The precious metal mining industry in Nevada handles and generates a certain amount of hazardous materials and waste on a regular basis. These products range from processing material additives to wastes from laboratory testing, heap leaching, and hydrocarbon treatment and disposal. The volume of materials and wastes is dependent upon the amount of ore processed. Handling, treatment and disposal is dependent on the type of material handled and the waste generated. Owing to the health and safety concerns and due to the existing regulations that control handling and disposal of hazardous materials and wastes, the mining industry is obligated to comply with all applicable requirements for proper handling of these products. Plus, in an effort to minimize any impacts from this effort, the industry is continually looking for alternative methods to accomplish these requirements and to also minimize costs. This paper will discuss the general, and in some cases the specific conditions, by which the industry is coping with the issue and efforts to minimize any impacts from handling, treatment and disposal for hazardous materials and wastes. The subject of compliance with the Toxic Release Inventory (TRI) requirements and bio-treatment of wastes and other technologies will be discussed.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. Three major types of solution chemical equilibria involving flotagents (Le. flotation reagents such as collectors, frothers and modifiers), minerals and solution play a crucial role in determining the behavior of complex flotation systems. Minerals of phosphates (apatite and francolite), tungsten (wolframite and scheelite) and associated carbonates (calcite and dolomite) are sparingly soluble in aqueous solution and form dissolved mineral species in bulk solution. Such dissolved species interact with mineral solids, often resulting in surface conversion of the minerals. In addition, they can interact with various flotagents and lead to surface or bulk precipitation and loss of selectivity in the flotation. Relevant solution equilibria of such sparingly soluble minerals and their interactions with oleic acid and structurally modified reagents were determined in this study using a multi-pronged experimental approach. Methods to manipulate and control the solution chemical equilibria and thus achieve selectivity in flotation systems are discussed.

Over the past several decades, the use of cement-based grouts using ultra fine cement as a replacement for portland cement has begun to gain acceptance as an alternative to chemical solution grouts used in permeation grouting. The amount of information currently available on grouts made with ultrafine cement is limited. The authors used a previously developed field testing program to perform additional tests to evaluate the permeation performance of portland and ultrafine cement-based grouts. For the first time, the 2003 testing program included an attempt to determine the 28 day compressive strength of the sand permeated by the grout.

In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. Baroid Drilling Fluids completed its mining program at the Rossi Mine near Dunphy, NV.

When multiple mines operate in an area there are social, economic and environmental impacts which cumulate over space and time. These impacts require special attention. A collective approach is required to identify, assess and manage them. No assessment of sustainability of mining can be considered complete without accounting for cumulative impacts. This paper proposes a framework and typology to deal with cumulative impacts and tests this in a coal mining area in NSW Australia.

Comminution circuits in general account for fifty percent of capital and operating costs for a processing plant. Significant advances have been made in optimization of these circuits. One would expect a few circuits to be the favored designs for plants. Review of grinding circuits worldwide indicates that a variety of circuit designs are utilized for non-technical reasons. A brief review of circuits and reasons for their selection is given in this paper.

The solution of the dynamic population balance model (PBM) of a closed grinding network consisting of a mill, sump, and cyclone is problematic. The fact that the dynamic PBM model equation solution to the Inverse Problem for grinding systems is degenerate or underspecified is demonstrated. Two numerical solution approaches to the Inverse Problem are used. These are: 1) providing additional constraints on breakage selection functions or 2) performing the Arbiter-Bhrany (or other) normalization of the selection functions. Actual experimental anthracite batch grinding data is used to demonstrate the non-unique functionality of the batch dynamic mill selection and breakage functions for a real physical system. The Levenberg-Marquardt algorithm for systems of constrained non-linear equations is used to solve the batch dynamic PBM grinding equations to obtain the grinding selection and breakage rate functions. Different solutions to the same PBM transport equations are provided. The mill, sump and hydrocyclone were modeled as a CSTR operating at various retention times. Batch dynamic PBM data was used to provide the mill kinetic and breakage selection function data. Two different solutions were obtained depending on the numerical solution approach. The severity of the non-uniqueness problem for dynamic grinding is demonstrated. Each solution approach to a dynamic PBM with transport, while giving the same prediction for a single batch grinding time, gives different solutions or predictions for mill composition for other grinding times. This fact makes dynamic nodal analysis and control problematic. The fact that the constraint solution approach gives a solution may suggest that normalization for closed networks is not necessary. Differences in solutions to the PBM cannot be excused away by inaccuracies in the data used to model the grinding phenomenon.

This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.

