Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

The dissolution of mercury during gold cyanidation is the cause of many environmental, health and processing problems. A study was undertaken to find a suitable reagent for the removal of mercury bearing complexes from the leach liquor. Removal of mercury from synthetic solutions and process water from a gold mine was investigated using sodium sulfide, sodium and potassium dimethyl dithiocarbamates as precipitating reagents. The results have shown that efficient mercury removal could be achieved by addition of potassium dimethyl dithiocarbamate (KDTC), by formation of stable mercury compounds. The resultant mercury-potassium dimethyl dithiocarbamate precipitates are stable under present plant operating conditions and do not have any deleterious effect on gold adsorption by activated carbon. Furthermore, it is also possible to stabilize the mercury in the heap during cyanidation by adding dimethyl dithiocarbomate.

Equivalent elastic properties of discontinuously jointed rock masses are computed using a non-representative volume element(NRVE) approach within a three dimensional finite element program. Joint persistence, defined as the percentage of a joint plane that is actually occupied by joint material, is used in the NRVE computations as a step towards greater realism in stability analysis of mine openings. Persistence p is also the probability that a segment of a joint plane is occupied by joint material. Computations reveal a threshold phenomenon in jointed rock mass moduli similar to that observed in percolation theory. A rapid decrease in moduli occurs above a critical value pc(about 0.6). A detailed analysis of the well-known solution for stress about a circular opening in isotropic, elastic ground illustrates the effects of joint set orientation, spacing and persistence. Although stable “on average”, joint segment failures reveal a threat to stability and point towards rational design of reinforcement or support of discontinuously jointed rock masses.

A practical approach to elope stability design of heap leaches up to 90 m (300 ft) high is presented based on recent experiences with heaps throughout the Western U.S. Shear strength parameters for foundations, ore and liner systems are considered, with particular attention given to frictional contacts between geomembranes and clay or geotextiles. Stability of both ore and containment dikes is discussed including the effects of seismicity, staged dike construction, progressive heap development and in-heap solution levels. Design criteria and methods of analyses are presented along with techniques for improving stability.

Introduction An engineer is a builder and a problem solver. He uses knowledge of the properties of matter and energy to furnish the needs of society. Engineers form the bridge between scientific researchers and the general public, most of whom are technologically illiterate. Mining, metallurgical, and petroleum engineers extract minerals from the ground and process them into usable forms. Then, other engineers further process them into society's needs. Minerals engineers deal with more uncertainty than other engineers. Each ore deposit has its own personality and each ore is metallurgically unique. Minerals engineers, therefore, must be flexible, often applying larger safety factors and contingencies than other engineers, and frequently functioning as a jack of all trades. A minerals engineer can work in coal, oil, oil shale, base metals, ferrous metals, precious metals, industrial minerals, strategic minerals, or in exploration. Other mining jobs include banking and financing, education and research, marketing and sales, and government. As a minerals engineer, you may be among the first to work on the ocean floor or the moon. College Preparation A difference between college and industry is the type of problems to be solved. A typical college problem has an exact answer derived from given information. An industry problem is more apt to have a solution chosen from a number of alternatives. Information required for the solution is not given. It must be measured, calculated, looked-up, estimated, or otherwise derived. Solutions involve trade-offs, economics, and human factors, as well as application of physical laws and theory. When a college problem is answered, you move on to the next one. In industry, however, the headaches may just be starting with the implementation of the solution. Students often complain that they see little use for the theory they are learning. This is valid. A good professor will link theory and practice. Another difference between college and industry is the price of failure. In college, you can make a half-hearted effort in an assignment and take your C or D. On the job, however, poor engineering results in potentially effective projects being rejected and unsound projects being undertaken. Poor performance results in cost overruns, schedule holdups, oversights, disgruntled employees, irate bosses, unsafe structures, and unreliable systems. The costs are time, money, and possibly lives. The student pays the university for his work - not the other way around. So the rewards for good schoolwork often seem nebulous. But education must be viewed as an investment. Working for good grades will help you think better, learn more, receive better job offers, and perform more effectively on the job. There is no substitute for hard work. Avoid taking the easiest electives. If you desire a more liberal education or dislike rigorous physical sciences, mathematics, or engineering courses, change majors. Remember, you are training to be an engineer, not a computer programmer or market analyst. At least one summer of industry employment is necessary for minerals engineering students. The sooner you gain actual experience, the sooner you will know whether to change majors. Most large companies hire students during summer. It is best to send out applications around Christmas break. First and second year students usually work as laborers. Upper-classmen may work as engineering technicians. Students must sometimes choose between returning to a company at a higher position or trying a different company at a lower position, for more varied experience. Both alternatives have advantages. Do your best on these summer jobs. The company is watching. If you do well, the chances are good you will get a job offer when you graduate. Good references are important when you begin job hunting. Interviewing occurs near the end of your school career. The standard procedure is to send your resume with a cover letter to each company you are interested in. The resume for a graduating engineer with little experience need not exceed one page. The cover letter must be written for the individual company.

