"Mine disasters, such as fires and explosions, can create a hazardous atmosphere due to the generation of carbon monoxide (CO). After a mine disaster, contaminated mine air can enter the refuge alternative (RA) as miners enter. Most built-in-place (BIP) RAs use an air delivery system to provide an unlimited supply of breathable air through a borehole which also serves to purge contaminants. In order to determine what levels of contaminants enter the RA, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted testing in NIOSH’s Pittsburgh Experimental Mine using groups of 5, 15, and 30 subjects entering the RA. The experiment used sulfur hexafluoride (SF6) as a tracer gas that was released into the air outside of the BIP RA to establish a uniform concentration. After the human subjects entered the BIP RA, the SF6 levels inside the RA were measured to quantify how much of the tracer gas entered the BIP RA. In tests conducted while the borehole air supply was left off as test subjects entered, interior contaminant levels were less than 3% of the exterior concentration. In tests conducted with the borehole air supply activated as test subjects entered, the interior contaminant levels were measured at less than 2% of the exterior concentration. Considering a mine disaster can result in 10,000 ppm of CO in the mine atmosphere, these percentages indicate that unhealthy CO concentrations that may lead to headaches, dizziness, and loss of judgement can occur in a BIP RA. This information will help mines make decisions concerning air locks, air delivery systems and a determination if purging mechanisms are necessary. INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and enforcement of mine safety standards (MSHA, 2006). Section 13 of the MINER Act specifically directs the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of RAs for underground coal mines. This mandate culminated in the 2009 adoption of changes to the 30 CFR mining health and safety regulations, requiring underground coal mines to provide RAs capable of maintaining a life-sustaining environment for persons trapped underground. Such RAs can be either pre-fabricated or BIP shelters. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe, breathable atmosphere within RAs."

The Sherwood Mine is being monitored to determine the nature and extent of changes in the mine and its environs which result from the closing and the cessation of pumping. Of particular interest was the possibility of piping-induced subsidence occurring as the mine flooded. Previous experience in the district indicated that this possibility was very real. A monitoring system, including acoustic sensors, extensometers, surface subsidence monuments, and ground water observation wells was installed in July 1978, just prior to the mine closing. Late in 1979, three piping-induced subsidence events occurred. The monitored data, and related laboratory studies are being applied to a quantitative description of piping-induced subsidence.

Rapid industrial growth in India has caused the country to realize the strategic importance of its zinc and lead deposits. Private companies, nationalized in 1965, are now a corporate public sector organization that is making great strides in developing the nation's lead-zinc mining capability. The main mining area is centered around Zawar at Rajasthan. It consists a group of mines - Mochia, Balaria, Zawarmala and Baroi. Mining activities have also been extended by opening the mines at Rajpura-Dariba at Rajasthan, Sargipallie at Orissa and Agnigundala at Andhra Pradesh. A huge deposit has been explored at Agucha in the Bhilwara district but full-scale production has not yet begun. Annual consumption of zinc and lead in India has risen steadily from 25 and 7.9 kt (27,500 and 8700 st), respectively, in 1973-1974 to 162.8 and 80 kt (179,450 and 88,000 st), respectively, in 1989-1990. Mine production has also risen consistently to cope with the increased metal demand. The mining company hopes to increase production at existing mines and upgrade the beneficiation and smelting facilities. Moreover, mining operations may be expanded by opening up new units that are now awaiting governmental clearances. OUTLINE Beginning in 1946, a careful geological survey was made of the Tsugaru Straits. In 1964, excavation of the exploratory tunnels were started to observe the characteristics of faults and rock formation directly, and to study construction methods of excavation and sealing water inflow. In March 1971, the investigation stages were over, and in April 1971, the construction project was authorized from the government. The geological features in the straits may be divided into three broad classes. One third consists of andesite on Honshu side. The other two thirds consists of tuff. The middle of the straits consists of tuff, so-called Kuromatsunai-layers. On Hokkaido side, it consists of tuff, called as Kunnui-layers. There are nine noteworthy faults on the route. Prior to the excavation of the main tunnel, the horizontal pilot tunnels and service tunnels are made. Exploratory borings are taken to confirm the geological conditions and the presence of gushing water. Groutings for sealing water inflow are carried out when necessary. In geologically bad conditioned sections such as disintegrated or fractured zones, special methods are applied. In geologically good zones, the tunnels are bored through using the same methods as for a mountain tunnel driving. The pilot tunnel being constructed at the sea bottom is under direct control of the Japan Railway Construction Public Corporation. The service tunnel and the main tunnel are being excavated by contractors.

Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

Ash is a material that many people leave to nature to handle. Others sometimes sweep it under the rug to be disposed of by someone else. In our business we cannot do either. In fact the American Electric Power System spends many millions of dollars in plant investment costs to collect the material, and then many more millions to dispose it. In 1965 alone the coal fired steam generating plants in., the AEP System produced approximately 2,400,000 tons of ash, enough to fill 40,000 coal cars which would extend as a single train across the entire states of Ohio and Indiana. Even though our present ash production is large, this is only the beginning when we forecast the future growth of our system. By 1980 it is estimated that our generating capacity will expand to about three times its present size, and with coal as our primary source of fuel our ash production will increase proportionately to about 7 million tons a year.

While Russia continues to be a worldwide leader in asbestos production, the environmental and health status around Russian asbestos mines is not well known and understood, internationally. A literature review was performed to evaluate the potential impact of Russian mining operations on mesothelioma incidence rates in the Ural region where the majority of the asbestos deposits are located. Asbestos that has been mined in this region includes chrysotile, crocidolite, and anthophyllite forms. The Nicholson-Peto (1986) model was applied to published exposure data and mesothelioma mortality statistics in different cities and villages of the Ural region to estimate mesothelioma potency factors (KM) for the various associated fiber types. It was demonstrated that mesothelioma potency factors, as determined by Berman and Crump (2008), could be used to predict mesothelioma risks of non-occupationally exposed individuals in locations where either pure chrysotile, or both crocidolite and chrysotile, are mined and milled. A mesothelioma potency factor was calculated for anthophyllite that appeared to be higher than expected based on previously published studies. The highest incidence of mesothelioma was identified in a community close to a crocidolite mine. The study confirms the validity of utilizing current risk models for non-occupationally exposed populations near asbestos mining activities where asbestos exposures are relatively low and provides methods of characterizing mesothelioma risk in the former Soviet republics (FSRs).

"The Norwegian University of Science and Technology (NTNU) and Nordic Ocean Resources AS, with support from Statoil ASA have carried out a project reviewing the knowledge about seabed mineral resources in Norway to identify and prioritize needs for further research and development.A special focus area in the project has been to increase the knowledge of possible massive sulfide mineralizations along the Mid-Atlantic Ridge. This Ridge is a subsea mountain range which separates the Eurasian and the North American continental plates. In this area, seafloor massive sulphides (SMS) are formed from the volcanic and hydrothermal activities along the Ridge. A large part of the North-Atlantic Mid-Atlantic Ridge between Jan Mayen and Spitsbergen is located on the Norwegian shelf.Analysis and interpretations of multibeam data have been carried out by NTNU in cooperation with the Russian Institute for Geology and Mineral Resources of the Oceans in order to disclose relevant areas for the formation of SMS deposits. This analysis has identified several promising areas."

