2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. The successful exploration for Austin Taylor and Gen. McRae from 1931 to 1940 obscured the fact that I was reaching a period of transition. This was true both in personal and business life. It was probably fortunate that I did not realize how great a change must come after I passed the age of 50. In the personal life of our family the change came when both our children left home to go to school or college. This made home a different place and, because of the absence of the children, Dorothy could devote much of her time and attention to the art she loved so well. She could spend long periods in New York, the center of the nation's art life. Vacations at Tahoe and long pleasure trips made the separation from the children less disturbing but it could never again be the same as it had been in the first 20 years of our marriage. The change In my business life was just as complete, though a little more gradual. While work for Bralorne and General McRae made the "bite" of the Great Depression less painful for us than it was for most consultants and their families, the fact that I was getting older made a new sort of work inevitable. I was 50 years old and the total grew rapidly. Planes and automobiles that made travel easier even in the wilds of Alaska and northern Canada still made it possible for me to look at new prospects, but increasingly often I was exhausted at the end of a day's climb and, if the nature of my work did not change there would soon be no more work. Fortunately work of a new sort came a little at a time. As I became a director of Bralorne and president of its American subsidiaries I had to take on more administrative work, and success of these operations made others want to employ me to help direct policy and value mines. Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

INTRODUCTION The process engineer usually is responsible for the design operating philosophy and/or day-to-day operations of a process. Since instrumentation is an integral part of the operation, it is essential that engineers understand the general capabilities of the different types of control equipment available. Many "noncontrol" engineers have become involved with instrumentation for machinery monitoring and control as well as other plant applications. The advent of the microprocessor has led to significant changes in control, both in systems configurations and man-machine interfaces. Today's concept is called simply "distributed control." What is distributed control? Distributed control is exactly what the name implies; the control system is divided into several functional segments and spread out to cover a process. The systems are distributed for physical, functional, and risk reasons. Before delving further into the specifics of distributed control, let's look at the evolution of control systems to see how we got here. Instruments initially were located near measurement and control points in the field. Operators physically had to go to the instrument to change setpoints or take measurements. As processes became more complex, it became evident that a central control area was required. This allowed an operator to monitor and control many variables. The operator's effectiveness was increased dramatically, which resulted in greater efficiency, better quality control, and lower personnel requirements. At the same time, plants became much larger, control applications became more complex, energy became expensive, and the industry became more competitive. All of these factors placed pressure on process and production engineers to get the most for the money. The result was a continuing push to put more instrumentation into a central control room to maximize efficiency and productivity and minimize manpower. This chapter deals in some detail with devices for measuring physical and chemical properties of coal; devices for measuring the weight and weight-rate of flow of coal; devices for the monitoring and control of conveyor systems, solids inventory, fluid flow, liquid level, density, and specific gravity. Exploration budgets are commonly determined by "rules of thumb" such as a percentage of earnings or other fiscal measure. An appropriate exploration budget is the amount needed to achieve the goals of the company. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

Following successful laboratory and pilot plant investigation of dewatering characteristics of molybdenum concentrate produced by a Chilean copper/moly producer, two (2) DENVER SALA 500 Series Tube Press Filters were installed in 1994 to handle the total production volume. Moisture requirements in the filter cake have been consistently met, eliminating the need for thermal drying after filtration. Operating data and Tube Press Filter are described herein.

At present, there are two known cobalt deposits in the 48 contiguous states. This paper is a brief description of one of these deposits. It is a Mississippi Valley type deposit, but somewhat atypical in that the metal of greater interest is cobalt as opposed to lead, zinc, and copper. The history and present work are outlined along with a discussion of the geology and mineralogy.

In the past ten years, the Geotechnical Baseline Report (GBR) has arguably become the key document for tunnel construction. This report not only allocates much of the risk involved with the work, it serves as the basis for bid preparation and is used extensively in resolving disputes during construction. Management should be made to understand where the risks are in heap leaching, and management should be alerted to the variability of costs in heap leaching, many of which are based upon company philosophy. The genesis of ore deposits has been tied to plate tectonics through differential petrogenesis in subduction zones. However, many mineral districts, especially in the Basin and Range province of United States and Mexico, appear unrelated to any possible subduction zones or to plate boundaries. It is proposed that the pattern of mineral belts is related to mantle plumes which have been overridden by an advancing continental margin.

The influence of mining on the hydro-geomechanical environment is greatly constrained by alternating mining geometries. The limiting magnitudes of surface subsidence and groundwater flow over the mining area, as a result of geometry changes, can be reasonably predicted through a coupled finite-element model introduced in this paper. Verification of the model has been tested using real and conceptual case studies which reveal that changes in strata conductivities are strongly related to the strata deformation induced by mining. The greatest modification of hydraulic conductivities occurs within the caving or severely fractured zones. The study indicates that narrowing the panel face width will substantially reduce both the intensity and extent of mining damage to the overlying strata, limit surface subsidence and constrain the change in hydraulic conductivity to a reduced scale and smaller extent, particularly as mining depth increases.

Using the newly developed and permitted explosive Pentadyne-HP (Gulf Oil Corporation Ltd., Hyderabad), the Blasting Department of the Central Institute of Mining and Fuel Research, Dhanbad experimented at the GDK-5 Incline, RG-1 Area of the Singareni Collieries Company Ltd. (SCCL) to establish one modified angular cut blasting pattern as an alternative to conventional solid blasting in India to obtain longer pull, as well as to achieve at least 40 t of coal in a single blast round for the deployment of diesel load-haul-dump units at the face. This permitted explosive satisfied the statutory requirements of incendivity characteristics applicable to P5 explosives of the regulatory agency Directorate General of Mines Safety (DGMS) of India. The present paper summarizes the development of this new blasting pattern and its possible use in Indian coal mines.

A practical and economical flowsheet has been developed and demonstrated by integrating the packed column flotation with the GranuFlow process for fine coal recovery. Orimulsion, which was used as an additive, served a dual purpose: first in the flotation and second in the dewatering and granulation steps. The test results on the coal preparation effluent sample show that Orimulsion is flexible and compatible with fuel oil and various frothers used in the packed column. Clean coal with ash contents of 3.0, 3.7, 4.3 and 5.1% were produced from a head sample of 33% ash at combustible matter recoveries of 72.4, 81.1, 87.5, and 89.2%, respectively. Other advantages include high throughput, low moisture, improved handleability, and reduced dustiness of the dewatered coal, thus providing a very significant economic Incentive for the integrated process.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 1/4 to 1/2 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.
