Formation of commodity agreements depends mainly on the economic instability and associated mitigation measures inherent in the economic conflict between more developed and less developed nations. Five types of possible agreements exist: futures market, buffer stock, restrictive agreement, multilateral contract, and compensatory finance. Lack of market separation between sulfur consumers and producers coupled with large world production and highly concentrated export production in theory suggest a restrictive agreement as most likely. In practice, stockpiling of sulfur, an informal buffer stock, as done in Canada and perhaps the Middle East, has been the main sulfur price-supporting mechanism in the past two decades. No commodity agreements involving sulfur now exist except for multilateral contracts. Sulfur agreements apparently have existed rarely, if at all, in the past. Law (1975) refers to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement. The following discussion centers on the world sulfur market from 1976 to 1985 in this context.

After many significant advances in mining including development of sophisticated methods for strata characterization and numerical modeling analyses, the engineering design process in mining is as primitive as it was two decades ago. Yet, major advances in design methodologies have occurred in other branches of engineering. Is creative design in mining a myth only? Are we deluding ourselves when we talk about innovative mining design of today? What is the reality of the situation? This paper explores the methodology of creative engineering design as a new recognized discipline. It warrants applications in mining since design experts are sometimes unaware of their own decision-making processes.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. INTRODUCTION There are now over twenty years since the radiological characteristics of the brazilian regions of Araxá, Tapira and Barreiros, three locations adjacent to each other, in the state of Minas Gerais, Brazil, started being surveyed by investigators from the Instituto de Biofísica da Universidade Federal do Rio de Janeiro (IB/UFRJ), Pontifícia Universidade Católica do Rio de Janeiro (PUC/RJ), and New York University (NYU) (Roser and Cullen, 1958; Cullen et al, 1980). The importance of the Araxá apatite – Ca5,(P04)3(OH, F, Cl) - and pyrochlore - NaCaNB206F - for the production of large quantities of fertilizers and niobium was early recognized (Roser and Cullen, 1958). Interesting data have been gathered and published throughout the years on the contents of naturally occurring radionuclides in geologic materials, soils, grass, foods and waters of the Araxá region (Eisenbud, et al., 1964; Penna Franca, et al., 1965a, b; Roser et al., 1966; Penna Franca et al., 1970; Cullen, 1977; Penna Franca, 1977; Cullen and Paschoa, 1978; and Cullen et al., 1980). The radioactivity of the Araxá region is associated with mineral deposits of niobium rich pyrochlore and phosphate rich apatite. There are in this region mineral ores with 3 to 5% pyrochlore with 2 to 2.5% Th as Th02 and 50 to 150 ppm U308 in the matrix, while the apatite deposits contain up to 150 ppm U308 and a thorium concentration similar to that of the pyrochlore deposits (Paschoa and Palacios, 1981). As an indication of the high thorium content of the Araxá soils the 228Ra and 224Ra activity concentrations were reported to range from 10.6±0.2 to 62.4±0.7 pCi228Ra/g soil in 7 samples and 2.1±0.1 to 104±1 pCi224Ra/g soil in 19 samples (Cullen, et al., 1966). The uptake of radium isotopes by edible roots vegatables and fruits growing in the soils of the Araxá region can be illustrated by the data listed in Table I. The biological availability of natural radium isotopes in some segments of the Araxá soil allows a large variation in the 228Ra, 224Ra and 226Ra concentrations in vegetables and edible roots, as can be seen in Table I. This fact makes quite difficult a quantitative local assessment of the radiological implications of mining the Araxá mineral deposits of pyrochlore and apatite for production of niobium and phosphate fertilizers, respectively; since one cannot easily separate the naturally occurring from the technogically enhanced radionuclide contents of foods. The position of the city of Araxá inside the contour of the state of Minas Gerais appears in the upper part of Figure 1, which shows the outlined map of Brazil with the positions of the cities Brasilia and Rio de Janeiro also indicated. The lower part of Figure 1 is a representation of the Araxá region in an expanded scale, which indicates the locations of the pyrochlore and apatite deposits in relation to the city of Araxá, as well as the nearby hydrographic basins. The distance between the city of Araxá and the pyrochlore deposit is about 8 km, and between the pyrochlore and apatite deposits is 4 km. This paper deals tentatively with the radiological implications of the industrial operations taking place in the Araxá region for the exploration of the pyrochlore and apatite deposits. However, one must bear in mind, firstly, that the radiological implications of these industrial activities are by far too complex to be covered adequately by the limited amount of data to be presented in this paper, and secondly, that such implications cannot be considered of local character only. INDUSTRIAL OPERATIONS The commercial exploration of the Araxá deposits of pyrochlore and apatite started only few years ago, motivated by the increasing demand of niobium and phosphate fertilizers in Brazil and the world. As a consequence of the industrial operations in Araxá, a redistribution of the uranium, thorium, and radium originally present in the local deposits of pyrochlore and apatite started occurring in the seventies, with possible radiological implications for the Araxá region and its immediate surroundings, not to mention the destinations of the end products of such industrial operations. A literature review on the radioactivity associated with the extration industries of selected minerals was made by the USEPA (Bliss, 1978). The low level radioactive wastes of the industries for copper ore mining and rare metals processing have been object of particular attention (Fitzgerald, Jr., 1976; Eng, et al., 1979), but the short and long term implications of the radioactivity associated with the niobium industry were also subjects of concern (Knight and Makepeace, 1978). Recently, high 232Th and 226Ra concentrations in samples from the tin mining industry in West Malaysia were reported (Hu et al., 1981). Commercial grade gypsum beds up to 16 feet thick is present in southwestern Indiana. The major deposits are found at a depth of 350 feet to more than 500 feet below the surface. The ore body averages about 75 to 95 percent gypsum. Two companies are currently exploiting a deposit which underlies an area of several square miles near Shoals, in Martin County. Another deposit has been located in southwestern Owen County but has not been developed. The Indiana Geological Survey is currently drilling in Greene County and is considering further exploratory work in Perry end Dubois Counties.

