The discussion of international judicial activism reviews the implications of the U.S. Second Circuit Court's ruling in the Union Carbide/Bhopal case for U.S. companies investing abroad and the discussion of extending U.S. anti-trust regulations focuses on proposals coming out the Clinton administration's Justice Department.

This paper intends to present a general methodology implemented in a software package and which can be applied, whatever the exploitation methods, mining constraints and time basis, to mine planning and production schedulling. Examples are: presented covering the medium-term and short-term planning procedure and the production schedulling for two underground mines located in the South of Portugal (Neves- -Corvo and Aljustrel Mines). Both are complex suiphide orebodies with differ- ent exploitation methods (Neves-Corvo: cut-and-fill; Aljustrel: Long-hole stop- ping).

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. Geostatistical methods of estimating ore reserves and other spatial phenomena are becoming increasingly wide spread in their use. Properly applied, Geostatistical estimation falls into two stages -- the "modelling" of the spatial variability within the study area; and the use of this spatial model to provide an appropriate estimation technique. The first stage usually consists of construction and interpretation of semi-variogram graphs, and the second is the development of the corresponding Kriging method. Because of the apparent subjectivity inherent to the first stage of a geostatistical analysis, attempts have been made to provide methods of "testing' whether a particular semi-variogram model (say) adequately represents the study area. Increasingly, the choice of model is being justified by a process known as "Cross Validation'. With this approach, the analyst uses a partial data set to estimate values at actual sampled positions. "Real" and "estimated" values are then compared in such a way that the model can be accepted or rejected. This paper discusses the process of cross validation in some detail, using case studies as examples. Some problems with the technique are illustrated and discussed.

The art of wire rope inspection has advanced rapidly over the past decade. Present electromagnetic (EM) wire rope inspection instruments provide an important and often vital element of wire rope inspection. Some instruments are easy to operate and offer simple and clear data interpretation. Simultaneously, wire rope inspection and retirement standards are becoming simpler and more lucid. Future guidelines will he easy for inspectors to apply and for rope operators to fulfill. The thrust of evolving regulations is clearly toward periodic EM inspections supported by visual inspections. These development sallow even moderately skilled personnel to perform EM inspections of wire ropes. Therefore, it is now possible and cost effective for wire rope users to have EM and visual inspections performed by in-house personnel. In-house EM inspections have many advantages and offer an excellent return on the initial investment. Since EM inspections can detect rope deterioration in its beginning stage, wire rope users recognize that they are an effective preventive maintenance tool. For instance, the early detection of wear or corrosion allows immediate corrective action. This can easily double, or even triple or quadruple, the service life of a rope.

Rock suitable for crushed-stone aggregate is almost entirely restricted to the Highlands region of Arkansas, mostly from Paleozoic sedimentary units, but also from a few Cretaceous igneous plutons. Reserves in the state are sufficient for local needs, and Arkansas is geographically well situated for export markets to the south, where resources for crushed-stone aggregate are lacking. A study of 423 quarries, test pits, and exploration sites in Arkansas has been completed to evaluate the relative quality of bedrock units for producing crushed aggregate. Of these, 274 sites have records of engineering tests for stone evaluation done by the U.S. Army Corps of Engineers and/or the Arkansas State Highway and Transportation Department (AHTD). Of the 1,775 sample records from these sites, the most commonly reported parameters are the LA abrasion test and the Na-sulfate soundness test. Many records also have absorption and specific-gravity data, and, for some, petrographic information helps identify the potential for alkali-silica reactivity in portland-cement concrete. By determining the bedrock sources of the tested samples, comparison is made between the various geologic mapping units as to their relative quality for crushed stone.

Steel mesh has been used successfully for many years to control friable roof conditions and prevent loose roof and rib material from caving into the roadway. Despite its extensive use, the installation of steel mesh is difficult to automate and many other products have been evaluated as an alternative for skin control. Ideally, the properties of these new products should be similar or better than those of the steel mesh. In particular, development of a strong and resistant shell that minimizes movement along the fractured rock and coal surfaces between the bolt anchors is recommended. A strong surface adhesion and the strength of a reinforced polymer skin can provide the necessary toughening mechanism required to enhance roadway surface support by forming a reinforced polymer/rock surface layer. Most of the Thin Spray-on Liners (TSL) evaluated in the mines are weak with slow curing times, and the plastic mesh currently used to support the coal ribs is relatively weak. Therefore, neither material can seriously compete with steel mesh. Currently, a new polymer product that cures in seconds and forms an instantaneous strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong.

It had an internal diameter of 3,36 m and was part of a sewage treatment works project for county Middlesex. Calcium chloride is widely used for dust control on unpaved roadway surfaces, in base course stabilization, full depth reclamation and for total reconstruction of asphalt roads. Fly ash produced from coal-burning electric power plants have also been used in road construction. This paper examines the synergistic effect of calcium chloride and fly ash on compaction density and strength development of unpaved roadways. A mathematical model has been developed which provides excellent agreement with the experimental data. Based on these results, the potential of calcium chloride - fly ash treatments for typical mine road construction is discussed.

Grouting is a useful engineering tool for tunnels throughout the world. A wide variety of methods and materials are used, reflecting the broad range of geological, hydrogeological, and structural demands. Most tunnel grouting is conducted with cement, which produces acceptable results in appropriate conditions. However, there are cases where such grouts are not practical, but polyurethane grouts can be extremely useful. Regretfully, these grouts are frequently poorly understood, leading to improper application and therefore poor results. This paper provides a fundamental overview of their application, both used individually and in combination with cement. Case histories from Scandinavian practice are cited.

