In Italy at the moment there is a program which involves for the future the exploitation of two uranium mines which are now in the research stage. About one hundred and fifty workers are at present employed in those facilities. An health physics surveillance program is under way and has been designed to fulfill the requirements due to the future exploitation of the two mines. A complete evaluation of the total dose (external + internal) received by the workers will be given together with a detailed analyses of the technical methods employed for such evaluations. The external doses are evaluated on the basis of individual TLD dosimeters, while the evaluation of the internal doses is mainly due to an enviromental survillance program of the radon and radon daughter air concentration inside the mines. The criteria established for the assessment of the sampling procedures, sampling intervals and dose evaluation related to the radon doughter exposure are reported. The external dose received by the workers are lower than 0.2 m Sv~month and the internal exposure less than 6.4 IO-3 J.h.m-3 /year or using the old units 2 WLM/year.

The U.S. Bureau of Mines (USBM) and Diesel Controls Limited evaluated a new diesel emission control system on an underground mine vehicle. The system was a catalyzed ceramic wall-flow diesel particulate filter (CDPF) combined with an catalytic converter, or diesel oxidation catalyst (DOC). This paper describes the design and installation of the system on a load-haul-dump (LHD). The results of screening tests conducted by the USBM are also given. The screening tests were conducted to determine if the device's particulate collection efficiency, regeneration temperature, and effect on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions changed over the period it was being used. The system was removed from the LHD and evaluated in the laboratory after operating for 308 and 1200 hours. After 308 hours of operation, laboratory testing revealed its particulate collection efficiency varied from 41.0 to 93.5 percent, depending on engine operating conditions. Its regeneration temperature was about 415° C. It reduced HC emissions by up to 97.6 percent, and CO by up to 95.0 percent. When tested in the laboratory after operating for 1200 hours on the vehicle, no significant change in performance was observed.

Many oxide silver and molybdenum deposits remain undeveloped because chemical extraction yields poor recoveries or is environmentally unacceptable. Bioreductive leaching of such ore samples at MBX resulted in high extractions of silver and molybdenum. When baseline, three-day, cyanide bottle-roll tests were conducted on manganiferous-oxide silver ore, 13.7% of the silver was extracted. In contrast, 86% of the silver was microbially solubilized into the organic growth medium by bioreduction with 99.8% dissolution of manganese. A followup cyanide bottle-roll test yielded an additional 8.5 % silver dissolution, for a total extraction of 94.5%. Baseline, three-day, acid bottle-roll tests of the iron-oxide molybdenum ore Yielded 1.8% molybdenum. However, bioreduction solubilized 93.3% of the molybdenum into the growth medium. An additional 0.3% molybdenum was solubilized during the followup acid bottle-roll test. Microbial treatment of refractory oxide ores with bioreductive bacteria resulted in higher extractions of silver and molybdenum than conventional chemical leaching. The bioleaching process occurred at a near-neutral pH at ambient temperatures. The bacterial solubilization of silver and molybdenum was achieved without the use of cyanide or sulfuric acid.

Most mining applications of geostatistical simulation are to the simulation of quantitative variables, such as grade. In many instances the occurrence of quantitative variables and the values they take are controlled, at least partially, by qualitative, or categorical, variables. Examples include quartz-vein controlled gold orebodies and stratigraphic silver/lead/zinc deposits. In these cases a realistic simulation must include geological controls on the spatial distribution of the simulated quantitative variables. This paper describes extensions to, and algorithms for, the truncated plurigausian method of simulating categorical variables. The categorical variables are modelled as indicator random functions that represent the presence/absence of the variable at spatial locations. Stochastic images of the distributions are obtained by truncation of realisations of two Gaussian random functions simulated at the same locations. Parameters required are the thresholds for truncation of the Gaussian variables and the covariance structure of each Gaussian random function. These parameters are estimated from the experimental proportions of each variable and indicator direct and cross semi-variograms. A detailed case study is shown in order to illustrate the procedure, to discuss the results and to present the algorithms for plurigaussian simulation.

Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is overcompacted. Research has shown that excessive compaction in replaced growing media is detrimental to the establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky developed test cells on reclaimed areas at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. Each test cell was planted with various species of trees, and for the first two years of tree growth, data were collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data were statistically correlated to determine how ripping affects the relationship between soil compaction and tree survival rate.