CRYSTALLIZATION from aqueous solution is a simple and old method for the recovery of metal values from leach solution. Practically all the methods for the recovery of aluminum from clay are based on the crystallization of an aluminum salt from the leach solution. Differences in solubilities may be used to advantage for separating two metals from the same leach solution. The classical method of Marignac (1866), which makes use of the difference in solubilities of K2TaF7 and K2NbOF5 to separate niobium from tantalum, has been used successfully in the manufacture of these metals (Fig. 10-1). The slurry containing the metal oxides is dissolved in 70 % hydrofluoric acid, diluted, and heated near boiling. A potassium salt is added in sufficient quantity to form the complex fluorides of the niobium and tantalum present. The solution is filtered and allowed to cool. At room temperature most of the tantalum salt crystallizes out while the niobium remains in solution.

What is required for the mining industry to grow and prosper in a politically challenging world? The answer to this can be summarized as “the industry’s three priorities.” The first priority is gaining access to the world’s mineralized jurisdictions. The second is establishing a measure of security and predictability in government treatment of mining. Confidence in the stability of the fiscal and legal framework within which mining operates is necessary to encourage the investment of large amounts of capital in mine development. The third priority is sustaining the industry’s welcome during the long term in those jurisdictions worthy of investment.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. The Zadra, AARL and organic elution processes and variations of them are presently widely used to recover gold from activated carbon. Despite this the study of the kinetics of elution have received relatively little attention. It is the aim of this study to investigate the rate processes taking place during elution in both inorganic and organic solutions. Batch adsorption and elution rate and equilibrium experiments were performed. The spatial concentration of gold inside carbon particles at various stages of the adsorption and elution processes were measured with a scanning electron microscope using an image analyzer to control and manage the micro-analysis data. The activated carbon particles exhibited film and intra-particle mass transfer rate- controlled behaviour during adsorption in a caustic aqueous solution at 95°C. Elutions in the aqueous caustic acetone solution at 30°C and the caustic aqueous solution at 95°C were unaffected by change in stirring rate. Elution was modelled by desorption reaction rate-control at the outer surface of the carbon particle. Adsorption and elution isotherms under duplicated solution conditions showed reasonable agreement for the inorganic solution and a large disparity for the organic solution.

In September, a fleet of 363-t (400-st) Liebherr trucks became operational in Brazil and have already begun moving iron ore in Para state. Prior to the arrival of the the trucks the Brazilian fleet relied on trucks up to 218 t (240 st). With the addition of the 363 t (400 st) trucks, the fleet has since experienced the high productivity offered by Liebherr T 282 B trucks.

Stanford University operates the National Research Facility which is located at the Stanford Linear Accelerator Center (SLAC) in Menlo Park, California. In order to improve and allow for enhanced experiments, the current facilities required expansion. A1500 foot long tunnel (20 ft wide by 21 ft high) and a 220 foot long underground cavern (49 ft wide by 32 ft high) were excavated through the Ladera Sandstone formation which is an intermediate geo-material with week rock properties. The overburden between surface and crown of the structures varies from 10 to 80 feet. The underground structures were excavated according to the principles of the NATM (New Austrian Tunnel Method). This paper addresses the challenges that were encountered during the construction phase of the project and how construction issues were resolved mutually by the owner, engineer and contractor. The implementation of geotechnical instrumentation, recorded data and interpretations, soil conditions and behavior encountered during construction are also presented.

Southern Copper Corporation (SCC) is one of the world’s largest copper companies and is finishing the modernization of the Ilo copper smelter. A single ISASMELTTM furnace will start smelting 1,200,000 tons per year of concentrate at the end of 2006. Three existing Peirce Smith converters are being upgraded plus a new one for converting the matte to blister copper is being installed. Two new anode furnaces and a twin anode casting wheel have being operating since January 2006. This represents one of the main changes in the process because the final product of the smelter is now anode copper instead of blister copper. A new oxygen plant, acid plant, and others facilities are in the ramp-up stage. This environmental project will ensure that the new smelter will comply with the environmental regulations of Peru by the end of January 2007. This paper summarizes the background to the modernization project, describes the different stages of the project including engineering, procurement and construction, describes the main areas of the new copper smelter and also the pre-operational testing, commissioning and start-up of them. This is a brown field project with a target of reducing as much as possible the production losses of the existing operation. This paper presents the details of the development of the Ilo Smelter Modernization Project and explains the main aspects of the new facilities, the products to be obtained and the associated facilities for their commercialization, including a Marine Trestle for bulk acid exportation.

This paper discusses the use of a coalbed methane simulator that has been modified to account for the removal of grid blocks as a function of time to estimate gas emission and production for a variety of mine-associated problems. The specialized features of the simulator are presented. Example applications illustrate the models' use in estimating methane emission rates during mine roadway development, and estimation of longwall panel degasification by horizontal boreholes.

Recently, a new theory of the subsidence of rock masses has been advanced by Litwiniszyn and coworkers, which is based on the notion that the individual rock particles perform random walks. It is shown in the present paper that the final equations of the random walk theory can be justified from general principles of statistical mechanics in which no specific theoretical model of particle behavior has to be made. The theory appears to account appropriately for subsidence phenomena.
