The molecular structures of isobutyl xanthate (IBX), diisobutyl dithiophosphate (DIBDTP), O-isobutyl-N-ethyl thionocarbamate (IBETC), O-isobutyl-N-ethylcarbonyl thionocarbamate (IBECTC) and O-isobutyl-N-ethylcarbonyl thiourea (IBECTU) were fully optimized using density functional theory (DFT) at the B3LYP/6-31+G(d,p) level with the integral equation formalism for the polarizable continuum model (IEF-PCM) in the aqueous phases. The effects of the polar groups in these thiol molecules on their collecting performances were determined by the energies and compositions of frontier molecular orbitals and the atomic charge values. Our results indicate that the sulfur atom(s) in IBX, DIBDTP, IBETC, IBECTC, or IBECTU molecule is the centre of reactivity. And the collecting abilities of these reagents for copper sulfide minerals follow the order as: IBX > IBECTU ? DIBDTP ? IBECTC > IBETC, and the order of their selectivities against pyrite is suggested as: IBX < DIBDTP < IBETC < IBECTU < IBECTC. The theoretical analysis provides an insight into the collecting powers of these collectors, and offers an atomic scale approach to understand the experimental data available in the literature. Since 1900, smelters have produced in Canada over 10 million tonnes of iron silicate waste slag containing significant quantities of nickel, cobalt and copper. The slag is reduced with aluminum and calcium oxide additions to produce a copper, nickel, and cobalt enriched alloy and an obsidian slag. It was found that the obsidian slag contained very low copper, nickel, and cobalt contents, indeed below 0.06% of each the base metals. These metals have been collected in a type of ferroalloy with up to 1.6% Cu, 2.1% Ni, and 0.7% Co. These alloys can be recycled according to standard procedures in base metal smelters. Surprisingly, the obsidian slag was found to display good cementitious and pozzolanic properties, which is a requirement for cement production. The strength producing properties of the obsidian slag are considered to be exceptional at the 28 day standard test age. In most cases, the obsidian concrete is characterized by significantly greater strengths than control concrete tests and concrete containing fly ash or blast furnace slag. Compressive strength data at 365 days for the obsidian concrete is impressive.

The University of Kentucky has developed reclamation cells at a surface mine in southeastern Kentucky to evaluate the impact of spoil handling (reclamation methods) and compaction alleviation methods on the physical properties of replaced growing media and on tree survival rate. From 1997 through 2001, penetration depth, penetration resistance, bulk density, and tree survival data have been collected at the reclamation cells and correlated to determine the relationships that exist between the soil physical properties at the site and tree survival. Regression models have been developed for each reclamation method evaluated using the collected data to predict tree survival rates on reclaimed surface mined lands as a function of the soil physical properties of the replaced growing media. Procedures have been developed for handling soil/spoil during reclamation that can minimize compaction in the replaced growing media. Procedures have also been developed for alleviating compaction in growing media on reclaimed and orphaned surface mined sites. These procedures, if implemented, will increase the potential for reforestation success. Finally, procedures have been developed for collecting soil physical property data for use in evaluating the suitability of spoil conditions for reforestation.

A pilot plant study was conducted to evaluate the performance of column flotation in the recovery of gold from the gold/tellurides bearing sulphide ore of the Kensington deposit (Echo Bay Mines and Coeur d'Alene Mines), and to compare the performance of column flotation to conventional "mechanically agitated" flotation, Tests were conducted in a 150 mm diameter, 60 liter glass column with ground flotation feed split from a concurrently operating conventional pilot plant, thus permitting direct comparison between the two processes. During the test program, the effects of wash water rate, gas holdup, froth depth, residence time and flow bias were examined in detail. The bulk metallurgical ore sample had an average "as tested" feed grade of about 5 git gold and 1 % sulphur, with the gold occurring primarily as inclusions of montbrayite (Au2Te3) in pyrite, with minor amounts of native gold. Conventional flotation using 60 minutes residence time across four roughing stages recovered about 97% of the gold into concentrates grading about 50 g/t Au. A single stage of column flotation roughing using 25 minutes residence time matched the conventional circuit recovery of97%, but produced grades of +150 git Au.

