"Carbonic acid prepared on-site from carbon dioxide gas is widely used in water treatment and increasingly in some industrial applications. It has not seen extensive use in mineral processing but is an attractive alternative to sulphuric acid for pH control, with the need to counteract high pH levels caused by cemented backfill of particular interest. The fundamental chemistry of carbonate solutions as applied to flotation and flocculation circuits is described as well as plant-scale application. A project to introduce use of carbon dioxide for pH control at the Hecla Greens Creek lead-zinc-silver-gold operation is planned to begin operation in the first half of 2015. INTRODUCTION Flotation pH Control and Backfill Most sulphide flotation circuits are run at pH values ranging from slightly acid to strongly basic, with slightly basic pH the most common. Lead sulphide circuits are typically run at values from 7.5 to 9, with zinc circuits running at higher values of 9.5 to 10.5. This has been the case with ores that produce a natural pH in the circumneutral range, so that the pH needs to be raised. Although lime [Ca(OH)2] is the cheapest reagent in use to raise pH, soda ash (Na2CO3) or caustic soda (NaOH) are also employed where sodium ions in solution are preferred to dissolved calcium, or, in the case of soda ash, the presence of carbonate is desired. The use of soda ash for pH control in lead circuits has been widely recommended for many decades (1). The situation is necessarily different at operations where cemented backfill is used in underground mines (2). Backfill, whether emplaced as rammed paste or pumped slurry, is composed of mill tailings mixed with around 10% Portland or similar cement. When later mining occurs near or adjacent to previously backfilled areas, a considerable amount of old backfill is inevitably mixed with new ore and shipped to the mill. Depending on orebody geometry, mining methods etc., the amount of backfill in mill feed can easily approach 20%, with periods of higher content not unheard of. The presence of so much backfill, with its high cement content, produces results largely indistinguishable from adding a large amount of lime to run-of-mine feed: mill pH in the grinding circuits can range above 11 and high concentrations of calcium ions are present. The need to raise pH disappears; the problem becomes to lower it."

Niobium and tantalum extraction industries heavily depend on fluoride chemistry for metal oxide production. This study concentrates on developing a fluoride-free approach utilizing alkali treatment for selective dissolution of niobium and tantalum phases. The application of microwave heating in the alkali treatment of columbite significantly reduced the processing time, providing a higher reaction rate and recovery than conventional heating. A short duration of microwave exposure (6 min) elevated the sample temperature to more than 900 °C, resulting in the rapid formation of water-soluble niobium and tantalum complex. Metal recovery from the solution was attempted through direct precipitation using guanidine carbonate as the precipitating agent, resulting in a mixed oxide product with > 90% purity. On the other hand, solvent extraction was also attempted using methyltrioctylammonium chloride as an extractant, providing a niobium oxide and tantalum-rich mixed oxide with > 98% purity as the final product.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Although most gold production from primary resources is achieved by cyanidation, many research activities have focused on alternative processes using noncyanide lixiviants. Such research has been prompted by environmental concerns and problems associated with the processing of refractory gold ores. Numerous research projects have been conducted to search for a noncyanide hydrometallurgical process for gold extraction. In this paper, a technical review of gold recovery from noncyanide solutions is presented, and new results are reported. Gold recovery techniques that are considered include activated carbon adsorption, cementation, solvent extraction, ion exchange, and reduction-precipitation.

The study investigates the behaviors of zinc and iron in neutralized residue during pressure and hot acid leaching. It examines the effects of temperature, acidity, leaching time, and oxygen partial pressure on zinc extraction. The results indicate that the acid to zinc mole ratio is crucial for the extraction process, with a zinc extraction rate reaching 98.0% under optimal conditions.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. The existing methods for recycling lithium-ion batteries present initial hurdles related to the safe handling and preparation of the batteries to avert potential explosions. Submerging batteries in sodium chloride (NaCl) solution has become an acceptable industrial practice. However, the use of NaCl to discharge lithium-ion batteries rusts the batteries’ cases and releases metals which impacts the downstream processes that involve selective recovery of Li. This study aimed to determine the optimal concentrations and pH range of NaCl for the discharge of lithium-ion batteries for the purpose of minimizing the leach of Al, Co, Cu, Fe, Li, and Ni.