Introduction As the US and world population increases, so does the problem of supplying expanding energy needs. Early requirements worldwide were mostly met by abundant forest vegetation. Man's large scale use of minerals-energy resources is a fairly recent development. It occurred only during the past 200 years. Coal was the first mineral fuel to be used extensively. It was not a large factor in US energy production until the beginning of the 19th century. Petroleum and natural gas use is about 125-years-old. Electricity generation by falling water is about a century old. Atomic energy is only about 30-years-old. Extensive use of it is still in the future. Solar energy is in its infancy. Other energy sources such as wind, peat, and geothermal energy are minor and primarily of local importance. There were three main features of the fuel supply picture during the past 125 years. By 1900 coal replaced wood as the principal energy source. Since 1900, oil and gas have captured many coal markets. And after the mid-1970s, there was a resurgence of coal usage. (Figs. 1 and 2). Wood Until the advent of mineral fuels for energy, the major global energy source was wood. But populations increased and became centered in towns and cities. The problem of a sufficient energy supply first developed as nearby, easily obtained wood was exhausted. This problem became more acute as industries such as shipbuilding, smelting, and pottery making, became more widespread. Results of wood use as an energy source and building material are starkly evident in areas of the world where civilization is oldest. Entire forests were consumed and have never been replaced. In the US, wood supplied 90% of all fuel requirements until about 1850; and more than 50% until after 1880. By 1900, wood still supplied 20% of all energy uses. In the mid-1970s, energy costs increased, due largely to the oil embargo. This increase resulted in an increased wood demand for domestic heating. While large quantities of wood were being used, its share of the total energy market was still less than 3%. By 1983, wood was becoming increasingly scarce and more costly near most large US cities. Wind Wind powered ocean vessels for many centuries. Sailing ships were still common in 1900. Windmills provided an early, cheap energy source and continue to be used today on farms. Design and development of windmills for electricity generation is being conducted. Interest in wind power is growing worldwide where availability of wind currents warrants the investment. Also, US regulation requires power companies to "buy back" electricity generated by windpower in excess of that used by the windmill owner. Coal By the 1600s, England was producing, 900 kt/a (1 million stpy) of coal for heating and other uses. The first coal-fired blast furnace for iron smelting was developed in 1621. Coke-making was developed in 1755, and Watt invented the steam engine in 1769. Illuminating gas made from coal was introduced in London in 1800. During this same 200-year period, France and Germany developed coal production, but on a smaller scale than England. US, bituminous coal was mined near Richmond, VA, as early as 1748. Major bituminous coal-producing states in the early period were Pennsylvania, Virginia, Ohio, Kentucky, Illinois, and Maryland. West Virginia replaced Virginia as a major producer, when that state was formed in 1863. As the US expanded west, new coal deposits were found and exploited. Indiana, Alabama, Tennessee, Iowa, Kansas, Missouri, Washington, Colorado, Wyoming, Arkansas, Oklahoma (Indian Territory), Montana, New Mexico, and Texas had significant coal mining operations by 1900. Today the eight major coal producing states are Kentucky, West Virginia, Pennsylvania, Illinois, Ohio, Virginia, Wyoming, and Montana. These states accounted for about 80% of all coal (lignite, bituminous, and anthracite) produced in the US during the past several years.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