The Randgold Resources Ltd. mine operation in Syama Mali performs whole ore roasting followed by CIL gold recovery to produce gold. The roaster has operated continuously since the plant was first commissioned in 1994. The roaster design throughput is 216 tons per hour (5,184 TPD). Roasting provides for the oxidation of the· refractory components, organic carbon and sulfides. The energy balance for the system requires auxiliary fuel oil to be burned in the Circulating Fluid Bed (CFB) reactor. Energy from the 1200-1350 degree F roasted product stream is recovered and recycled back into the CFB using two fluidized bed coolers; one to directly heat the secondary air and the other to indirectly heat the primary fluidizing air. The basis of the design for the roaster was an extensive pilot plant test program, the results of which were scaled up to the full scale plant design. Due to variation in the feed at the mine a number of roaster modifications were necessary following the initial plant start up. During 1998 ore flotation capability was added to reduce the operating cost for the roaster and increase plant throughput.

The Paso Diablo coal project is located in the Guasare Basin in the northwestern region of Venezuela near the border with Colombia. In 1987, Carbones del Guasare SA, a joint venture comprised of Carbozulia and A.A. Antilles Coal (an Arco and AgipCoal joint venture) was formed to develop the Paso Diablo coal reserves for world markets. Regional drilling has indicated a coal resource of more than 6 Gt (6.6 billion st). Further exploration has delineated the Paso Diablo deposit as an area particularly suited for cost-effective surface mining. The calculated economically minable reserves of this area (200 Mt or 220 million st) and the coal quality characteristics are based on extensive core drilling programs. Initial coal mining operations began in August of 1987 and the mine is presently producing at a rate of 1.5 Mt/a (1.65 million stpy). The coal is hauled about 85 km (53 miles) to a barge loading terminal at Santa Cruz de Mara using highway-type haul trucks. The success of the industrial minerals end of the mining industry is often overshadowed by the high price of copper, the glamour of gold, and the nation&apos;s huge reserves of coal. Those three segments of the industry, however, along with every other business in the world, could not function without the products that are composed of a variety of industrial minerals. And, according to Haydn H. Murray, past president of SME, the value of industrial minerals in the United States is more than triple that of metals, about $19 billion a year versus $6 billion. In the developed countries of the world, he said, the value of industrial minerals is nearly always greater than the value of metallic minerals. Murray, also a professor of geology at Indiana University, was the luncheon speaker at the SME-sponsored Grinding of Industrial Minerals conference held in Asheville, NC this past September. Producers of industrial minerals know they must squeeze the maximum value out of the industrial mineral being mined and processed, Murray told the audience of about 100 people. Grinding and particle size, then, are vital to a commodity&apos;s profitability.

The introduction of liberalisation in Dutch mineral provision has created a lot of uncertainty on how and where to supply for the need of construction raw materials. Some possible effects of this policy shift are: 1. the extraction of materials from small pits with truck transport, 2. an increasing dependence on foreign suppliers, 3. the usage of marine dredged materials, 4. more input of secondary substitutes. The outcome of this policy and the resulting marketbehaviour have consequences for transport and infrastructure and hence for sustainability issues. Mineral provision, on the other hand, is also influenced by the availability of infrastructure. Insufficient transport capacity could hamper the development of mineral projects that render benefits to society. (Even) in a liberalising market for mineral provision, the central and local governments have an important role to play with regard to infrastructure and the effects of transport. Various trends point towards an increasing internationalisation in mineral provision. What will increasing trade and increasing influence of the market mean for transport infrastructure? How should increasing transport be judged with respect to sustainability? In the sustainability discussion these questions will have to be answered on a national as well as on a European scale.

Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

There are 3 steps in the process of forming a mine ventilation system, (1) selecting a reasonable ventilation pattern (included pit shaft arrangement); (2) optimizing of the ventilation network and (3) computing and outputting the flow splitting results of the network with the optimal ventilating equipments selected. In the past, the first step was relied on artificial decision-making. In order to design a common ventilation system, some ventilation experts were needed to participate or do some examinations. Even so, the design made was reasonable only for those experts. If there is a mistake in the first step, then even the followed 2 steps are best done, the losses are very difficult to retrieve. So that, the first step is very important. The development of expert systems provided an efficient means and tool for all engineering fields. This paper presents an expert system of selecting mine ventilation pattern and pit shaft arrangement. After testing many times, it is shown that the system can perform the first step of designing a mine ventilation system, and can help the experts doing their study works more efficiently.

INTRODUCTION The U. S. Department of Transportation has underway an important new program which will have a major impact on rapid excavation technology. The Transportation Tunneling Program, as it is called, is a coordinated, multi-modal research and development effort. Its goals, if realized, will significantly improve our ability to build the underground structures needed for transportation. This, in turn, will improve transport efficiency, environmental impact, and the energy consumption associated with the movement of people and goods. Tunneling technology research and development had its beginning at the Department of Transportation in the Office of High Speed Ground Transportation (OHSGT). The OHSGT developed and implemented a program in 1965 to provide the technology for underground construction needed to support future high speed ground transportation. In 1967, when the OHSGT was transferred from the Department of Commerce to the Federal Railroad Administration (FRA), the program accompanied that office. The thrust of the FRA program has been cost reduction through the development of new materials, innovative designs, and better construction methods. An overview of the process employed to assess arsenic exposure levels at a gold mine is provided together with the recommended control measures. Arsenic and its compounds are regulated in Ontario as designated substances in all workplaces except mines and concentrators. There is a proposal to remove the exemption for mine and concentrators. If the exemption is removed, the mining industry will be required to adopt the proposed exposure Limit of 0.01 mg/m over 40 hours. There are many mines in Ontario which will be affected by this new regulation. To determine the extent of which workers are exposed to Levels exceeding 0.01 mg/m , an assessment program was initiated at the mine. The main objective of the program was to determine the effect of the proposed regulation on underground and surface operations in term of compliance if it becomes Law. The data obtained from the assessment program shared that only 1ML of the workplaces monitored for arsenic indicated levels above the proposed limit of 0.01 ,/yard all workplace levels were below the present Limit of 0.2 mg/m .

Martin County Coal Corp. is located in Martin County, KY, in the Appalachian coal fields, near the West Virginia border. The company&apos;s total leasehold covers more then 133.5 km&apos; (33,000 acres). Total annual production at Martin County Coal Corp. is currently 2.2 Mt (2.5 million st). In certain years, though, it exceeded 2.7 Mt (3 million st). About 45% of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal&apos;s work schedule consists of two nine-hour shifts a day, 240 days a year. Topography The topography of the area is characterized by rugged hills and ridges and sharp V-shaped valleys demonstrating a cliff and slope topography. This topography consists of alternating benches of outcrop sandstone and slopes. The deep valleys have been carved out by many small streams in the area. These streams are contained within the steep slopes of narrow, twisted mountain ridges. The ridges are underlain by massive sandstones that, being resistant to erosion, create sharp, rocky morphology. The height of the hills above the valley floors ranges from 122 to 244 m (400 to 800 ft).

The McDonald gold deposit is located in the upper Blackfoot Valley in Lewis and Clark County in west-central Montana, about 65 km (40 miles) northwest of Helena and 13 km (8 miles) east of Lincoln (Fig. 1). The McDonald project area covers about 20.7 km2 (8 sq miles) of elevated terrain on the north side of the Blackfoot Valley. The Blackfoot River lies 1 km (0.6 miles) south of the McDonald deposit. East Butte and West Butte rise 300 m (985 ft) above the Blackfoot Valley to an elevation of 1,750 m (5,740 ft). They conveniently divide the area into two parts. The Seven-Up Pete Joint Venture (SPJV) is a partnership between Phelps Dodge Mining (72.25%) and CR Montana, a subsidiary of Canyon Resources (27.75%). SPJV controls about 83 km2 (32 sq miles) of mineral and surface rights in the Lincoln area. The McDonald project is on state-owned and private land. The joint venture has conducted exploration since 1989 at the Seven-Up Pete, McDonald and Keep Cool areas (Fig. 1).