INTRODUCTION In looking over the diversity of the papers that are being presented during this meeting on The Industrial Practice of Fine Coal Processing one cannot help but be impressed with the progress the industry has made in beneficiating fine raw coals, and in the number of innovations that are under study to increase recovery and to improve the quality of the finest size particles produced at a preparation plant. Those who are not in our industry, who look at the technical program, might be confused, when they see that the papers include such topics as cleaning to zero and heavy media cyclone cleaning 28M x 100M; application and performance of fine coal jigs, tables, hydrocyclones, spirals, and flotation; filtration, dewatering and thermal drying; and ancilliary aspects such as fines handling, instrumentation and process control plus screening and liberation. This is an observation and not a criticism of the diversity of papers being presented. The program fits within the parameters of fine coal preparation as the term "coal preparation" is defined, but perhaps not as the term "fine coal" is defined. Admittedly these definitions are sometimes loose. However, each should be made more definitive if a meaningful fine coal preparation overview is to be possible. COAL PREPARATION DEFINED In the opinion of the writer, the term "coal preparation" should be defined as including all work activities that are performed on all components of a run-of-mine coal from the time it leaves a surface reserve or an underground portal, until all components are either ready for shipment or are stowed on, or in the earth in an environmentally acceptable manner. This definition excludes the work that is performed to improve coal quality or handleability inside the mine or pit. This work is commonly called "face" or "pit" preparation. FINE COAL DEFINED The term "fine coal" means different things to different people. In the past, anthracite finer than No. 3 Buckwheat (3/16 in.) was considered fines which often were discarded from the breaker as an unsalable by product; and bituminous coals finer that about 1/4 in. (slack) were either discarded or sold at cost to prevent an accumulation of "no bills" which referred to a product having no immediate sale. Although a standard definition of "fine coal" is yet to be accepted by the industry, a designation of coals by particle-size range has evolved through the wide use of three-circuit flowsheets, wherein the optimum size range by washer type determines the size fractions: a coarse-coal circuit for the plus 3/8 in., a -11- coal circuit for the 3/8 in. x 28 Mesh, and a fine-coal circuit for the remaining 28 Mesh x 0. Logically, the term "fine coal" should refer to some resultant size fraction or some top size by zero. This definition should include a 28 Mesh x 0 feed to a flotation cell but should exclude a 28 x 100 Mesh size fraction fed to a heavy media cyclone. Failure to include the resultant sizes in the definition precludes accounting of the full range of particle sizes present in the feed to the plant. Since the 28 Mesh x 0 fraction is treated in the final circuit of the three discreet washing circuits, now almost always used in U.S. commercial applications, and since it contains all of its resultant sizes, in the writer's opinion, it should be designated "fine coal". FINE COAL CLEANING Cleaning coal fines, which in the past was at best marginally profitable, is now an essential part of coal preparation strategy for a number of reasons : 1. This paper presents comparison of proposed future solution and in-situ mining methods for in-situ leaching and recovery of uranium, gold, silver, and copper. We propose to show that in the future new extraction methods for each metal will eventually evolve for each hydrometallurgical process step, i.e. in-situ leaching, recovery, and concentration; precipitation and reduction; and drying, when required--without generating waste or bleed streams. In the future, to be highly profitable, these forms of mining will develop into an integrated system to eliminate waste streams using safe, powerful lixiviants. This integration will include, with some exceptions, improvements in the following areas of process development: 1. Lixiviant selection and in-situ leaching technique, 2. Target metal recovery and concentration (at a surface hydrometallurgical facility) from the circulating pregnant lixiviant stream, 3. Target metal precipitation or reduction, where decant water from the precipitate dewatering step is reusable for resin or solvent strip liquor (eluant), 4. Final preparation of target metal for sales, i.e. drying, purification, casting, packaging, 5. Restoration where most of the groundwater restoration process is performed at the same rate as multi-wellfield mining.

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. This paper presents the results of an analysis and summary of relevant literature on the mechanism of cementation of metals in acidic aqueous media, with the aim of reconsidering the conventional assumptions. The simplicity of the process as a mere galvanic metal displacement is discussed, and the real effects of pH and hydrogen pressure in different cases assessed. Finally, an alternative mechanism scheme with respect to the role of hydrogen species, in agreement with reported data, is proposed.