Rio Tinto Minera, S.A. operates in Southern Spain, at one of the most ancient mining sites in the world, using advanced computerised mine planning. This paper describes the development and application of the mine planning systems to the copper and gold/silver operations. It briefly covers the hardware configuration, and the advantages and improvements in mine planning achieved. The system's application started with the long term mine planning of Cerro Colorado (open pit) copper mine and was gradually extended to cater for the medium and short term planning requirements of the other operations of the Company. The base of the system is a mineral inventory established by the combined use of the geology and geostatistical methods, and compatible with the mine planning requirements. The planning system has three major components: one used for open pit design and long term mine planning, another used for blast evaluation and finally one used for short term mine planning. Recently, a fourth component has been added to the system for reconciliation between predicted and actual tonnages and grades. There is common data file transfer throughout the system.

Ground water can pose major engineering and environmental problems to the new generation of large, deep gold mines currently being developed throughout the world. It is important that the potential magnitude of these problems be assessed early in the planning of such projects and that any necessary dewatering and environmental remediation programs be designed at least preliminarily in the feasibility stage. The assessment should begin with acquisition of hydrogeologic data during exploration drilling and be followed by carefully designed and analyzed aquifer tests. Once a sufficiently detailed conceptual hydrogeologic model has been defined, state-of-the-art numerical models should be used to estimate ground-water inflows to proposed pits and underground openings, to design and evaluate the potential effects of various dewatering schemes, to define specific environmental impacts, and to predict pore pressures in highwalls relative to slope stability. The modeling results will indicate which method(s) of dewatering will be most effective both technically and economically. If wells are used, it is imperative that they be as hydraulically efficient as possible. There are new methods of drilling and completing dewatering wells that can help assure maximum efficiency.

In addition to coalbed thickness and basic coal quality data, coal drill cores can produce design data for coal beneficiation processes. To generate design data, a coal drill core should be reduced from its original cylindrical form to a particle size distribution and composition that represents (with the possible exception of top size) a raw coal process stream. Reducing a coal core with a crushing machine rarely accomplishes this representation. This investigation employs drop-shatter impact breakage followed by dry batch tumbling in a steel cylinder rotated about its transverse axis to characterize the core in terms of first-order and zeroth-order break- age rate constants, which are indices of the propensity of the coal to degrade during handling. To reduce composition variables and conserve difficult-to-obtain coal cores, the initial drop-shatter and dry-tumbling tests were done with synthetic cores. Then, cores from three coal beds, Illinois No. 6, Upper Freeport and Pocahontas No. 5, were tested. Comparison of a crushed drill core and a drill core prepared by drop-shatter and tumbling indicated that the size distribution and size fraction composition of the drop-shattered/tumbled core more closely resembled the plant feed.

After a decade of high copper prices, major mining companies are renewing their interest in purchasing operating properties and/or developing ore bodies. An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper's Robinson operation, a greenfield property, and BHP Copper's Tintaya operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South America operations. The Broken Hill Proprietary Co. Ltd. (BHP) is Australia's second-largest company. Fiscal year 1996 sales were US$16 billion, profits were more than US$1 billion and total market capitalization was about US25 billion. In 1885, BHP began mining silver, lead and zinc at Broken Hill, New South Wales, Australia. Throughout its 112-year history, BHP achieved an impressive record of performance and expansion. The development of novel methods for the investigation of the subsoil contributes to the improvement of geotechnical research, enhances the obtained geotechnical characterization and may reduce the investigation cost by reducing the number of required tests. Non-destructive testing methods, performed either in situ (i.e. electrical tomography, seismic refraction, etc) or in the laboratory can provide initial data and perhaps estimates of rock/soil properties. This study focuses on the development of rock material properties and/or characteristics based on non-destructive laboratory testing of a number of stones, ranging from porous (bioclastic) limestones to impervious marbles. Seismic velocity measurements as well as attenuation signals were digitally recorded using a digital oscilloscope. Data were processed using a novel technique of spectral analysis available through special Matlab packages employing Fourier transform methods. More specifically, the NFFT (Non Equispaced Fourier Transform) transformation was applied to seismic waves traveling through the subsoil using the Autosignal program (by Seasolve) and the Specgramdemo program included in the Signal Analysis toolbox of Matlab 6.5 (Mathworks). Results indicate a definite relationship between the frequency content of the signal and the rock type as well as the degree of saturation of the specimen.