"In this paper, recent progress with respect to the flotation chemistry of soluble salt minerals is reviewed, and some of the more relevant issues including the hydration states of ions, the interfacial phenomena of salt surfaces and the flotation behavior of selected soluble salts are discussed. Due to the high solubility, the flotation of most soluble salts has to be carried out in their saturated brines. Anecdotal evidence has suggested that the hydration states of the ions have significant influence on the physicochemical properties of the solutions, the surface charge and wetting characteristics of the minerals, the collector adsorption states and, further, the flotation behavior of the soluble salts. In this regard, reviewing past research findings, efforts are made to establish a correlation between the ion hydration states with the flotation behavior of the soluble salts. Further, advances in understanding the significance of colloid adsorption involved in the soluble salt flotation process are addressed, and future research efforts to understand the soluble salt flotation chemistry are suggested.IntroductionSoluble salt minerals are essential raw materials for the production of a variety of commodities, fertilizers, potassium hydroxide, soda ash, magnesium compounds and other chemicals. These soluble mineral resources can be processed using flotation technology and, currently, more than 80% percent of the world’s potash is produced by the selective flotation of KCl crystals (sylvite) from other salt crystals, predominately NaCl (halite) and other more complex salts (Searls, 1990). Despite the successful application of flotation technology in the potash industry, the mechanisms for collector adsorption on soluble salts have not yet been fully understood and, therefore, have been of considerable interest to flotation researchers for many decades."

Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. Reaction kinetics for gold dissolution in acid thiourea solutions were investigated using formamidine disulfide as an oxidant. For the conditions studied it appears that a surface reaction limits the rate of gold dissolution. The rate was found to be first order with respect to thiourea concentration and half order with respect to the concentration of formamidine disulfide; the apparent activation energy for the reaction was 10.40 kcal/mol (43.40 kJ/mol); and the reaction rate was independent of pH for the pH range 1.0 to 3.0.

"The European aluminium industry, through its member organisation the European Aluminium Association (EAA), initiated a program on sustainable development for the aluminium industry in 2001. The first step involved the development of a set of sustainable development (SD) indicators for the industry, taking into account of the different interests involved and also the different existing conventions. The indicator set was developed during 2001 and 2002 with the assistance of recognised partners, including Wuppertal Institute from Germany and Versailles University from France. As well, both internal and external stakeholder groups were involved in order to validate the indicators. This has resulted in a set of thirty-four indicators used in the first survey exercise. In the survey the EAA, together with the national aluminium associations, attempted to cover all European plants producing alumina, primary aluminium, rolling ingots, extrusion ingots, foil and recycled aluminium -covering approximately 800 plants. The survey used two points in time, 1997 and 2002, in order to start developing a trend for the individual indicators and to measure progress over time. The industry response to the survey was very positive, with a total industry coverage based on tonnage reported of over 80% for 2002 data and 70% for 1997 data. The results also show a solid progress for most indicators and particularly for social indicators such as training performance, community involvement and employees health programmes. The EAA is committed to conducting this as a regular exercise and is engaged in a number of stakeholder workshops in order to present the survey results, to review the indicators used and to also consider adjustments of these based on feedback from stakeholders and experiences from the first data collection."

The coal solution refining process under investigation is basically a modi¬fication of the German Pott-Broche Process, on which patents date back to 1927, (5, 6). This process was used in Germany during World War II for the partial dissolution of coal in hydrocarbon solvent and removal of the ash by filtration to produce a raw material for carbon electrodes for aluminum plants. At the end of World War II the German synthetic fuel program, of which this process was a small part, was abandoned as not economical. In recent times the whole field of coal liquifaction has been given a new impetus; present technology indi¬cates that the economic processing and refining of coal may be possible in the United States. A number of approaches to coal liquifaction have been investigated, and several of these are currently being funded by the U. S. Office of Coal Research. One approach is direct thermal treatment of the coal as in the FMC Project COED, in which coal is thermally cracked to produce gas, liquid products and char. Another approach is the Hydrocarbon Research Institute's H-coal process in which coal is catalytically hydrogenated. Two other federally funded projects involve the extraction of coal by solvents. The Consolidation Coal Company's Project Gasoline, now in the pilot plant stage in Cresap, West Virginia, is an attempt to produce gasoline plus a residual char by partial solution of the coal substance. The coal de-ashing process being developed by the Pittsburgh and Midway Coal Company is a modification of the Pott-Broche process. Coal derived solvent is used with hydrogen to dissolve the entire coal substance, subsequent filtration removes the ash and the solvent is recovered for recycling.

