The mineral industry shares a particularity- heterogeneity-with the other primary industries exploiting nature such as agriculture, fisheries, and forestry, which may not be found in the secondary industries, In the mineral industry heterogeneity is evident both in the raw material, the ore in situ, and in the working conditions. Mining engineering, which encompasses the tools for designing mine production systems, is mostly an assembly of the other branches of engineering and applied science. The assemblage's goal is to arrive at an optimal production system. As such, mining engineering is similar to systems engineering. The technique for the development of systems-mine production systems or mining operations -is operations research with its succession of activities: observations, modeling, experimentation, and verification. Comparisons among alternative systems are highly desirable during the development phase of a mining operation as well as during later phases where modifications, ameliorations, and expansions are carried out on the existing system. The role of the independent consultant in systems design and development lies in the collection and breadth of experiences from modeling and model verification in other operations, which he can add to a new system's development and thus in- crease its credibility with management.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. [Currently the cost of carrying out 'in situ' geotechnical investigation programmes or installing and operating monitoring systems at construction or mining sites is rising var." rapidly. This is primarily because of our ever increasing labour rates. As a result of this problem efforts are no,, being made develop techniques for the economical; collection of large quantities of geotechnical data relating, to such problems as done stability evaluation, the behaviour of underground openings, or 'in situ' testing procedures. The efforts to reduce the labour content. are particularly apparent in those procedures which have traditionally been manpower intensive e.g. 'in situ' permeability testing where an entire drilling crew and their associated eguipment have been on standby while testis has been carried out; or data collection in underground construction operations where much tine is typically wasted obtaining or maintaining access to instrument sites. In an attempt to illustrate one specialist consulting company's approach to the problem of reducing investigation costs, this rarer examines four recent developments in the field of geotechnical investigation and monitoring which have come about during the last two Years as a result of cur research and development programme. Although these techniques and devices have been developed for specific projects, they all have broad applications in the geotechnical field and they are indicative of the direction in which this company feels developments will take place.]

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. The identification and quantification of incipient overload conditions in mills have recently been found to be very significant in the design of tumbling grinding mills. To investigate these phenomena, a series of experiments was conducted in a Plexiglas mill operated in both dry and wet modes. For on-stream measurement of the mill charge weight, volumetric filling, dynamic angle of repose, and mill power, an electronic system was developed. The mill was filled to various levels with 19.1-mm (3/4-in.) ceramic balls as grinding media. As feed material, grindable limestone or 3.2-mm (1/8-in.) nongrinding ceramic balls were fed at various steady-state rates to determine the incipient overload conditions. The prediction of overload has apparently been reduced to predicting the feed rate that results in 50% mill filling.

Research shows that continuous mining sections can normally produce around 950 tons per shift in a seam 5 or 6 ft. thick. The shuttle cars as well as the continuous haulage systems are able to match with the continuous miners in capacity. However, in practice both of the two systems seem to be averaging at around 450 to 500 tons per shift in production. Continuous haulage systems are preferred in thin seams particularly where the floor is soft.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

Mining employment, gross output, local economic contributions and productivity are typical economic indicators. However, these economic indicators play a much bigger role in the overall capacity of the industry to be heard in decision-making on a national scale. Total mining employment in the USA has decreased significantly in the last 20 years. Gross output from most of the mining sectors has also declined, except in the case of construction aggregate. However, significant gains have been made in productivity. This paper explores these statistics and comments on their overall impact on academic institutions and political decision-making.

Flotation control systems in use around the world today owe their effectiveness to the coordinated use of appropriate sensors, control hardware, and decision-making strategies. This paper traces the development of these three main elements of the "control triangle" over time. Based on an analysis of recent developments, it is concluded that improvements occurring in instrumentation have basically been evolutionary, while advances in hardware and strategies have, in contrast, been revolutionary. An attempt is made to extrapolate developments in each of the "control triangle" elements into the future in order to make a projection concerning flotation control systems for the next millenium.

This paper presents recent developments in the use of a CFD model for representing the flow of gases in the goaf of retreat faces. In France, it is of highest importance to optimize firedamp drainage in very gassy mines and nitrogen injection in faces prone to spontaneous combustion. Numerical modeling has been used to solve this problem. So the model developed has been first calibrated using a large quantity of field data and could then be used for various simulations. Though still in progress, this research has given promising results, many of them being already set into practice.