Liebherr Mining Equipment Co., of Newport News, VA and Baxter Springs, KS, introduced the T282, a new two-axle, diesel-electric, AC drive haul truck with a payload capacity of 327-t (360-st). The T282 was unveiled at a press briefing in October 1998 at the company&apos;s Baxter Springs research and development1 manufacturing facility. In addition to an increase in pay- load capacity, the truck&apos;s AC drive system has been de- signed to allow for easy configuration to a trolley-assist system with minimal additional equipment. The T282 provides fuel savings, reduced maintenance requirements, and reduced downtime and maintenance costs, providing the mine operator with increases in productivity. HISTORICAL BACKGROUND For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water which seperates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peacable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic. A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British Parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

A series of performance studies were conducted using countercurrent column flotation to recover a marketable clean coal product from existing preparation plant fine waste streams. The test work was conducted at several preparation plant sites in Kentucky and Virginia using a 150-mm (6-in.) inside diameter column that was 5.8 m (19 ft) high. Both thickener feed and classifying cyclone overflow with a typical size distribution of 150 µm (100 mesh) X 0 were tested. The percent solids of the column flotation feed varied from 1.5% to 15% while the ash content ranged from about 30% to 60%. The concentrates produced contained 2% to 10% ash with Btu recoveries of nearly 90% using 0.12 to 1.25 kg/t (0.25 to 2.5 lbs per st) fuel oil and 0.12 kg/t (0.25 lbs per st) MIBC. These results were consistent with or better than results obtained in preliminary laboratory scale column flotation evaluation. Test results from seven different seams are discussed as well as scale-up relationships used to design a full-scale installation presently in operation.

This paper examines the potential for controlling longwall-induced subsidence by pneumatically backstowing waste rock into the void created by mining. The paper also examines scheduling the process as a unit operation of the mining activity. Based on a review of background literature and interviews with representatives of various mining companies, public-interest groups and state and federal regulatory agencies, a hypothetical case-study evaluation of pneumatic stowing at a southwestern Pennsylvania mine was conducted. The study indicated that current stowing technology cannot keep pace with the production potential of longwall systems in the United States. Further, at the mine used in this case study, concomitant stowing would reduce subsidence by only 50% of what would normally be incurred during full longwall caving, and the longwall coal-production rate would decrease from 3,630 t (4,000 st) per shift in the nonstowing case to 1,360 t (1,500 st) in the stowing case. A preliminary cost analysis reveals that pneumatic stowing would add from $5.79 to $11.57 per t ($5.25 to $10.50 per st) to the operating cost of producing coal at the case-study site.

Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. High gradient permanent magnetic separators (termed "Ferrous Wheel") are described as used to recover the iron bearing minerals from mill tailings at the Grupo Acerero del Norte&apos;s Hercules iron mines in Coahuila, Mexico. The pilot scale test work as well as the "in-plant" test work provided the basis for a 385 MTPH plant expansion to be commissioned late in 1995. Approximately 6 million metric tons of flotation tailings averaging 50 percent iron, mostly as hematite, are contained in two separate ponds. The tailings are relatively fine at 93 percent -200 mesh and 72 percent -500 mesh. After testing various recovery methods, a high gradient permanent magnetic separator was selected to produce a preconcentrate prior to flotation. The separator uses a flux converging matrix to generate high gradient magnetic fields and capture the hematite. The advantage of the Ferrous Wheel high gradient permanent magnetic separator is the use of permanent magnets as opposed to electro-magnets. Further the vertical rotating ring is much more conducive to matrix cleaning as opposed to the conventional horizontal ring separators. This feature also allows the use of a wide range of matrix materials to achieve the optimum metallurgical response
