In regard to the paper by J.B. Gwiazda, it makes a highly technical approach to show that the .u factor used by designers of lemniscate-guided roof supports has never really been confirmed as a maximum and assumes that convergence is vertical. Also, the paper does not appear to take into account deflection of structures, which occurs when the lemniscate and base members are fully loaded to their maximum stress level, nor the front to back line of the support in relation to differential roof to floor movements caused by strata movements under pressure. It is not unusual for differential movements to be slightly diagonal to the line of the support, particularly in faulted areas and on gradient faces. The paper also does not take into account consolidation of fines immediately above and below the support. Generally speaking, any differential movement is from face to waste and under these conditions the .u of 0.3, which appears to be an international standard, has worked in practice. However, if the face end of the support is lower than the waste end, then the µ of 0.3 can be considerably increased, giving rise to the damage mentioned in the paper. The ideal design should aim for a slightly forward bias in the lemniscate guide so that the last increment of setting is toward the face, tending to close any fissures that may have developed during the support advance cycle. The support should also be fitted with positive set valves to ensure that a high setting load density is attained to minimize bed separation. As far as powered supports are concerned, convergence is irresistible and all powered supports converge at their rated yield load. A similar principle can be applied to the differential roof to floor movements to drastically reduce the very high forces that would otherwise be applied to the lemniscate structures and pins and that, in turn, are transferred to the base arrangement and floor loading. Any differential movements are usually catered for by the 0.3 µ factor or deflection of structures in the lemniscate guide arrangement and consolidation of the floor. The floor loading, due to differential movement, is in addition to the support convergence load and requires additional bearing area to avoid possible floor penetration. Some seven years ago, Fletcher Sutcliffe Wild Ltd. (FSW) introduced a lemniscate-guided shield support where the lemniscate linkage is connected to the roof bar through two horizontally converging rams to allow differential movement to take place above a given rated figure. This is a known force and can be guarded against, whereas with rigid connections the forces, as yet, are unconfirmed. By careful design, a horizontal force in excess of 6 MN (60 tons) opposes differential movements for a total ram loading of only 2.5 MN (25 tons), or 1.25 MN (12% tons) each. This principle can considerably reduce the length and weight of the support in comparison with a rigid pin-type structure; also, the yield load rating can be increased without affecting the lemniscate forces. The graph shows the tensile and compressive forces in a lemniscate linkage of a support with and without hydrostore. These forces react into both the roof beam and base members and, as can be seen from the support height to linkage load graph, a considerable reduction in these reactions is gained by the use of the FSW patented hydrostore system. Floor loading is considerably reduced under maximum µ conditions, and by allowing the roof bar to move with the strata, some degree of improvement to strata control is achieved in line with the assumptions in the paper. In practice, these movements have only been in the region of a few millimeters, which, in turn, reflects on the improvements to strata control by the addition of positive set valves.

