The design process must anticipate all construction and operational conditions and make an allowance for all eventualities. Prevention of failure during operational life, and in some cases post abandonment, requires that a risk assessment is undertaken during the design stage which defines not only the factors of safety to be used but the criteria for the structure during its operating life. These operating criteria should clearly identify the at-risk structures and the inspection and monitoring routines required to ensure compliance with the design objectives. On a mine site, it is the role of mine management to ensure that the operating rules be applied throughout the mine life and that a system of inspection and monitoring procedures be instigated. Where the risks are significant, high-level auditing by an independent engineer will also be required. Within the inspection and auditing framework, the designer needs to incorporate instrumentation to enable the operators and management to confirm that the facility meets the requirements of safety, stability and environmental compliance whilst continuing to meet its operational function. This paper reviews the use of inspection and monitoring to prevent failure and provides, in summary, examples of where monitoring has been undertaken and prevented failure. A tabulated review of legislation, regulations and technical guidance generated as a result of previous failures or untoward events is provided.

The operation of an activated charcoal system has five separate unit operations. These unit operations have common points for CIP, CIL and CIS system, which vary widely in application. a. Absorption b. Desorption (Stripping) c. Acid Washing d. Reactivation e. Carbon Handling ( carbon transportation, sizing, de­watering, etc.) Cost optimization starts with the basic operating parameters (design philosophy) set down at the time of engineering design. This parameters undergo almost immediate change due to site specific ore requirements, throughput changes, operator requirements or reagent availability. Activated charcoal is sometimes viewed as simple, uncomplicated reagent that requires not optimization. To some extent, this statement is true, but under most circumstances, if the time necessary to optimize the use of activated charcoal is available, the effort is rewarded with significant savings. CPL-Carbon Link has embarked upon a program of supplying technical support with its activated charcoal. Several operation in the United States have under taken to have CPL-Carbon Link do an operational survey to determine if potential savings are possible. CPL-Carbon Link has offered to do these surveys for projects that are clients or simply would like to have CPL-Carbon Link review their operation. The information accumulated by CPL-Carbon Link is being used to attempt to fashion industry standards so that a common reference point came be establish for activated charcoal usage.

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

This study deals with the mineralogical-geochemical characteristics and the industrial usage of the olivine from the dunites that crop out on the west of the Topuk village (Orhaneli). Mineralogical compositions of non-altered dunite samples are averagely as: Olivine (>90%), serpentine (1-4 %), opaque minerals especially chromite, magnetite, pyrite (1-3 %), and secondary minerals as magnesite, chlorite (1-2 %). X-Ray Diffractograms of the dunite samples indicate that olivines are in forsterite (93 on an average) composition, and chlinochrysotile and lizardite accompany to the forsterite. Chemical analyses of the dunites show that MgO, SiO2, Fe-,03 and LOI contents vary from 40,99 to 50,2 %, 34,67 to 40,6 %, 6,8 tol3,7 %, 0,11 to 11,27 %, respectively. SE-TAT Mining Company states that the study area has 400.000.000 tonnes proved, 800.000.000 tonnes probable and totally 1.200.000.000 tonnes olivine reserve. Consequently, all studies indicate that Orhaneli Olivin has convenient mineralogical and chemical properties and the grain size (0.04-40 mm) for industrial usages such as abrasive, olivine sand products, steel slag conditioner, balast and covering material in industry: Orhaneli olivines are demanded especially from the firms related to refractory industry, iron-steel factories, naval forces and shipyards. SE-TAT Mining Company also exports these olivines to different countries such as Macedonian and Spain.