Missouri River Division (FORD), U.S. Army Corps of Engineers (COE), has completed (October 1982) a study for the U.S. Air Force Ballistic Missile Office, in which desireable and needed changes in contracting methods for underground construction were identified. Due to the importance of geotechnical considerations in such construction, a good number of the resulting recommendations relate to geotechnical considerations. Corps contracts have traditionally served as models for contract documentation by public agencies and in private enterprise. Several standard features of present-day contracting methods were Corps innovations. Corps officials are generally in agreement with the recommendations of the Better Contracting reports published by the U.S. National Research Council (NAS/NRC), through its U.S. National Committee on Tunneling Technology (USNCTT). However, the findings of the 1982 MRD study indicate that additional changes are warranted for underground construction contracting methods; changes that deal specifically with site geological conditions, both known and to be reasonably anticipated, as well as with their associated impacts on construction. The 1982 MRD report identifies the need for nine specific improvements in geotechnical aspects of contracting; improvements based on recognition of geological conditions.

The cobalt plant was successfully commissioned in mid-1983. It is located within the company's nickel - copper re finery situated in Springs, South Africa. Plant design, which began in 1981, made provision for the corrosive process environment, stringent environmental standards, and the latest noise abatement requirements. In addition, the process flowsheet for the primary recovery of the cobalt byproduct and the purging of six impurity metals (nickel, iron, copper, manganese, lead, and arsenic) was designed with simplicity as a primary objective. High purity cobalt powder has been produced since commissioning.

The past decade has seen remarkable progress by the railroads both in equipment and concepts in the handling of dry bulk. materials. While such shipments have always been an important part of the traffic handled by the railroads I little was done to improve the efficiency of handling or toward attempted optimization of equipment design before 1960. Several developments at about that time turned attention to this important segment of railroad traffic. One was the construction of a successful coal slurry pipe-line. Another was the promise of substantial economy in electric power transmission by ultrahigh voltage systems and finally, came the growing technological and economic feasibility of nuclear fuel electric generating plants. Each of these developments was a threat to the coal traffic of the railroads --the most important single commodity they handled in terms of revenue and tonnage. By the mid-1950's I Southern Railway management had become most concerned with its growing investment in freight car equipment and the declining revenue productivity of the capital employed. Additionally I there was substantial concern with the loss of business and potential losses in the area of the railroad's greatest economic advantage --bulk commodity movements. In 1958 a small team was established to study this problem. They arrived at two conclusions. The first conclusion was that within limits of maximum gross allowable weight on rail the lowest unit net capacity cost of investment came at maximum allowable gross weight per car unit. The second conclusion was that with a high degree of utilization costs per weight unit transported could be reduced to the pOint where

During the gold cyanidation process, cyanide can be lost from the leachate by various chemical routes. The products of these cyanide losses include base metal cyanide complexes, thio­cyanate and cyanate. These losses are particularly important when treating pyritic or cupriferous ores since the two most sig­nificant cyanic ides, in order of importance, are sulfides and cop­per bearing minerals (I). Cyanidation of pyritic minerals results in the formation of thiocyanate. The problems caused by cyanide soluble copper minerals are well known to the gold processing industry and have been reviewed by several authors (e.g. 2, 3). An important consider­ation, especially with a number of more recent leaching tech­nologies, is the effect of the CN :Cu mole ratio, R, on the gold leaching kinetics. In order to efficiently leach cupriferous ores, it is important that R is maintained at a level that allows suffi­ciently rapid leaching without excessive use of cyanide. The optimum value for R in a fixed leaching system would appear to lie between 3 and 4. This is based on the early observations that the leaching rate is very slow when R is below 3, with a rapid increase in the leaching rate above 3 (2, 3,4). The leaching rate increases gradually when R is greater than 4 (4). The major Cu(I)-cyanide complex in this range of R values is the [Cu(CN)J]2· species. It has been postulated that leaching occurs due to either uncomplexed cyanide or the fourth ligand in [Cu(CN)4]3·, since the stepwise formation constant for this complex is very small (2, 3). An additional consideration when leaching cupriferous ores is the oxidation of cyanide by Cu(II) minerals, resulting in the formation of cyanate. It has also been reported that both sulfide minerals (5) and activated carbon (6, 7) catalyse the oxidation of cyanide to cyanate. From the above discussion, it is important for the leaching con­ditions to be carefully controlled when treating pyritic and cuprifer­ous ores in order to achieve efficient and economically viable leach­ing. For example, large concentrations of thiocyanate in the leachate would reveal large cyanide losses and thus indicate the need for a pretreatment step to oxidize the sulfides. Alternatively, a low R value would indicate slow leaching kinetics and consequent low gold recoveries, indicating the need for increased cyanide dosage.

