One year ago this month, we in Central Florida witnessed the beginning of a most exciting and glamorous attraction. After three years of construction and anticipation, Walt Disney World opened its gates near Orlando and during its first year of operation received a flood of over 10 million visitors---half of all who came to Florida last year! The side effects of this newest addition to Florida have been phenomenal. Traffic on heavy days has been backed up for 30 miles from the amusement park along a major interstate highway. Hotels and motels have been jammed packed for months, and reservations are still difficult to make. Gasoline stations, restaurants and souvenir shops are doing a booming business. Everywhere you look as you ride the highways of Central Florida you see the signs of growth. New hotels spring up almost overnight. Golf courses galore. New housing projects and apartments sprawl where orange groves used to be. New roads criss-cross areas which were once deserted. There seems to be no end to the steady influx of tourists and new residents to the Sunshine State. And it's mainly because that we are the Sunshine State that they come. Air and water pollution is and has been at a minimum in Florida. Pollution and emissions are fighting words among some groups dedicated to preserving the bountiful environment we share in Florida. Little wonder then that some of these people display concern when they learn that just 50 miles from the entrance to the Magic Kingdom of Disney, phosphate draglines strip away thousands of acres of land each year to extract one of our nation's most precious

"1. THE VICTORIA STATION TRANSPORT HUB Victoria Underground station is part of the Victoria transport hub, which comprises one of London’s main train termini and a major bus station. At the Underground station, the District Line running in the older shallow brick tunnels dating back to 1868 cross the Victoria Line running in the lower tunnels, which were opened in 1969. After Waterloo, Oxford Circus and King’s Cross/St. Pancras Tube stations, Victoria is the most frequented station on the London Underground network and is used by over 80 million passengers per year. Capacity at Victoria Tube station has been inadequate for many years with passenger numbers steadily rising. Overcrowding is a constant challenge and the station has to be closed regularly during morning and evening peaks until sufficient trains pass through to clear the platforms. For this reason an extension has been debated since the 1990s. After intensive preliminary investigations and feasibility studies covering many variants, which included a large-scale jet grouting test to determine the applicability of this technology as a protective measure for the tunnelling works, the project was officially started with the Victoria Station Transport and Works Act Order (Secretary of State, 2009) effective on the 18th of September 2009. Following a competitive tender process a joint venture of Taylor Woodrow and BAM Nuttall were awarded the contract by London Underground, with their design being carried out by Mott MacDonald Ltd. Ensuring the busy station remained open to the public was a key requirement of the Victoria Station Upgrade. Jet grouting works, which were executed from ground surface, were also carried out while the station was fully operational 2. OVERVIEW The Victoria Station Upgrade aims to increase the capacity of the Underground station significantly and one of its major design objectives is to optimise the transfer between the Underground lines. In order to achieve this, the following new structures are currently under construction: •,A new North Ticket Hall •,Extension of the existing South Ticket Hall •,Nine new escalators •,Connecting tunnels between the North and the South Ticket Hall •,8 new lifts providing step free access to all platforms •,An improved connection between the rail/bus terminus and the Underground station As the elevation and geometry of the existing structures cannot be changed, the new structures need to be adapted to the existing structures (see Figure 1)."

Large scale surface mining has a major impact on land use. Without reclamation, abandoned mining sites are usually less productive than before mining. With increasing and completetive land use demands in the United States, it becomes increasingly evident that multiple land use should be considered for all areas that will be mined, with special emphasis on coal, sand, gravel, and stone. The mining of these commodities affects the largest land areas and the latter two are commonly mined near population centers where high land-use pressures justify serious consideration of multiple use. Typically, sequential use will mean restoration of the mined land or at least transformation of the land into a useable state. Determination of land reclamation capability is a viable approach to planning reclamation of surface mined land. The natural resource base--geology, soil, and water--controls the type and intensity of land-use practices which can be sustained following mining. Evaluating physical limitations can eliminate consideration of uses which would severely impair the environment or which are impractical. This approach provides for an environmentally and economically sound land use at very little cost. In addition, it can save or make money for the mining company and landowner. Sand and gravel is an especially significant resource because it is mined throughout the entire country and commonly extracted near cities. Increasing urban growth and industrial activity require increased supplies of sand and gravel. This translates into expanded surface mining and an increase of disrupted land. Oftentimes this land is within an urban area and has potential for real estate or water-based activities. Electricity is a major cause of lost-time accidents and fatalities in the mining industry. Major hazards and unsafe practices that contribute to electrical hazards are identified in this paper. Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