The Reverse Curve Tunnel Project was located in Glenwood Canyon, Colorado approximately twelve (12) miles east of Glenwood Springs. The Project was one of many being constructed over a period of time by the State of Colorado, Department of Highways to improve Interstate 70 to four lanes as it travels thru the environmentally sensitive Glenwood Canyon. The Project consisted of excavating and concreting a tunnel approximately five hundred fifty (550) feet long, forty two (42) feet wide, and thirty two (32) feet high. The designer was Parsons, Brinkerhoff, Quade and Douglas, with geotechnical consultation provided by Woodward Clyde. CONSTRUCTION CHALLENGES There were several significant construction challenges presented primarily by the physical location of the Project. In this study each problem will be discussed, as well as how it was overcome by construction methods and/or design requirements. Portal Excavation - One of the most difficult areas of work on the Project consisted of excavation and stabilizing the East and West Portal rock prior to tunnel excavation. The Reverse Curve Tunnel passes through a sheer walled cliff face which is approximately two hundred fifty (250) feet high. Geologically the cliff consists of primarily sedimentary deposits with open, weathered joints and vertical faulting. INTRODUCTION Pincock, Allen & Bolt, Inc. (PAH) has developed a series of cost models for Western U.S. Gold Mines. The models indicate the economic potential of developing gold properties at various production rates and ore grades. Various combinations of mining and processing methods are also analyzed. The conclusions shown in this paper are taken from PAH's 600 page study titled, "Capital and Operating Cost Models for Western U.S. Gold Mines." PAH decided to develop the cost manual as a result of our perception of the industry's need for such a document. It was our impression that exploration development decisions were being made on the basis of limited economic information. PAH has compiled a substantial database on unit cost information. That database and the engineering capabilities of the firm allowed us to develop a reasonably detailed analysis of capital and operating costs and overall development economics. The study has developed a series of algorithms for underground and open pit mining, processing, G&A, and infrastructure costs. The capital and operating cost data served as a basis for performing after tax discounted cash flow analysis for the various development alternatives. For the base case scenarios, a 15% DCFROR was assumed and the required ore grade was back calculated using the computer. The ore grade versus production rate graphs summarize the economics of developing gold projects in the Western U.S.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. Mobile excavation equipment operators at surface mines generally have the highest exposure to airborne respirable silica dust. Operator cabs on newer equipment are usually enclosed and equipped with heating and air conditioning systems. Many newer cabs are also equipped with air filtration systems. However, some newer cabs and many older cabs have either inefficient or no air filtration systems. The U. S. surface mining industry is still populated with older equipment and many of these have cabs that provide little or no respirable silica dust protection. Collaborative field studies were conducted as part of a partnership involving NIOSH, Clean Air Filter®, Red Dot, MSHA, and several mine operators to demonstrate that effective dust protection can be provided by these cabs at a nominal cost to mine operators. This effort encompassed adding an external make-up air fan and filter system to a retrofitted roof-mounted heating and air conditioning system in three older equipment cabs, and attempting to seal the cab enclosures to achieve interior cab pressurization. Abetter than 90 percent dust reduction was measured inside two of the three enclosed equipment cabs. It was possible to achieve positive cab pressurization inside these two cabs. A less significant dust reduction was measured inside the third cab, where positive pressurization was not achieved. These field studies demonstrate the key elements needed to improve enclosed cab dust protection in a cost-effective manner.

I INTRODUCTION The Washington Metropolitan Area Transit Authorities (WMATA) rapid transit system (METRO), currently under construction, will have a total length of 98 miles. Forty-eight of these miles are underground and require either open cut excavations or tunnels. Despite stringent construction controls, it is inevitable that some ground settlement will occur adjacent to the deep open cut earth excavations and large diameter earth tunnels. It is therefore essential to underpin nearby important structures to prevent excessive differential settlements and Fig. 1 presents the METRO criteria for this underpinning. This paper describes the underpinning methods currently used on METRO and evaluates the effectiveness of each method. II DESCRIPTION OF SUBSURFACE STRATA The foundation materials in the Washington, D.C. area are extremely variable. Fig. 2 presents an idealized profile showing typical subsurface strata. The engineering properties of each stratum have been determined by extensive exploration and testing programs. Fill: Washington, D.C. fills consist of every variety of soil and rubble. They are not important to this study because no underpinning is founded on fill material. In many mines, dust-laden air from an entry being driven by a continuous miner will contaminate the intake air to the roof bolter operator and other downwind personnel. Through a US Bureau of Mines (USBM) contract, Foster-Miller Inc. has evaluated several control techniques to reduce the respirable dust exposures of downwind personnel. One fan and tubing technique consisted of bypassing the miner-generated dust directly to the section return. The results of the evaluation of this technique revealed that reductions in dust concentrations of 90% or more can be achieved at downwind roof bolter locations. A second method was to clean the dusty air from the upwind continuous miner by using a dust collector. The cleaned air was then supplied to the bolter through collapsible tubing. An underground evaluation showed reductions of 82% to 96% when the dust collector was operating. A third method was to reduce the quantity of dust contributed by the miner to the return airstream. A water-powered scrubber was installed over the throat area of the continuous miner. More than 1.18 m3/s (2500 cfm) of dusty air moved through five tubes with dust collection efficiency exceeding 75%. Underground evaluation results showed that return dust concentrations were reduced by about 60%. This paper discusses the ventilation and dust control techniques used for personnel downwind of the continuous miner.