In September of 2000, Cowin and Company, Inc., contracted with Paramont Coal Corporation to construct a large decline approximately 820 m (2,700 feet) in overall length at a grade of 8 degrees to the Lower Banner Coal Seam. This paper will discuss the methods used by the contractor and owner to overcome the unique problems required to construct this tunnel in a coal mine environment. The problems include, initial design considerations, equipment selection, ventilation, ground control, control of water in?ows, and placement of concrete.

Throughout the mining industry today, new bearing materials - ZA* high-performance zinc-aluminum alloys - are reducing costs of maintaining and rebuilding a wide range of equipment. As replacements for bronze bearings, installed in original equipment at the plant or during maintenance and repair operations in the field, the zinc alloys frequently provide better or equal performance at lower cost. The ZA Alloys The ZA alloys are a family of three high-performance zinc-aluminum alloys that compete in cost and performance with cast iron aluminum and bronze. The growing number and uses testifies to the versatility of these alloys and is encouraging their consideration in a wider range of applications. The ZA alloys are referred to as ZA-8, ZA-12, and ZA-27, the numbers corresponding approximately to the percentage of aluminum each alloy contains. ZA-8 is a permanent-mold casting alloy and is usually selected for decorative purposes; ZA-12 provides both performance and cosmetic benefits; ZA-27 offers the greatest functional strength. The term high performance ZA alloys distinguishes them and their improved engineering properties from traditional zinc die casting alloys. Maintenance Savings At its mine in Timmins, Ontario, Kidd Creek Mines Ltd. operates over 40 Joy VCR- 150 crawler-mounted air-powered rock drills. Most of the drill components undergo severe stress as the drill batters through the under-ground rock. As the components wear, the drill bits wobble; when the wobble becomes excessive, the drills are rebuilt. In the gear train, which rotates the drill steel, there are three planetary gears with - historically - bronze bushings. Since the planetary gear bushings are wear items, they are routinely replaced during overhaul. The bronze planetary gear bushings (three bushings per assembly) were replaced up to five times annually. With 43 drills in use, bushing consumption approached 600 per year. At the manufacturer's replacement part cost, the 600 bushings and gears would cost more than $20,000 a year. Even though a major saving was achieved by having the bronze bushings manufactured locally, the 600-unit annual usage provided ample incentive to investigate other ways of lengthening drill life and reducing the part costs. One approach was to consider using a bushing material that offered good bearing properties, but was lower in cost. About three years ago, ZA-12 zinc-aluminum casting alloy, costing less than half as much as bronze, was evaluated and selected for testing. One hundred ZA bushings were manufactured and placed in service as the drills came in for rebuilding. At the next rebuild the "drill doctor" (drill maintenance mechanic) noticed that, although the bronze bushings were completely destroyed, on occasion the zinc alloy bushings were not. In addition, he noted that some of the ZA bushings showed less wear than the bronze bushings. Because the bushings were changed routinely during each overhaul, the actual operating life of each bushing was not determinable. Therefore, it was not possible to statistically compare the life of the ZA bushing against the bronze. However, the desired life of the part was from overhaul to overhaul. So the ZA alloy obviously met the objective, giving equal or better life than bronze at a significantly lower price. Based on the favorable results of the testing under actual operating conditions, Kidd Creek maintenance personnel decided to switch permanently to the ZA bushings for rebuilding the VCR-150 rock drills. Original Equipment Application As one of the leading companies marketing the ZA alloys, as well as a zinc -copper-silver mining company, Kidd Creek is interested in developing applications for the alloys by original equipment manufacturers such as joy Manufacturing. Kidd Creek marketing representatives provided joy with information on the Timmins mine tests, along with ZA-12 bushings for evaluation and testing. Based on this information, joy installed ZA bushings in 12 new VCR-150 units and delivered them to customers for use in such areas as granite quarries and copper, lead, zinc, and limestone mines. During the following year, joy engineers closely monitored repair reports to verify the performance of the ZA part. The engineers' findings convinced them of the advantages of ZA-12. As a result, joy now uses ZA-12 bushings in the manufacture of its VCR-150 air tools. Advantages for Casters and Users In the foundry, the new alloys have proved their castability and profit potential in sand and metal permanent-mold processes, as well as the new graphite permanent-mold gravity casting process. The energysaving, pollution-free and ease-of-machining benefits they offer are important to all of these processes. Over two dozen Resin-in-Pulp (RIP) plants have been in operation in the fonner Soviet Union since the beginning of 1970. Currently approximately 50% of the gold produced in Russia, Uzbekistan and Kazakhstan, which equates roughly to 10% of the total world output, is recovered using the RIP technology. An alternative to activated carbon, ion-exchange resin has several advantages for the recovery of gold. Resins are less prone to clay or organic foul­ing and do not require thennal regeneration. They also have poten­tially higher loading capacities, faster adsorption kinetics, and are more resistant to abrasion. The original Russian RIP process was based on engineering expertise developed for uranium ore pro­cessing and has a few major drawbacks. The biggest problem is an 18-30 day resin stripping process, which results in a huge gold lock-up. The problem was recently overcome by the development of a new stripping technology which cuts the time to 12-24 hours. Currently, there is rather limited practical knowledge of the Russian RIP process in the West, but often Western mining com­panies developing gold mines in the fonner Soviet Union are hard pressed by their local joint venture partners to take a serious look into RIP. It is probably only a matter of time before one of these companies will cross Soviet technology with Western engineering and develop a modem RIP process as an attractive option to the current CIP and CIL technologies.