To assist in fulfilling the Bureau of Mines goals of maintaining adequate mineral supplies to meet national economic and strategic needs, and to minimize the environmental impacts associated with mineral-processing operations, a leaching-solvent extraction-electrowinning technique was compared with a leaching-cementation technique for processing low-grade copper ores. Large-scale laboratory column leaching tests (6 to 7 tonnes) were conducted on minus 37-cm chalcocitic ore using ferric sulfate leach solutions at 25° C. Two columns contained 11 percent minus 1.27-cm fines, and two columns contained 32 percent minus 1.27-cm fines. After 416 days of leaching ore samples containing 11 percent minus 1.27-cm fines, copper extraction was 48 and 51 percent for the leach-cementation and leach-solvent extraction-electrowinning procedures, respectively. When leaching ore samples containing 32 percent minus 1.27-cm fines, the leaching-solvent extraction-electrowinning technique extracted 60 percent of the copper after 568 days, whereas the leaching-cementation technique extracted only 48 percent of the copper. In the latter test, leach solution ponded on the ore, which reflected a decrease in ore column permeability. The decreased permeability was attributed to the generation of excessive amounts of iron salts during cementation; the salts precipitated on the fine ore particles and in the interstices, thus plugging the column. This decrease also lowered the available oxygen, resulting in poor aerobic bacterial activity which slowed the oxidation rate of ferrous ions to ferric ions. Sulfuric acid required to maintain a leachant pH of 2 was nearly halved when copper was recovered by solvent extraction and electrowinning rather than by cementation.

Controlled and uniform distribution of the leach solution to a heap is of primary importance to achieving the desired rate of metal recovery and PLS grade from the heap. The step used to engineer the irrigation system are the same whether drips, wobblers or sprinklers are to be used. The mining rate, leach cycle time and heap height influence the heap cell size which along with the irrigation method selected controls the design of the irrigation system. The steps in the design procedure are explained as are the advantages and disadvantages of each irrigation method.

The leaching behavior of gold in ammonical solutions with iodine as an oxidant has been investigated using cyclic voltammogram and Tafel polarization. The majority of experiments was carried out at 75°C and the results were compared with the equilibrium consideration on the iodine-ammonia system. The distribution of nine iodide containing species at various pH values in the absence and presence of ammonia was considered at three different temperatures. It was found that by introduction of ammonia into the system, the concentration of iodide (r), iodine (12) and triiodide (13') is increased substantially which in turn helps the rate of dissolution of gold. The apparent activation energy was found to be about 46 kJ/mole, indicating a chemical controlled mechanism.

