The European Commission published its Communication of the Thematic Strategy on the sustainable use of natural resources ("Resource Strategy") on 21 December 2005. The Resource Strategy aims at reducing environmental impacts associated with resource use - called decoupling - in a growing European economy and worldwide. The impacts of unsustainable resource use include e.g. climate change due to fossil fuel use, land use and environmental degradation due to mineral extraction and processing, or overexploitation of soil and fish stocks. To decouple environmental impacts from economic growth, a life-cycle approach is adopted. It means that the environmental impacts are taking into account at each stage of the life cycle of a resource, avoiding that negative impacts are shifted to other environmental media, to other stages of the life cycle, or to other countries. Key to achieving decoupling are three factors: - More value - creating more value while using fewer resources (?resource productivity?); - Less impact - reducing overall environmental impact per unit of resources used (through ?cleaner? technologies and consumption pat-terns); - Better alternatives - substituting currently used resources with better alternatives. The paper focuses on the implementation actions of the Resource Strategy in particular related to the minerals industry: 1. The Data Centre on natural resources; 2. Indicators to measure progress; 3. The involvement of economic sectors to take concrete actions; 4. EU Member States involvement, focusing on resource uses with the most significant impacts; 5. The International Panel on the sustainable use of natural resources, set up together with UNEP. With its 25 years time horizon and its wide approach the Resource Strategy will have a co-ordinating function to ensure enhanced coherence and efficiency. The challenge will be to integrate this approach into all policies and decision-making.

Silver is an economically important component of many complex, massive sulfide ores. Current beneficiation for these ores is almost entirely by flotation. Silver recovery often is low, but little is known about the flotation behavior of the silver-bearing minerals. Floatability studies were conducted using silver-bearing tetrahedrite and lead-zinc ore. The effects of xanthate collector concentration, conditioning time, potentiostatic control of the mineral potential, and pH on mineral floatability were evaluated. The floatability of the silver-bearing minerals was shown to depend on collector concentration and mineral potential. The effect of controlling mineral potential during the flotation process is discussed.

Respirable crystalline silica (RCS) found in dust generated by various mining processes is an important occupational hazard in the underground coal-mining industry. Exposure can lead to disabling and incurable diseases, including coal workers’ pneumoconiosis (CWP), silicosis and lung cancer [1,2]. Clusters of rapidly progressive CWP have been observed in the Appalachian regions of eastern Kentucky and southwestern Virginia, and recent cases have been generally more severe and showing more rapid progression. CWP is approximately four times as common among long-tenured underground coal miners in central Appalachia than long-tenured underground miners in the rest of the United States, and 20.6 percent of long-tenured underground miners in central Appalachia were suffering from the disease as of 2017.

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35 °C (95 °F). The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by more than 5.6 °C (10 °F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35 °C (95 °F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy.

Land Application Discharge (LAD) is a useful method of disposing of waste water from mining operations and in certain climatic regimes, stormwater runoff. LAD systems function under the premise that metals, salts and nutrients in water are dispersed over a large area and are effectively assimilated into the soil profile. Depending on the soil structure, migration or mobilization of dissolved metals through the soil profile can be Substantially reduced. Land application of treated effluent from sewage lagoons or waste water plants was probably the first general use of land applied water. LAD has gained popularity with the mining industry as a means of disposing of waste water and process water. In addition, large volumes of snow meltwater and stormwater are often placed in storage in Montana during spring, and Land Application Discharge has shown to be an effective method for disposing of stormwater during the dry, summer season. LAD can also provide an alternative to recycling or treating waste water at on-site waste water treatment plant&. Application of stormwater or process water can result in little or no change to the background concentrations of metals in baseline water quality samples. One cautionary note about LAD: high salt concentrations and pH values are associated with process water from heap-leach facilities and are known to cause burning of local vegetation. Some pre-treatment of process water may be necessary to prevent such environmental problems.