The never-ending quest for gold-bearing ore deposits is a primary industry in Canada, employing people of widely differing expertise. The exploration models for gold deposits are generally geologically complex and the targets have relatively small cross-sectional areas. These problems are compounded in Canada by the minimal outcrop exposure in most mineral provinces and the high percentage of water-covered areas. Naturally the chances of successfully delineating an economic gold deposit are very much greater if all parties involved can act as a team of explorationists constantly confemng amongst themselves particularly as the applicable disciplines generally overlap and complement each other. Three case histories (see Figure 1) are presented to illustrate this philosophy with emphasis placed on the role of the geophysicist in translating the exploration model as defined by the geologist into physically measurable parameters and identifying target areas with similar characteristics. The Conwest-Miminiska property in Ontario is a grassroots exploration play. Additional ore reserves needed to be delineated on the Salmita property in the Northwest Territories. At Laura Lake, near Chapais, Quebec geophysical methods were employed to trace thin high-grade mineral intersections under deep overburden and severe cultural interference.

This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. This paper is based on two recently (2002) published reports: - "Breaking New Ground". Final report on the Mining, Minerals, and Sustainable Development Project (MMSD). - "2002 Sustainability Reporting Guidelines". Published by the Global Reporting Initiative (GRI). The GRI guidelines can be applied in all kinds of industries and other organizations, whereas the MMSD project report is sector specific. However, both reports center on the three pillars of sustainability. The performance indicators as they are presented in the GRI guidelines have been assessed and compared with the sector specific arguments in the MMSD report. Based on this evaluation, the paper points at some indicators that may be useful in the start-up phase of sustainability reporting, seen from the perspective of the aggregate industry in an industrialized North European country with increasing environmental awareness and pressure on natural resources.

Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.