Restoration of bauxite mining areas constitutes a difficult issue to address due to the destruction of the vegetation and soil decay of the excavated area. In this study woody species growth, in relation to altitude, heavy metal concentrations and mechanical texture of the underlying mining waste, were investigated. The research was implemented on restored sites of a bauxite mine in the Fokida Prefecture of Greece. These sites were located in three different elevations and the restoration took place in two phases, in 2001 and 1996. Heavy metals measurements showed some correlation among the different metals, whereas their concentration was also associated with plant growth parameters.

GENERAL CONSIDERATIONS The design of a mine or any underground opening in rock is similar to the design of any other structure, such as a building or a bridge, in one important way. This similarity lies in the fact that the stability of the structure is a function of the loads that will be applied during the structure's expected lifetime. In the case of an underground opening, the applied load is the product of the existing in situ stress field and the concentration of this field that is produced by the extraction of a load¬bearing material. Thus, a knowledge of the in situ stress field is considered a basic requirement in the design process and essential to the eventual stability of the underground structure (Duvall, 1976; Obert, 1972; Merrill and Peterson, 1961; Dahl and von Schonfeldt, 1976; Hedley and Wilson, 1975). The in situ stress field can be used along with the physical properties of the rock masses involved, the ge¬ometry of the various rock types, the geometry of the openings involved, and a failure criterion to evaluate structural stability of a planned mine by theoretical or numerical techniques. This same information can be used to investigate ground control problems in existing mines. In situ rock stress determinations can be separated into three categories: the determination of applied stress, also called the absolute or field stress; the deter¬mination of concentrations of the field stress near open¬ ings; and the determination of changes in rock stress as load-bearing material is removed. The applied stress field is more difficult to determine than are stress changes. Various instruments and techniques have been developed to determine applied rock stress and stress changes in rock. ABSOLUTE OR FIELD STRESSES Theoretical Considerations In the absence of actual measurements, it is often assumed that at any point, the vertical stress is equal to the weight of the overlying material. [ ] where S„ is vertical stress, S is average weight density of overburden rock, and h is depth from the surface. This is normally consistent with actual experience. The horizontal stresses are assumed to be equal and related to the vertical stress through the Poisson effect. [] where Sh is horizontal stress, S„ is vertical stress, and v is Poisson's ratio. The derivation of Eq. 2 is dependent on lateral con¬finement of the rock mass. An increasing amount of information is rapidly becoming available which indi¬cates that the in situ stress field at a particular location cannot simply be assumed to be a gravity-induced stress distribution in which the secondary principal stresses in the horizontal plane are due to confinement and Pois¬son's effect. Rather they can be a complex function of gravity loading, regional stresses, structural features, ex¬cavation geometries, and variations in surface and/or possibly basement rock topography. Furthermore, the underground principal stress dis¬tribution is not necessarily vertical and horizontal as is often assumed. The deviation of the three-dimensional stress distribution from vertical and horizontal can be due to a combination of both topographic (Hooker, Bickel, and Aggson, 1972) and structural features.

During, 1956 the water used in mining iron ore in the United States amounted to about 2 billion gallons and the water used in producing iron concentrates-amounted to about 166 billion gallons. By 1980 an increase of about 65 percent is anticipated in the amount of water used for mining and beneficiating iron ore. Except for boiler-feed makeup water the quality requirements for water, for mining and beneficiating iron ores are not stringent. Adequate supplies. of water for development should be available at reasonable cost with the possible exception of some in arid regions.

As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.

Data from many case histories reporting tunnel boring machine penetration rates in rock with unconfined compressive strengths greater than 70 MPa (10,000psi) are summarized. The case history data are useful for comparing estimated penetration rates with historic performance in similar rock types, particularly in granitic and metamorphic rocks. TBM exhibit higher penetration rates in sedimentary rocks than in granitic and metamorphic rocks. Data for the two groups of rocks are summarized separately.

