning movable swirl chamber hollow cone water sprays (RK-3, RK-5). The spray’s movable swirl chamber is designed to only open when water pressure is applied to the spray nozzle, preventing the nozzle from clogging. Anti-clogging sprays could improve mine production by reducing the amount of time spent servicing clogged sprays. Also, these sprays could improve health and safety of miners since they would continue to suppress and capture dust and continue to move airflow at the face, while a clogged spray loses this ability until it is cleaned or replaced manually. The objective of this research was to assess the comparability of the Repair King sprays with the most commonly used sprays in underground coal mines using performance criteria. An assessment of the sprays self-cleaning or anti-clogging capability was not conducted."

"INTRODUCTION A variety of standing supports are being applied in underground coal mining operations to assist in providing stable mine entries. Standing support performance requirements depend on the nature of the ground deformation behavior, and therefore require a good understanding of the interaction between the support and ground to achieve an optimum roof support system. Mining operations often employ standing support strategies that are unique to their mine. A support system that functions successfully in one situation could fail in another situation. It is important that the design and installation of the standing support systems provide the highest probability of preventing roof falls. Considerable research and development has been conducted by support manufacturers to develop standing support technologies for the mining industry. The National Institute for Occupational Safety and Health (NIOSH) researchers, with the cooperation of various support manufacturers, have developed a testing protocol that evaluates performance characteristics of these standing support systems.. Using this protocol, each of these support systems has gone through rigorous safety performance testing under controlled loading conditions in NIOSH’s Mine Roof Simulator (MRS). It is important to understand the unique performance characteristics of each type of standing support. This information allows mine operators to determine if the support system is compatible with the conditions in the mine and to compare each support system and determine if that support will provide equivalent or improved support capability. This paper provides a comprehensive summary of support performance to facilitate this objective. SUPPORT DESIGN CRITERIA AND THE GROUND REACTION CURVE Standing roof support systems are designed to prevent unplanned roof falls. The selection of the standing support is based on the interaction of the support with the surrounding rock mass, and its function is to assist the primary support system in maintaining the integrity of the immediate roof. The standing support works to control the immediate roof structure by resisting deformation that contribute to delamination of the bedded layers and displacements that lead to separation of the bolted zone from stable roof structures above the bolted horizon (Barczak, 2005). Standing supports should be installed early enough and develop sufficient capacity to bring deformation of the ground into equilibrium before a critical deformation is reached that leads to a detached block condition, at which point the standing support will be required to carry the entire dead weight of the detached rock mass to prevent a roof fall from occurring (Mucho, 1999). The ground reaction curve (GRC) can be used to assist in determining the compatibility and design requirements for a support system. It is important to understand the significance of the ground reaction relative to the support design requirements. The ultimate objective is to match the support behavior to the ground response and create equilibrium (stability) of the rock mass. This equilibrium is accomplished when the support loading intersects the ground reaction curve (Figure 1). Essentially, the ground reaction concept implies that the convergence in the mine entry is controlled by the magnitude of the support resistance. However, as a passive support, the standing support develops its loading through convergence. As such, the support needs to maintain its load capacity through the associated deformation of the ground and resulting entry convergence until the equilibrium condition is reached. This requirement causes factors such as the support stiffness, peak capacity, yielding characteristics, and stability to be fundamental to proper support design and application. NIOSH contributes to providing this understanding through full-scale performance testing of support products in the Mine Roof Simulator."

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. Mica is a generic term that applies to a group of complex aluminosilicate minerals that have a sheet or plate-like structure and with different chemical compositions and physical properties. All micas form flat six-sided monoclinic crystals with remarkable cleavage parallel to the direction of the large surfaces, which permits them to be split into optically flat films; as thin as 1µm in thickness in some cases (Rajgarhia, 1987). Some micas are more easily split than others. For example, muscovite mica found in pegmatites is more easily split into thin films than is phlogopite. Mica found in mica schist is not as easily delaminated as mica found in weathered pegmatites. According to Dawson (1 949), the commercially important mica minerals are: Muscovite-potassium mica (colorless to pale green and ruby) Biotite-magnesium-iron mica (dark brown to black) Phlogopite-magnesium mica (pale yellow to dark brown) Vermiculite-hydrated biotite or magnesium-iron-mica (bronze yellow flakes) Lepidolite-potassium-lithium mica (pale lilac to deep purple) Some micas of less importance are: Zinnwaldite-lithium-iron mica (gray to smoky brown) Roscoelite-vanadium-potassium-magnesium mica (various shades of green and brown) Mica, principally muscovite, is widely used for industrial applications because of its exceptional physical, chemical, electrical, thermal, and mechanical properties (Table 1). Phlogopite and vermiculite follow muscovite in importance. Biotite finds very little commercial application at the present time. Commercially, mica is used in a number of forms. These forms and their description follow: Sheet mica refers to books of mica either mined from hard rock (pegmatites) or from loosely consolidated clayey material formed from the weathering of pegmatites and alaskites. These books can be readily split into thin film or splittings with specific thicknesses ranging from 0.0031 to 0.10 mm (Davis, 1985). Quality sheet mica is graded into 10 quality classifications (Tables 2 and 3). Books of mica that are flawed with excess inclusions, cracks, or folds (A mica) are called scrap mica and are either ground into commercial products by a dry or wet process. Built-up mica was developed in 1894 as a result of the cost and scarcity of sheet mica, and because many satisfactory electrical parts could be made from it (Preston, 1971). This type mica is formed by layering pieces of mica splittings upon one another and binding them together with inorganic or organic binders. These sheets are then pressed together under high temperature. Mica for this process is produced from pieces of sheet mica too small to be punched into electrical parts (Davis, 1985). Reconstituted mica is mica paper produced by forming a mat of very thin delaminated flakes of scrap mica. This mat is usually impregnated with an organic binder, but is also available unimpregnated. It is dried at 110°C. The mica for this process is either produced from the trimmings of a sheet mica operation or from blocks of A type mica (Davis, 1985, Chapman, 1983). Ground mica constitutes by far the largest use of mica, both quantitatively and application wise. It is produced by grinding and sizing scrap mica (also mica concentrate) obtained from five sources, 1) trimming from sheet mica, 2) A type mica blocks, 3) as a byproduct of spodumene and feldspar mining, 4) weathered pegmatites and alaskites, and 5) metamorphic schists. Synthetic mica is produced by crystal growth in a slowly cooled melt of accurately proportioned chemical oxides. Extended cooling times at a specific viscosity result in larger crystals. Many different micas have been formed by this process; however, fluorophlogopite is the most common.