The indium recovery via electrowinning from sulfate baths has recently gained significant attention as it does not present toxic emissions, hermetically sealed system requirements, human health, and environmental hazards. Following previous works related to the optimization process for AISI 316L and Ni cathode, it was observed significant importance of the metal supports on the input and output parameters of the indium electrowinning process from sulfate solutions. Thus, comparing input and output parameters in both cases seems very interesting. Particularly, regarding the input parameters, the attention has been focused on the electrolyte composition, current density, and temperature, while productivity, morphology, and structure have been considered regarding the output parameters. Considering the productivity as the optimal output, the findings for Ni cathode were better than that for AISI 316L in most of the selected conditions studied. In the case of morphology, indium grains appear rounded and dendritic on the AISI 316L, while those on the Ni cathode show stratified lamellar grains. Anyway, the indium deposit obtained on Ni cathode shows bigger grains independently from the used operative conditions with respect to that on AISI 316L. Regarding the structure, it is clearly tetragonal, but preferential orientation, crystallinity, and deformation of the structure strongly depend on the metal support.

Infrared spectroscopy, employing the internal reflection method in conjunction with solvent extraction techniques, was used to study surface reactions between aqueous potassium ethyl xanthate and both sphalerite and precipitated zinc sulfide each activated with aqueous copper sulfate. It was determined that reactions occurring on the sphalerite and zinc sulfide surfaces produce the reaction products ethyl dixanthogen and cuprous ethyl xanthate, some of which are ad¬sorbed on the mineral surfaces. According to infrared spectra showing the reaction to form these compounds, the ratio of cuprous ethyl xanthate to ethyl dixanthogen adsorbed is directly related to pH of the flotation solution.

Electrochemical methods have potential to treat waters impacted by mining, while simultaneously producing a recoverable metal product to off-set treatment costs. Mining-impacted waters may present challenges with electrochemical treatment due to low concentrations and complex solutions of numerous dissolved metals. This paper presents an evaluation of the potential strengths and limitations of abiotic electrowinning of mining-impacted waters. In particular the impacts of chemical composition on metals removal are evaluated. Results of bench-scale experiments demonstrate the potential to remove metals on the cathode (copper, cadmium, lead), as well as the anode (manganese). Pre-treatment for iron and aluminum may be needed and post-treatment pH adjustment would be necessary. INTRODUCTION Due to continually increasing demand for metals, new technologies and innovative applications of existing technologies are needed to recover metals from mining-impacted waters. Electrochemical methods have long been used for metallurgical processes with solutions containing high concentrations of the target metal. However, electrochemistry also has potential to treat waters with lower metal concentrations, while simultaneously producing a recoverable metal product to offset treatment costs. Electrochemical water treatment may have several benefits over traditional alkaline treatment for acid rock drainage (ARD). Sludge produced from alkaline treatment has high water content that is difficult to dewater, even for treatment plants producing a relatively high-density sludge. For example, the Argo Tunnel Water Treatment Facility (Argo Facility) in Idaho Springs, Colorado uses hydrated lime to produce a high-density sludge with a solids content of 20 to 25 percent and filter cake with solids content from 30 to 35 percent [1]. Furthermore, costs for managing the sludge are significant, approximately $90,000 per year for treating approximately 150 million gallons of water [1]. Although not the case for the Argo Facility, sludge produced from alkaline treatment of ARD has potential to be classified as hazardous. Disposal of sludge also opens up the potential for future liability depending on the sludge’s chemical stability and methods of disposal. In contrast to alkaline treatment, electrochemical treatment produces metals in elemental and other highly-dense forms on the cathode. If metals concentrations and flow rates are sufficiently high, the metals recovered may help offset overall treatment costs. In addition, sludge production would be reduced, if not eliminated altogether, thereby reducing both disposal costs and potential future liabilities as well.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. This article reviews the production trends of industrial minerals since 2000 for Texas, the leading U.S. producing state of industrial minerals with a total value of $5.2 billion in 2017, equivalent to 6.9 percent of all U.S. minerals value. Most current Texas industrial-mineral value comes from the production of cement, crushed stone, industrial sand, and construction sand and gravel. Construction material consumption is concentrated in the 25 metropolitan areas of the state, with production of industrial minerals in nearby counties. With Texas’ population projected to reach 50 million by 2050, continuing in-state development and production of industrial minerals will be required to meet in-state and regional demand. Texas’ most rapidly growing production of industrial minerals is industrial sand to supply proppants for multiple unconventional petroleum plays. Texas’ favorable geology and economic factors provide opportunities for the identification and development of new industrial-mineral production sites. Repurposing of former industrial-mineral production sites for post-production development likely will increase as efficient land use evolves. Understanding the geologic, economic and societal framework of industrial-mineral resources will facilitate more informed decisions about the complex issues that the region will face, including effects of sea-level rise on coastal infrastructure.

