During 1960, the controversy over percentage depletion reached the level of debate between presidential candidates. Nixon took the position that he would not tamper with the status quo in this matter. Kennedy took the position that he was willing to take a fresh look at the issues involved. Kennedy's position appears to have been based upon two premises: (1) new sources of federal revenue may be needed; and (2) current depletion rates, even if sound in principle, may be too high and, therefore, inequitable. The latter premise constitutes the basis for the claims that depletion allowances are simply "loopholes" of tax avoidance. Very probably the controversy over percentage depletion will remain in the political limelight during most of the coming decade. It is quite possible that the current depletion rates, at least those for oil and gas, will be reduced during this period. The aim of this paper is to isolate the complex causes of this mounting opposition to percentage depletion.

The Mineral Resources Institute at The University of Alabama is engaged in a program whose objective is to develop a beneficiation system for Eastern oil shales. Prior experience (1,2) at The University had shown that the grind required for liberation of the oil rich kerogen was substantially below 20~m. Based on this fact and the rapidly emerging consensus that column flotation is the preferred method for ultrafine particle separation, efforts were focused on the column flotation of oil shale. This paper, which must be regarded as a progress report on a continuing MRI project, describes the observations made and the results achieved to date. The investigation is being conducted in two phases. The first phase has been completed and consisted of a factorially designed experiment conducted for the purpose of screening a set of primary flotation variables. The second phase, which is still in progress, is focused on optimization of the operating conditions and development of a flowsheet for specific shales.

One responsibility of a manager is to improve his human organization. Some executives believe a manager should be measured and compensated accordingly on the basis of his ability to improve the quality of his human organization. Officials in the coal mining industry have had a tough road to travel in this regard due to fluctuating coal production demands, contractual obligations, and improved mining equipment and methods. The time may have finally arrived when we are able to recruit, select, and develop men from the labor market to fill vacancies, This is particularly true of our maintenance organizations. Because of the importance of this responsible function and the types of skills required, we must develop an extensive improvement pro- gram. Anyone in the industry who fails to undertake a manpower audit and who accepts a philosophy which will not permit collective planning, organizing and con- trolling the improvement of the human element throughout his maintenance organization may certainly cause deterioration within his company.

Coal is our most abundant, low cost energy resource. Expansion of its use is being challenged due to "SO2 emission" regulation with even more restrictive legislation pending. High quality coal reserves are becoming more limited due to greater use in recent years. Aids to allow more use of coal in today's environment include beneficiation of coal before combustion and scrubbing the emissions from coal during combustion. Dow's efforts to help meet these challenges by beneficiating coal include true heavy media gravity separations with chlorinated solvents and liquid/liquid partitioning processes and "Dow Solvent Recovery Technology" to recover the solvent from product (or floats) and rejects (sinks), The objectives of the efforts to clean coal are to reduce sulfur and ash. In this paper, the solvents will be described; a general flow diagram presented; some of the results on upgrading various coals will be described, and projected costs of full-scale plants using chlorinated solvents will be compared to conventional cleaning plants.

A continuous on-line particle size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 microns) to 20 microns are discussed in de- tail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from a practical and theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

In recent years, there has been increased interest in construction problems presented by karst topography. Twenty-five years ago, karst areas were by-passed for development. Today, the high cost of land and population pressures are requiring utilization of karst areas. Areas exhibiting karst features can be satisfactorily developed so that construction can proceed in a normal manner; or the areas may be left undeveloped and the underground drainage system abused by improper use causing or contributing to structural collapse, excessive erosion, and a grave threat to the stability of land development and the environment. The term "karst" is a comprehensive term applied to areas underlain by soluble rock that possess a topography formed chiefly by the dissolving of rock and the diversion of surface waters to underground routes. There are four features which contribute to the maximum development of karst. 1. A soluble rock, preferably limestone, must be present at or near the surface of the ground. Occasionally, dolomite will suffice.

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.

The Alimak Raise Method, using the Alimak Climber, has proven to be a new, fast, economical method of driving raises at the Iron King Branch of Shat-tuck Denn Mining Corporation, Humboldt, Arizona. In order to fully understand the advantages of the Alimak Raise Climber, it is necessary first to describe the basic machine; second, a complete cycle of a raise round; and third, the comparative speed and economy afforded the Iron King operation by using this new method of raise driving: The raise climber consists of a drilling platform that is raised and lowered by two 6.2 HP compressed air motors that drive, through roller chains and sprockets, three worm gears connected in series. These worm gears drive pinions which grip the guide rail rack. The worm gems are fitted with spring-loaded couplings so that a small rock or grit in the rack is passed over without disturbing the mesh between the rack and the other pinions.