Transportation tunnels are highly sensitive to ground movements and are required to be stable and secure for safe operation. In urban areas, the interaction between tunnels and adjacent piles, which are widely used to support buildings and other structures, requires careful consideration. The seismic response of tunnels may vary depending on the lateral stiffness and strength of the tunnel walls, while the axial loading and seismic impact of adjacent piles may cause soil displacement and stress changes that can damage the tunnel lining. As a result, tunnel owners often impose strict limits on the design of new piles lying close to existing tunnels including maximum allowable tunnel deformation, stress change limits, and minimum tunnel to pile separation distances. This paper describes a numerical analysis of the inuence of the axial loading and seismic impact of bored pile foundations on subway tunnels, undertaen using the nite element software laxis D. ased on the results of the numerical analysis, the paper suggests a more realistic and less conservative approach for designing piles in close proximity to transportation tunnels. Introduction The Summitville Mine located in southwestern Colorado is an example of the potential impact that natural weathering and mining activities can have on environmental quality. Acid rock drainage and metals leaching from active and historic mine districts are a major environmental problem facing the mining industry today. Sulfide ore exposed naturally or during mining operations has the potential to produce leachates that contain high concentrations of dissolved metals. These leachates can affect the quality of plant and animal health in surface water used for agriculture, recreation and human consumption. Pintail Systems has developed biological processes for detoxification of cyanide in heap-leached spent ore and process solutions. During application of spent ore cyanide bio-detox processes we have also observed a substantial reduction in many of the leachable metals in biotreatment solutions. These field observations of soluble metal reduction led us to propose that metal bio-mineralization should be a secondary treatment goal of spent ore detox in Focused Feasibility Studies (FFS) for the Summitville Mine. In the FFS (described in a companion paper) for Summitville, spent ore from the heap leach pile (HLP) was loaded into PVC test columns (six inch X ten foot) and was leached with bacteria/nutrient solutions. Two treatment designs were studied: a standard percolation leach (aerobic) and a saturated leach design where the ore was saturated with the heap leach solution to which bacteria and nutrients were applied in a continuous biotreat leach. The bacteria for all column treatment tests were isolated from the spent ore at depth through the Heap Leach Pile (HLP) in the saturated and unsaturated zones. Bacteria isolated from the heap material were tested for cyanide oxidation capacity and were submitted to a bioaugmentation program to improve reaction kinetics and metals tolerance. The final treatment population consisted of several distinct species including aerobic heterotrophs, facultative anaerobes and sulfate-reducing bacteria. The remineralization of soluble metals was observed through a decrease in copper in column leachate solutions and the formation of observable mineral products on ore surfaces in the columns. Several of the tests were run in clear PVC columns to facilitate observation of mineral formation. The column ore contents were photographed before, during and after the biotreatment process which ranged from 10 to 20 days for each test column. Ores were collected from each column after the treatment was complete and were submitted for SEM and TEM study at two laboratories - the USGS SEM Laboratory in Denver, Colorado and the City College of New York SEM laboratory. Treatment Process Description Numerous species of bacteria, fungi and yeasts are capable of accumulating many times their weight in soluble metals. Both living and dead biomass are effective in removing soluble metals from waste streams containing gold, silver, chromium, cadmium, copper, lead, zinc, cobalt and others. Soluble metals may also be immobilized in soils by natural or engineered biomineralization reactions. Several commercial processes using biological reactions are being applied on an industrial scale for metal remediation. Bacteria found in natural and extreme environments have developed a wide variety of metabolic functions to adapt to these environments. These natural microbial functions contribute to global mineral cycling that continuously forms, transforms and degrades minerals and metals in the environment. Biomineralization is described as a surface process associated with microorganism cell walls where the remineralization occurs. The biogeochemical activities initiated by microorganisms in ores, soils, surface and groundwater environments can dominate the formation and transformation of those mineral environments.

Many portions of the mining industry are under intense pressure to reduce costs while commodity prices languish. In response, global Internet-based marketplaces to deliver business-to-business (B2B) e-commerce solutions are being established to reduce costs and improve efficiencies across the mining industry supply chain as well as with customers. Over time these marketplaces will likely evolve to create an integrated supply chain solution, layer in value-added services, and develop mining community portals with industry content. Significant opportunities to help reduce costs and create value are available in mining e-procurement as well as in on-line product sales. The supply chain for the industry is highly fragmented and many mining companies have numerous inefficiencies in procurement. An e-procurement marketplace (or "exchange") can immediately address these inefficiencies and offer numerous benefits to buyers and suppliers. These benefits include improved sourcing options, inventory cost reduction, transaction cost reduction, access to value-added services, lower customer and supplier acquisition costs, improved reach, and improved information flows.

Ore grinding mills are really just slowly rotating barrels, but barrels that are growing in size so fast that the application of electric drives for them is rapidly approaching a technology like that for wind tunnels or pumped storage drives. This application is particularly worthy of care because some 40% of the 75 megawatts of power used by a large copper ore concentrator, or some 60% of the 200 megawatts supplied to a large iron ore concentrator, are for grinding. These ore plants are located where the ore is, not where a utility happens to be. So, the challenge is not only to choose a drive and .power transmission for reasonable cost, high performance, reliability and minimum maintenance, but to afford the interface between mill drive and power distribution and source systems to minimize the whole ore plant's monthly power bill, or costs of self generation. Conclusions can be reached in optimizing a drive selection only for each particular ore plant's set of parameters, but by identifying the criteria for selection and then weighting each type of drive per criteria, yardsticks for final choice become apparent. This is the purpose of this paper. Grinding action takes place inside the barrel, where the ore charge is ground with the aid of balls, or mill length rods, or large chunks of ore as in autogenous grinding.

Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. Deflation, if coincident with rising unemployment, could result in significant dishoarding of gold. There is one key fact to remember when analyzing

INTRODUCTION In order to understand the transport and deposition of radon daughters in mine atmospheres, it is necessary to know the variation in the attachment of the daughter atoms to particles as a function of particle size, composition, number density, relative humidity, temperature, and radon concentration, the free gaseous diffusion coefficients of the daughters, and the variation in the mass transfer of the activity, both free and attached to particles, to mine surfaces as a function of particle size distribution, surface roughness of the mine walls, and the flow conditions. If all of these parameters are known in a model system, it should be possible to understand the transport and fate of the airborne radioactivity in real mines under certain well-defined flow conditions. There have been a number of recent investigations of the attachment of radon decay products to particles 1-4, but there are still a number of unanswered questions regarding the process. However, it is clear that for most real mine atmospheres, the vast majority of the activity is attached to particles. The size distributions for the activity-bearing airborne particles have been studied 5,6, and it has been found that most of the activity resides on particles with diameters in the range of 0.05 µm to 0.3 µm with an average mass median diameter between 0.1 and 0.2 µm. The behavior of the unattached radon daughter species has also been recently studied[ 7], and many of the previous problems regarding the value of the diffusion coefficient for Po-218 have been resolved. A major problem in the understanding of the airborne transport of radioactivity in mines is the lack of detailed knowledge of mass tranfer to and fluid flow over rough walls under fully developed turbulent flow conditions. This paper will report the progress on a project that is designed to obtained that information. MATHEMATICAL MODEL DEVELOPMENT Deposition of particles on smooth surfaces in turbulent flow has been extensively studied. A comprehensive review of these results has been prepared by Sehmel 8. There has not been such a comprehensive study of particle deposition on rough walls under such flow conditions. In recent years, only a single model has been proposed to explain such deposition 9,10 and in both of these papers the flow structure in the rough walled pipe was not taken fully into account. As part of the work being conducted on this project, a more complete model was outlined in a previous report [11]. The basic theory will be reviewed to provide a context for the flow measurements to be reported. The flux of particle deposited on the walls of a pipe in a turbulent flow is derived from the one dimensional form of Fick's law as given by [N = Dpdpp/dr (1) where N is the flux of particles deposited per unit area per unit time, D is the total eddy diffusivity of the particles, p is the airborne concentration of particles, and pr is the distance measured from the center of the pipe. The rate of deposition is best expressed by a deposition velocity Vp = NIP pb (2) where P b is the mean particle concentration in the sulk flow. The shear radius, V/ut and the shear velocity, u , are used to calculate a nondimensional distance, and velocity, respectively, where v is the kinematic viscosity of the fluid. The nondimensional form of equation 1 is given by Vd = DP dpp(3) V dr+ where Pp = Pp/ Ppb(4) By integrating equation 3 from the rough wall stopping distance, S , to the center of the pipe, the deposition velocity can be obtained. In order to make this calculation, it is necessary to have accurate descriptions for the particle eddy diffusivity, stopping distance, and shear velocity in order to insure that the influence of the flow structure has been properly accounted for. The semi-variogram, the basic tool of geostatistical estimation procedures, must itself be estimated from the available data. From a numerically simulated two dimensional deposit, with known variability expressed through its semi-variogram, the standard arithmetic mean estimator is used to calculate experimental semi-variograms. These are determined on a series of data sets obtained from the deposit with various sampling grids which cover different areas of the deposit and which have a wide range of available data. The orders of discrepancies between estimated and theoretical semi-variograms are determined in this idealized situation; and this provides a basis against which to assess experimental semi- variograms made on field data.

When an open pit mine is deepened, more and more waste rock must normally be removed. Techniques for optimization of open pit design are well-established within the mining industry. The recommended method is to choose the open pit alternative with the highest net present capital value of open pit and future underground mining. When the open pit is mined out, the operation must be closed, or, if it is profitable, mining must start underground. When planning an underground operation we experience the same type of optimization problem that occurs when determining the optimal depth for open pit mining. When mining underground the ore body is often divided into a number of areas, blocks or slices, each containing a transportation system with trains, trucks, conveyors, etc. When all the ore within such a part of the deposit is extracted, the operation must be closed, or, if it is profitable, a new transportation must be developed. The question that now arises is: how large a pan of a deposit shall be included in the first development and how much shall be left for future consideration?