Many remnants of gold exploitation in the Middle Ages were found in the Lower Silesia region. The oldest evidence of such activity was found in the neighborhood of Zloty Stok and comes from the 7th century. Mining of precious and non-precious metal ores has a great relevance in the late Middle Ages when advanced metallurgic technologies were mastered, that allowed to obtain gold, silver, lead, copper, zinc and arsenic from complex ores occurring in the oldest middle part of Sudetes. Historically it concerned the area of the Swidnica Principality and Klodzko County. Experience obtained in Freiberg, which is located close to the Lower Silesia, was used in the development of mining. A high level of mining and metallurgic technology was obtained in the 15th century that caused significant increase of production of the metals mentioned above. Unfortunately, the good time of Lower Silesian mining lasted only up to the 18th century; the notion of preservation of cultural heritage was unknown at that time. The Lower Silesian medieval mines were not in such a fortunate situation as the ?Wieliczka? and ?Bochnia? mines, which are operating to present-day, and which made preservation of the most interesting headings and objects possible. All these objects are now available for visitors. However, in the case of the middle Sudetes it seems that it is often sufficient to localize old shafts and headings on the basis of careful observations and old maps and carry out some earthwork to uncover medieval headings and objects of underground mining activity. They are often preserved in amazingly good state; this also pertains to mining devices. Another issue is of course the permanent preservation of that heritage and its possible availability for re-searchers and tourists. Some success has been achieved in that field (Zloty Stok Gold Mine is a good example), but also problems were encountered in many cases. The Lower Silesian Coal Basin, which has not been exploited for 10 years is an evidence that there is not a holistic conception of mining heritage renovation. Many attractive mining objects disappeared irrecoverably from the mountainous landscape of the Middle Sudetes despite common consciousness of their significance for cultural development of Silesia and other regions.

"Froth flotation is a process in which valuable minerals are separated from gangue minerals on the basis of surface wettabilities. It is a universally accepted process for the beneficiation of coal. The large amount of coal fines that have been generated from both mining and beneficiation processes has been reported as a chronic problem to both fine coal preparation and utilization as these fines contain a high amount of ash forming minerals. The current study investigated the potential application of Synthetic Bio-compatible Polymers as slime depressants in fine coal flotation for the possibility to enhance the combustible recovery and ash rejection. Raw coal samples containing 21% of ash-forming minerals were crushed, grinded and floated in the presence of Chitosan polymer. Flotation tests were carried out in D-12 Denver flotation cell with 1-Liter capacity. Flotation outcomes were studied as a function of polymer concentration. Box-Behnken factorial method was used for experimental design. Second order response functions were produced for ash% and combustible recovery. The results obtained from this study demonstrated positive influence of chitosan polymer on ash% and combustible recovery. Ash % was decreased by 3.32 % while an increase of 48.15 % in combustible recovery was observed when chitosan was introduced in the flotation process. INTRODUCTION Froth flotation is a widely used method of separating minerals by utilizing the difference between surface wettabilities [1], [2].Modern mechanized mining and ore handling operations produce large amounts of coal fines which in the past were not processed but discarded as waste[3]. Even though flotation is the best method of beneficiation for coal, it can be challenging in case of fine coals. In fine coals, slime coatings of colloidal mineral matter exist on the coal surface. These coatings render the coal hydrophilic, hence reducing flotation efficiency and recovery. Of late, different researches have been using biodegradable polymers to determine their feasibility in enhancing fine coal flotation efficiency[4].Naturally occurring and synthetic polymers, for example, polyacrylamide-based polymers, have been widely used in flotation as multifunctional reagents[5],[6],[7]. Hybrid polyacrylamide polymer has been successfully used as a depressant for ash forming minerals in fine coal flotation[3]. Recently, chitosan has been successfully used in flocculating quartz particles to produce faster settling rates of fine tailings [4]."

All complete plant foods require phosphorus, nitrogen and potassium. And phosphate rock is the primary source for the phosphorus of the inorganic fertilizers. As more and more world food production is grown with these chemical fertilizers and since the Florida field supplies over 30% of the phosphorus component, let us look at the vital phosphate industry. Mining of phosphate rock in Central Florida began in 1891 and production has continued to grow at a steady pace. In 1965 a phosphate mine was opened in Hamilton County, North Florida and one in Beaufort County, North Carolina in 1966 . Since the beginning of mining in 1891, approximately 700 million metric tons of phosphate rock have been produced of this amount one-half was mined in the last 11 years. While the field was not deliberately "high-graded," the best of the known deposits were mined first. Those now being mined, and those yet to be mined, cost more to operate and the product is of lower grade. The U. S. Bureau of Mines' data for 1977 lists "Florida" phosphate rock production as 40.6 million tons; 86% of U. S. production and 85% of "Florida" capacity. The U. S. Bureau of Mines includes North Carolina production in "Florida" statistics so as not to reveal individual data for the one mine operating there. Approximately one-half of "Florida" production is exported, either as rock or as rock equivalent in upgraded products. Deposits of phosphate rock necessary to support present and future production are catalogued as: reserves, paramarginal reserves and resources. Reserves denote deposits which can be mined at a profit now. Paramarginal reserves are defined by the U. S. Bureau of Mines and the U. S. Geological Survey as: that portion of sub-economic resources that a) borders on being capable of production economically, or b) is not commercially available solely because of legal or political circumstances. The " b)" part of this definition may now be expanded to include environmental controls and requirements. Resources are deposits which cannot be mined at a profit at present. Listed in Table I are reasonable values for each of the three categories of phosphate deposits in the northern and southern parts of Central Florida. North Florida and North Carolina.