Another record year vas experienced by the mining industry as the value of nonfuel minerals production soared to $23.5 billion-up 15% from the previous year. Based on preliminary estimates by the Bureau of Mines, US mine output was the basis for about $225 billion worth of minerals-derived materials. Metal mining accounted for $8.5 billion, or 36%, of the total. Of the 22 metals produced in the US, 11 showed quantity increases, while 16 had value increases. Business Week's survey of 1200 companies (Mar. 17, 1980, pg. 81) revealed that 21 metals and mining companies had sales increases of 30% with earnings up 104%. Higher prices and increased demand for metals were primary factors behind the improved performance. The steel sector reported a 30% decrease in earnings for the year, but the slump was primarily the result of a $383-million loss for US Steel coupled with a 17% decrease in earnings at Inland Steel. Other firms did well in 1979, with earnings up 279% at Interlake and 269% at Kaiser Steel. Major obstacles facing the steel industry included substantial tonnages of dumped and subsidized imports, environmental expenditures, runaway inflation, and price controls. Turning to nonmetallic production, of the 49 commodities reported by the US Bureau of Mines, 29 had higher outputs and 39 had increased values. While production statistics may seem encouraging, government regulations continued to stifle industry efforts to develop needed new capacity. A case in point may be publication of the Environmental Protection Agency's simplified procedure to streamline five permit programs by consolidating them into one. The five included: hazardous waste management, national pollution discharge elimination, dredge and fill, underground injection control, and prevention of significant deterioration. The new procedure, published by EPA in the Federal Register, took 149 pages. AMC's J.A. Overton, Jr., noted that (MCJ, Nov. 1979, p. 39) to visually depict the complexity of the proposed regulations, Sell Oil Co. developed a flow chart mapping a path through one section. The chart required 10 days to map and two weeks for two draftsmen, using computerized drafting techniques, to plot the results. Overton said, "Perhaps the greatest service EPA has performed in preparing its proposal is to demonstrate again that federal regulations have become a complexity compounded by confu¬sion that culminates in a conundrum." While regulatory agencies promulgate new regulations, the lack of a cohesive government minerals policy remained a matter of significant importance to mine management. A non-fuel minerals study to provide input to the Administration for a national minerals policy program was a dismal shock, according to Rep. Jim D. Santini (D-NV). He said the first phase of the program, which was to identify industry problems, failed to come to grips with the hard decisions necessary regarding these problems, their impact, and their interrelationship. Santini said the report failed to acknowledge government's role in the process and absolved the government of any adverse influence on the domestic minerals industry. In response to the phase one report, eight senior mining executives testified before Santini's House Subcommittee on Mines and Mining concerning mineral supply, access to foreign sources, environmental protection, conservation and recycling, national security, and capital formation. By year's end, Rep. Santini promised to prepare a hard-hitting committee report on problems affecting the non-fuel minerals industry to provide a better base for subsequent policy recommendations (MCJ, Jan. 1980, p. 34). On the technological front, interest again centered on mechanization, automation, and scaleup to improve and expand production. Computer use increased for calculation of ore reserves, mine planning, operations research, and mineral processing.

In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.

The development of the theory of reliability creates more and more possibilities of its application in different domains of technics. The methods evolved to date, both theoretical analysis of the engineering systems and investigations techniques in practice can be put in use a d translated from one science to another one [1,3,7J . It needs to consider the specific of the different sciences. But it is necessary to take account of the specific characteristic of each line of science. The reliability investigations needs, justified in technical and economical viewpoint appear too in mine ventilation technics and systems. The mine ventilation system is a complex of workings and ventilation plants, which serve to supply the networks with a sufficient quantity of fresh air from the atmosphere and then carry off the vitiated air. The condition necessary for a ventilation system to perform definite task is the correctness of all its elements, that is a capability to preserve in a expected range of tolerance, the values of basic parameters. The element of a system which ceases to work correctly is called failed. The basic parameter of all elements of a ventilation system is the characteristic curve, pressure loss - air quantity relation ?p = f(Q) (1) This curve concerning the workings and ventilation stoppings is given by the formula: ?p = R Q2 (2) thus the resistance R (of the workings or stoppings) may be taken as a characteristic parameter. The course of this characteristic f(Q) will be given in a complex form in concern with fans, ejectors, air curtains. The failure of a ventilation plant or working is therefore an event, relying on a change of its characteristic, thus for a definite time the losses of the plant's or working's capability set in for the fulfilment of its function in the ventilation system. The failures are divided in viewpoint of their nature on sudden and progressive. We are in concern with the sudden failures which are characterised by a violent change of the ventilation element parameter for example a fall of roof, or silt up of the working, opening or failure of the ventilation stopping, the stand-off of the fan or ejector etc. We distinguish two kinds of failures on the viewpoint of their action on the air flow: the "opening" failure and "closure" failure. The prevalence of factors, which causes the failures is in connection with the intersection in the mine of roads of haulage, roads of underground transport of materials and lining elements, roads of people motion with airways, as also depends on the rock pressure reaction on the workings lining and plants placed there. Other factors will yet be decisive upon supply decay of fans, ejectors and curtains. The appearance of failure of the ventilation element is therefore of random nature and determines the change of the element, when it is passing from operating state to unoperate. Qualifying the ventilation system element to one of these states is easy, when the characteristic change is clear and occurs suddenly, that was assumed. The investigations conducted by Patrushev and Karnaukh [91 in concern with the ventilation stoppings resistance change in the case of their opening, had shown the possibility of resistance value change in the range of several hundreds higher.