High pressure grinding mills have been successfully introduced in the industry. They offer the possibilities for capacity increase of existing plants and reduction of operating costs. Further metallurgical advantages in gold and copper are possible. The plants in operation are running in different applications and modes of operation. They can be installed in a combination with SAG and ball mills or in a stand-alone mode. In combination with other grinding mills, it has to be investigated how the HPGR can be installed to reach the full efficiency. "Rare earth elements (REEs) found in coal are in the form of minerals, ion-substitution with clays and organically bound. Rare earth minerals (REMs) such as monazite exist in coal and have a grain size less than 5 microns. Froth flotation was successful in concentrating REMs existing in a thickener underflow material derived from Fire Clay seam coal which contained around 300 ppm of rare earth elements (REEs). Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2300 ppm REEs. Using a laboratory flotation column, a concentrate containing around 4700 ppm of total REEs was produced equating to an enrichment ratio of 10:1. INTRODUCTION Rare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets, and batteries [1, 2]. REE recovery from alternative sources such as coal and coal by-products has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials. The average REE content of the world coal is around 60-70 ppm [2]. There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia (300-1000 ppm), the Fire Clay coal seam in eastern Kentucky (500 ppm), and the Sydney Basin in Nova Scotia, Canada (72-483 ppm) [3-6]. The occurrence of REEs in coal and coal by-products can be classified into three types, i.e., rare earth minerals such as monazite and xenotime, ion exchangeable REEs in clays, and REEs associated with organic matrix. The particle size of the rare earth (RE) minerals in coal and coal by-products is very small and normally in the micron and/or nanometer scales. The flotation technique, which is based on the surface chemistry difference, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime, and bastnaesite [7-11]. As such, flotation is a promising method for the concentration of REEs from coal and coal by-products. In the current study, rare earth flotation was conducted using the fine coal refuse generated at an operating coal preparation plant treating coal from the Fire Clay seam. REE concentration by flotation required an appropriate amount of grinding and control of the pH value while using typical collectors. Prior to RE concentration, release tests were conducted to evaluate the floatability of the recoverable coal and the REE distribution in the flotation fractions in the fine refuse. Mineralogy of the REE was studied using SEM-EDX."

"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."

Highwall mining is a mining method to extract coal from a final boundary in open cut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints (spoil heaps, rivers etc.). Coal is mined from visible, horizontal, or near horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only. Highwall Mining originated in the 1940 in the Appalachian Coal Field. This paper describes the history of the various machines that have been designed for highwall mining. During the 1990 and later, there has been more emphasis on the safety in highwall mining. Many pillar strength formulae have been derived to determine the required width of pillars in highwall mining and, with that, the economic feasibility of highwall mining. The various pillar strength criteria will be discussed in this paper showing the countries where they are applied. In order to make highwall mining equipment safer and more productive, there have been quite some technological improvements applied to the machines. These technologies make highwall mining ready for the future as a serious mining method, also outside its traditional Appalachian mining area.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity', innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

The circulating fluid bed (CFB) technology can proudly point to its history of more than a quarter of a century of commercial operations. Over 80 CFB units operate in aluminum calcining, coal combustion and gold roasting. This paper describes the invention of the circulating fluid bed and chronicles its development and evolution from calcining through coal combustion to gold roasting. It presents performance data of Lurgi's CFB units in operation and highlights the six gold roasting plants currently operating throughout the world.

Strip mining has played a key role in the production of coal used to produce energy in this country. About 56 percent of the 1.3 x 106 hectares (3.2 x 106 acres) that had been disturbed by surface mining as of 1965 can be attributed to stripping (Udall, 1967). The runoff from these stripped areas is usually heavily polluted with high concentrations of total dissolved solids, iron, aluminum, manganese, sulfates, and has low pH values with high acidity. Another problem of a most serious nature in our large cities is the volume of treated solids to be disposed of after sewage treatment. Chicago is presently producing about 664 metric tons/day of dry weight solids (Horn and Earles, 1968). Disposal methods most commonly used include lagooning, incineration, and landfilling. The high cost of land in an urban community is prohibitive of lagoon storage. Incineration and landfill disposal create air and water pollution problems. Many countries including Australia, England and Israel have long realized the value of sewage solids if they are recycled back to the land. In the United States, the value of such solids in reclaiming strip mined land has been recognized by relatively few people. This paper is concerned with the use of anaerobically digested sludge to reclaim strip mined land.

During blasting, rock breaks and moves but standard grade control practices do not adjust ore waste boundaries to cater for blast movement. Rock movement resulting from blasts can result in mischaracterization of grade boundaries resulting in ore loss and dilution. Ore loss takes place when ore is mischaracterized as waste and sent to waste dumps, and dilution occurs when waste is mischaracterized as ore and sent for processing. Las Bambas operations of MMG Peru, realized the economic impact of blast movement on ore loss and dilution and adjust ore boundaries using limited blast movement measurements. This is a step in the right direction but has limitations for everyday application. This paper discusses the advantages of disadvantages of current blast monitoring techniques and introduces an operational tool to estimate polygon movements for different blast designs and confinement conditions. Blast movement estimates from this new tool have been compared against the estimates from the current tools for several production blasts and the results were quite promising.