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. INTRODUCTION The measurement of the total activity of radon daughters in the air of mines has become a routine procedure in order to control the radiation exposure in miners due to the inhalation of these radionuclides. Normally the measured concentration is given in terms of total potential L-energy of the short lived radon daughters. The unit most frequently used is 1 WL (working level), which is defined as the potential a-energy of 1.3.105 MeV per 1 of air. The a-dose to the respiratory tract is, however, not proportional to the inhaled potential a-energy. In addition, the degree of equilibrium between the daughter products in air and the fraction of daughter products not attached to aerosol particles (the unattached fraction) must be known. Theoretical calculations of the equilibrium between daughters and the unattached fraction have been presented by different authors (Jacobi, 1972; Porstendörfer et al, 1978). Such calculations must take into account the plateout of daughters on surfaces, the attachment of daughters to aerosols and removal of daughters by the ventilation. The situation in mines will however be very complex and no single model will cover all situations. In most cases the radon and radon daughter concentrations will be described by a combination of different models. Domanski (1979) used the experimental results of Breslin et al. (1969) from uranium mines to relate the equilibrium between the individual daughters to the equilibrium factor, F. Once the equilibrium factor is known, this seems to be a useful approach to assess the individual daughter concentrations. The concentrations of radon and daughter products may vary considerably during the day. Seasonal variations are also frequently found. It is therefore important to have knowledge of the magnitude of these variations and of the factors having the strongest influence upon the concentrations. The unattached fraction of radon daughters in uranium mines was investigated by George and Hinchliffe (1972) and Raghavayya and Jones (1974). Mercer (1975) later modified the results of Raghavayya and Jones. Both these investigations indicated that the aerosol particle concentrations was the main influencing factor upon the unattached fraction. In this paper we will summarize the main results of a study on the radiological characterics of nonuranium mines. We will also discuss the correlations between the unattached fraction of the potential a-energy and the unattached fraction of the individual daughters, and between the equilibrium factor F, and the individual daughter ratios. More detailed discussions of this study will be published elsewhere (Stranden and Berteig, 1981 and Stranden and Berteig 1981 a). MATERIAL AND METHODS During 4 two-weeks periods corresponding to the seasons in the Norwegian mine where the highest radon daughter concentrations occure, the parameters listed in table 1 were studied. RESULTS Correlation between equilibrium factor and individual daughter ratios. The mean value of the equilibrium factor in all Norwegian mines measured during the last ten years was 0.46 with a minimum of 0.08 and maximum of 0.93 (Stranden and Berteig, 1981). The correlations between the equilibrium factor F, and the individual radon daughter/radon ratios were studied and the results indicated high correlations. In table 2, these correlation formulae are listed together with the correlation coefficients. No economic activity would take place without human ingenuity, driven by our needs and wants. Economic activity is made possible by the energy from fossil and other energy sources, our technological hardware, the buildings and infrastructure made from materials such as metals, plastics, wood, water, and numerous industrial minerals. Industrial minerals are difficult to define; however, they generally include utilitarian minerals other than metals and fuels. Some of the industrial minerals form an exception to this categorization and, as explained elsewhere in this book, belong to more than one category because of the manner in which they are used. Industrial minerals are so numerous, and their applications so ubiquitous that they often do not receive the attention given to metals or fuels. Nevertheless, without industrial minerals, many of our most fundamental economic activities such as construction of our cities and towns, control of floods, transportation of our people, the search for minerals, the smelting of metals, and the delivery of supplies of clean water would be impossible. How then do we assess the economic importance of such a variety of materials lumped together under the general designation of industrial minerals? The price per ton or the total amount consumed do not satisfactorily explain the relative value of these materials to the economy. For example, the current price of limestone is about $5/t and the price of fluorspar is about $190/t. However, nearly 1.1 Gt of limestone, valued at about $5.5 billion, are consumed in the United States annually, compared with 590 kt of fluorspar, valued at about $1 12 million. It would not, however, be accurate to conclude that the mineral with the higher total value is always more economically important. Many other questions must be answered before making judgments of this type. These questions include how many people are employed in the production, processing, and distribution of the mineral? How is the mineral used? Is it partly or entirely imported? Where do the imports come from? How is the mineral transported? Is the mineral considered critical to national security? Is there a substitute material available in case the mineral supply is interrupted? Where would the substitute be produced? What would be the basic material from which the substitute will be produced? Even when these questions have been answered satisfactorily, the economic importance of the mineral is not completely known until the consuming sectors are studied as well. For example, even though the manufacture of fighter aircraft is vital to the national security, it employs only a fraction of the number of people employed in the housing and construction industry or the automobile industry or the appliance industry. Mineral commodities consumed in these latter sectors of the economy are more significant than those consumed in the production of fighter aircraft, because nearly two-thirds of the Gross Domestic Product (GDP) depends on the purchasing power of individual consumers. In comparison, the entire defense budget accounts for only 6% of the GDP. There is no easy way to present the importance of industrial minerals to the US economy because most minerals have diverse applications and products made from industrial minerals often con- tribute to the production of other goods and services. One way of highlighting the value of a mineral would be to relate it to the GDP reported by categories such as construction, machinery, stone, clay and glass products, electrical and electronic equipment, paper and allied products, and chemicals and allied products. These GDP categories represent industries fundamental to the economy totaling $644 billion, or about 12% of the GDP in 1990. However, these categories are not convenient for discussion of the many minerals that are used in our complex economy. In a general way, minerals are the 5% of our economy that make the other 95% possible. This chapter, therefore, discusses a selected few industrial minerals to illustrate their importance to various sectors of the economy.

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

INTRODUCTION The following papers describe the extraction of nickel in the form of ferronickel from the Dominican laterites. The Falconbridge process was developed initially in the Falconbridge Metallurgical Laboratories and subsequently in several successive stages of pilot plant operation in the Dominican Republic. In the course of this work we came to believe that there is advantage in piloting on site. Mining, metallurgical and geo-political considerations all have major impact and that belief has been borne out by commercial plant experience. Lateritic nickel ores differ substantially, even within the same orebody, in their amenability to extraction methods. The Falconbridge process takes account of the heterogeneous nature of the deposit. Three years of geological field exploration led to ten years of process development after it was realised that the then known metallurgical processes would not give economical extraction from the Dominican ores. In addition to establishing the viability of a novel pyrometallurgical approach, it was necessary to verify design parameters for a very considerable scale-up to prototype commercial operation. The plant was eventually constructed within the original estimates of time and cost. Unique features contributing to the technical and commercial success of the project are described. Additionally, some bold extrapolation based on pilot plant work, eventually proved to be quite conservative. The mine is not a conventional open pit operation, but is perhaps better characterised as an earth moving job. Novel application of mobile equipment led to great flexibility in the mine, where operation of several mining fronts is essential to maintaining uniformity of ore feed to the plant.