Grouting has been used in underground mining for more than 20 years. Chemical grouting is often used as a remedial measure when the implemented ground-control program is unable to completely prevent structural failures or when there is a need for preventing a structural member from unraveling. The utilization of polyurethane grout is restricted by its limited range of physical and mechanical properties. To overcome some of the drawbacks of polyurethane, research is being conducted on a newly developed polyester based grout. The polyester resin, identified by Sandvik as Strata Grip, provides a number of features, including variable gel times and a much-reduced chemical hazard. Equally important are the mechanical properties of the product. The strength and deformability of any chemical grout must be compatible with the intended purpose of grouting and the expected deformation of the rock that is to be grouted The assessment of the mechanical properties of polyester grout is the focus of this work. Field experiences and laboratory research defined the properties of an effective grouting material. Experimental results indicate that the polyester grout meets or exceeds the recommended properties for many injection applications. Furthermore, the results suggest that the ability to adjust mechanical properties via resin formulation has the potential to expand the applicability of chemical grouting in ground control.

The main advantage of the New Austrian Tunneling Method over conventional drill and blast techniques, TBMs and shields is its outstanding flexibility. Many different support concepts help to cope with all but the most adverse conditions. A considerable variety of unique additional support measurements provide a functional tool when dealing with particularly difficult conditions or restricting requirements. The resulting adaptability of NATM with respect to geometric and geologic changes is a cornerstone to providing an economic design and to a safe and unhindered execution of the tunnel work. To take best advantage of this flexibility and to emphasize its cost-saving capacity, NATM explicitly extends the design period into the construction phase. In accordance with corresponding ground classes or other anticipated conditions, a number of basic support categories and an array of additional support measurements are established during the actual design phase. The decision for applying a particular support category at a specific location and for necessary additions to the given support scheme, however, is regularly made on site after each advance, and is determined by the key persons involved in the construction. Contract documents must reflect this approach to facilitate the execution of the work and to curtail construction costs. Biased distributions of risks, however, can adversely effect the envisioned benefits. Consequently, the respective responsibilities of engineer, contractor, and client need to be redefined.

The dispersion of oily collector has a significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. Such dispersion and reagent addition techniques are invariably inadequate and nonselective. A new collector addition technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This technique involves atomization of the collector into the air stream. Under these circumstances, an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the air phase (continuous with respect to oil), and the air phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and, most significantly, increases the flotation rate of ultrafine coal. Atomization of collector/frother combinations yielded improved flotation recovery and maintained near uniform froth levels, which is a desirable feature in coal flotation. Microscopic examinations of the attachment of oil- coated bubbles at a coal surface were conducted by attachment time and contact angle measurements. Oil-coated bubbles attach at significantly faster rates and with a higher contact angle than oil-free bubbles.