Australia has led the world in bauxite production since 1976, and only the Republic of Guinea has larger bauxite resources. India has a small integrated aluminum industry, and deposits containing more than 1 Gt (billion metric tons) of bauxite were discovered in the 1970's. The Peoples Republic of China has large bauxite resources scattered in several regions, but it is a monohydrate type that is difficult to process for aluminum. Indonesia and Malaysia both have long histories of bauxite mining, and both have limited resources of high-grade bauxite. Districts containing bauxite resources in the 10 Mt to 150 Mt (million metric tons) range are scattered in countries along the eastern rim of the Pacific Ocean, on islands in this ocean, and on the western and northern rims of the Indian Ocean.

Mining activity in a number of metal ores has been running quite high over the last few years. In particular, those metals that employ acid functional extraction processes such as copper, nickel, cobalt and uranium have been particularly active. The world?s largest nickel mine ? the massive $4.76 billion Ambatovy nickel mine on the African island nation of Madagascar is nearing completion. When it reaches its full production capacity in 2013, the mine will produce 60,000 MT/yr of nickel and 5600 MT/yr of cobalt. Coming on the heels of the Ambatovy project is the Long Harbour Processing Plant in Newfoundland, Canada which will process the ore from Vale?s Voisey Bay mine in Labrador. Voisey?s Bay is expected to generate more than 50,000 MT/yr of nickel ore when it starts up in 2013. Next up will be the Boleo project in Mexico on the Baja peninsula. When commissioned in 2013, the $1.4 Billion Boleo project is expected to produce 60,000 MT/yr copper, 3100 MT/yr cobalt, 36,000 MT/yr zinc and 100,000 ? 250,000 MT/yr manganese carbonate.

The high-pressure grinding roll was introduced about 10 years ago and has established itself in many applications. Most of these machines are used in grinding circuits in the cement industry. A few operate in conventional mineral-processing plants. Polysius has sold more than 350 Polycoms worldwide. An exception is diamond-ore processing in South Africa and Australia. This type of grinding system increases diamond liberation and reduces the capital costs for the downstream processing plant. There are several reasons why high-pressure grinding rolls have not been used more extensively in the mining industry: - The mining industry adheres to conventional grinding technology and regional preference for certain comminution circuits. - Design, scale-up and flowsheet assessment procedures are viewed as being immature and reduce confidence in the potential application of the technology. - Downstream process benefits are unproven on a plant scale.

Mexico City's growth has encourage development of underworks to meet drainage and transport requirements. Deep Drainage System has been constructed through a complex tunnel network, 108 km in total, varying from 30 to 12 m in depth and 6.24 or 4.00 m in diameter. Wide range of stability conditions presented in soils has forced the use of several tunnelling methods, going from the manual procedure by the use of pneumatic tools, to slurry shields, or open face shields, with the aid of or without compressed air. For transport, subway tunnels have been excavated in very compact silty sands, 9.15 and 9.51 m in diameter, with the use of open shields one of which was designed by Mexican engineers as a prototype machine. This paper tries to describe evolution of tunnelling methods used in Mexico City during last 20 years.

The analysis of equipment trends in AUSIMM?s Revision of Monograph 19; Australasian Mining and Metallurgy Operating Practices (AMMOP) in the paper by Dight et al (in press) raised some interesting and in parts disturbing trends in the Open Cut Mining Industry. According to the US Bureau of Labour Statistics the US mining and petroleum industries? productivity is down by 12% since 2004 while the Australian Bureau of Statistics shows the productivity of the Australian mining industry is down by 34% since 2001. In terms of open cut equipment median output for draglines is down by 15% since 2003; electric rope shovels are down by 41% since 2003; hydraulic excavators are down by 39% since 2008; front end loaders are down by 39% since 2007 and trucks are down by 41% since 2006. Clearly the boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top 10% by annual output per unit of input) has declined but not by as much as the median (eg. shovels down by 8%, excavators down by 19% and FEL?s down by 5%). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one will be crucial to reversing the decline in open cut equipment performance.

Laser-Induced Breakdown Spectroscopy or LIBS can be used to provide exploration companies with precise and accurate chemical analyses in the field, in real-time, resulting in major time and cost savings. Using a Field-Portable Analyzer(FPA), anomalies can be followed up immediately while crews are still in the field. Lower limits of detection (LLDs) are element dependent, but many are sufficiently low to be useful in exploration. LLDs in ppm for selected elements of interest are: Be-2, Cu-3, Zn-20, As-200, Sb-500, Pb-30, Ag4,Mo-100, B-33, Ti-500, V-350, and Cr-l. LIBS analyses require little or no sample preparation.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft.