In this study, the oxidation of low-grade pyrolusite to potassium manganate in alkaline solutions under O2 pressure has been investigated. The effects of different conditions on the high-grade and low-grade pyrolusite leaching process were investigated based on thermodynamic calculation, as well as the reaction mechanisms and kinetics of the low-grade pyrolusite during the leaching process. The results showed that the manganese conversion rates of the two types of pyrolusite were almost the same, and reaching 99% for high-grade pyrolusite and 96% for low-grade pyrolusite under optimal conditions. The optimum condition for low-grade pyrolusite sample JM-2 was achieved as 0.5 MPa of the oxygen partial pressure, 55% of KOH, 14 of the initial alkali-manganese ratio, and ≤ 48 μm of the mineral granularity at 260 °C within 150 min of leaching time and 500 rpm. In alkaline leaching of low-grade pyrolusite, Mn(IV) was oxidized into Mn(VI). The particles changed from large particles to flakes and finally formed crystals. Finally, the shrinking core model was used to fully describe the leaching kinetics of the manganese. It was demonstrated that the leaching of manganese was controlled by the chemical surface reactions and the activation energy which equals 115.9121 kJ/mol.

Reconciliation of long-term, block-model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term, block-model reserves against a grade control model (a model based on blast holes or production data). In this article, this is called an Fl factor for tonnages, grade and ounces. This reconciliation should also be done by comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator, such as kriging, will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMUs to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. Therefore, the grade-tonnage predictions based on blastholes also need to be assessed - considering unplanned dilution and the errors of estimation of the grade control model. This article focuses on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer. It yields several possible minable reserves and several possible minable tonnages and grades, per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation and the planned and unplanned dilution. It also carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The estimation of recoverable reserves revolves around estimating the block distribution of metal grades from the drill hole information available, typically composites of a fixed length. Ideally, this estimation should accurately predict the ore sent to the processing facilities of an operation. Here are some definitions used in this article: ? Recoverable reserves are those where an attempt has been made to estimate the actual distribution of grades (usually by a block model) that would be found in the ground at the time of mining, relative to the mine equipment size and other operational characteristics of the mine SMU. In particular, it incorporates the effect of internal dilution for each block how the grade distribution changes in variability when comparing a composite grade distribution to the "mining unit" grade distribution. In geostatistical jargon, this is known as "change of support effect," or volume-variance effect. ? Minable reserves are those recoverable reserves defined by a mine plan. In an open-pit scenario, they would incorporate pit optimization in addition to the sequencing and scheduling of production through mine life. ? All other block model estimates from drill hole data that do not explicitly attempt to estimate or measure the volume-variance effect are called in situ. It can be argued that these models may be inappropriate tools for predicting the grade-tonnage curve of the material to be sent for processing (minable reserves). High purity MgO is widely used in various fields as an important magnesiumcompound. The separation of Mg and Ca is of great importance for the preparation of high purity MgO from dolomite. In this study, the key effects of carbonization temperature and nano-calcium carbonate agglomeration on the separation mechanism of calcium and magnesium have been investigated. The results indicated that the reaction in the carbonization process was stepwise. Precise control of the carbonization temperature was essential for the formation of Mg(HCO3)2 due to its low reaction efficiency at lower temperatures or decomposition markedly at higher temperatures. Meanwhile, there was a common-ion effect in solutions containing Mg2+ and Ca2+. Nano-CaCO3 particles were formed during carbonization and agglomerated with the prolongation of static time. A product with a purity of 99.56% MgO and 0.16% CaO was obtained under the optimized conditions: ratio of liquid–solid 30 L/g, carbonization temperature 22–25 °C, carbonization time 1 h, and refining time 4 h. This work has important guiding significance for the preparation of high purity magnesium oxide from dolomite.

The behaviour of chalcopyrite - mineral specimens and a Portuguese concentrate - in 2M chloride solutions prepared from hydrochloric acid and sodium chloride, has been characterized by cyclic voltammetry. The study has shown the influence of the potential and of the presence of impurities in the reaction schemes and their relative extent. The dissolution of chalcopyrite concentrate under potentiostatic control has been investigated and found to confirm the effect of the selected potential on the surface modification/rate of dissolution. An attempt has been made to correlate the information obtained with the response of the concentrate electrode to constant current treatments.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.