This paper will present the design and construction of a deep underground station of the Réseau Express Métropolitain (REM) project; the Édouard Montpetit station. The Édouard-Monpetit station is an interchange station that will connect the deeply sitting REM tracks to the existing metro station of the same name located closer to the surface. Édouard-Montpetit station is expected to be the deepest in North America, surpassing the famous Forest Glen Station. The various challenges and solutions put forth for the successful completion of this underground work are presented to serve as a valuable example for future deep excavation performed in urban area, in the close vicinity of highly sensitive structures.

If components of a gas-liquid stream react with each other and with stationary solids, involving parallel and sequential, reversible and irreversible, and slow and instantaneous reactions, the process can be defined by a set of simultaneous differential rate equations and simulated as multistage semibatch re¬actors. Each stage is divided into finite time increments. Within each increment, even the simultaneous reactions are treated as sequential. The proposed method follows process evolution from non-steady state startup to normal operating conditions. It allows computing byproduct buildup in recycles, tracer response curves and, in case of underground processes, expansion to adjacent parts of the deposit.

Free cyanide has been successfully determined in ground and surface water by isolation using a microdiffusion technique followed by a pyridine-barbituric acid photometric finish. The determinable free cyanide includes hydrocyanic acid, ionic cyanide, and the cyanide of weak complexes such as cadmium, lead, manganese, and zinc cyanide. Complexes of copper, iron, nickel, and silver are sufficiently strong so the dissociation into free cyanide does not occur at the microdiffusion pH 7. Cyanate, sulfide, and thiocyanate do not interfere. Samples containing as little as 0.005 mg/L are successfully analyzed. The relative standard deviation is <10%. Samples stored at pH >I2 in the dark are stable at least three weeks.

Precious metal mineralization at Mt. Hamilton" Nevada is associated with a poly-metallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shales, limestones and dolomites. The skarn is developed around the Cretaceous Seligman and Monte cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins containing gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of approximately 7.7 M.T., which averages 0.05 OPT gold and 0.5 OPT silver. The project will have an estimated mine life of seven years, with a planned annual production rate of 35,000 ounces of gold and 300,000 ounces of silver.

The kinetics of the leaching of antimony oxide ore (Sb2O4) in aqueous hydrochloric acid solutions has been investigated. This dissolution reaction is a heterogeneous solid-liquid reaction. It has been found that the leaching temperature and the concentration of hydrochloric acid turn out to be the significant influencing factors on the leaching rate. The apparent activation energy for the leaching reaction was determined to be 63.5 W/mol within the experimental temperature region of 50O to 90O C. The experimental results indicate that the leaching process is controlled by the rate of the chemical reaction.

Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. Based on thermodynamic analysis, the present work discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extraction and low acid consumption. Rare earth extractions as high as 80 percent were achieved, while iron and thorium extractions were lower than 1 percent, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. The operational window was compared to the one predicted by thermodynamic modeling, with 700 °C representing the optimal roasting temperature.

Beneficiation of boron minerals by flotation with well defined systems has been very little investigated in the literature. The difficulty arises from the fact that boron minerals cover a spectrum of solubilities. Colemanite, a calcium containing relatively insoluble boron mineral, and borax, a highly soluble boron mineral have been used to exemplify the flotation of boron minerals. The floatability of both minerals using sodium dodecylsulfonate and dodecylamine hydrochloride exhibits considerable differences in their response to flotation. This has been ascribed to variations in the solubilities 0f boron minerals and the presence of the cations in the lattice structure. Flotation tests along with zeta potential measurements are used to elucidate the mechanisms involved in the flotation of boron minerals.

Mining operations are increasingly data-rich yet decisionconstrained. Fragmented systems, variability in geology and operations, and sustainability obligations create multiobjective trade-offs that classic analytics cannot reconcile at operational tempo. This paper proposes an end-to-end framework that fuses digital transformation practices (governed data platform, semantic layer, feature store, and MLOps) with generative AI (retrieval-augmented generation, tool-use, and agentic workflows) and decision intelligence (simulation/digital twins and multi-objective optimization). We formalize sustainability-aware objectives, define a practical stack and governance controls, and demonstrate how an AI “decision copilot” can surface options, quantify trade-offs, and document rationale. Two figures illustrate a production-grade architecture and a Pareto frontier for cost–emissions trade-offs; two tables operationalize decision-domain mapping and a transformation maturity rubric. The approach is product- and company-agnostic.