Introduction The researchers combine a detailed microanalysis of accident data and roof bolting field observations to develop new and meaningful risk indices for the roof bolter job classification. These indices incorporate information that has not been used in traditional measures of risk. The significant parameters that these new indices incorporate are the total number of accidents occurring within a particular work activity, the amount of time a miner usually spends performing the work activities in which the accidents occurred, and the average severity of the injuries incurred in the accidents. Being specific for a particular job, they aid comparisons among work tasks performed in the bolting cycle. The indices' specificity provide anew basis for reexamination of training and operational development of miners for specific jobs. Microanalysis The roof bolting microanalysis was performed by examining the empirical data and written summaries for all bolting accidents reported in the West Virginia Safety Information System (WVSIS) for the years 1983-1987. The WVSIS database contained more than 15,000 accident narratives. The microanalysis of bolting accidents covered 2083 reported personal injuries (RPIs). This large number of injuries, performed at an industry-wide level, provides a broad picture of the nature of roof bolting injuries. The analysis focuses on the activities associated with the cyclical routines of the roof bolting process. For this analysis, roof bolting tasks were categorized into work routines based on the sequence of work activities performed by roof bolters. Four work routines were identified within the overall bolting cycle. And these routines comprised 70% (1217) of all roof bolting accidents at the face. The routines include: face area preparation; tramming, positioning and setting the automated temporary roof support (ATRS); drilling holes; and installing bolts. The types of injuries most common within a routine and the average severity of those RPIs were also identified. Table 1 gives a breakdown of the percentage of accidents by the bolting routines. Another 19% of the roof bolting RPIs cannot be classified in a particular routine because of the vagueness of the narratives. However, it was clear that these accidents involved drilling holes or installing bolts. These results are consistent with previous research. It identified drilling and bolting, followed by tramming, as the most frequent sources of injuries (Helander, Krohn & Curtain, 1983). The RPIs incurred by classified roof bolters occurred largely on working sections (95%) and at the face area on the working section (75%). Approximately 23% of the 1706 roof bolter RPIs occurred during tasks which were not part of the bolting cycle. These included belt utility work, providing supplies and section moves. Miners in other job classifications who were involved in roof bolting accidents accounted for the remaining 18% of the 2083 roof bolting RPIs. Among this group were section utility men and general laborers (41%), section machine operators (38%), and electricians and mechanics (11%). Another 9% were performing on-section supervisory functions. Face area preparation Face area preparation work led to a substantial number of injuries, although it accounted for the lowest number of injuries of the four routines. Several tasks were associated with the injuries incurred in this routine. Table 2 shows the percentage of injuries associated with face area preparation. Handling materials often led to overexertion injuries. Nearly 66% of the scaling-related injuries and about 33% of the injuries incurred during the setting of temporary supports involved 'strikes' by equipment, materials, top and rib. Tramming, positioning and setting the ATRS During tramming operations, workers were often struck by components of the machine and hit by loose roof and rib. Poor footing also led to slips, sometimes against the moving machinery. Table 3 gives a breakdown of accidents in this routine. Control levers were a significant problem in this routine.

The paper describes the main drive systems of an iron ore pelletizing plant and related important design aspects. It is shown how today?s drive systems provide the desired flexibility for the process and lead to high energy efficiency and system reliability. With respect to electric drives expansion projects have many technical issues in common with green-field installations. However, there are aspects where important, distinct differences occur. It is shown which considerations for selecting and sizing drive systems for such a plant as well as for integrating them into an overall plant control concept need to be taken into account. Besides the design of the drive systems a key aspect for such an expansion project is the network interaction. Harmonics levels at different points in the plant network need to be checked carefully with simulations during the design phase to avoid problems later-on during operation. The power factor compensation and the harmonic filtering of the new production line cannot be designed independently of the already existing plant. The paper highlights areas where problems could occur and which points need to be paid attention to when a plant is expanded.