Digital photography combined with three dimensional models of topography, mining operations and restoration plans can lead to extremely realistic images and animations of the current and future states of a mine or quarry. The amount of work and the time required for the successful modeling of a mine and its restoration plan are surprisingly low nowadays. All this means that the visual impact of mining and quarrying operations can be easily assessed using common computer hardware and some dedicated software packages. LAVA Mining and Quarrying SA is a company committed to strive continuously for the highest possible environment protection at the company?s quarries. The pozzolanic rock quarry located at Xylokeratia is one of the company?s quarries on the island of Milos and the subject of the study presented in this paper. A thorough restoration plan of the Xylokeratia quarry is being completed by the company. For its purposes, a complete visual impact assessment study was performed at the Department of Geotechnology and Environmental Engineering of the Technological Education Institute of Western Macedonia. The procedures used in this study and the produced visual results are presented in this paper.

"A self-tramming remotely controlled mobile Dry Scrubber (DS) was developed by J. H. Fletcher and Co. under a contract with the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research (NIOSH OMSHR) to reduce exposure of miners to airborne dust. NIOSH OMSHR laboratory testing showed that the DS averaged greater than 95% dust removal efficiency with the disposable filters and averaged 88% and 90%, respectively, for the optional washable filters in their pre-washed and post-washed test conditions. Although the washable filters could be reused, washing them generated personal and downstream respirable dust concentrations of 1.2 and 8.3 mg/m3, respectively, for a 10-minute washing period. The DS’s velocity pressure regulated variable frequency drive (VFD) fan maintained a relatively consistent airflow near the targeted 1.43 and 4.25 m3/s (3000 and 9000 ft3/min) airflow rates during most of the laboratory dust testing until reaching its maximum 60 Hz fan motor frequency or horsepower rating at 2610 Pa (10.5 in. w.g.) of filter differential pressure and 3.97 m3/s (8420 ft3/min) of scrubber airflow quantity. Laboratory sound level measurements of the DS also showed that the outlet side of the scrubber was noisier and the loaded filters increased sound levels as compared to clean filters at the same airflow quantities. With loaded filters the scrubber reached a 90 dB(A) sound level at 2.83 m3/s (6000 ft3/min) of scrubber airflow, indicating that miners should not be overexposed in relation to MSHA’s permissible exposure level (PEL) of 90 dB(A) at or below this airflow quantity (1). The DS’s washable filters were not used during field testing because of their lower respirable dust removal efficiency and the airborne dust generated from filter washing. Field testing the DS with the disposable filters at two underground coal mine sections showed that it can clean a portion of the section return air and provide about a 50% dust reduction at the face area downstream of the continuous miner (CM) operation. INTRODUCTION Coal mine worker overexposure to coal and quartz dust continues to be a problem at underground coal mining operations in the U.S. The U.S. Mine Safety and Health Administration (MSHA) recently changed the standard for coal mine worker respirable dust exposure from 2.0 mg/m3 average during an eight-hour shift to 1.5 mg/m3 average over the actual working shift, effective as of August 1, 2016 (1). If more than 0.1 mg/m3 quartz mass is found in the coal mine worker dust sample, the applicable respirable dust standard is further reduced to the quotient of 10 divided by the percentage of the quartz in the sample (1). Over 90% of the mechanized mining units operating in U.S. underground coal mines are continuous mining machines (2). MSHA inspector dust samples from 2009 to 2012 showed that 3.7% of continuous miner operators exceeded the 2.0 mg/m3 dust standard, while 8.8% of these dust samples exceeded the new 1.5 mg/m3 dust standard and 9.7% of these samples exceeded the reduced quartz standard (3). Additionally, roof bolter dust samples at these mechanized mining units during this same period have exceeded the 2.0 mg/m3, 1.5 mg/m3, and reduced quartz levels at 1.1%, 3.7%, and 10.6%, respectively (3)."