An interactive mine ventilation simulation software program (WIPPVENT) was developed at the Waste Isolation Pilot Plant (WIPP). The WIPP is a U.S. Department of Energy (DOE) research and development project located near Carlsbad, New Mexico. The facility is designed to provide a permanent, safe underground disposal of U.S. defense generated transuranic waste in bedded salt. In addition to its regular functions, the underground ventilation system is engineered to prevent the uncontrolled spread of radioactive materials in the unlikely event of a release. To enhance the operability system, Westinghouse Electric Corporation has developed an interactive mine ventilation simulation software program (WIPPVENT). While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC (copyright © 1991 Mine Ventilation Services, Inc.), the user interface has been completely rewritten as a Windows ® application and screen graphics have been added. WIPPVENT is designed to interact with the WIPP ventilation monitoring systems through the site wide Central Monitoring System.

The Huari-Huari ore body is located in Southern Bolivia, at an elevation of approximately 3,800 meters above sea level. The ore is a complex massive sulfide, slightly marmatitic sphalerite, in a fault fissure filled hypo- thermal vein in Paleozoic shales and quartzite-altered sandstone. The sphalerite has common associations with pyrite and quartz and is frequently intricately intergrown with stannite, chalcopyrite, and pyrrhotite. The sphalerite also contains numerous inclusions of pyrite, marcasite, galena, boulangerite, jamesonite, quartz, arsenopyrite, and cassiterite. A research program was undertaken to develop a flowsheet for the recovery of separate silver, zinc, and tin concentrates by selective flotation. Based on this experimental work and subsequent flowsheet development, engineering and construction of a 500 metric ton per day concentrator was undertaken. This paper describes the process that was developed for the Huari-Huari ore and the unique aspects of the Huari-Huari concentrator.

According to the U.S. Geological Survey (USGS), a critical mineral is one that is essential to the economic well -being of a nation and whose supply may be disrupted due to geological, geopolitical or environmental factors (Nassar et al., 2020). For example, REEs are critical to the production of electricvehicle motors as well as wind turbines, yet China’s share of their global production rose to more than 95 percent in 2010 (IEA, 2021). China’s share has since declined, with production quotas dropping to nearly 70 percent by 2023 (Statista, 2023). This and similar situations with many of the critical minerals raise deep global concerns about supply-chain vulnerabilities (Bauer et al., 2011). Critical minerals are used in the production of renewable energy, electronics, agricultural products and common household items (McLemore, 2020). As the global demand for these minerals continues to grow, it is not sufficient to rely solely on scaling up production from existing operations. While increasing production from known deposits can provide short-term relief, long-term resource security requires discovering new, economically viable mineral resources. One of the most effective ways to secure future supply is through mineral exploration, which increases the global inventory of critical minerals and also minimizes risks posed by market monopolies and political instability. The major challenge of mineral exploration lies not only in identifying mineralized deposits but also in determining whether discovered concentrations are sufficient to warrant further investigation and development. A fundamental concept in this decision-making process is using cut-off grade. In this article, cut-off grade refers to the minimum concentration of minerals required to justify further exploration efforts based on factors such as type and size of mineral deposit, mining and processing technologies, associated byproducts/coproducts and the market price of these minerals. Typically, economic cut-off grades are used to determine whether a mineral deposit can be mined profitably. However, this article focuses on preliminary cut-off grades needed to establish whether the amounts of critical minerals within a deposit are high enough to justify further exploration and detailed evaluations. By comparing mineral deposit grades, size, production and extraction technology, and other economic factors with established and active mines, exploration teams can estimate cut-off grades that justify further exploration.

Novel chemicals that can be used for increasing the efficiency of fine coal dewatering were developed at Virginia Tech. Reagent A was tested on three different coal samples in laboratory vacuum filtration tests. These included flotation products from Middle Fork plant, Elkview Mining Company, and CONSOL, Inc. The tests conducted with the Middle Fork coal sample (100 mesh x 0) showed that cake moisture can be reduced by more than 10% beyond what can be achieved without using dewatering aid. This improvement was achieved at 1 lb/ton of Reagent A and 0.1 inch cake thickness. At 0.5 inches of cake thickness, the improvement was limited to 8% at the same reagent dosage. The results obtained with the Elkview coal (28 mesh x 0) showed similar advantages in using the novel dewatering aid. Depending on the reagent dosage, cake thickness, drying cycle time and temperature, it was possible to reduce the cake moisture to 12 to 14% range. In addition to achieving lower cake moisture, the use of Reagent A substantially decreased the cake formation time, indicating that the reagent improves the kinetics of dewatering. The test results obtained with CON SOL coal were not as good as with the other coals tested in the present work, which may be attributed to possible oxidation and/or contamination.

In efforts to improve ingress/egress from the existing subway platforms in PATH’s Exchange Place Station, a new 18-foot horseshoe cross-passage tunnel was constructed by Walsh Construction who retained Kilduff Underground Engineering for design of the initial support system and to install and maintain geotechnical instrumentation. The project presented some unique challenges as a result of the proximity to pedestrians on the platform. PATH service remained uninterrupted, limiting the Contractor to mechanical means of excavation to advance the heading. The logistics proved very challenging for the approximate 100-foot-long tunnel excavated in soft Manhattan Schist. This paper will present the design and construction challenges for the project.