INTRODUCTION This paper describes operational procedures and instrumentation which were developed to implement a patented method of detecting and locating uranium ore bodies. All equipment was designed for accurate and reliable use under difficult field conditions. Data resulting from these developments, some of which are incorporated in a companion paper for this conference*, have contributed to our understanding, of the nature and significance of naturally-occurring radon exposures. Further applications of these techniques may prove useful in studying anthropogenic radon in evaluating the significance of variability in radon flux, or in taking proper account of the contribution of natural radon to ambient radon concentrations, particularly in mineralized regions. OPERATIONAL PROCEDURES The uranium search technique employed by GEOMET begins with a [reconnaissance mode], which utilizes a series of ambient air filter samples taken from a moving or standing vehicle to detect anamalous concentrations of radon. These samples are normally taken at night under stable (temperature inversion) or neutral atmospheric conditions, to avoid the rapid dispersion of the radon clouds typical of daytime turbulent conditions. Radon daughters formed by the decay of radon quickly attach to ambient aerosol particles and are captured on the surface of a membrane filter during a five-minute sampling period. The filter is placed in a portable alpha scintillation counter, and a five-minute count is started at a preset time after the completion of the sampling period. This count is followed immediately by a second five-minute count to enable determination of the cloud age, based on consideration of the relative half-lives of the initial radon daughters. With the use of tables computed from the mathematics of the uranium decay process, and with the measured radon background accounted for, the first and second counts are used to estimate the time which has elapsed since the pure radon initially emanated from the earth's surface. This cloud age, combined with wind speed and direction measurements made at the beginning and end of each sample, as well as with an understanding of the effects of local terrain features on wind trajectory, provides an estimate of the Probable location of the source. In practice the reconnaissance mode involves one vehicle with a single operator to take the five-minute samples, moving or standing, along any available roads or trails in the area to be covered. Under the usual nighttime stable conditions the cool air flows downslope and downvalley, and the operator will pay special attention to locations along the axes and confluences of the natural downflow patterns. These facilitate sampling of large air drainage areas. Successful detection of sources of radon based on high concentrations of radon daughters, and substantiated by evidence of "fresh" clouds, are frequently made on the basis of a relatively few samples taken judiciously by an experienced operator during a reconnaissance. At this point he has a choice: he can continue to cover the designated reconnaissance area, leaving the localization of any anomalous radon detections to await the ranking of detections by priority, or he can continue with localization of the detected source, either alone or by radioing for another vehicle to assist in triangulation operations. Localization of a source involves skillful and experienced use of the continuously collected data on concentration, age, and wind speed and direction, together with knowledge of the terrain from observation and contour maps, and exploitation of the available roads. Since age ratios are dependent solely on proximity of the source and wind speed, decreasing [cloud ages] based on statistically significant increasing age ratios represent the most useful. information in localization. The [magnitude of the concentration] of radon daughter products is also useful; however, it may vary widely for a variety of reasons during sampling for a localization, thus making this a secondary parameter for localization. Large values of concentration are of course useful; typical results for successful detection of a strong anomaly would yield alpha counts ranging from 10 to 25 times background values. These counts are convertible to ambient radon concentrations by appropriate consideration of the decay process. Successful localizations of radon sources using this procedure with ambient atmospheric measurements normally will narrow a source location to within an area ranging in size from less than a quarter of a square mile to at most a square mile, and frequently give information on the probable shape of the source (in plan view) on the earth's surface. Judicious use of this procedure could undoubtedly provide finer localization, but the coarser results just described are adequate for this Phase of GEOMET's uranium exploration procedures.

It is well established that the results of emulsion flotation in which water-insoluble oily collectors are utilized depend critically on the emulsification of the collector and on its conditioning with the pulp prior to flotation. The flotation tests carried out with magnesite and fluorite using sodium oleate as collector confirmed acidic and alkaline ranges of good flotation. While the flotation results in the acidic solutions depend strongly on the conditioning time and can be very much improved when longer conditioning times are utilized, the tests in the alkaline environment do not exhibit any significant dependence on conditioning. The results obtained with sodium salts of myristic and lauric acids confirm these findings. The observed effects provide additional evidence for the role of the colloidal species which appear in the acidic solutions of weak electrolyte type surfactants, such as fatty acids. The flotation properties of sodium oleate in the pH region in which it appears in the form of oleic acid droplets are mainly determined by the properties of such droplets. The flotation in this pH region closely resembles an emulsion flotation.

The adsorption behavior of gold in ammoniacal solutions on activated carbon was studied. The gold adsorption capacity of the activated carbon and the recovery efficiency were examined. The parameters affecting the adsorption of gold on the activated carbon included temperature, agitation speed, the concentration of cation and anion and the concentration of ammonia. It was found that the maximum gold adsorption was about 10 kg/t of carbon. The recovery of gold by the adsorption, from ammoniacal solutions was found to be dependent upon the initial gold concentration. Under experimental conditions, a gold recovery of 98% was obtained after 120 hrs of adsorption. It was also found that the initial adsorption rate was relatively fast, when compared to the entire adsorption period. The apparent activation energy for the adsorption was determined to be 15.8 kJ/mol. It was believed that the kinetics of gold adsorption on the activated carbon was controlled by pore diffusion.