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. INTRODUCTION Kennecott Copper Corp.'s Tintic Div. Burgin mine is a 725 t/d (800 stpd) lead-zinc producer, located in the east Tintic mining district, 5.6 km (3.5 miles) east of Eureka, and 130 km (80 miles) south of Salt Lake City, UT. The Burgin mining complex includes three shafts, shop, dry, and office facilities, and a 454 t/d (500 stpd) flotation concentrator. Production and ser¬vice entry to the mine is through a 4.26-m (14-ft) diam concrete-lined production shaft, and a three-compart¬ment rectangular shaft. A connection with the Apex No. 2 shaft and the Burgin mine provides a second exhaust airway. Bear Creek Mining Co., Kennecott's exploration sub¬sidiary, began exploration of the Burgin mine area in 1957 with the sinking of the 335 m (1100 ft) deep No. 1 shaft. A station was cut at the 320-m (1050-ft) level of the shaft and extensive drifting, diamond drilling, and some winzing and raising confirmed the presence of a major lead-zinc ore body, the main portion of which oc¬curred below a hot saline water table. Surface facilities and the 4.26-m (14-ft) diam concrete-lined production shaft were completed in 1966. Ore production has been steadily increased to 725 t/ d (800 stpd) since 1966. The collar elevation of the No. 2 production shaft is 1731 m (5678 ft) above sea level. The mine's three levels, the 1050, 1200, and 1300 are at elevations of 1414.6, 1356.4, and 1338.1 m (4587, 4450, and 4390 ft), respectively. The approximate elevation of the hot saline water table is 1382.6 m (4536 ft). The earliest production on the east Tintic mining district was from the Eureka Lilly mine in 1909. Later, in 1916, the Tintic Standard mine was discovered, and pro¬duced ores with a gross value of $80,000,000 through 1956. The Eureka Standard mine located 1.6 km (1 mile) southwest of the Burgin mine produced ore worth $12,000,000 from fissures in the Tintic quartzite along the Eureka Standard fault. Ores produced from the east Tintic mining district through 1971 are valued at $151.3 million. The production from the entire Tintic district is approximately $500 million. GEOLOGY The Burgin ore deposit occurs as replacement bodies in limestone, dolomite, and shale. Numerous fault struc¬tures and rock formations make the mine geology com¬plex. The mineralization is strongly associated with sev¬eral major geological features, which include the Ophir formation, consisting of limestone, dolomite, and shale as the favorable host rock, and the structural influence of the east Tintic thrust, the Eureka Standard and sev¬eral other significant faults. Fig. 1 depicts the Burgin 1300 level workings, a generalized configuration of the ore body, and the main geological features. Covering the quartzite, limestone, dolomite, and shale facies enclosing the Burgin ore deposit are 183 to 274 m (600 to 900 ft) of andesite. The Burgin ore consists of massive sulfide and oxide lead-zinc ores with significant silver and cadmium val¬ues. The main ore minerals are galena, cerrusite, and spalerite. Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. Ventilation Air-Heat Plants No. 3 Shaft In the early design phase of No. 3 shaft, it was recognized that air heating would be required to maintain underground temperatures above 0°C (32°F) during cold winters in the Colorado mountains. Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

Rock burst has always been a major problem in deep underground engineering with high stress, and rock burst strength evaluation has become an important research topic. To effectively predict the rock burst hazard in underground rock mass engineering, a cloud model (CM) rock burst intensity evaluation method based on the CRITIC method and order relation analysis method (G1) was proposed in this paper. First, a rock’s uniaxial compressive strength σc, tangential stress σθ, uniaxial tensile strength σt, ratio of uniaxial compressive strength to tensile strength σc/σt (brittleness coefficient), ratio of tangential stress to uniaxial compressive strength σθ/σc (stress coefficient), elastic deformation energy index Wet, and depth of cover H were selected as evaluation indices of rock burst intensity. Ninety-five groups of rock burst measured data at home and abroad were selected, and the objective weight and subjective weight of each index were calculated by using the CRITIC method and G1 method, respectively. The comprehensive weight was determined according to the combined weighting method of game theory, and the sensitivity of each evaluation index was analyzed. By utilizing a forward cloud generator, the membership degrees of different rock burst grades were calculated, and then the rock burst intensity grades of the samples were evaluated and compared with the evaluation results of the CRITIC-CM method and G1-CM method and the actual grades. Finally, the rock burst classification ability of the model was analyzed. To better verify the accuracy and reliability of this model, the rock burst case of the W39 line in the Chengchao Iron Mine was analyzed by using this model. The research results show that the rock burst evaluation results based on CRITIC-G1-CM are basically consistent with the actual rock burst grade, and the rock burst intensity grade evaluation model has good practicability and reliability.

These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind."