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

Federal standards for refuge alternatives (RAs) mandate that they not exceed a Steadman apparent temperature (AT) of 95 °F (35 °C) at an assumedmetabolic rate of 325W, a limit that appears to be arbitrary. Occupants in an RA spend most of their time at rest (a metabolic rate less than 325 W), and thermal equilibrium can likely be maintained at an AT > 35 °C. The purpose of this study was to examine the upper limit of sustainable heat stress during 4- and 8-h exposures at rest. Five men underwent five 4-h trials (phase 1: AT range 39 to 49 °C, 90% rh) and five 8-h trials (phase 2: AT range 46 to 56 °C, 90% rh) in a semi-recumbent position. Descriptive statistics for gastrointestinal temperature (Tgi), heart rate (HR), systolic and diastolic blood pressure (SBP and DBP), sweat rate, fluid intake, urine color, urine specific gravity (USG), and changes in body mass are reported. Mean Tgi for all trials ranged from 36.9 to 37.3 °C, and mean HR for all trials ranged from 61 to 75 bpm. To determine the effects of increased heat exposure, differences in heat strain between 4- and 8-h trials were examined via repeated measures analysis of variance (ANOVA). As AT increased, there were no significant changes in ?Tgi and ?HR from 1 to 4 h in the 4-h and 8-h trials. During the 8-h trials, as AT increased, there was a difference in ?Tgi between 4 and 8 h. In conclusion, there was support for sustainable exposures resulting in no significant increase in physiological strain at an AT greater than 35 °C AT, with a sustainable limit (no increases in Tgi due to increases in AT) below 46 °C AT. Although the participants were not representative of coal miners, the results provide support for sustainable exposures greater than 35 °C AT at an average metabolic rate of 155 W.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. Northwestern Resources Co. (NWR) was established in 1972 as a wholly-owned subsidiary of Western Energy Company of Butte, Montana, to acquire, explore, develop, and produce energy resources outside the state of Montana. Western Energy is a coal mining company with successful operations in Montana and Wyoming. In 1974, NWR acquired its first lignite lease in Texas. NWR eventually acquired a large leasehold in central Texas, which was identified as having a high potential for future production. In 1979. NWR contracted to supply lignite to Utility Fuels, Inc. (UFI), a fuel affiliate of Houston Lighting and Power Company (HL&P). This project, together with leases held by UFI, became the Jewett Mine. Lignite from the Jewett Mine is used as fuel at the adjacent HL&P Limestone Electric Generating Station, at an annual rate of approximately 7.3 Gkg (eight (8) million tons) per year.

Agglomeration developments in the iron ore industry of North America are closely related to shifting patterns in commercially acceptable ore grades and even the definition of iron ores. These relationships have occurred mainly during the last 20 years. Many of these changes are an outgrowth of events which involved the history of the Mesabi Range. Although magnetic taconites had been discovered in the Lake Superior area about 1870, they remained unworked in part for lack of concentration methods and a generally unfavorable economic climate. Some 20 years later the rich Mesabi hematites were found beginning the era of direct shipping ores which continued through World War II. These Lake Superior iron ores included reserves of an estimated three billion tons. Following World War II, decreasing ore grades and rising costs began to force the closing of many underground iron mines. The early 501 s saw the beginning of the decline in direct shipping ores and a spurt in production of natural iron concentrate s. However, the market for unprocessed concentrates began to decline in the early 601 s as agglomerated products and foreign ores began to dominate the U. S. market.

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

The induced polarization (IP) method of geophysical exploration is capable of detecting even small amounts of metallic luster minerals in a rock mass. Consequently, in the years since discovery, IP surveying has become the most popular ground geophysical survey method. It is not too difficult to understand many applications of IP surveying as used in the search for mineral deposits. However, the basic theory of the IP phenomenon is not well developed or understood, and there has been some disagreement on fundamental concepts. In order to most effectively apply the IP method in the field it is necessary to know the physical characteristics of the sought-for deposit including its size, shape, depth, and electrical properties. With this information an optimum IP search arrangement can be devised and one could use the best possible electrode interval, type of array, and line spacing. With uncertain target characteristics as encountered in the real world, geological guidance must be used to help direct an optimized IP survey.

Changes in machinery operating and design parameters often result in unexpected vibrations or changes in the vibration patterns. Vibration in a system is an undesirable element that can cause machinery distress. Potential damage can be prevented by identifying the vibration level that is due to the changed operational parameters. This is necessary for the safe and reliable operation of plant equipment. This paper presents a documented study on vibration events that resulted from alterations in operating and design parameters in a mine ventilation fan and analyzes the causes by defining the sequence of events that led to its performance deficiency. This paper is based on experimental effort to study the vibration behavior of a ventilation fan under varying operating conditions.

Titanium/steel clad has been selected as the material of construction for six pressure acid leaching autoclaves for nickel production from laterite ores. These six pressure vessels are now in production service in western Australia. Titanium provides reliable corrosion protection in the nickel laterite pressure leaching environment. Clad metal construction offers a significant cost reduction for equipment of this type in comparison to solid titanium. Clad metal construction offers superior durability and reliability in comparison with non-metal or titanium loose-lined equipment. Experiences in titanium clad equipment construction and performance are reviewed. The presentation addresses aspects of design, fabrication, and testing which are necessary to assure reliable equipment. The explosion cladding proces and titanium alloy selection considerations are also discussed.