If an Earth Pressure Balance (EPB) TBM is operated effectively tunneling can be carried out producing negligible ground movements. Using the methods given in this paper face losses of the order of 0.5% and less are generally obtainable using an EPB. Operating the EPB TBM in this manner reduces the requirement for the building protection measures used to protect surface structures. This can result in a considerable cost saving for the construction of a tunnel under built up areas. This paper to give guidance on the causes of ground movements around a TBM and the methods of running an EPB TBM that will minimize those movements. Details of how this was successfully done during the construction of the Bangkok Metro are given. There are many concepts of preventative maintenance. The basic objective of all maintenance organization, however, is the efficient (accomplishment and control of all) inspection, repair, overhaul, material and preventative maintenance functions necessary to maintain facilities and equipment in a condition that will meet operating requirements at a level consistent with low costs and high availability. To formulate a preventative maintenance program requires sound judgment and the ability to apply in a practical manner a system that meets Plant operation requirements, based upon organization, experience, conditions, design and historical data. A maintenance program must be divided into to categories consisting of: 1. Scheduled tasks to be accomplished at planned intervals. The objective of these tasks is to maintain reliability and prevent as much as possible abnormal failures. 2. Non-scheduled tasks that result from periodic reports and which can be scheduled to fit in conveniently with other routine work. The non-scheduled work items may include long-range preparation for lenghty shutdowns requiring Engineering and Shop services.

Maintenance of mining equipment has become so complex and important from a cost and product ion standpoint that the organization must be set up in an engineering fashion to be successful. Production costs are greatly affected by proper maintenance. Tonnages can only be met when operating time is at its maximum and breakdown time is at its minimum. Last, but equally important, large capital expenditures must be protected and improved The effectiveness of the maintenance program will, in many respects, be a direct, result of the effort put torch in developing the overall program. Once the need of maintenance is realized, the next step is to determine what the organization should be and what it should accomplish. Follow through is then most vital. Preventing machine breakdowns and reducing maintenance costs are the primary goals of all maintenance organizations. Good preventive maintenance, a system for inspecting equipment and a complete record of inspections will help attain these goals.

The concept of "heat recuperation" for the grate-kiln pelletizing system was first implemented at the Sydvaranger plant in Norway in 1974. Essentially, heat recuperation involves bringing hot air from the second stage of the pellet cooler to the drying zone to increase drying-air temperature to the maximum limit. 'Burner-fuel savings result from a lower kiln secondary-air mass flow at a higher temperature. Because of the fuel benefits achieved at Sydvaranger, heat recuperation has been included innumerous new grate-kiln plants built since then, and some older plants have been retrofitted for heat recuperation. In recent years there has been much confusion about the fuel benefits of heat recuperation. To answer some of the questions, a mathematical model was developed and plant tests were conducted at Minntac Phase 111. Minntac is a magnetite taconite concentrating and pelletizing plant, and Phase III has two indurating lines. This paper presents the results of the studies and plant tests.

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.

Adaptations and redesign of the existing already very successful and proven road milling machine concept and technical innovations such as an optimized, specifically for mining application developed cutting drum, cutting housing design and cutting tools, high manoeuvrability achieved via a tight turning radius, a three disk clutch system and a cutting drum drive that allows for the acceptance of higher loads, a complete reinforcement of the chassis to withstand higher vibrations and torque, the installation of increased engine power via a modern drive unit, a specifically for mining/construction applications developed operator’s platform and finally a redesigned air intake system and the adaptation of the levelling system resulted in far more cost effective and advantageous capabilities of Wirtgen Surface Miner in soft to medium hard mining and construction applications. As the achieved results show for the first time in modern surface mining history mechanized cutting is capable to compete successfully against traditional drill, blast/ripping and other conventional mining methods.

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult because a slope will transverse through many different types of strata. Over the past three years, Keystone Mining Services, LLC, an affiliate company of Jennmar Corporation, has developed a new methodology designated the ?Stress, Geologic, and Support Design System (SGSsm)?. This patent pending method analyzes the stress, geology, and support design for a mine slope. It has been successfully applied in various new slopes across the United States. This paper will detail the main concepts of the methodology including: (1) Analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) Primary and supplemental support design; (3) Long term support design in the form of steel square sets or arches, and (4) Validation of the support design utilizing advanced finite element computer modeling.

Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine?s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine?s history, the metallurgical testing, the flowsheet and discusses design considerations. "A reliable supply of non-energy raw materials is a precondition for the functioning of the European economy. In line with its importance, the issue of raw materials supply has become more prominent in the past years, especially owing to turbulent raw material markets. However, these turbulences are not due to depletion of the geological resources but to a missmatch of (expected) supply and (expected) demand, with several interacting factors influencing the markets both from the supply as well as from the demand side. A recent evaluation, published in June 2010 within the framework of the EU Raw Materials Initiative, sought to bring together these two sides of raw material markets and asked the question "which raw materials are critical for the EU?" Herein we present the methodology used by the Ad-hoc Working Group on Defining Critical Raw Materials and the results obtained, complemented by results from the study "Raw Materials for Emerging Technologies"."

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. At nuclear facilities, three types of radioactive waste must be managed: (1) high-level liquid waste containing fission products from the chemical separation of irradiated uranium, (2) low-level condensates from the concentration of the high-level waste, and (3) dry solids such as obsolete process equipment, spent ion exchange resins, and irradiated metal scrap. The geological and environmental characteristics of a site are important considerations in planning the waste management program. At the Savannah River Plant, low-level liquids and dry solids are safely and economically placed in the soil where the geologic and hydrologic conditions are favorable. Within the general area where the waste originates, studies are made to locate seepage basins and burial grounds in the most favorable sites: (1) soils should have a high ion exchange capacity and moderate to low permeability, (2) the water table should be deep, and (3) burial sites should be relatively distant from the nearest flowing stream.