We live on the planet and depend on the available resources to survive. The extracted materials form the base to support modern life. However, we must be aware of the fact that mineral resources are limited on the Earth and may not last forever. Every time we extract one ton of materials, there is one ton less. They are not able to regenerate or regrow. One can ask a simple question: How long will they last? Or, is there anything left for our great grandchildren and many generations to come? The answer is not simple. Some minerals have become scarce or about to deplete. Some minerals may last longer. The reserve of a type of minerals depends on what we have discovered and the minable amount depends on accessibility and technology we have. Even if there are minerals in the deep ground, we may be limited by our technological capability. At the same time, we also need to understand the action of mineral extraction from the ground and the consequences of that action. Mineral extraction is a very hard work. We must break the ground to extract the ore, either through surface mining or underground mining. This action means disturbance of the land where we live. The disturbance is much more visible in surface mining than underground mining. The disturbed land, if not properly reclaimed after mining, is not going to be reusable. The very purpose of extracting minerals from the ground is to support our life but the action has a negative impact on our life. How can we reduce and limit disturbance of land from the action of minerals extraction? How can we make the disturbed land reusable? These issues must be properly addressed and a balance achieved."

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population. The Darling Plateau is old, having been formed some 200 million years ago, and its soils are deeply weathered. The parent materials were granite and gneis which have broken down to form lateritic gravels, overlying dense kaolinitic clays. Some 30 million years ago, in the Tertiary period, a sub - tropical climate prevailed. Appropriate conditions of moisture, temperature and drainage led to extensive laterisation. Some of the laterite contains bauxite of mineable quality. Some 1.9 million hectares of the south-west of Western Australia is covered by eucalypt forests. The productivity of the underground driller has increased 500-600% during the past 20 years. This increase is not due so much to improved percussion drills as it is to improved drill support equipment and modernization of mining methods, Efforts to mechanize drilling in mining operations were made as early as the late 1800's; and, patents on rock drill manipulating machinery date back to 1906. However, the great rush to mechanization began in the 1950's when the development of trackless mining methods gave mining engineers and equipment designers their first opportunity to create improved operating conditions for the equipment and to match the equipment with these conditions. Accordingly, this paper will summarize the developments of the past 20 years and will attempt a forecast of developments that can be expected during the next few years.

A numerical method known as the discrete element method (DEM) is used to track the motion of individual balls in large-diameter ball mills. As a result, the en masse motion of the charge, force distribution, fall-height distribution, and energy distribution emerges from the simulation. Hence, it is possible to investigate the effect of mill diameter, liner profile and ball size distribution on the force regime created within the mill. Simulation results for 14-, 16- and 18-ft diameter mills are shown. The proportion of energy lost in high-intensity impacts and sliding ball motion is discussed. The DEM simulation technique opens the way for a closer examination of liner profiles on ball-charge motion.

The Bureau of Mines is concerned with all the approximately 60 industrial minerals, although its research program currently is focused on 10 of them--bauxite, chromite, clay, manganese, phosphate, potash, refractories, sulfur, titanium, and zirconium. To alleviate reliance on imported materials, particular attention is directed to those minerals having a potential for production from domestic resources. Another important consideration is environmental problems associated with the production of industrial minerals, principally in mining and mineral processing operations, The Bureau also is looking at the opportunities to substitute more abundant minerals for scarce raw materials such as rutile, fluorspar, and bauxite. In its overall minerals surveillance, the Bureau's mining and metallurgical research and development are coordinated with its minerals information activities from which reviews, projections, and forecasts identify the potential for critical disruptions and short supply situations.

Shovel excavation constitutes a significant component of production costs in any surface mining operation. This makes shovel loading an important cost center that needs to be improved to lower production costs. Optimization of tool design will improve energy efficiency in earthmoving operations. However, modeling the soil-tool interaction is a complex process due to the fact that forces for excavating particulate material are functions of many variables. The magnitude of this resisting force depends not only on the type of soil but on the size, shape and orientation of the cutting element. Moreover, part of this complexity is attributed to the fact that the behavior of the material during excavation is not yet well understood. For the past five decades, researchers have mostly used the passive earth pressure theory to study the soil failure patterns around a cutting tool and to develop force prediction models for design optimization with some success. Although the force models developed from the passive pressure theory have been successful to some extent, they can hardly be extended to a general case because of the underlying assumptions and simplification of tool shapes. This paper aims at reviewing some of the existing empirical and analytical methods of cutting and excavation tool modeling with a focus on their merits and limitations. The paper also explores the use of numerical methods, specifically the discrete element method, for dealing with the unresolved aspects of soil dynamics in excavation.

A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

Modern metallurgical processing often depends heavily on the use of flocculants to achieve the high levels of efficiency required. Selection of the optimum polymer can be complicated by the effects of process streams on the chemical and physical stability of the chosen polymer. Similarly, the presence of the polymer can have positive or negative side effects on process streams, such as phase disengagement in solvent extraction, foaming at filters and thickeners, crystal growth modification or flotation performance. Guidelines are given to highlight areas where problems may occur and suggestions made as to how these can be overcome. Practical advice on the preparation and application of polymers in process liquors is provided.