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. These activities would probably have been prohibited even if they were

Introduction The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour (acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec (50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average millwide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. TMVS is not a stand-alone system. It is a supplemental technique to assist other localized dust control systems (Mody et al., 1987). Testing Total mill ventilation systems were evaluated at two processing operations. For both tests, the primary goal was to determine the reduction in respirable dust throughout the structure. Test site No. 1. The first evaluation was performed at a clay-crushing and screening mill in New York. The mill's base dimensions were 39.6 x 9.8 m (130 x 32 ft), giving a volumetric capacity of 4250 m3 (150,000 cu ft). The TMVS was designed to provide 12 m3/sec (25,430 cfm) of ventilation air to the mill, representing about 10 acph. This was accomplished by three 4 m3/sec (8475 cfm) roof-powered exhaustors that were evenly spaced across the roof. Three wall louvers provided inlets for make-up air at the mill's base. Two evaluations were performed at this mill. The first occurred for two days in December when outside air temperatures ranged from -12.2° to 4.4° C (10° to 40° F). Temperatures with the wind chill factor dropped as low as -34° to -40° C (-29 to -40° F) during the early morning. The second evaluation was in April when outside air temperatures ranged between 10° to 26.7° C (50° to 80° F). These two evaluations verified the effectiveness of TMVS in lowering respirable-dust concentrations throughout the mill. Gravimetric-sampler respirable-dust concentrations in December ranged from 0.22 to 2.39 mg/m3 under normal conditions, compared to 0.13 to 1.55 mg/m3 with TMVS. In April, respirable dust concentrations ranged from 0.29 to 4.84 mg/m3 under normal conditions compared to 0.21 to 2.37 mg/m3 with the system on. TMVS also increased visibility throughout the mill building. Dust reductions for gravimetric and RAM-I instruments are listed in Table 1. Each value was determined by comparing the average concentration for the entire day of testing for normal and TMVS values. The mean/standard deviation values for gravimetric and RAM-1 results were 42.5/17.6 and 37.1/16.8, respectively.

It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

Discussion by B. Beatty This is a response to M.J. Hrebar's paper, which tracks in detail the highly productive stripping capabilities of modern large bulldozers at two separate installations. It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle. Case 1 - Study eastern US: Contour coal stripping application The energy consumption for the Case 1 mining method (eastern US contour stripping operation) shows the D11 averaged 117 L (31 gal) of diesel fuel per scheduled hour, and produced 333.3 bank m3 (436 bank cu yd) per scheduled hour (0.351 L/m3). Assuming 1 L (0.26 gal) of diesel fuel contains 10.4 kW-hr of energy, the unit expenditure of fuel energy for Case 1 Study was 3.66 kWh/m3. Another way of shifting this material is by using an overburden slusher (OS), as shown in Fig. 1. The OS as shown in Fig. I. The OS is electrically powered and consists of a manned low wall winch (LW ), a remote controlled (radio telemetry) highwall winch (HW) and a hoe. The winches operate to pull the hoe back and forth across the pit. The hoe carries load in the forward direction ahead of a rear mounted blade and returns empty. A spreadsheet (Lotus 123) simulation package, BOSSIM, models the OS operation on a load by load basis over a wide range of pit configurations. The geometry shown in Fig. 2 of the paper was modeled using BOSSI M and the results are summarized in Table1. Table 1 shows a LW with 150 kW (200 hp) and a HW of 120 kW (160 hp) installed power, towing a 15-m3 (19-cu yd) hoe, would accomplish the Case 1 stripping task at about the same scheduled stripping rate (D11=333 m3/hr or 433 cu yd/ hour, OS=342 m3/hr or 447 cu yd/ hour). It was assumed the winches in this equipment have an electromechanical efficiency of 90%. This gives an average electrical energy expenditure rate of 151 kW-hr, and a unit energy expenditure level of 0.44 kWhr/m-3(0.57 cu yd/kWh)-an improvement of 8291%- over the D11 alternative. The energy comparison illustrates the importance of using more efficient electric power if possible, ahead of the internal combustion engine, and delivering power from a fixed ground position rather than through a moving track system. Another important energy observation is the comparative action of the dozer blade and the OS hoe. The former implement continuously digs and spills as it works the load forward. The OS hoe digs the load until full, the blade then lifts due to the contained load pressure and a shear plane forms under the mass, enabling it to slide forward in a force reduced - transporting mode. Economic comparison Table 2 operating cost per scheduled hour and unit cost comparison follows a format used in Tables 2 and 3 of Hrebar's paper and compares Case 1 Study with the OS alternative. Drill and blast costs are kept constant in both cases, although when larger OS units are considered, it is expected these costs will reduce because bigger hoe sizes will permit larger rocks to be transported efficiently.