The study of the apatite deposits of the Aldan Shield shows wide spread of the Precambrian apatite-carbonate ores and possibilities of using them for extraction of apatite. Dependency of flotation on ore minerals was studied according to the following scheme: preparation of the monomineralic samples of anhydrite, gypsum, chlorite, serpentine, phlogopite, apatite; mixing them in apatite ore of the average composition; followed by flotation. Another series of the experiments was conducted to ascertain a dependence of flotation activity of the different minerals on the different flotation reagents, which were used as collectors. It has been shown that apatite from silicate-carbonate ores is most extractable because it has the biggest size of grains and is the most free of inclusions. Beneficiation of the sulphate-containing apatite-carbonate rocks is possible when flotol - 7.9 is used as a collector. Meanwhile, the use of the tallaktam leads to an increase in the sulphate recovery. The estimation of individual technological features of the layered Mghydrosilicates and their influence on the process of beneficiation has been examined using samples of apatite-dolomite ore (P205-8%) with the addition of the phlogopite, serpentine and chlorite. The results show that there is little influence of the chlorite presence on the flotation while the serpentine presence leads to a decrease of the flotation, because of its high specific surface area.

This work applies the definition of "separation function" already introduced in the paper presented at the XVIII IMPC. This 'function" (defined for a certain size distribution after comminution of an ore) refers to the recovery distribution of a mineralogical species in a product made up of all the particles having at least a given content of that species. Many tests would be required to determine the liberation function for each mineralogical species, particularly for complex ores. Several stages of comminution would need to be examined and the mineralogical composition of the particles of each grain size class would need to be analyzed for each process step. A quick and dirty method is shown for obtaining the "separation function". It is based on the processing of data from topological maps of polished and/or thin representative sections of ore. By superimposing grids of different sizes over these maps and with appropriate combinations of mesh sizes, it is possible to simulate the grain size distributions linked to different stages of comminution and then evaluate the mineralogical composition of each grain. The procedure is carried out full automatically and can simulate a complete treatment circuit, imposing cut-off grades for the products at each separation phase. It is also possible to predict the results of treatment processes that involve grinding phases. The procedure has been successfully applied to complex ores containing several useful components.

For the past four years the U.S. Bureau of Mines has investigated the early detection of insulation failure in squirrel cage induction motors. Data modeling techniques based on values calculated from a motor's voltage and current phasors were used to produce a pair of polynomial equations that calculate a motor's insulation leakage current and power. This paper describes a prototype system using these models that monitors six motors on a continuous miner for insulation leakage in order to anticipate insulation failure. The system consists of a motor-data system for each motor on the machine, a control computer located some ' distance from the miner, and a serial bus to interconnect these items. Each motor-data system consists of an analog interface to the motor's voltages and currents, a single-board computer that reads digitized data and calculates voltage and current phasors, and a bus node that interfaces the single-board computer with the serial bus. The control computer can request and receive phasor data from any motor-data system on the bus. Using models developed at the Bureau, the control computer calculates and displays two deterioration values for each motor, one for leakage current and the other for leakage power. These values are then stored into a database from which the user can display them over time.

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

During the past few years, the first stage of the Waste Isolation Pilot Plant, (WIPP) which consists of an exploratory shaft, a ventilation shaft, shaft stations, access drifts and test rooms, has been under construction. Construction of the first stage is scheduled to be completed in the summer of 1983. The U.S. Department of Energy (DOE) is constructing the WIPP facility to demonstrate the feasibility of disposing of defense-related nuclear waste in the bedded salt deposits of the Delaware Basin near Carlsbad, N.M. The project promises to be a proving ground for underground nuclear waste storage facility design and construction. The completed underground plant will extend over an area of 647,500 m2 (160 acres), and 1,360,500 metric tons (1,500,000 tons) of salt will be excavated. The first stage of the project, the Site and Preliminary Design Validation (SPDV) Program, provides for full-scale construction of the major components of the underground facility. Shaft construction and underground development are described. Rock bolt installation is performed as required for roof control. Geotechnical instrumentation is installed to monitor the behavior of underground openings. Direct observation of the constructed shafts, shaft stations, and underground openings is expected to confirm the adequacy of the underground design and allow full-scale construction of the first U.S. underground nuclear waste storage facility to proceed.

Peng The highlights of this paper are: The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of t d, and a horizontal movement toward the gob, creating vertical fractures in the roof. The major purpose for employing the lemniscate- link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.