A new method for interpolating a block model is proposed, where both the diamond drill holes (DHs) and blast holes (BHs) data are used. Combining these data types poses a geostatistical "class size" problem due to the different statistical properties of the densely populated BHs and the sparsely populated DH data. This paper discusses how linear regression was used to adjust the DH values prior to the interpolation to account for the "class size" problem which is inherent to the procedure. The correlation between the BHs and the DHs is found. The DHs are then corrected based on the regression line. Each block that falls within a certain range of influence of a blast hole is assigned a different code and is interpolated with the combined BH and regressed DH data set. Blocks that fall outside the range of blast hole influence are interpolated using the original DH data set. A comparison against other methods, indicate a 12% improvement over using DHs only and a 2% improvement over using BHs only.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

INTRODUCTION Strassa lies in the central part of Bergslagen, a tradi¬tional mining district, on the eastern side of the Stora Valley at an elevation of about 200 m above sea level. A railway siding runs between the mine and the Stora railway station from which there are railway connections to the shipping port and iron and steel works in Oxelosund, about 224 km away. The distance to the provin¬cial capital Orebro is about 60 km. The climate is typi¬cal for this part of central Sweden and is illustrated by the diagram of monthly precipitation and temperatures for the years 1968-1975 (Fig. 1). HISTORY There is no certain information as to when the Strassa mine was first worked, but it is known from sur¬viving accounts of mine inspectors that there were smelt¬ing works in operation in nearby villages in the 12th century. An example is the Gusselhytta ore smelting works, 10 km south of Strassa, which dates from this period. Around the year 1540 there were two smelting works in Strassa, the Upper Karberg and Lower Karberg works. Ore for these smelters was probably taken from Strassa and from the adjacent Blanka mine. In the year 1624 Strassa is mentioned by the painter Jons Nils Krook in an account of the iron mines in the Linde mining district (Linde Bergslags Jarngruvor). Several mines were listed in the area, the deepest being about 30 m. An impressive power installation is mentioned in 1639, including a piston system of lashed poles for transmit¬ting power from the Stora River to the Strassa fields. Its length was 2670 m. Common ground comprising about 20.2 km2 (5000 acres) of forest was allocated in 1689 for the furtherance of mining operations. Until the beginning of this century only the rich cen¬tral parts of the ore body were mined and these yielded, after handpicking, lump ore suitable for smelter feed. An example of the ore grades from these early times is an analysis of ore from the "Big Mine" (Storgruvan) from the year 1873: 48.5% Fe, 0.008% P, and 0.06% S. This same year a total of about 18 000 t was ex¬tracted from the Strassa mine. OWNERSHIP The mine was owned and run until 1874 by a min¬ing association made up of 119 so-called "bergsman," who were homesteaders often engaged in agriculture and timber-cutting as well. In that year the Strossa Grufvebolag (Mining Co.) was founded. In 1906 it was con¬verted into a joint stock company, the Strossa Gruveaktiebolag. This was acquired in 1907 by Metallurgiska AB for the implementation of Gustav Grondal's beneficiating and briquetting methods, for which the Strassa ore was well suited. The same year saw the completion of a new ore dressing plant with an annual production of 46 000 t of ore concentrate. In 1911 the mine passed to new hands, and in 1913 it was purchased by an Austrian company. Extensive new installations were made and in 1915 a new dressing and briquetting plant was completed with twice the capacity of the old one. In 1917 the Strassa mine was acquired by Granges. Be¬cause of unfavorable business trends and technical diffi¬culties, mining operations were brought to a close in 1923. Pumping kept the mine free of water until 1933 but it was completely filled ten years later. Up to 1950 the surface buildings and installations remained intact but the large dressing and briquetting plant burned to the ground in that year. Today only the machine shop re¬mains from this earlier period of operation, now housing parts of the Mineral Processing Laboratory. The decision to take up mining operations again was made in 1955 and construction work began the follow¬ing year. Of the old installation, only the "southern shaft" could be used for some development drifting after it had been completed with a new headframe. Other¬wise, all the buildings and installations required for the operations had to be rebuilt. New installations ready by 1960 were office and personnel facilities, a new shaft and headframe, a sorting and concentrating plant, a macadam plant, settling basins, pump stations, and a railway and yard with transport equipment. Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.
